| 2 | Design supplying, installing, testing & commissioning of electrically operated gearless 13 Passenger (884 Kg) capacity lifts to serve 10 floors i.e. G + 9 upper floors in the existing lift well, confirming to all relevant IS, speed 1.5 metre/sec with automatic micro stroke button control, microprocessor based controller, simplex selective/ collective control suitable for 3 phase, 415 volts, 50 Hz, AC supply,independent operation with AC Variable Voltage Variable Frequency [AC VVVF] drive control [closed loop] with power saving regenerative drive with suitable gearless motor traction type to serve G+9 floors i.e. 10 stops and 10 landings (Travel/rise 30m appx) with and without attendant, suitable for synchronised operation, automatic power operated 900mm centre opening sliding type stainless steel (SS 304) doors 16 gauge haireline finish with vision panel of size 300x1700mm covered with 8mm thick toughened plain glass, having full curtain infrared sensor safety (3D infra red sensors for car doors along the full height), UPS based Automatic Rescue Device [ARD] system with [±] 5mm and suitable batteries, Floor position digital indicators in car and all landings with call indicating lights, built in voice announcing system including necessary joists and beams for mounting the machine in machine room including addition/ alteration to existing lift well if any, all necessary civil works required in connection with erection of lift complete all as specified and as directed including dismantling of existing Lifts complete alongwith its accessories of any description and transporting and depositing in MES stores and provision of temporary wooden door shutter at landing door opening for safety of the users till installation of new lift complete all as specified and as directed. |
| 3 | Notes: The lift shall be provided with and including the following: [a] Fireman Switch[b] UPS based Automatic Rescue Device [ARD] during power failure including manual operation provision with suitable capacity of batteries designed for running the lift with full load. The ARD batteries shall be securely housed in a suitable battery box fabricated from 1.5mm thick MS sheet duly powder coated for corrosion resistance, with an insulating mat provided inside to ensure electrical safety and prevent direct contact between the batteries and the metal surface including provision of suitable locking arrangement[c] Battery operated emergency light [LED Ceiling Fitting] alarm [speaker for emergency alarm system to be fixed] and stop button in car with rechargeable arrangement for battery.[d] LED light fitting 5 Watts x 6 Nos. recessed mounted in false ceiling.[e] Provision of two axial flow fans suitable for recessed mounting in false ceiling.[f] Provision of premium quality Jet Black Granite stone slab of 18-20 mm thick as in flooring for lift car (not more than three parts) over 3mmthick aluminium chequered plate in flooring for lift car.[g] Nonstop button/ independent operation.[h] Over load warning indicator in COP with voice announciation and overload protection/ tripping system having relays , etc.[i] Stainless steel sliding doors with front opening for all landings made of 16 gauge 304 grade stainless steel sheet with haireline finish with vision panel of size 300x1700mm covered with 8mm thick toughened plain glass.[j] Landing door frames shall be made of 1.5mm thick 304 grade stainless steel sheet. |
| 4 | [k] All the dimensions of the lift and connected items shall be designed in conformity with IS 14665 standards and the contractor shall submit the design drawing to Accepting Officer for approval before commencementof work. The body shall be SS 304 grade stainless steel of 16 gauge with hairline finish.[l] Provision of built-in voice announciating system for floor announciation, direction of lift movement i.e. moving up and moving down, doors opening and doors closing announciation with background music complete all as specified, directed and approved by Engineer-in-charge/GE.[m] Provision of voice announciating system for ARD operation during power failure complete all as specified, directed and as approved by Engineer-in-charge/GE.[n] Set of three in number limit switches at the bottom and top most position of lift hoist way as specified in IS.[o] A safety instruction plate, duly embossed or laser printed on an SS-304 grade stainless steel sheet of suitable size and thickness, shall be riveted inside the lift car at a clearly visible location, displaying the content in English, Hindi and Telugu with letters of sufficient size to be easily readable by the users as directed by the Engineer-in-Charge.[p] Provision of Car Operating Panel [COP] with a dot matrix type display to indicate various information such as floor level, directional arrow, overload, ARD functioning and other relevant signals alongwith push buttons incorporating Braille / raised letters in sharp contrast to the background, to aid persons with visual impairments in compliance with Clause B-6.4.5(c) of NBC of India 2016.[q] Provision of suitable phase reversal relays to the controller to protect lift/ equipment against phase reversal, phase failure and low voltage.[r] Provision of 3 way Intercom system with hand set at Ground floor and machine room andbuilt in push to talk(PTT) in COP without hand set.[s] Provision of hand rail made out of 38mm dia 304 grade stainless steel pipe with closed and smooth finished complete all as specified and as directed by Engineer-in-charge.[t] Continuous earthing for machine and equipment with Aluminium strip of size 25x3mm from machine unit and controller panel up to the earth test point provided at the bottom of the bldg. New earth pits-02 Nos shall be provided with 600mmx600mmx6mm GI earth plate electrode and 32x6mm earth strip from earth electrode to test point shall be provided. |
