| 45 | Design of sewage network as per existing norms and standards for Pipavav station including vetting of design of sewage networkfrom IIT/NIT and obtaining approval from Accepting Officer. The topographic survey of required areas shall be carried out to decide the best and most economical route/ alignment of the sewage lines in most efficient manner. The design of sewage network shall be done to carry sewage through gravity till sewage treatment plant as far as possible and to avoid intermediate pumping. Pumping arrangement shall be incorporated only if transport of sewage through gravity is not possible or becomes uneconomical. The cost benefit analysis shall be done prior to deciding the best alignment/ arrangement of sewage network. Following points to be considered while designing sewage network:- (a) Depth of sewer network to be restricted upto 3.5m depth. In exceptional cases, depth can be increased to 4m but not more than cumulative 5% of total sewer network. (b) When water table is high, avoid sewer network being submerged under water table for more than 10% during high water flow.(c) Manholes spacing to be ensured as per CPHEEO Manual for Sewerage and Sewage Disposal 2013. In cases when sewer cleaning machine for long length are available for Maintenance & Operation (M & O), the distance can be increased accordingly. However all junctions will have manholes with drop of 30mm.(d) Self-cleansing velocity to be provided atleast once a day. Where velocity is not achieved, flushing point using treated waste water to be placed. Automatic Flushing Tank (AFT) can also be used.(e) Initial excavation depth of sewer can be reduced to 0.8m and in exceptional cases 0.65m, provided overburden is within design limit of sewer network. Wherever sewer line depth is less than 1m, caution markers be placed. Potable water pipleline not to be placed below the sewer pipeline. |

PLC SCADA electrical control Panel for operation of all electromechanical units of sewage treatment plant, with interconnecting cables shall be provided.(n) A PLC control shall be provided for monitoring, control, recording, and logging etc. for STP. This shall consist of PLC based SCADA system with following characteristics. (i)All the treatment Units shall be designed for manual & automatic operation through PLC and SCADA based system with PC based systems and peripheries.(ii) Provision shall be made to operate each process Unit manually, if required. All the essential Drives shall be provided with standby arrangements. (iii) The control system shall be selectable to either “Local (Manual)” or “Automatic” or “Remote Manual” modes. Annunciation shall be provided on the HMI. All electrically actuated valves shall be operated from HMI through PLC/SCADA. (iv) The Panel shall consist of following devices -PLC with integral alarm annunciator & all required hardware and software -PC based SCADA system with all required hardware, software and peripheries.- Power supply modules. -Surge protection units. -Indicator for level, pressure and flow. -Selector switches for selection of Normal mode, flush mode, score mode and drives and various other modes as per process design requirements. -Push buttons. -MCBs. -Any other item required for functioning of the system. -Input/ Output Modules: Standard rack mounted I/O modules with plug-in cards shall be provided. Field wiring shall be terminated in screwed terminal and interconnected to the processor I/O system with pre-fabricated cables with plug-in type connectors. |

All components shall have PCC walkway of minimum 1.0 meter width on all sides. The rate quoted shall be inclusive of these provisions. (t) Pumping from collection sump shall be automated based on level of sewage. Design of collection sump shall be as per CPHEEO Manual for Sewerage and Sewage Disposal 2013. Area drainage of STP to be ensured. (u) A lab shall also be established along with requisite facilities for testing & monitoring as specified. Space for establishment of lab shall be given by GE. |
