The ripple content shall not exceed 3% on DC and harmonics shall not be more than 3%, Micro processor based directional & revese power flow protection shall be provided to ensure isolation of SPV from Grid at the time of fault including all connected equipments required for their smooth functioning comprising of the following major componenets all as specified:- 20 Supply, erecting, installation, testing & commissioning of framed dual glass bifacial Solar modules each consist of 144 cells (12x6+12x6), size of module 2278mm (L) x 1134mm (W) x 33mm (T) or as approved, M10 TOPCon N type mono bifacial solar cells not less than 585 Wpeach, front glass 2mm low iron printed semi tempered glass, back glass 2mm low iron printed semi tempered glass, PID free & UV resistant encapsulate, IP68 weatherproof PPO junction box, compatible with IP68 rated MC4 connector alogwith 1400mm DC, Copper cable of 4sqmm size, anodized aluminium framehaving efficieny more than 22.5% at standard test condition. These panels shall be suitably fixed on Module mounting structure. The electrical Data of panel at standard test condition (STC) 1000W/m² irradiance, air mass 1.5 & 25°C cell temperature shall be as under:-(i) DC peak power (Pmax) - not less than 585 Wp. (ii) DC peak voltage (Vmp) - 44.15V (Approximate). (iii) DC peak current (Imp) - 13.25A (Approximate), (iv) Short circuit Current - 13.99A (Approximate). (v) Open circuit Voltage - 52.70V (Approximate). (vi) Module efficiency - 22.65% (Approximate). (vii) Operating temp range (-) 40°C to 85°C. (viii) Series fuse rating = 30A (Approximate). (ix) Junction box = IP68, weatherproof PPO. (x) IP68 rated MC4 connector compatiable. (xi) Anodised aluminium frame. (xii) front glass 2mm low iron printed semi tempered glass. (xiii) back glass 2mm low iron printed semi tempered glass, PID free & UV resistant encapsulate. (xiv) Sustain heavy snow upto 5400 Pa. (xv) Sustain wind loads upto 2400 Pa. 21 Note :-(a) The PV modules must be tested and approved by one of the IEC authorised test centers. In addn a PV module qualifacation test certificate as per IEC standard, issued by ETDC Bangalore or Solar Energy Centre will also be valid. (b) Warranty on output and life of structure shall be as under :-(i) Output wattage of PV modules shall not be less than 90% at the end of 10 years and 80% at the end of 25 years.(ii) The mechanical structure, electrical works and overall workmanship of the grid solar power plant must be warranted for a minimum of 5 years.(iii) Grid solar PV power plant must install necessary equipment to measure solar radiation, ambient temperature, solar energy meter 11 KV to measure grid solar power generation, wind speed and other weather parameters contnuously. Simullataneuosly measurement of the generation of DC power as well as AC power from the plant must be done. 22 (c) Each module shall have RFID tag bearing the following details. RFID reader shall be provided by contractor :-(i) Name of manufacturer of PV module (Should be made in INDIA). (ii) Name of manufacturer of solar cell (Should be made in INDIA). (iii) Month and year of manufacture (Separately for cell & module). (iv) Country of origin separetly for cell & module (Made in INDIA only). (v) Peak Wattage, Im, Vm and fill factor of the module. (vi) Date of year of obtaining IEC PV module, qualification, certificate. (vii) Unique serial no and model no. of Module. (viii) I-V curve of module. (ix) Name of the test Lab issuing IEC certificate. (x) Every module should have PID test report as per latest prevalling norms of MNRE & will be submitted to the GE. (xi) Solar cells & Modules shall meet DCR norms. 23 (d) Provision of earthing and earth strip/cables etc. for earth for solar PV module/Array as per latest IS/MNRE norms to be providied it will be measured and paid seperatly. (e) PV module shall confirm to IEC:61215, IEC: 61730, UL:61730-1 & 2 for construction, testing and safety qualifacation and latest minimum technical specifications. The module shall be manufactured in 2024 or subsquent year. Product warranty shall be for at least 12 years and performance warranty shall be at least 25 years. 