Tender For Provn Of 100 Kva Dg Set For Office Complex At Shillong Under Ge Shillong; 1 Excavating in trenches not exceeding 1.5 m wide and not exceeding 1.5 m in depth; for foundation, etc. or for shafts, wells, cesspits, manholes, pier holes, etc. or for cable laying or water supply pipes lines etc or not exceeding 10 sqm on plan and not exceeding 1.5 m in depth and getting out in soft/ loose soil complete all as specified and as directed. 2 Returning, filling in, including spreading, levelling, watering and well ramming in layers not exceeding 25 cm in soft/ loose/ hard/ dense soil complete all as specified and as directed. 3 Bringing approved earth (as approved by Garrison Engineer) from sources outside defence land including cost of land, royality if any, transportation, taxes etc for filling including raising earth spreading in layers not exc 30 cm thick in each layer watering,compection with 8 to 12 tone power roller and finished to required size and shape etc any high/depth from existing ground level complete all as specification and as directed. Note :(i). Earth required for the item, shall be supplied by contractor, from out side MOD land at his own arrangment. (ii). All cost of procurment of earth including cost of transportation, royalties, taxes etc. shall be deemed to be included in the unit rate quoted by the contractor.(iii). With referance to clause 3.6 of MES SSR Part-II (2020) on serial page No. 21 it is clarified that measurement of the above item shall be of finished embarkment/treverse of filled earth after consolidation and 10% deduction shall be made from measured and calculated volume to allow for increase in bulk. 4 M & L for precast cement concrete solid block masonry of grade C (5.0) with concrete M 10 (Nominal Mix) using 20 mm nominal size graded crushed stone aggregate exceeding 10 cm in width and set in cement mortar (1:6) complete all as specified and as directed. 5 M & L for hardcore (broken stone or boulders) of gauge not exceeding 63 mm, deposited, spread and levelled in layers not exceeding 15 cm thick, watered and rammed to a true surface complete all as specified and as directed. 6 M & L for cement concrete M10 (Nominal Mix) using 40 mm nominal size graded crushed stone aggregate 75 mm thick in sub base for laying tiles, pavings, etc. complete all as specified and as directed. 7 M & L for cement concrete M15 (Nominal Mix) using 20 mm nominal size graded crushed stone aggregate as in floor 40 mm thick finished even and fair complete all as specified and directed. 8 M & L for cement concrete in foundation, filling and mass concrete in M7.5(Nominal Mix) using 40 mm nominal size graded crushed stone aggregate complete all as specified and as directed. 9 M & L for pre-painted hot-dip aluminium-zinc alloy metallic coated corrugated steel sheet, any pattern corresponding to IS 15965:2012 of durability class 3, atmospheric classification category 3, coating class AZ150, 0.50 mm thick, of an approved colour and having yield strength of 550 MPa as in roof covering/ wall clading fixed with self tapping screws as specified including necessary scaffolding and safety measures at any floor complete all as specified and as directed. 10 S & F for steel work of grade-3 as per IS 10748 in tubular trusses including special shaped washer etc. complete using ERW or HRIW welded tubes conforming to IS 1161: 2014 (Yst 240 Grade) complete all as specified and directed. 11 Preparation of newly or previously untreated steel surface of any description over 10 cm width or girth and applying two coats of synthetic enamel paint over a coat of red oxide zinc chrome primer complete all as specified and directed. 12 Material and labour for plastering 15 mm thick on fair faces of brick work or concrete surfaces (on vertical surfaces) in cement mortar 1:4 finished even and smooth without using extra cement complete all as specified and as directed. 13 M & L for preparation of newly plastered surfaces of wall and applying two coats of cement base paint over alkali resistant primer complete all as specified and as directed. 14 Supply,install, testing and commissioning of Silent Diesel engine driven generating set 100KVA, 415 Volts 3 phase 4 wire engine as per BS 5514/ IS 10002 and alternator,DG Set as per IS : 13364 complete with relay panel for automatic starting on mains failure, control panel having meters, sound proof canopy etc for capacity 100 KVA as per ISO - 8528 conforming to the detailed specification as under:- 15 (a)Engine : The Diesel Engine shall be radiator water cooled, 126.8 BHP at 1500 RPM , Cylinder 4 Nos. Starting stopping : Electrical start with 12 V DC 1 x 90 AH, 12 V Exide / Prestolite Low Maintenance Battery,Mechanical governer , The fuel tank provided shall be suitably mounted on the base frame fabricated out of 16 SWG MS sheets and capacity to run the genset for 8 to 12 hours continuously on full load.Fuel tank shall have Drain plug, Hand hole for cleaning, vent breather, fuel suction and return connections, fuel level indicator fuel filling neck with cap etc as per the standards.The engine and alteranator shall be directly coupled to ensure perfect alignment.The engine and alternator shall be mounted on a common base frame with AVM pads all as per manufracturers instructions. 16 (b) Alternator : Rating 100 KVA at 1500 RPM 415 V Phase to Phase and 240 Volt Phase to Neutral, 50 Hz 3 Phase 4 wire system alternator Screen protected / drip proof, self ventilating, self excited, self regulated, brushless, contineous duly protention IP 21 as per IS 13364 developing 100 KVA at 0.8 PF.It shall have provision for 10% overload for one hour on every 12 hours, The alternator shall confirm to IS : 13364/BS5000. 17 (c) Controls/Protection : (i) Low LOP fault indication(ii) Indication for Water Temparature, (iii) High Colant Temparature fault Indication, (iv)Failure to start fault indication (v) Battery Volage monitoring, (vi) Low Battery Indication, (vii) Fuel level Indication, (viii) Engine RPM meter, (ix) Engine run hours meter, (x) Voltage for all three Phases, (xi) Amper meter for measuring current in all three phase. (xii) Frequency meter indication, (xiii) Protection for Over/Under Voltage (xiv) Protection for Over/Under Voltage (xv) Electronic tamper proof KWH meter 3 phase, 4 wire system with suitable ratio CTs. (xvi) Oveload protection (xvii)Suitable capacity of Battery charger shall be provided in the control panel to charge the batteries when mains supply in availbale.