| 62 | Notes:- (1) Design of STPshall be got vetted from IIT/NIT and afterwards it shall be approved by Accepting officer before execution on ground.(2) The description of items of STP in BOQ is in brief and all components required as per design to treat the influent to specified degree/quality are included in the scope of item of STP even if description of item above does not specify the same.(3) Wherever pumping is required in STP after end of sewer network till storage tank of treated effluent, the same shall be provided by suitable pumps and for each stage two pumps (One working + one standby) shall be provided as per design requirement. Rate quoted for item of STP shall be inclusive of the provision.(4) The STP shall be based on MBBR technology and design shall be accordingly carried out.(5) The treated water after tertiary treatment shall be fit for arboriculture activities etc.(6) All civil, electrical and mechanical components required after end of sewer network including raw sewage collection tank/ sump till delivery of treated effluent including storage tank of treated effluent before its pumping are covered under the item of STP and shall be inclusive in rate quoted for item of STP.(7) The quantities of various components if given in description of item are tentative and actual quantities as per design of STP for specified capacity shall be considered while quoting the rate for STP. (8) The sewage characteristics given above are indicative only and actual sewage sample shall be collected and tested before design of STP. No claim of any kind for variation in raw sewage characteristics from given above shall be entertained and treatment process shall be designed as per actual raw sewage characteristics.(9) The scope of item of STP given in BOQ starts from end point of sewage line. Hence necessary RCC sewage collection well/sump alongwith necessary sewage pumps of adequate capacity in 01 working + 01 standby configuration for each location are part of STP item andrate quoted shall be inclusive of all provisions.(10) The comprehensive maintenance of the STP as per scope given in Item No 54.06 during two years of defect liability period shall be deemed to be included in scope of Item No 54.00 to 54.05 and comprehensive maintenance during 8 years after completion of defect liability shall be measured and paid under item No 54.06 as per payment schedule given.(11)Item No 54.00 to 54.05 of this job shall be considered as 44% and Item No 54.06 & 54.07 which form Phase-II of this item shall be considered as 56%(Item No 54.06 - 13% and Item No 54.07- 43% ) of total quoted amount for Item No 54 for payment purpose. Payment schedule for 44% scope of work of this job under Phase- I shall be decided by GE during execution of work.Payment for Phase-II shall be released as per the schedule given in description of item No 54.06 & 54.07 (Phase-II) respectively. |
| 63 | PHASE-II : COMPREHENSIVE MAINTENANCE AND OPERATION (Item No 54.06 to 54.07)(A) Comprehensive Maintenance: The scope of comprehensive maintenance includes maintenance of complete infrastructure under item No 54.00 to 54.05 and replacing all defective components and restoring any defect/ deformity/wear and tear duringperiod of 8 years after completion ofdefect liability period.The scope shall also include comprehensivemaintenance of all electrical & Sewage Pumps items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, Sewage water pump, valve system, controlling system, daily checking, leakage, checking noise, cleaning of plant and its surrounding area etc, as per manufactures instructions and as specified and directed by Engr-in-charge.NOTE:(a) Comprehensive maintenance includes replacement of all defective/ worn out/damaged parts with new parts and nothing extra shall be paid on this account except the payment specified in this item.(b) The contractor shall be responsible for periodic maintenance, as per maintenance schedule and specified including renewal / replacement of parts, lubricants, fittings/ fixtures, filling of bacteria,etc required for smooth functioning of the plant as per manufactures instructions. (c) The rate quoted shall be deemed to be inclusive of safety gear & required tools for maintenance. (d) The consumable chemicals like sodium hypochlorite and chlorine shall only be supplied by GE for treatment of sewage and all other spares/ consumable are to be provided by the contractor without any extra cost. (e) Electricity for running of plant will be provided by GE. |
