| 1 | Design, Installation, Testing, Commissioning including Integration and Maintenance of the Advanced Metering Infrastructure (AMI) with procurement of all necessary software, programming licenses, and documentation including operation &comprehensive maintenance of Smart meter system for 10 years including defect liability period of two years after completion of work with following specifications comprising of following :- |
| 2 | Perform site survey and deciding the communication technology to ensure data availability of all the consumers. |
| 3 | Supply, Installation, Testing, Commissioning of Smart Meters of different makes (not more than 33 % of a particular make to ensure interchangeability at a later date as per BIS 16444 with communication modules having GPRS (3G/4G/5G)/RF (Mesh Network) or canopy/Hybrid (RF+GPRS {(3G/4G/5G)} or any other advanced technology as per CEA/TRAI regulations as mentioned below:-(i) Single Phase smart meter of rating 10-60 Amp based on RF (Mesh Network)/GPRS (3G/4G/5G) communication- 1187 Nos (ii) Three Phase smart meter of rating 10-60 Amp based on RF(Mesh Network)/GPRS (3G/4G/5G) communication- 122 Nos(iii) All Meters (Single/Three phase) must be fixed with polycarbonate meter box of Minimum IP 43protection grade, the quoted rate deemed to include procurement and fixing of meter boxes. |
| 4 | Supply/ planning/setup/ tuning of RF communication infrastructure including Network Management System (NMS) & Head End System (HES) for the project area, AMI software and associated equipment’s should be capable of handing at-least 1500Number of meters of different makes as per BIS 16444. It shall support occupation/vacation, meter replacement, personal details update on email to user/staff. Bank details of GE and payment gateway would be integrated with the software and also calculation of refund on vacation of quarter. Software would adopt meters and system of different makes complying with IS 16444. Software would compatible for both pre-paid and postpaid billing plans as per requirement including user friendly app(Android & IOs) for Smart Phone. RF gateway shall be compatible with atleast 03 different makes of smart meter (as per approved make list). |
| 5 | Supply and set-up of Meter Data Management (MDM) system. |
| 6 | Integration of different devices of different makes/ equipments/software covered in scope of this project with each other as per functional requirements, including water charges, furniture and license fee and other allied charges. |
| 7 | Deploy meter of data web based application on govt community cloud approved by MEITY for hosting and management of meter data acquisition, meter data analysis, meter data management, report generation, integration with MES billing and other IT systems and dissemination of information on web portal/web application and mobile app (Android & IOS). |
| 8 | Planning, deployment and tuning of communication system including cellular network (if required) to meet the performance requirements. Arrangement of broadband/cellular internet connection for gateway/meter for reliable internet connectivity of the gateway |

| 12 | Bidder may go through the details for design of system as per PS and E-in-C’s Branch policy No. 12/2023 alongwith other details /policies as per CEA/TRAI/NSGM. |
| 13 | Note:-1 (A) :-(a) The defect liability period will be 2 years from the date of completion of phase-I. (b) Audit of software for smart meters will be done by CERT-India empanelled firm/CERT auditor of Armed Forces. The cost of the audit will be borne by contractor.(c) 01 Nos Desktop Computer of size 19 inch high performance HD LED monitor slim and stylist design, HDMI/VGA ports, built in power supplywith 1 KVA UPSand 01 NoLaser Jet Printerwith printing speed 40 Pages per Min & 520 MB RAM.(d) Quantity of Smart meter given in BOQ is tentative. In case variation in quantities on plus or minus side due to site requirement shall be regularised through Deviation Order for single and three phase meters on pro-rata basis based on quoted lump-sum amount against srl item No. 01 of BOQ. (e) Contractor should have minimum 2%( single phase-24 Nos & three phase-3 Nos) shall be kept sparesmart meters and accessories for replacement in case of any defective meters and accessories through out the comprehensive maintenance period.(f) Integration/interface of the AMI system with application systems like meter-ing/billing/collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems.(g) Infrastructure complete with GCC should be capable for expansion of metering facilities upto 100% in future (if required). |