(xvii) Safeties against low Lube oil Pressure, high coolant Temperature, over load under & over voltage, under & over frequency Auto Shut Down, Visual& Audio Alarm against fault.When the Gen set is running the battery will be charged from the charging alternator. 18 (d)Acoustic enclosure : (i) Shall be maticulously designed CNC Turret punch press and hydraulic press brake manufractured body out of corrossion resistant cold rolled steel 16 SWG CRCA / MS sheet duly surface trated phosphated and finally powder coated constructed from folded sections to ensure regidness and aesthatic in looks.Canopy panel and doors shall have High density/ fire retradent / non igniting and noise reduction type Foam or Resin bonded Rock wool of suitable density properly covered with fibre cloth / tissue and perforated fixed to absorb noise.The average sound levell when measure in greenfiled (ISO 8525 Part 10) at 1 meter distance from all four sides is less than 75 dB (A) average as per CPCB Norms The average stablised hot air temperature rise with i the canopy near suction air filter to bemaintained 7 degree centigrade over and above the ambient temperature Four higned doors shall be provided to canopy one door shall have glass window for control panel.The exhaust gasses shall be taken out through a suitable flexible pipe to prevent any back pressure on the engine.Provision shall be made on the canopy for connectig the output cable terminatiion should be provided. (ii) The exhaustsystem and noise suppressor shall be provided with thermal insulation, to prevent excess heat radiation on the Engine and safe for operator. (iii) Absorbtion type non residential silencer insulated from inside with glass wool shall be provided to suppress exhaust noise from the Engine. (iv) A suitably designed draught ventilation system is to be incorporated. 19 (e)DG power Control Panel shall be outdoor type sheet steel typecubicle type control panel ,floor standing, dust and vermin proof under normal conditions complete with all internal wiring & will house the following:- (i) AC voltmeter (ii) AC ammeter (iii) vibrating reed Frequency meter (iv) Indicating Lamps for SET ON & LOAD ON (v) MCCB for short circuit & Overload Protection (vi) Aluminium Bus bars of adequate rating (vii) Provision for bottom entry & Exit of power cabling (viii)set of current transformer (ix) set of control fuses. 20 NOTE:(a) DHPP for testing purpose shall be supplied by the contractor without any extra cost to Department (b) The contractor shall arrange for artificial load (water load/Electrical load) for testing for final testing of DG Set at Site and the cost is deemed to be including in above offer. (c) All expences for Testing of DG Set be included. (d) One set of latest Spare part catalogue with price, exploded view of parts and users manual are deemed to be included in the offer. (e) All civil work including foundation for DG set as per manufacturers drawing/specification, foundation for AMF panel. (f) The rate quoted is deemed to be included for initial filling of radiator colant and lubricating oil upto level. 21 Testing : (i) All routine test certificates from the manufacturer in respect of the diesel engine, alternator and the control panel will be made available by the contractor. (ii) The Generating set shall be run for a period of 12 hours, of which at least 6 hours shall be at the rated load and for a period of one hour at 10% over load in above 12 hours running. (iii) All instruments, equipments, materials including DHPP and Engine oil and labour required for testing will be made available by contractor at his own cost and unit rate in Sch A will be deemed to be included for testing to the entire satisfaction of Engr-in-Charge :- (a) Insulation resistance test on the alternator and control panel. (b) High voltage test as per BS-2613 clause 33 on the alternator when still hot. (c) Efficiency test at rated load and over load.(d) All test as described above under testing clause shall be carried out in presence of officer nominated by accepting officer. 22 Supply, laying, jointing, testing and commissioning cross-linked polyethylene (XLPE) insulated cable for working voltages of 1100 V, PVC sheathed, armoured, 3.5 core, nominal cross sectional area of main conductor 95 sqmm, stranded aluminium conductor, ISI marked as per IS 7098(Part-I): 1988 including cable glands, lugs etc. to suit the cable size and to be laid in trenches, fixed along pole, under floors, through GI pipe laid under floors/roads, through concealed GI pipe along wall etc. complete all as specified and as directed. 23 M & L in repair for earthing complete with galvanised steel plate earth electrode 600 mm X 600 mm X 6 mm thick, buried directly in ground (earth pit not less than 2.25 metres deep below ground level) with top edge of the plate not less than 1.5 metres below normal ground level, connected to earthing lead of 32 mm X 6 mm galvanised mild steel strip by means of bolts, nuts, check nuts and washers of galvanised iron from earth plate to test point upto 7.5 metre including all as shown in electrical plate No. 3 of SSR Part I (2009) including necessary concrete chamber in cement concrete M15 (Nominal Mix) using 20 mm nominal size coarse aggregate, precast RCC cover slab in cement concrete M15 (Nominal mix) using 20 mm nominal size coarse aggregate of size 40 cm X 40 cm X 5 cm reinforced with 8 mm dia TMT bars @ 150 mm c/c with one handle for lifting made out of 8 mm dia bar, GI funnel, GI wire mesh filter, 20 mm dia GI pipe medium grade for watering, 40 mm dia GI pipe medium grade for protection of earthing lead, charcoal or coke and salt in alternate layers including necessary excavation and earth work in any type of soil/ strata and testing complete all as specified and as directed.