| 64 | (f) The Contractor shall maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly and yearly or what so ever maintenance is carried out during contract period in a binded book / register and shall obtain the signature of Engineer-in-Charge every fortnightly.(g) The contractor shall provide display board at proper location near each installation duly writing the name of all concerned who are maintaining and running the plant.(h) In case of non functioning of STP plant, penal recovery @ Rs. 3000/- per day shall be effected starting 24hrs after the start of period on non functioning.(j) The installations shall remain in possession of the contractor for complete period of comprehensive maintenance and he shall be responsible for keeping the plant in running.(k) Any penalty imposed by regulating authorities related with upkeep of STP and quality of effluent shall be borne by contractor during the period and nothing shall be paid on this account.(l) The sludge produced from any component of STP shall become contractors property and shall be removed from site as early as possible. The rate shall quoted accordingly(m) PAYMENT TERMS FOR COMPREHENSIVE MAINTENANCE :-The Item No 54.06 shall be taken as 13% of total amount quoted for BOQ Item No 54 above (Supply, installation, commissioning, comprehensive maintenance and operation of STP) for payment purpose. Yearly breakdown of payment against this item shall be made as per following schedule during the period of Eight years after completion of defect liability period of Phase-I.Please note that comprehensive maintenance as per scope given above during defect liability period of 2 years shall be deemed to be included in Phase-I ( Item No 54.00 to 54.05. )(i)After 1st year - 10.00%(ii)After 2nd year- 10.00%(iii)After 3rd year - 12.00%(iv)After 4th year - 12.00%(v)After 5th year - 13.00%(vi) After 6th year - 13.00%(vii)After 7th year - 15.00%(vii)After 8th year - 15.00% NOTE:- Yearly amount as above shall be paid in equal installments every month after satisfactory report to be given by GE |
| 65 | (B) OPERATION OF THE PLANTOperating and keeping the STP of 60 KLD capacity in running/ operational condition by deploying required technical staff to produce the treated effluent of specified quality including Sundays and holidays including all connected electrical & Sewage Pumps items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, Sewage water pump, valve system, controlling system, daily checking , leakage, checking noise, cleaning of plant and its surrounding area etc all as specified and directed by Engr-in-charge.NOTE:(i) Contractor shall deploy skilled operator (FGM) as per requirement for Operation of STP for period of 10 (Ten) years after completion ofPhase-I.(ii) The contractor shall employ FGMs having minimum qualification of ITI from recognised institute having sufficient knowledge and experience of minimum 02 years in maintenance/ operation of similar work. The operators must be competent to carry out the repairs/ maintenance of plant as required(iii) The operators shall maintain the desired quality treated water including tracing out and rectification of minor leakages in pipe line/ valves during the period(iv) The operators shall operate electrical equipment, pumps and maintain the STP in workable condition by checking daily leakages, noise, cleaning the plant and its surrounding areas of plant as directed.(v) The contractor shall maintain all registers under various rules, and shall be produced to the Engineer-in-Charge as well as officers detailed by central labour department.(vi) The unit rate quoted shall be deemed to be included for cost of labour for daily routine maintenance for trouble free functioning of installation.(vii) The quoted rate shall be deemed to be inclusive all consumables required for comprehensive maintenance & operation of STP except sodium hypochlorite and chlorine. |
| 66 | (viii) The quoted rate is deemed to be inclusive of tools & testing instruments required for operation & maintenance of STP plant.(ix) The sludge cakes procured after treatment shall become contractors property and shall be removed from premises of STP as early as possible. The rate shall be quoted accordingly.(d) PAYMENT TERMS FOR OPERATIONS :-The Item No 54.07 shall be taken as 43% of total amount quoted for BOQ Item No 54.00 above (Supply, installation, commissioning, comprehensive maintenance and operation of STP) for payment purpose. Yearly breakdown of payment against this item shall be made as per following schedule during the period of Ten years after completion of Phase-I.(i)After 1st year - 6.00%(ii) After 2nd year- 6.00%(iii)After 3rd year - 8.00%(iv)After 4th year- 8.00%(v) After 5th year- 10.00%(vi)After 6th year- 10.00%(vii) After 7th year- 12.00%(viii)After 8th year- 12.00% (ix)After 9th year - 14.00%(x) After 10th year - 14.00%NOTE:-(i) Yearly amount as above shall be paid in equal installments every month after satisfactory report to be given by GE.(ii)In case of non functioning of STP plant, penal recovery @ Rs. 3000/- per day shall be effected starting 24hrs after the start of period on non functioning. |
