Tender For Provision Of Sewage Treatment Plant At Saraibari At Jorhat Under Ge Jorhat; 1 Surface excavation not exceeding 30 cm deep and averaging 15 cm deep and getting out in soft / loose soil complete all as specified and directed. 2 Earth work in excavation by mechanical means (Hydraulic excavator)/ in foundation trenches ordrains (not exceeding 1.5 m in width or 10 sqm on plan) in all kind of soil not exceeding 1.50 m in depth , including dressing of sides and amming of bottoms, lift upto 1.5 m, including getting out the excavated soil and disposal of surplus excavated soil as complete all as specified and directed. 6 Returning, filling in, including spreading, levelling, watering and well ramming in layers not exceeding 25 cm complete all as specified and directed. 7 Removing excavated material (soil) not exceeding. 50 m and depositing where directed at a level not exceeding 1.5m above the starting pointcomplete all as specified and directed. 8 Removing excavated stop valve boxes, gate stops, parts of ranges, balusters andsimilar articlescomplete all as specified and directed. 44 Supply and fix HDPE septic tank for 150 user complete all as specified and directed. 45 M&L for PCC (1:3:6) type C2 using 40 mm graded broken stone aggregate as in concrete bed to RCC pipes of 150 mm dia including packing under and completely surrounding the pipes with concreteafter laying and testing of the pipes complete all as specified and directed. 46 Design & construction of Lift Wellso that sewage to be collected from existing sewage line to Lift well, the construction shall be in RCC M30 grade (design mix) construction complete with reinforcement, form work, plaster, inlet flange and MS steel structure for lowering and delowering of Non Clogging Submersible pump etc. complete all as specified and directed Note for Lift Well : - (i) The design shall confirm to latest IS:1893, IS 4326, IS:13920, IS 800 SP 34 and other relevant codes. (ii) The structure falls in Zone V.(iii) Structural analysis & design shall be done on latest version of STAAD.(iv) Structural design shall be got vetted from IIT/NIT/ Govt Engineer collage.(v) Contractor shall discussed the concept design with SO-I (Desig)/Director (Design) of HQ CESZ before finalising the Str design. (vi) The RCC Sump shall be M-30 (Design mix) Reinforcement Steel should be Fe 500D confirming for CRS. (vii) The foundation shall be design as per the SBC of the soil at the loc of construction. (viii) The Coctractor shall provide the STAAD file/ AUTOCAD drg in soft copy, design folder and drgs duly vetted by IIT/NIT/ Govt Engineering Collage shall be submitted alongwith above said soft copy. (ix) The contractor shall excecute the work as per the said Str drg only after approval of same from Accepting officer. 47 Design, Construction, Supply, Installlation, Testing and Commissioning of compact & concealed designed Sewage Treatment Plant of capacity60 KLD based on (MBBR) Moving Media Bio Reactor Technology / MBR / SBR / SBT / Johakasou Technology or any other technology all as per DBR including fully automation system (SCADA System), Modular Pre-constructed System having sedimentation and separation chamber, anaerobic contact media chamber, moving bed chamber (Aerobic), Sedimentation Chamber, disinfectant chamber and tertiary treatment plant, including operation and maintenance for a period of 5 years from the date of completion of work including all consumable except power, with adequate manpower to ensure no downtime of plant and provide consistent outlet parameters, the plant shall be having least energy and operating cost and No noise during operation complete all as specified and directed. 48 Supply, Installation Testing & Commissioning of outdoor type PLC ( Programmable Logic Controller ) / RTU (Remote terminal Unit) based Automation, Protection Panel for Lift Well with feature of Dual mode communication i.e. wireless Dual SIM Card based communication and wireless Radio Frequency based communication (The module should be programmed to automatically toggle between the two communication mode based on the actual signal strength available), suitable for control and monitoring of 03 Nos. Pumps, 1 No. Energy Meters, 01 No Ultrasonic sensor. The panel should be of suitable size, front opening type, fabricated from 2.0 mm thick CRCA Sheet & mounting channel 40x40x5mm made out