(hydraulically, structurally and aesthetically), Supplying, installing, erecting, connecting, testing and commissioning of Effluent Treatment Plant(ETP) based on the principle of  UASBR (Upflow Anaerobic Sludge Blanket Reactor), MBBR Reactor with PP media, and a Clarifier Zone,Chlorine Contact and Filter Feed Tank, Treated Water Tank  based on 24 hours of operation for treating effluent from toilets, bathrooms and kitchen waste etc emanating from Hospital, received at an invert level of 0.5 m below ground level at ETP, having raw Effluent characteristics as mentioned in PS, reqaired treated water characteristics as mentioned in PS, considering 3 times average flow as peak flow with Primary, Secondary and Tertiary treatment of 30 KLD capacity, with all civil work, electro mechanical equipments, accessories, all associated civil works, safety equipments, tools and plants for day to day operation, testing apparatus to test the parameters at various stages of process as per Manual on Sewerage and Sewage Treatment of CPHEEO, etc and other Guidelines for treatments of liquid waste emanating from Hospitals, complete to function as single, compact and self sustaining type unit with minimum moving/mechanical equipment from the intake of effluent to collet up to treated water. comprising of Stainless Steel(SS) fins screen, Screen Chamber, Oil and Grease trap,FRP based UASBR (Upflow Anaerobic Sludge Blanket Reactor), MBBR Reactor with PP media, and a Clarifier Zone,Chlorine Contact and Filter Feed Tank, Treated Water Tank,  recirculation Sludge Pumps , Air blowers and air grid system,Sludge transfer pumps, , Hypo dosing system, filter feed pumps, pressure sand filter (PSF), Activated carbon filter (ACF), piping, interconnections, valves, Electrical Panel, cables earthing, inspection platform, ladder, railing, footpath, plinth protection, over flow pipe, cover/grading, etc. within the installation with all measuring instruments, complete all as specified and as elaborated below and all as per Particular Specification(PS)-                                                                                                                                                                                                           92.01 (i) The above item shall be quoted and executed on ground, based on Contractors own design duly vetted by Approved agency and finally approved by the Garrison Engineer on Performance Guarantee Basis. The Performance Guarantee is related to achieving the parameters of treated water as specified in Particular Specifications. The contractor shall be responsible that the ETP system installed based on his own design results into meeting all the parameters of desired treatment at Primary, Secondary and Tertiary treatment as elaborated in Particular Specifications, as long as the Raw Effluent Parameters are within the range as specified at Particular Specifications during all seasons ie Summer, Winters and Monsoons on 24 hours operation round the year basis. The Contractor shall also be responsible for desired operational efficacy and desired efficiency of the ETP System during its life cycle of minimum ten (10) years.The Contractor may quote and use during execution of work a Packaged/ Modular Construction Effluent Treatment Plant suitable for treatment of Effluent emanating from Hospitals manufactured by any one of the approved Original Equipment Manufacturer (OEM). Or alternatively may design and construct the ETP. Even in case of Packaged/Modular Construction the responsibility of achieving desired parameters shall rest on Contractor. The design and other technical details mentioned above at Ser No 1(A) to 1(D) above shall be got vetted by the Contractor from any one of the Approved Agencies. The Approved agencies for velting of design are Any of the Indian Institute of Technology (IITs)/ National Institute of Technology(NITs)/Government owned Engineering College having Public Health Engineering/Envoirnmental Engineering as one of Engineering stream at Graduation/Post-Graduation level, Corporate Office/ Head Office of any one of the approved Original Equipment Manufacturens         (F) All the documents/ technical details mentioned above at Para 1 (A) to 1(E) duly vetted as specified above shall be approved by Garrison Engineer (GE) within 20 days of their submission. The GE may approve the documents as submitted by Contractor or may suggest modification/ alteration in documents/ technical specifications duly supported with reasons/justification for the same. The work shall be executed based on these approved documents. In case of any dispute the matter shall be referred to Accepting Officer. The decision of Accepting Officer shall be Final and Binding            (H) After approval of ETP Design, Structural drawings of all RCC structures (civil work) required to be constructed in the subject work shall be prepared by the contractor based on soil bearing capacity at the site of work. The work shall be executed based on these approved drawings. All civil structures shall be constructed as per specifications given in the tender documents, the same shall be as per OEM specifications and as per standard codes.                                                                                                                                                                    (J) Yard stick for making interim payments. This document is required for regulating interim payments (Running Account Receipts (RARs) to the contractor Contractor shall submit this document also along with Structural design. This shall contain the important stages in execution of the project up to completion and corresponding percentage (%) of the total lump sum amount quoted by the contractor, totaling up to 95% of the total lump sum qucted amount. An amount of 5% of the total lump sum amount shall be retained by the department for tests to be conducted after expiry of one year of defects liability period. This amount shall be released on successful completion of these tests only. The yard stick submitted by the contractor shall be for suggestion/ indicative purposes only. This shall be approved by the department and communicated to the contractor, within two month of placement of work order or within 15 days of its submission, whichever is earlier.                                                    (iii) The design drawings and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become department property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these documents and their subsequent use by the department                                                                                                                                                                                                                                   (iv) The tenderer shall get the plant installed by any one of the original equipment manufacturer listed in Note No. 1 above with make mentioned in PS. For items in respects where no makes are specified the recommendation of OEM shall be followed. The contractor shall intimate the name of OEM and submit a certificate from the OEM confirming that the entire plant shall be got executed by them with make as listed in Appendix A to tender through them/their accredited agencies before commencement of work 92.03 (v) The technical specifications and capacity of various items in the schedule are given on not less than basis ie. Minimum basis. In case of Contractors own design resulting into higher sizes/Superior specifications than those specified in Tender the higher sizes/ Superior specifications as per Contractors own design shall be provided. In case of Contractors own design resulting into lower sizes/inferior specifications than those specified in Tender the sizes/ specifications as per Schedule A, Technical Data Sheet given at Annexure A and Particular Specifications shall be provided                                     (vi) in case of any change considered required in the technical specification/Sub System capacity of any item during execution stage, the contractor shall provide the same without any cost. The rates quoted by the contractor shall be deemed to have been included for all such changes, which are essential to provide satisfactory performance/functioning of the plant.   (vii) Civil works like foundation for pumps, ladders, railing, flooring plastering etc shall be as per standard engineering practice.
