| 2 | Item No.1 The consultant has to carry out all the studies such as collection of Base line data, for Air and water quality monitoring, etc, and examine the base line Environmental quality along with projected incremental load due to the project / dredging activities as per thespecific ToR of MoEF&CC and carry out for the project specific study with CHPA\"s environmental study/monitoring reports readily available for the year 2022-23,2023-24 &. 2024-25.. The consultants shall follow the EIA Notification, 2006 and its amendments issued by MoEF&CC from time to time in this regard including all labour, equipment, tools, transport,etc. |
| 3 | Item No.2 The consultant shall arrange to nominate the authorized agency for preparation of demarcated HTL / LTL demarcation map in the scale 1:4000 and submit superimposed map of the CZMP and submit CRZ report as per the CRZ Notification, 2011 and as per the Specific ToR issued by MoEF&CC including all labour, tools, equipment, transport etc.complete. All the documents/ Maps shall be uploaded through parivesh portal as and when required. (In addition to submission of the HTL/LTL demarcation maps and CRZ report to the Statutory bodies, consultant shall submit 3 copies of the same to CHPA) |
| 4 | Item No.3 The consultant shall be prepared and submit the required documents like executive summary (both English & Tamil), Draft EIA/EMP report, etc as per the EIA Notification, 2006, to MoEF&CC, District and Tamilnadu State Coastal Zone Management Authority (TNSCZMA) and as per the Specific ToR for obtaining clearance and recommendations including all labourm tools, equipment, transport, etc complete. (In addition to the draft EIA report submission to the Statutory bodies, consultant shall submit 3 copies of the draft EIA report to CHPA) |
| 5 | Item No.4 The consultant shall submit the Final EIA/EMP report as per the EIA notification, 2006 and and as per the Specific ToRthe complete documents required under para 4.2 (i) of the CRZ notifications, 2019 to MoEF & CC / TNSCZMA / EAC committee members to obtain EC and CRZ clearance from MoEF&CC and Tamilnadu state level Authority. All the Reports/Documents/ Maps shall be uploaded through parivesh portal as and when required. In addition to the Final EIA/EMP reports submission to the Statutory bodies, consultant shall submit the same in 3 copies of the Final EIA report to CHPA including all labour, tools, equipment, transport, etc complete. |
| 6 | tem No.5 The consultant shall prepare the Mitigation Plan based on the study report on impact of the proposed activity on Marine Ecology and Bio diversity with specific focus on corals mangroves and mudflats in the proximity of the site and to submit the reportas per the Specific ToR for obtaining EC & CRZ clearance from the statutory Authority and to upload the approved study report through “Parivesh portal” as and when required including all arrangements, labour, tools equipment, transport, etc complete. In addition to the Hydrodynamic study/report submitted to the statutory authority, consultant shall submit 3 copies of the same to CHPA. |
| 7 | Item No.6The consultant shall carry out the Detailed modelling studies to assess the resilience of the selected site to severe cyclones and accordingly develop the project design incorporating all safety measures and to submit the report for obtaining EC & CRZ clearance from the statutory Authority and to upload the approved study report through “Parivesh portal” as when required including all arrangements, labour, tools equipment, transport, etc complete. In addition to thestudy/report submitted to the statutory authority, consultant shall submit 3 copies of the same to CHPA. |
| 8 | Item No.7 The consultant shall prepare the Disaster Management Plan for the project and to Risk analysis and its Management plan for handling of different type of liquid cargoes to submit the report and as per the Specific ToR for obtaining EC & CRZ clearance from the statutory Authority and to upload the approved study report through “Parivesh portal” as when required including all arrangements, labour, tools equipment, transport, etc complete. In addition to the Disaster Management Plan and Risk management Plan/report submitted to the statutory authority, consultant shall submit 3 copies of the same to CHPA. |
| 9 | Item No.8 The consultant shall prepare a study on erosion and accretion at the mouth of the creek adjacent to the project site and report and as per the Specific ToR and to submit the report for obtaining EC & CRZ clearance from the statutory Authority and to upload the approved study report through “Parivesh portal” as when required including all arrangements, labour, tools equipment, transport, etc complete. In addition to the study on erosion and accretion report submitted to the statutory Authority,the consultant shall submit 3 copies of the same to CHPA. |
| 10 | Item No.9 The consultant shall carry out/prepare an assessment of the cumulative Impact of all development and increased inhabitation by project site or other agencies in the core area and a detailed management of traffic decongestion plan drawn upthrough reputed organization specializing in Transport and planning as per the Specific ToR and to submit the report for obtaining EC & CRZ clearance from the statutory Authority and to upload the approved study report through “Parivesh portal” as and when required including all arrangements, labour, tools equipment, transport, etc complete. In addition to the study on erosion and accretion report submitted to the statutory Authority,the consultant shall submit 3 copies of the same to CHPA. |
| 11 | item.no.10The consultant shall assist to EAC / MoEF&CC / TNPCB/ TNSCZMA during the presentation meeting, suggests modification/correction on the report, the consultant shall submit their amended report within the specified time period. However, it is emphasized that all the reports / data / presentations made by the consultant shall be comprehensive enough to avert such a contingency. Representative of consultant shall accompany and assist to CHPA as and when required to clarify / justify / defend any issues related tospecific and Additional Terms of reference detailed in the tender ( SpecificToR Sl.No. 1 to 15 & Addtional ToR) such as certificate / Examination study/details/ doeuments. etcfrom the competent authority for Solid waste management/ disposal, etc. and other documents/ details may be raised by Statutory Authority and obtain the EC & CRZ Clearancefrom MoEF in all the meetings/ presentation related to EC & CRZ clearance including all labour, tools, equipment, transport, etc complete. In addition to the submission of any presentation/PPT/report to the statutory authorities, the consultant shall submit the 3 copies of the PPT/ presentation/ summary/ Minutes etc. same to CHPA) |