24 (f) The contractor will submit the complete design of ON Grid connected Solar PV Plant alongwith complete design details, drawings, calculation sheet and connected documents within one month of acceptance of tender and before procurement of the material. The same shall be submitted to GE after vetting from IITs/NISE for approval of accepting officer. (i) The complete design will submitted to Accepting Officer through CWE for final approval before placing order of the materials to be used in Solar PV Plant. (ii) The test report of modules as per national and international standards and technical data shall be submitted by contractor to GE for approval of accepting officer. (iii) Minimum 0.5% of PV Module shall be tested for all electrical parameters incl efficieny & safety measure by the rep of AO at OEM factory premises before dispatch as per technical data sheet of the manufacturer. (iv) Contractor will submit 2% amount of total quoted amount against item Sl No 4.04 (PV Module) as performance security of PV Module in the form of FDR or BGR in favour of the Accepting Officer which will be refurned to the contractor on successful performance copletion of 25 years of PV Module.(v) Contractor will submit gurantee for at least 25 years performance of PV Module as per CA provision and in case of any manufacturing fault of any PV Module during the performance warranty of 25 years the same shall be replaced by the contractor without any extra cost. (vi) All the modules shall be of same make. (vii) Rates of testing at Factory premises of OEM or MNRE approved Lab are deemed to be included in the quoted rates.(g) Make : MNRE approved and as per list of makes mentioned in Appx D of the tender documents. 25 (viii) The solar power plant shall be got tested/ inspected by third party i.e. NISE or any other Govt approved lab as decided by Accepting officer. Cost of testing and all other arrangement for this shall be made by the contractor without any extra cost.Third party inspection/ testing shall be carried out after execution of complete work and all departmental testing. (ix) Acceptance/ Final test from rep of Accepting Officer shall be carried out after physical completion of solar power plant work.All arragement for this shall be made by the contractor without any extra cost. (x) The following tests shall be carried out: (i) Performance ratio test (ii) CUF (iii) Efficiency test (iv) Irradiance test (xi) All drawings and design duly supported with detail calculation and property of the equipment shall be submitted by the contractor within two months from the date of issue of work order for approval of the Accepting officer. 26 Design, supply, installation, testing & commissioning String PV Inverter of capacity not less than 250 KW. Input DC & output AC specification of the inverter shall be as under :-Input DC. Max input DC voltage not less than-1500V, rated input voltage not less than 1080V, start up voltage 550V, minimum MPPT voltage range 180-1500V DC, MPPT voltage range at full load 800-1300V DC, minimum number of string input 24, minimum number of MPP trackers-12, string per MPPT- 2 Nos, max input current per MPPT shall not be less than 30A, max short circuit current per MPPT shall not be less than 50A. 27 Output AC.Minimum AC output power 250 KVA@30°C, 235KVA @40°C, 220 KVA @ 50°C, max output current not less than 184A, Nominal 3 phase voltage- 800V, minimum Grid voltage range 640-920V, Frequency- 50/60Hz, Grid frequency range - 45~55Hz, Active power adjustment range- 0-100%, THDi- <3%, power factor 0.8 leading-0.8 lagging, 3 phase.Performance.Max efficiency - not less than 99.01%, European weighted efficiency - not less than 98.8%, outdoor string solar power grid tie inverter suitable to convert DC power of solar PV module/array to AC for further feeding to grid & conforming to IEC-61683 for efficiency, IEC-62109 (1&2) or equivalent for safety & IEC-62093 for reliabilty. The inverter shall be self-communicated with pulse width modulation (PWM) technology and shall be capable to synchronize with grid maximum in 1 minute. Maximum Power point tracker (MPPT) conforming to IEC-62093 shall be intergrated in the inverter to maximize energy drawn from the solar PV array. 28 The inverter shall have following protections:- (i) DC reverse polarity protection. (ii) Anti Islanding protection. (iii) Leakage current protection. (iv) Ground fault monitoring. (v) PV array string fault monitoring. (vi) Zero voltage ride through. (vii) DC switch. (viii) Anti PID protection. (ix) AFCI protection (Arc Fault Circuit Interrupter). (x) Over voltage. (xi) Under voltage. (xii) Overload. (xiii) Shorcircuit. (xiv) Earth fault. (xv) Under frequency and over frequency.Protection class/Overvoltage category- I/III. Input/output SPD- PV type-II & AC type-II standard. Electromagnetic compatibility (EMC) as per EN-61000-6-2&4. Safety standard as per IEC62109-1/2, IEC62116, IEC61727, IEC61683, IEC60068(1,214,30). (ii) All the inverter shall be of the same make & model. 