Tender For Provision Of Installation Of Roof Top Solar Plant On Bldg No P-455 At Jalipa Stn Under Ge (A) Barmer.; 1 Supply, Installation, Errection, Testing and Commissioning of Grid Connected Solar PV Plant of SPV Modules of 1 KWp capacity each( Solar PV Mono Crystelline Solar Modules) > 500Wp(Nominal), 144 Cells, Voc~49.65V, Isc~14.1A, Vmp~41.7V, Imp~11.99,Efficiency not less than 19.0%, Tempered Glass thickness 4.0mm,Junction Box IP65,4T with 3 Diodes, modules, tool kit and mounting structure with fasteners, nuts, bolts alongwith foundation design as per manufacturers instructions and subject to approval of GE with following features complete all as specified and directed.Make :- ADANI/TATA POWER SOLAR / VIKARAM SOLAR / PANSONIC as approved by GE. Note :- (i) Technical requirements / Standards for SPV systems/Plants to be deployed as perMinistry of New and Renewable Energy are mandatorily to be complied within the design.Some of these are narrated here-in- after. For other details web site/Publications of MNRE may be referred. (ii) No China make item shall be incorporated in this work.SOLAR PV MODULES : (a) The PV modules must conform to the latest edition of any of the following IEC or equivalent BIS Standards for PV module design qualification and type approval:(i) Crystalline Silicon Terrestrial PV Modules : IEC 61215 / IS14286 2 Item No. 1.00 Contd.... (ii) Thin Film Terrestrial PV Modules : IEC 61646 / Equivalent IS (receipt of teneder)(iii) Concentrator PV Modules & Assemblies : IEC 62108/Equivalent IS.(b) In addition, the modules must confirm to IEC 61730 Part 1-requirements for construction & Part 2-requirements for testing, for safety qualification or Equivalent IS PV modules corroisive atmosphere : IEC-61701 / BIS 61701 and PV modules in sandy environment : IEC-600068-2-68(c) Each PV module must use a RF identification tag (RFID), which must contain the following information :-(i)Name of the manufacturer of PV Module(ii)Name of the Manufacturer of Solar cells(iii)Month and year of the manufacture (separately for solar cells and module)(iv)Country of origin (separately for solar cells and module)- Made in India only (v)I-V curve for the module(vi)Peak Wattage, Im, Vm and FF for the module(vii)Unique Serial No and Model No of the module(viii)Date and year of obtaining IEC PV module qualification certificate 3 Item No. 1.00 Contd....(ix)Other relevant information on traceability of solar cells and module as per ISO 9000 series.(x) Other relevant information on traceability of solar cells and module as per ISO 9000 series.(xi) Each solar panel capacity should not less than 545 watts MONO PERC HALF CUT cell type , Low iron temperd glass 3.2 mm thick made of anodised aluminium alloy (6063, temper T5 silver colour, junction boxcomfirming toIP 68. Make : VGUARD(HSN Code:85414300)/ Havells or equivalent make and model approved in MNRE as approved by GE.NOTE :RFID shall be mandatorily place inside the module laminate. (d) PVmodules must qualify (enclose test reports/ certificate from IEC /NABLaccredited laboratoy) as per relevant IEC standard. Additionally the performance of PV modules at STC conditons must be tested and approved by one of the IEC/NABL Accredited Testing Laboratories including Solar Energy Centre. Qualification certificate from IEC/NABL accredited laboratory as per relevant standard for any of the higher wattage regular module should be accompanied with the STC report/ certificate. For details of Test Labs refer Ministry of New And Renewable Energy website. The report submitted should not be older than 5 years. 4 Item No. 1.00 Contd....(e) PV modules used in solar power plants/ systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 14 years and 80% at the end of 30 years. If not then the SPV will replace immediatly without any cost. (f) The BOS (BALANCE OF SYSTEM) items / components of the SPV power plants/ systems deployed under this project must confirm to the latest edition of IEC or equivalent BIS Standards/ MNRE specifications / as specified at Para 1.02 of MINIMAL TECHNICAL REQUIREMENTS / STANDARDS FOR SPV SYSYTEMS / PLANTS TO BE DEPLOYED DURING this F.Y. UNDER THE PROGRAMMES OF MINISTRY OF NEW AND RENEWABLE ENERGY available on MNRE wibsite.(g) Test certificates / reports for the BOS items/ components can be from any of the NABL/ IEC Accredited Testing Laboratories or MNRE approved test centres. The list of MNRE approved test centres will be reviewed and updated from time to time. The list as applicable as on last date of receipt of tender shall be treated as applicable for this tender. (h) The mechanical structures, electrical works including power conditioners/ inverters/charge controllers/ maximum power point tracker units/ distribution boards/ digital meters/ switchgear/ storage batteries,etc. and overall workmanship of the SPV power plants/ systems must be warranted against any manufacturing/ design/installation defects for a minimum period of 12 years. 