of Angle iron with proper ferrule & cable gland, internal wiring with PVC insulated multistranded copper conductor FRLS cable of adequate size. (i) The Panel should be capable of performing following functions in Lift wellall as specified and directed:- (a) Time & level based operation of lift well pumps. (b) Automatic duty cycle based operations of Pumps(c) Auto Change Over In Case of Pump Failure(d) Single Phasing Prevention, phase sequence corrector, voltage unbalancing protection 49 Serial item No. 48 continued(e) Manual Mode Operation (all connected sub systems & operations in Sewage treatment plant) from the PLC/ RTU based Control Panel. (Installation of Sewage Non Clog Submersible Pump Sets to be carried Out as per OEM Installation Manual)Note : - Contractor shall provide necessary RCC foundation with fixing bolts & nuts for fixing support bracket of duck foot bend.(i) Pump Casing The radially split casing is provided with delivery nozzle cast intergal with it. Suction is axial and delivery nozzle is central and horizontal. Specially designed Semi-concentric casing results in reduced radial thurst and ensures vibration free performance. wide volute passage ensures non-clogging operation of the pump. (ii) Impeller Impellers are of non-clog type which allow smooth passage of solides. Impellers are with single or multi vanes in semi-open, enclosed or free flow designs to cater to wide applications. 55 Serial item No. 51 continued(iii) Shaft The high tensile steel shaft accurately machined and ground is supported by two ball bearings in the motor above the impeller. Shaft is designed to transmit the power without undue vibrations and deflections. The shaft is common for pump and motor of monoblock design. (iv) Mechanical Seals Two mechanical seals in tandem arrangement are provided to ensure no ingress of water or sewage in motor. (v) Bearings Bearings are grease lubricated and sealed for life, hence maintenance free. (vi) Drive Motor is dry type submersible and cooled by liquid being handled, Motors are air tested for leak free operation, degree of protection for motor is IP68 as per IS:2147, Class of insulation : F, Voltage : 415 Volt ± 10 %, Frequency : 50 Hz± 5 % (vii) Cable A specially designed cable, 1.1 kV grade having annealed tinned copper conductor, insulated with Electron Beam Irradiated crosslinked elastomeric compound (compatible for continous operation at 1200 C) cores laid up with a proof cotton binder tape and sheathed overall with Electron Beam Irradiated Cross-linked HD HOFR elastomeric compound and generally confirming to IS 9968 Part I. The cable with this unique combination of insulating and sheathing material offers best resistance to acidic or alkaline sewage medium and to effluent gases coming out of the sump. The cable is more flexible than PVC cable making coiling and handling easier and light in weight compared to PVC cable of the same size. 56 Supply, laying and testing of cable XLPE insulated, screened, PVC bedded, galwanized steel strip or wire armoured electric power cables (heavy duty) 1100 volts grade with stranded aluminium conductor of 95 Sqmm 3.5 core complete all as specified and directed. 57 Supply, laying and testing of cable XLPE insulated, screened, PVC bedded, galwanized steel strip or wire armoured electric power cables (heavy duty) 1100 volts grade with stranded aluminium conductor of 10 Sqmm 4 core complete all as specified and directed. 58 M&L for earthing with galvanised steel earth plate electrode of size 60cm x 60 cm x 6mm thick buried directly in ground (earth pit not less than 2.25m deep below the ground level) with top edge of the plate not less than 1.5 m below normal ground level, connected to the galvanised earth lead by means of bolts, nuts check nuts and washers of galvanised iron or steel using GI strip 32x6 mm as earthing lead as shown in electrical plate No. 3 of SSR Part-I connected to earthing test point all as specified or indicated including testing on completion including necessary excavation and earth work in soft/loose soil, returning filling, disposal of surplus soil, earth pit in PCC (1:3:6) type C-1 using 20mm graded crushed stone aggregate pit, funnel, 20 mm dia GI light grade watering pipe, 40mm dia GI light grade earth lead protection pipe, CI frame and cover, wire, copper lugs etc mesh, charcoal and common salt in alternatee layer complete all as specified and directed.Note : - The cost of earthlead and protection pipe upto 7.50 m length is includedin the quoted rate of above mentioned item and additional length required beyond 7.50 m shall be measured and paid separately. 