| 14 | (h)The meter initially installed after dismantling of old meters should run as normal mode on post paid basis till the system is connected with GCC /server for online system, so that there should not be any loss of revenue. Payment (Recharge) shall be done through APP(IOS/Android)/ Link at BSO office. The contractor/OEM of the meter shall provide SMS alters/low balance and meter STOP/ON facility through BSO or rep of GE (if BSO not posted) of the GE office.(j) Material required for smooth functioning of system complete with periodic charges of telecom operator for smart meter billing from completion of work till completion of 10 year including defect liability period of 2 years. Amount of comprehensive operation of system shall also be included under quoted lump sum amount under ser Item No 01 of BOQ.(k) Hosting/storage of data on GCC should have back up of data.(l)Taking down carefully existing unseviceable energy meters and meter shall be deposited to MES Yard by the Contractor alongwith disconnection detailed recod as per directed by Engineer-in-Charge.(m) Guarantee of meters will be 120 months from Date of completion of Phase-I. The amount of security deposit for smart meter to be carried out in Schedule ‘A’/BOQ against guarantee period for smart meter shall be 2.5% on the amount of smart meter at contract rates shall be retained by the Government from the contractor’s dues.This amount shall only be released after successful expiry of the guarantee period.The contractor may however, furnish a fixed deposit receipt in lieu from a Schedule bank, pledged in favour of Garrison Engineer (I) Kanpur for the period of Guarantee in which case the amount if any, deducted from the dues/final bill shall be refunded.(n) OEM would need to share authentication/encryption keys of meters with deptt. |
| 15 | (o) Quoted rates shall be inclusive of cost of DCU and repeaters as per site survey.(p) Meters of different make shall be able to integrated with any software.(q) Contractor shall submit MoU with AMISP/Solution provider and GCC {(MEITY approved alongwith GE(all the charges shall be borne by the contractor during the currency of work)} after acceptance of Tender for execution of work.However in event of change of GCC the contractor shall submit fresh MoU with new GCC to whom he is opted to port/transfer data, contractor shall ensure that no loss/leakage of data in event of change of GCC.(r) Contractor shall develop payment gateway for online recharge of smart meter. In event of vacation of qtr balance amount if any should be reimbursed to individual through offline/online mode after endorsement by GE.(s) Deploy required man power for repair, maint, updating, change management system covering metering infrastructure, IT infrastructure, hosting and software solution at each location /GE independent office.(t) Contractor shall provide helpdesk/customer care support for lodging of complaint and update on repairs through mobile app/phone/email” to provide centralize platform to effectively manage and resolve service requests and problems, enabling efficient communication, timely resolution and improved customer satisfaction. (u) Contractorshall developa software/app so that a credit of Rs 1000.00 be provided one time of new occupancy and same will be adjusted in next recharge by the new occupant. |
| 16 | 1 (B):- Following specifications are also deemed to be included in the quoted rates for operation & comprehensive maintenance of Smart meter system for 10 years including defect liability period of two years after completion of work at Kanpur Cantt :-(a) Periodic charges of telecom operator.(b) Smart meterbilling complete with stationery items.(c) Maintenance of smart meter with AMI system complete with spare parts and updation of softwares etc.(d) Charges for hosting of data on Government Community Cloud (GCC).(e) Charges for audit of smart meters and AMI system by CERT-IN empaneled firm/CERT Auditor of Amred Forces as per Govt Policies.(f)Appropriate man power shall have to be provided by the Contractor at Key location to attend and rectify the complaints of Smart Meters.(g) Help Zone Kiosk Support number will also be provided by the Contractor. |
| 17 | 1 (C):- Contractor shall attend the compliant of meters logged by user within 24 hrs, otherwise Rs 100.00 per day per meter penalty will be imposed till rectification. Following issues/problems related to the smart metering system will be considered as dysfunction of meters :-(i) No communication of smart meter with the gateway or server as per desired frequency.(ii) Error in calculation of live bill and balance wrt the tariff structure.(iii) Failure of online recharge against and non updation of online recharge against respective user.(iv) Failure of reconnect/disconnect command given to the smart meter.(v) Disconnection of meter during peak hours and any other issue if causes inconvenience to the end user, or admin user and leads to any revenues losses.(vi) Disruption in electric supply of user end in case of any error/fault in the smart meter.(vii) Integration of existing prepaid single/three phase Smart Meters any make and softwareas per IS 16444 with above AMI system all as per site requirement complete all asspecified and directed. |
| 18 | Taking down old aluminum unserviceable submain wiring any type including all cutting etc in wall and making good to the disturbed surface to match the existing surface complete all as specified and directed. |
