Developing Emergency Action Plan For Dams.- 1 Dam Break Analysis Modelling 2 Development of a comprehensive dam break analysis model using HEC- RAS, in line with Guidelines for mapping Flood Risks Associated with Dams ( CDSO_GUD_DS_05_v1.0, January 2018.)The Scope Shall Include :-* Collection and processing of terrain data, land use/ land cover ( LULC) data, and soil maps as per the prescribed guidelines.* Simulation of dam break scenarios under the following potential conditions :* Dam Overtopping* Internal erosopn / Piping* Large - controlled release 3 Preaparation of Inundation and Evacuation Maps, Preparation of Inundation maps using GIS software, based on outputs of the HEC-RAS dam break model, in accordance with Guidelines for mapping Flood Risks Associated with Dams ( CDSO_GUD_DS_05_v1.0, January 2018.) 4 The deliverables shall include, for each of the three scenarios ( Overtopping, piping, and sudden large - controlled release) :* Maximum water depth* Maximum flor velocity* Flood wave arrival timeIn addition,evacution maps shall be prepared for the overtopping scenario, clearly showing :* Affected Villages* Hazard - prone buildings/ structures* Designated shelters* Escape routes* Road closures and alternate access routesAll maps shall :* Be prepared at the appropriate scale as specified in the guidelines.* Be submitted in A3 size format* Be provided in five hard copies 5 Emergency Action Plan ( EAP) Report 6 Preparation of a comprehensive Emergency Action Plan ( EAP) report in accordance with Guidelines for Developing Emergency Action Plans for Dams ( CDSO_GUD_DS_01_v2.0, February 2016.)The report shall include :* Detailed communication protocols to be followed during emergency situations.* Clearly defined response measures for different levels of emergency.* Allocation of roles and responsibilities of all stakeholders, including dam authorities, district administration, disaster management agencies and local communities.* Procedures for warning dissemination, evacuation, and post- event recovery.Deliverables :* The EAP report shall be submitted on A4 size pages.* Five Hard Copies be Provided.