59 S&F of LED street light fitting of high-quality group control enabled integrated LED Street Light with a minimum system lumen of min 6300 lm and system wattage not less than 45 W with a nominal system efficacy of 140 lumen/watt. The LED used shall have CCT of 5700K, SDCM ≤ 5 and CRI≥70. The housing should be made of LM6/ADC12 Alloy, non-corrosive Single Piece pressure die-cast aluminum, to withstand extreme environments. The spigot shall be part of “Single Piece Pressure Die-cast housing” & shall not be bolted to the luminaire housing to ensure robust design. The name of the brand should be embossed/engraved & should not be mentioned using sticker/screen printing. It should have corrosion resistant powder coating to pass NSS of 500 Hrs. The luminaire LED shall have declared Lifetime of 50K hours@L70B50. The product should be designed for continuous operation (10-12 Hrs. per day). The Ingress protection should be minimum IP66 & impact resistance shall be IK10. Control gear compartments shall be Top maintainable without accessing/opening the optical compartment. The Luminaire should have a minimum 20 KV/10KA SPD duly bolted in the Luminaire. The SPD should be able to sustain a minimum 15 hits of 10KA rating i.e. Total of 45 hits across all the three modes as per IEEE 62.41.2. The luminaire should be of Class B Serviceability. The Driver should be asphalt potted & should be a BIS approved driver. The driver shall have operating voltage of 120V to 270V, PF≥0.95 @ full load, THD≤10% @ full load. The driver should be capable of withstand voltage stress of 440V for 8 Hrs., should have an auto shutdown @ 325V(±15V) and have an auto recovery feature. The driver shall comply to IEC61547 & IEC 61000-3-2.The luminaire driver & its SPD shall be of the same make / manufacturer as that of LED luminaires. Luminaire manufacturer must have in-house NABL accredited lab to conduct LM79, type test as per IS 10322 & FAT before dispatch as per IS 10322. The contractor must submit the NABL accreditation certificate for Luminaire manufacturer along with sample approval. The LED Luminaire & its driver both should be BIS registered. The contractor shall submit the following reports before supply of material for approvals: LM79 issued by NABL accredited lab, LM80 issued by LED manufacturer, Type Test report for luminaire as issued by NABL accredited lab, RoHS compliance issued by LED luminaire manufacturer, BIS certificate for LED Luminaire & Driver complete all as specified and directed. 60 Supplying, errecting and fixing of steel tubular swaged poles with cast iron base plate of size 300mm x 300mm x 6mm, finial taper plug, bolts, nuts & screws for type 410 SP 31 (Overall length 9.00 m) Swan Neck Type (Single Swan) including painting with two coats of aluminium paint over one coat of redoxide primer on all exposed surfaces and tarring with black bituminous paints to embedded portion in PCC and providing 3 Nos of 30 cm wide circular bands with black & yellowpaint starting from plinth level at a gap of 30 cm in between 2 bands and numbering of poles, in yellow paint over black painted back ground at a height of 2m from bottom of pole with 5 cm large bold letters 2 (inch) wide complete all as specified and directed.Note : - Excavation, earth work, PCC in foundation and coping shall be measured and paid separately under relevant item of this sch. 61 Supply and fix of Thermoplastic cable junction box forstreet lights of size 150 x 210 x 92 mm incl terminals for cable connection with IP 66 protection of make Hensel cat No KF 1616 B or equivalent in other approved makes including one MCB single pole 6 Amp, 240 Volt, 10 KA C curve mounted on DIN rail and connecting all the incoming and outgoing cable terminals with lugs all as specified and directed. 62 Supply and laying or fixing or passing through pipe, 1100 volts grade heavy duty cable with PVC insulated aluminium conductor served with an inner sheathing of PVC tape armoured with galvanized steel wire or tape and overal PVC sheathed 4 sq mm nominal cross section in service connections complete all as specified and directed. 