5 Item No. 1.00 Contd....SPECIFICATIONS :-(a) Silicon Crystalline SPV cells shall be used inthe Solar Photovoltaic module. PV panels should be of any make approved by all of the agencies simultaneously i.e. MNRE and SECI and NISE. The Department reservethe right of making independent inquiry with MNRE, SECI and NISE as regard appraisal of the proposed make and in case of any adverse observation/ reservation on the proposed make from any one of the make shall not be allowed. (b) Peak power rating of the module shall not be less than 545 Wp. (c) The module efficiency shall be more than 16% at standard test condition and the cell should have minimum fill factor of 0.7. It shall be made of high transmissive glass and front surface shall give high encapsulation gain.(d) All materials used shall have a proven history of reliability and stable opertaion in external application. It shall perform satisfactorily in relative humidity up to 85% ±5% with temperatures between (-) 40ºC and (+) 85ºC and shall withstand gust up to 180km/hour on the surface of the panel. Each and every SPV module shall be checked for conformity with relevant standard and no negative tolerance shall be accepted. General requirements for PV module: (i) Module shall be manufactured in India. Module shall be made up of half cut mono perc silicon cells as per contractor own design and as per vetting by IIT/NIT.(ii) The interconnected cells shall be laminated in vaccum to withstand adverse environmental conditions. 6 Item No. 1.00 Contd....(iii) The module frame is made of corrosion resistant materials, perferably having aluminium anodized finish with suitable min thickness as per designer. (iv) The minimum clearance between the lower edge of the modules and the developed roof level shall be 400 mm.All the panels shall have provision to tilt angle of the latitude of the proposed location. recommended 9 degree angle facing through south.No chipping and drilling allowed on the roof. (v) Surge arresting device to be provided at junction box and module shall be provided with bypass diode. (vi)The bidder shall carefully design and accommodate requisite numbers of the modules in the available area as per topography to achieve the rated power in his bid.(vii) The SPV module must be IEC 61215 and IEC 61730 Part Iand Part II certified from any of the accredited certifying agencies.(viii) The bidder shall provide the sample solar PV module electrical characteristics including current-voltage (I-V)performance curves and temperature coefficients of power,voltage and current. 7 Item No. 1.00 Contd....(ix) The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by-pass diode. The box shall have hinged, weather proof lid with capative screws and cable gland entry points or may be of sealed type and minimum IP65 rated.Note:-(i)SPV panels and OFF-Grid tie-inverter should be in same OEM.(ii)Warranty : Contractror shall provide 12 years product warranty on material and workmanship for SPV & Inverters and 30 years onsite service andpower output warranty for the equipments from the OEM. (iii) Service Support: On-site service support within 24 hours by OEM authorized service centre with at least 05 years of experience.(iv) If performance of the SPV is not achieved with the permissible limit, Contractor shall bound to replaced the same with same make/model and no extra payment will made in this effect. 8 Supply, Installation, Errection, Testing and Commissioning Transformer less 3 Phase Inverter of 40 KW, 415V, 50 Hz Capacity, having MPP Tracker(200-800V) with SPD 1+2 with Class 1 &2 Surge protection devices having efficiency 98%, Graphical Displays+ LED,interfaces with Ethernet. Module Ground Clearance shall be 500mm ± 100mm. The design lifeshould be more than 25 years and minimum yield strength of steel should beminimum 345 MPA and connecting plates yield strength shall be >250 MPA complete all as specified and directed by Engineer-in-Charge.(b) The base columns shall be made with reinforced cement concrete as per design based on site related data.(c)The frames and leg assemblies of the array structures shall be made of MS hot dip galvanized. Minimum thickness of galvanization should be at least 80 microns.(d) All fasteners shall be of Stainless steel - SS 304. Nut & bolts, supporting structure including module Mounting Structures shall have to be adequately protected against costal climatic condition.(e)100% Indigenous company 12 M&L for earthingwith copper earth plate electrode 600 x 600 x 3.15mm thickburried directly in ground vertically to a depth of not less than 2.25 mtr below ground level connected to copper strip of size 25x3 mm as earthing leadmeans of nut, bolts and washers made out of galvanised ireon mild steel and 40 mm dia GI pipe light grade for protection of earth lead and connected to DB or as directed by Engr -in-Charge including PCC Pit in Cement Concrete 1:3:6 (20mm Graded Stone Agg-regate) and RCC Cover of size 450X450X50mm in RCC 1:2:4 (20mm Graded Stone Aggregate) rein-forced with and including 8.0mm dia TMT Bars @ 100mm centre to centre both ways, Galvanised Iron Wire Mesh, Funnel, Galvanised Iron Watering Pipe 20mm Bore (dia) Medium Grade, necessary Excavation in Soft/ Loose Soil, returning, filling in and removal of surplus Spoil upto a distance of 50.00 METRE and all as shown in Electrical Plate No. 5 of MES Schedule Part-I and Testing on completion complete all as specified and directed by Engineer-in-Charge. 