| 5 | [u] Steel Wire rope of adequate size as per relevant IS and as per manufacturers specification.[v] Other standard fixtures and fittings like guide rails, sheaves, counter weights with guards, buffers, gear unit brakes, control panel, car operational panel, governor, locks, power control and trailing cables complete all as per latest IS specifications. [w] Main drives and controls shall be high efficient and low power consumption.[x] Lift design, specifications, drawings, manufacturers instructions shall be got approved from Accepting Officer before placing order for procurement.[y] The contractor shall carry third party load testing for each lift installed once in every six months till defect liability period and shall submit staisfactory test results and the rate quoted shall be deemed to included for this provision.[z] Shaft lighting shall be provided in the lift shaft with provision of LED Bulk head light 10W at each floor level with FRLS copper conductor wires drawn through PVC conduit. The wiring for shaft lighting shall be connected and controlled from machine room lighting and it shall be independent from lift supply.[aa] Provision of CCTV Camera, 3MP, 2K, made in India with 256GB Micro SD memory card housed in a stainless steel safety grill with small padlock complete fixed in lift car. A separate UPS with battery, suitable to provide a minimum of 15 minutes backup for the CCTV system, shall be installed in the machine room and the power supply to the CCTV shall be connected from the UPS through an independent cable drawn along with the trailing cable. |
| 6 | [ab] Automated Breakdown Notification System: The lift shall be equipped with an intelligent controller capable of detecting and diagnosing faults or malfunctions in real time. In the event of any lift breakdown or critical fault, the controller shall automaticallytrigger on SMS. Upon rectification of the fault and restoration of functionality, the system shall automatically trigger a follow-up SMS indicating that the lift is operational.[ac] SMS Alert Configuration: The system shall be configured to send SMS messages to the designated personnel, including but not limited to the following:-[i] Lift Technician[ii]Engineer-in-Charge[ad] Content of SMS Alert: Each SMS alert shall clearly mention the following:-[i] Building Number / Name where the lift is installed[ii]Time and date of fault occurance[iii] Primary cause of breakdown, such as Voltage fluctuation, No power supply, OPverload / Overweight, Emergency stop triggered and any other specific error detected by the system.[ae] Responsibility of Vendor / OEM: [i]The contractor/vendor shall ensure complete configuration and testing of the SMS alert system at the time of commissioning.[ii]Any necessary SIM card, GSM mobile, or associated hardware / software required for this functionolity shall be supplied and installed by the vendor.[iii] The vendor shall provide documentation and training for the configuration and update of alert recipient numbers.[af] Compliance & Acceptance: This feature shall form an essential part of the technical compliance. Absence or non-functionolity of the SMS based alert system shall be treated as a deviation from the technical specifications and may attract penalities or non-acceptance during commissioning. |
| 7 | [ag] Directional signs indicating the location of an accessible lift to transport persons with disabilities at all usable levels shall be provided at a location that is clearly visible from the accessible building entrance. The directional signs shall incorporate a representation of the international symbol of accessibility in compliance with Clause B-6.4.1 of NBC of India 2016.[ah] Provision of Landing Operating Panel [LOP] at floors with a dot matrix type display to indicate both the floor level and directional arrow, along with push buttons incorporating Braille/raised letters in sharp contract to the background, to aid persons with visual impairment in complaince with Clause B-6.4.5(b) of NBC of India 2016.[aj] Solid cast iron blocks only shall be used for Counterweight. No other castings shall be permitted.[ak] The mild steel machined guide rails shall only be permitted. the minimum thickness of guide rails shall be 16mm for the car and 10mm for the counterweight.[al] Providing and fixing landing toe guards from the bottom of the sill support upto the next floor door header level to cover the exposed wall surfaces with 1.2mm thick GI sheet, complete with all necessary fixing accessories, fasteners and supports to the wall surface as specified and directed by the Engineer-in-Charge. |
| 8 | Notes for Ser item Nos. 1 to 1.5: The pre-dispatch factory inspection of the complete materials shall be carried out at the manufacturer\"s premises by a representataive nominated by the Accepting Officer. A report shall be prepared and submitted duly signed by the representative of manufacturer, the contractor and the representative of the Accepting Officer, and shall be approved by the Accepting Officer before dispatching the material from the manufacturer\"s factory. The contractor in liason with the manufacturer, shall make all necessary arrangments for the inspection and intimate the department at least 15 days prior to the date of inspection. |