63 Excavating in trenches, n exc 1.5 m wide andexceeding 1.5m in depth but not exceeding 3.00 m in depth; for foundation, etc. or for shafts, wells, cesspits, manholes, pier holes, etc. not exceeding 10 sqm on plan and getting out soft/loose soil complete all as specified and directed. 64 Supply & layingSand coarse dry as in cushioning of underground electric cable in trenches, laid to a uniform thickness of 23 cm (15 cm under the cable & 8 cm over the cable) and gently punned down to 18cm thickness complete all as specified and directed. Note :- Only punned down thickness of sand shall be measured. 65 Supplying and laying of common burnt clay Bricks, sub-class ‘B’ designation 75 of size 230mm x 125mm x 75mm laid flat in a trenches to the perpendicular direction of cable for cable protection complete all as specified and directed 66 M&L for Plain Cement Concrete (1:3:6) type C1 (using 20 mm graded crushed stone aggregate) as in coping of poles uypto 30 cm above ground level including necessary form work and finished the surfaces even and smooth without using extra cement complete all as specified and directed. 67 Supply, laying, connection and testing of 50 mm bore, High density polyethylene pipes (HDPE) of pressure rating 6 kgf/cm²including all fittings and fixtureslaid in trenches complete all as specified and directed. 68 Supply, laying, connection and testing of 25 mm bore, High density polyethylene pipes (HDPE) of pressure rating 6 kgf/cm²including all fittings and fixtureslaid in trenches complete all as specified and directed. 69 S&FGun Metal Gate Valve with iron wheel head, screwed down and fixed forpipe of 50 mm bore complete all as specified and directed. 70 S&F of Gun Metal Gate Valve with iron wheel head, screwed down and fixed forpipe of 25 mm bore complete all as specified and directed. 71 Cutting of existing cast iron pipes of 80 mm / 100 mm/ 150 mm dia for insertion of new tee/branches as required for connection etc complete all as specified and directed. 72 M&L for boring holes horizontally under road / pavement / hardstanding manually in soft / loose soil without cutting/ disturbing the existing road surface, suitable for inserting 25/40/50 mm bore pipe at a depth 0.5 mtr for passing of GI pipe for water supply complete all as specified and directed. 73 Supply, Installation, testing and commissioning complete of manufacturer or OEM manufactured, static silent (Sound Proof enclosure) Diesel Engine Driven Generating Set capable of delivering 12 KW (15 KVA),415 Volts (AC three phase, 4 Wire system of supply) 50 HZ at power factor 0.8 minimum. The DG Set shall consists of diesel engine coupled to a matching alternator, through flexible coupling and mounted on common base frame and complete with control panel standardized by manufacturer, fuel tankwith mounting arrangements and inlet, outlet return inlet oil arrangement, exhaust pipe complete and suitable for conditions prevalent at Jorhat (Capacity of Engine, alternators shall be worked out taking all derating factors into consideration) including PCC foundation (of suitable size leaving at least 0.5 M all around for ease of movement and 0.5 M height), anti-vibration pads, including all features to comply with latest CPCB IV guidelines and Comprising of followings:- (i) ENGINE(Prime Mover): Diesel Engine 1500 RPM , direct injection, 6 cylinders, four stroke, radiator cooled, performance class of generator set ISO 8528-5 G2, turbo charged, capable of giving adequate BHP to drive Alternator capable of delivering12 KW (15 KVA) atoutdoor atmospheric conditions at Jorhat, (Taking all derating factor into consideration),12/24 Volt (as per manufacturer recommendations) electric battery start, complete withy fly wheel all standard fittings/fixtures as per manufacturer and including suitable panel with tachometer, lub oil temperature, pressure gauge and frequency meters and also including self starter system, dynamo, fuel electric control panel with electronic governor (ECPG) and Engine protection system (Shut down, low lub oil, oil pressure, over speed etc) fuel tank and first fill of lub oil and other consumables etc .(ii) Alternator: Brushless AC alternator, 3 Phase, 415 Volt, 4 wire, rated for output of 12 KW (15 KVA), Minimum power factor 0.8, 1500 RPM, IP 23 Protection class enclosure, insulation Class H, salient pole, revolving field, sealed bearing automatic voltage regulator coupled through flexible coupling with and to match the above engine :- (iii) BASE PLATE: made out of structural steel as per manufacturers recommended design/specifications.