13 Supply, fabricate, instll, test and commissioning DC DB outdoor typepowder coated, weather proof,dust proof,vermin proof made out of size/dimensions as per OEM specifications ABS/PC enclosure openable door, locking arrangement, including suitable working space in DC DB busbar chamber, cable box chamber including copper coated aluminium busbar / bus raisers with PVC sleeves/ tape RYB colours for phases identification,including all bus raiser shall be extend upto cable box chamber , confirming to IP-65 and fixed on wall / floor with control wiring with comprissing cable gland brass, copper lugs etc.and including 1000 V DC SPD,1000 V 16 A DC fuse,1000 V 125 A MCCB and connectors in combiner box suitable for solar inverter output upto 40 KW complete all as specified as per OEM specifications or site requirement.Note :-The cost of AI thimbles / lugs/clamps/fastner and cable gland/ cable tie/ saddle of any sizes etc are deemed to be included in the item rate. 14 Supply, installation, testing and comissioning of weather and vermin proof outdoor type LT Panel( ACDB)factory made, frontopenable, Single door type, CPRI approved fabricated out of 2 mm thick CRCA (Cold Rolled Closed Annealed Cell) sheet compartmentalized design not less than 1.8m x 1.6m x 0.75m including, duly epoxy powder coated, complete with heat shrink insulated aluminium bus bar of 400 Amps rating 4 Nos, including all connections with aluminium strips. Pillar box shall be provided with danger notice plate with skull & bone sign, PVC gasketed and sealed, making all incoming and out going electrical cable connecetions with new lugs, glands to be provided at cable entries, AC distribution box having 100A, 10KA ,4P MCCB, MCCB and 415V AC SPD TYPEII, R-Y-B indicating lamp, earth Gland,Terminal Block and IP 65 Enclosure complete in all respect as required as per OEM Specifications-Transparent Enclosure with IP 65 protection - - Indication lamps -01 SetNote :-The cost of AI thimbles / lugs/clamps/fastner and cable gland/ cable tie/ saddle of any sizes etc are deemed to be included in the item rate. 15 Supply, laying, test and commissioning of LTUG, XLPE insulated, heavy duty, 1100V grade of size 50 Sqmm 3.5 core electric cable with aluminum conductor, served with an inner sheathing of PVC tape armored with galvanized steel wire or tape and overall PVC sheathed, laid in trenches or passing through pipe, making all connections with and including provision of necessary glands, lugs, bushing etc as required complete all as specified and as directed by Engineer-in-Charge. 16 Supply, laying, test and commissioning of LTUG, XLPE insulated, heavy duty, 1100V grade of size 35Sqmm 3.5 core electric cable with aluminum conductor, served with an inner sheathing of PVC tape armored with galvanized steel wire or tape and overall PVC sheathed, laid in trenches or passing through pipe, making all connections with and including provision of necessary glands, lugs, bushing etc as required complete all as specified and as directed by Engineer-in-Charge. 17 Supply, laying, test and commissioning of Solar Cable, 1100V grade of size 4 sqmm single core DC cable with copper conductor, served with an inner sheathing of PVC tape and overall PVC sheathed, laid in trenches or passing through pipe, making all connections with and including provision of necessary glands, lugs, MC4 connector etc as required complete all as specified and as directed by Engineer-in-Charge. 18 M&L for Copper strip 25 x 3mm with saddles and fixing screws etc, for roof conductors and down conductors above ground complete all as specified and as directed by Engineer-in-Charge. 19 S&F rigid non-metallic PVC conduit of 25 mm external dia inclusive of all fittings, junction boxes and accessories for fixing on the wall surfaces etc, complete all as specified and as directed by Engineer-in-Charge. 20 Supply and installation of Lightning arrestors expulsion type complete with all fittings,transmission class,discharge capacity 65 Kilo amp 3300 Volt copper bonded 12 mm x 1 meter long lightning arrestor with arrangement of spike arrestor complete all as specified and as directed by Engineer-in-Charge. 