30 MC4 CONNECTORSSupply, installation, testing & commissioning of solar MC4 connectors (Male and female both) having copper pin with tin plating with 1500 V DC & not less than 30 Amp. Current suitable for 4/6 sqmm cable, degree of protection IP-68, contact resistance < 2 mili ohm, insulation resistance >500 Mega ohm, insulation material PPO, protection class-II, application class A, standard EN 50521: 2008 TUV certified and shall also meet the requirement of IEC:61984 complete all as specified and directed. Make: Indygreen/Elmax/synergy/Eteilyte Technologies India Pvt Ltd . 31 Modules Mounting Structure (MMS) Design, supply and erect Module mounting structure made up of MS Hot dip Galvanised (80 Micron) as per IS 4759, GI frame Structure to hold approved solar panels mounting with all accessories.Fixing arrangements for fixing the PV solar modules & to withstand minimum horizontal wind speed of 170 km/ hr as per IS. It shall conforming to latest revesion of IS 2062 having Grade of 250 MPA. The MMS design shall be submitted by the contractor and shall be approved by AO. The solar panel shall be fixed at a tilt angle of 31° or as per designed SPV Plant. Note : The design should be similar as per drawing attached. 32 Mounting Structure shall have following specification:-(i) Nut, bolts and supporting structure including module mouting structure shall have to be adequately protected from atmosphere and weather prevalling in the Adampur Air Force Station. All fastners shall be of stainless steel of Grade SS 304.(ii) Two numbers of anti-theft fastners of stainless steel on two diagonally opposite comer of each module shall be provided.(iii) The rep of AO, shall visit the factory site of galvanising for each section of lot of dispatch to collect the samples at random & send the sample duly sealed & signed by him and rep of contractor to nearest NABL accredited Lab for testing. The lot will bedispatched from factory permises only after passing of sample from Lab. In case of failure of sample complete lot will be rejected. The quoted rates are deemed to include these provisions. 33 Note:- (i) cost of interconnecting copper cables along with cable trays (floors/ wall mounted) suitable to accommodate solar grade cables & cables upto invertersshall be measured and paid separately under relevant items. Cable entry from bottom and suitable for input of 70 sqmm, 1.1 KV copper cable and output of 120 sqmm, 1.1 KV XLPE cable, powder coated complete all cable entry from bottom through gland plates all as spceified and directed. 48 MONITORING SYSTEMDesign, Supply, installation, testing & commissioning of monitoring system to monitor the performance of the PV Module & inverter (Power arrray voltage, array current & AC parameters), energy yield temperature, irradiance level, humidity, Air Mass, wind velocity etc, and it could provide flexible interface to facilities PC based inverter monitioing and control via GPRS modem and internet/ethenet connection. This should have include web visulization system and data logger with integrated ethernet port. The monitoring system shall be comprises of following :-(a) 5G based plug and play RTU with smart data logger to connect inverters & sensors - 1 Set. (i) Modbus RS485 RTU. (ii) 2 Analog ports. (x) Regulate routine maintainance work such as keeping equipment clean, cleaning of solar PV Module, proper maintainance of inverters, maintainance of LT/HT cable lugs, Panels, MCCBs, Joints, 95 Transformer, VCBs etc of any type/size and capacity. (xi) Spare parts maintainance including replacement of defective parts. (xii) Securing all equipments/materials against damage/theft etc. (xiii) Keeping complete area neat & clean through spray chemicals and cleaning of grass at regular interval of time. (xiv) Servicing and maintainance of SCADA System and taking printout of all the data from SCADA once daily. (xv) The thermal imaging of PV Panels should be taken for checking its healthiness once as directed by the Engg-in-Charge. (xvi) The shutdown time of interval should be monitored and recorded. Min staff (s) to be employed (a)Sopervisor : 01 No in one shift of 8 Hrs ( 0800 Hrs to 1600 Hrs) having diploma in electrical Engg and having good knowledge of SCADA system. (b) Electrician (ITI Electrical) - 01 No in one shift (0800 Hrs to 1600 Hrs) (c) Helper (Min 10th pass) : 01 No in three Shifts. (0600 Hrs to 1400 Hrs, 1400 Hrs to 2200 Hrs, and 2200 Hrs to 600 Hrs)