| 9 | Phase-II: Schedule \"A\" Part – II: [Comprehensive Maintenance of Lifts provided under item No. 1 to 1.6 above after completion of defects liability period]: |
| 10 | Comprehensive Maintenance of Electrically operated Passenger Lifts of 13 Passenger (884 Kg) Capacity to serve 10 Floors (i.e G+9 upper floors) as mentioned under revelent item of Phase-I with collective / selective control by carrying out periodical checks, repairs including Replacement of defective spares / accessories etc. and testing as specified and as recommended by the OEMto ensure smooth, safe and efficient functioning during first year after expiry of defects liability period complete all as specified in Particular Specifications and as directed by Engineer-in-Charge. |
| 11 | All as per description of item No. 2.1 but for second year after expiry of defects liability period. |
| 12 | All as per description of item No. 2.1 but for third year after expiry of defects liability period. |
| 13 | Notes for Serial Item No. 2.1 to 2.3 above:[a] The contractor shall be required to employ Minimum 01 No. of lift Mechanic with sound knowledge and adequate experience Round the Clock. All the manpower employed shall report to Office of AGE [E/M]/ Complaint Cell for day to day maintenance and efficient operation of Lifts.[b] The rate quoted is deemed to be inclusive of supply and fixing of all Major and Minor Spares viz. Mechanical / Electrical / Electronic / LED Lights etc.as and when required for trouble free, smooth and efficient functioning of lifts including overhauling as and when required to all mechanical parts of lifts, Rewinding of Electric Motors, repair/maintenance of Gear Unit, repair / maintenance of Door Drive, Controllers, Pulleys, Limit Switches, Relays etc. complete all as directed by the Engineer-in-Charge.[c] All the safety measures including ARDs shall be ensured for serviceable condition round the clock and nothing extra shall be paid on these accounts.[d] The rate quoted shall be deemed to be inclusive of testing of each lift by Licensed Lift Inspector of Government of Andhra Pradesh twice in a year for worthiness of the Lift in respect of safety. Certificate issued by the Licensed Lift Inspector shall be submitted to the Engineer-in-Charge and a copy of Certificate shall be displayed in all Lift Cabins as directed by Engineer-in-Charge.[e]Emergency Light and necessary tools shall be available in a tool box in the shift for smooth functioning of lifts.[f]Conveyance and communication system like mobile phone etc. shall be provided by the contractor to all Lift Mechanics and Helpers.[g]The contractor shall abide by the latest Labour Rules and Minimum Wages Act.[h] Wages paid by the contractor to the persons employed shall not be less than the minimum wages fixed by State / Central Government from time to time whichever is higher.[i] The contractor is responsible for making subscription towards Insurance, EPF, ESI,Labour Welfare Cess etc., as applicable and shall pay Gratuity, Bonus etc to the Workmen as per existing Labour Rules / Acts / Regulations and rate quoted shall be deemed to be included for the same. |
| 14 | [j] The contractor shall provide the workmen with Dark Blue Colour Uniform [Formal Pant & T-Shirt] with labels showing / printed i.e. \"Name of the Firm and Designation\" on Front and \"GE [U-II][V] on theback of the T-Shirt along with protective clothing / gear. The contractor shall also provide shoes to the workers and no person shall be allowed to enter the work site without wearing shoes.[k] The contractor shall be responsible for all Accidents / Injuries happening to the workmen. Any accident causing Minor / Fatal Injury, Partial Disability due to any untoward incident or non-adherence to Safety and IE Regulations or fault in maintaining of Lifts System / Safety Mechanism or on account of any mishandling / wrong operation / lack of knowledge of safety precautions or on account of any circumstances beyond his/their control, the contractor shall be solely responsible for settling all claims of compensation to the deceased, failing which department will have a right to recover any sum indicated / claimed by Labour Commissioner / Court authorities. No claim whatsoever will be entertained in this regard. No compensation is payable by the department on this account. Contractor shall provide first aid boxes to meet any emergency situations.[l] Fortnight, Quarterly maintenance registers shall be maintained and signed by the site engineer and contractor.[m] Load testing shall be arranged by the contractor to the Lift for which repairs were carried out as and when directed by Engr -in-Charge.[Note for Item Nos. 1 to 1.6 and 2 to 2.5 above: The Bidder shall upload a Memorandum of Understanding (MoU obtained from OEM of Lift) alongwith Valid Product Approval letter of the OEM of the lift by MES (i.e E-in-C’s Branch / any Command HQs/ADG) for the Design, Supply, Installation, Testing, Commissioning, and future maintenance of the lift. The MoU with the OEM and Valid Product Approval letter in MES are required to be uploaded online alongwith Technical Bid, failing which the bid will be summarily rejected and the Financial Bid shall not be opened. No representation or correspondence in this regard shall be entertained.] |