21 S&F Mechanical chage over switch 3 phase 415 volt 100 A 04 pole complete all as specified and as directed by Engineer-in-Charge. NOTES:(i) CABLES & WIRES:- All cables and wire required to make the system fully functional with adequate reserves to be provided. The laying of cables will be as per standard norms to include excavation in trenches, sand cushioning and brick protection cable cover / cable tray where ever required to lay the cables. The laying of wires will be as per standards including mild steel conduct etc. (a) Conductor material: Annealed tinned flexible copper conductor(b)Max. Contractor is bound to submit all the relevant documents as required for feasibily clearance from State electricity board/JDVNNL. 22 Item No. 14.00 Contd.... (iii) SPV registration: Rate quoted by bidder is inclusive charges for SPV registration through offline / online in State electricity Authorities website with all connected documents.Contractor is bound to submit (offline/online) all the relevant documents as required for Solar Power Generation system registration in State electricity Authorities (iv) Solar meter & Bi-directional meter: Supply HT Net meter/ Bi-directional meter & solar meter and deposite to KSEB TMR div for testing and calibration and taken back to site for installation. Note: Contractor will resposible for deposite the bi-directional meter (as per existing capacity) in TMR divison alongwith authority gettingfrom MES and deposite testing fees to State electricity Authorities NO extra payment will be made in this effect. (v) Inspection of SEB electrical Inspector: Rate quoted by bidder is inclusive Electrical inspactrate inspection charges to State electricity department by Sr Electrical Inspector. Contractor is bound to arrange all the documents/ inspection reports/ test sheets in prescribed formate by State electricity Authorities on thier official website & pay charges for inspection after successfully installation of the solar power generation systems. No extra payment will be made in this effects.Note : After successfully installation of system, Contractor will submit inspection reports duly signed by Chief Electrical Inspector of State electricity Authorities to MES . If the Power will not generted at a correct level /limit , a panelty will be charged against contractor decided by accepting officer 23 Item No. 14.00 Contd… GENERAL NOTES : The items of work mentioned above of this schedule shall be executed as per following :-(a) The above item shall be quoted and executed on roof top based on Contractor’s own design on Performance Guarantee Basis. The Performance Guarantee is related to achieving the 40 KWp generation with specified efficiency and efficacies. The Contractor shall also be responsible for desired operational efficiency and desired efficacies of the System during its life cycle of minimum fifteen years. (b) The design shall be got vetted from any one of the following agencies(Approved Agencies) :-(i) National Institute of Solar Energy (NISE). (ii) Sardar Swarn Singh National Institute of renewable energy (iii) Solar energy corporation of India(SECI). (iv) The indian renewable energy development agency(c) The successful Contractor shall submit the following document duly vetted by any one of the approved agency, within Four weeks of placement of work order for approval of Accepting Officer.(i) Design Calculations : The tenderer should work out design based on the conditions prevalent at Air Force Station Trivandrum ground situation and site conditions as existing. (ii) This shall be self contained and self explanatory representation of layout of equipments and sub-system. The dimensioned drawing of the site of work cleary marked with all subsystems components etc shall be submitted.(iii) Schematic Diagram of the electrical system: This shall contain specifications, sizes, current, voltage and fault levels rating of all cables, switch gears and instrumentation & control systems and all metering and interlocking etc. 24 Item No. 14.00 Contd....(iv) The installed capacity of PV Panels shall be 10% more than the planned capacity keeping view of losses.(v) The design drawings and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become department property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these document and their subsequent use by the department.(d) During execution the contractor must engage experienced engineer in the same field for supervision, monitoring and execution. The contractorshall certify that execution of the work has been done satisfactorily.The contractor shall certify that the work has been executed in accordance with vetted and approved design. All cost and charges for engagement of consultant shall be born by the contractor.(e) Department will give completion of the work to the contractor only on the basis of basis of completion report submitted by the consultant engaged by the contractor for design.(f) After Execution of project the contractors will verify generation of electricity as per vetted design in the PVSYST/PVSOL report submitted and connection of the same with existing power supply network.(g) The contractor shall ensure suitable arrangement for solar PV panels.