(iv) ACOUSTIC ENCLOSURE: Sheet metal fabricated cope type silent enclosure manufactured on CNC machines as per CPCB norms and powder coated after seven tank process, the enclosure shall be designed for reducing the sound level to 75 DB (A) at a distance of 1 M at 75 % load under field condition .(v) Foundation/Plinth/Base: Shall be provided as per manufacturers recommendations, however minimum 0.5 m Space should be available all around the Set and height of plinth shall not be less than 0.5 M(vi)Diesel storage tank of capacity adequate for storage of diesel as per manufacturer specification. 74 Serial item No. 69 continued(vii) AMF Panel: - Microprocessor / Relay based pedestal mounted indoor use AMF control panel of suitable rating made up of 3 mm thick CRCA Sheet steel enclosure duly painted with power coated double contactor type for mains and alternator with necessary aluminum bas bar for 3 phase, 4 wire system incl necessary relays, timer, fuses, interconnection copper cabling work incl fixing on floors by grouting, PCC work complete.(a) MCCB of suitable rating with short circuit protections-1 No (b) Digital multifunction meter of size 96x96 mm to measure current, voltage, KW,frequency and power factor with built in selector switch and programmable CT ratio with RS 485 port(c) Phase indicating lamps(R-Y-B) -1 set(d)All standard relays, circuitsand protection required for automatic operation of Gen set(e) Data logging : Engine hours, Control hours and upto 5 recent fault codes(f) AC Alternator Protection : Over/under Voltage, Over/under frequency, Loss of AC sensing, Over speed, Over Current, KW Overload(viii) MISC: Tool kit, Operation and Maintenance catalogue, spare part list, overhauling manuals, guarantee card etc shall be provided as per manufacturer standard practices.(ix) First fill of Lubricants, Coolant & Fuel: -First fill of oil, coolant as per OEM recommendations and diesel during testing for 12 hrs as per CA provn.Note: PCC foundation for DG Setshall be deemed to be included in the rate quoted for all DG sets: - (a) DHPP for testing purpose shall be supplied by the contractor without any extra cost to Department(b) The contractor shall arrange for artificial load (water load/Electrical load) for testing for final testing of DG Set at site and the cost is deemed to be including in above offer. (f) The rate quoted is deemed to be included for initial filling of radiator coolant and lubricating oil upto level 75 Supply, laying and testing cable XLPE insulated, screened, PVC bedded, galvanized steelwire armoured electric power cables (heavy duty) 1100 Volts grade with stranded aluminium conductor of 35 Sqmm 3.5 core complete all as specifed and directed. 76 Supply, Installation, testing and commissioning complete of Inverter of 5.0 KVA capacity with battery back up consisting of sealed Maintenance free batteries 12 V, 150 AHwith weather proof enclosure and locking arrangement complete including electric connection, compact design with improved efficiency and load handling, user friendly LCD disply and control buttons, Smart Inverter with an option of GSM / Wifi connectivity and Android / iOS App, Intelligent battery charging algorithm optimizes the charging current according to the battery capacity, Easily by-pass the device in case of device fault and allow mains to be available with out any wiring changes in case of a power failure for a minimum of 6 hours complete all as specified and directed. 77 Supply, installation, testing and commissioning of factory made powder coated (CPRI approved) outdoor type, dust & vermin proof feeder pillar box made out of 2.0mm CRCA steel sheet of suitable size and angle iron 40 mm x 40mm x 6 mm, powder coated over of red oxide primer suitably grouted in PCC 1:3:6 using 20 mm graded stone aggregate including bus bar, internal wiring with PVC insulated single core cables of copper conductor of suitable size with hinged double door shutters (front & rear) cubical type locking arrangement and slanted roof. The size of panel boards shall be suitable for housing the accessories given here under and also suitable for operation on AC 415 Volts, 3 phase, 50 Hz supply system.
