Tender For Provision Of Roof Top Solar System At Nsry, Naval Base Karwar; 1 Design, Supply, installation, testing and commissioning of grid connected roof top solar generation system of capacity 500 KWp AC capacity with connected accessories all as specified and directed as per PS clause incuding specification as follows:- 2 (A) Supply, Installation, testing and commissioning of 500 KWp SPV system comprising of 540/545/535 Wp solar photo voltic modules/array of high efficiency made of mono crystalline silicon solar PV cells with supply and fix of terminal box on the module havingprovision for opening & replacing the cable etc.The general features of PV modules shall be as given below :- a) The module shall be made up mono crystalline silicon cells. b) The interconnected cells shall be laminatedin vacuum to withstand adverse environmental conditions. 3 c) The module frame is made of corrosion resistant materials, preferably having aluminium anodized finish. d) The minimum clearance between the lower edge of the modules & the developed ground level shall be 300 mm. e) Surge arresting devices to be provided at junction box and module shall be provided with bypass diode. f) The SPV module must be IEC 61215, IEC 61730 part I & part II, IEC 61701 certified from any of the accredited certifying agencies. g) Each solar PV module must be atleast five years warranted by manufacturer. Note :- (i) Makes of panel provided shall be as per MNRE specification/ standard and registered in ALMM. (ii) 0.25% spare qty of modules of total installed modules shall be provided by the contractor for repair / replacement purpose. (iii) Addln module shall be provided / installed by the contractor to meet specified power output incase if the same not achived during testing and commissioning without any extra cost. 4 (iv) Each PV module used in any solar power project must use a RF identification tag. The following information must be mentioned in the RFID used on each module:-(a) Name of the manufacturer of PV Module(b) Name of the Manufacturer of Solar cells(c) Month and year of the manufacture for solar cells and the module(d) Country of origin (make in INDIA only)(e) I-Vcurve for the module(f) Wattage, Im, Vm and FF for the module(g) Unique Serial No and Model No of the module(h) Date and year of obtaining IEC PV module qualification certificate(j) Name of the test lab issuing EC certificate(k) Other relevant information on traceability of solar cells & module. 5 (B) Module Mounting Structure (MMS) 6 Supply & fixing of the anti-corrosive factory made Aluminium Rail fixed over HDGI (Hot dip galvanised Iron) structure on the RCC Roof for fixing of PV modules by fixing of suitable size fastner, spring washer, stainless steel nuts & bolt. The minimum thickness of Aluminium & mounting stainless steel structure shall be as per IS 4759 & IS 2061-1992 respectively withstand the minimum wind load of 180 Km/hr. as per IS 875. The array structure shall be fixed properly using maintenance free earthing kit. 7 Note:- (i) The design of module mounting structure complying load withstand as per relevant IS alongwith fixing arrangement on roof shall be submittedby the contractor. (ii) The material shall be corrosion resistant and electrolyticaly compatible with material used in module frame. (iii)The fasteners should be of HDGI and should allow easy replacement of any module.(iv) The minimum clearance of the structure from the roof level should be 300 mm.(v) The tenderer shall not make any damages to roof/water proofing treatment while fixing solar module or mounting structure, if any damege occured shall be rectified to the satisfaction of GE without any extra cost to the Govt. 8 (C) Solar DC Cables:- 9 (i) Supply & laying of cable from solar module to inverter, 1 C X 4 Sq. mm Solar cable XLPO- Flexible tinned copper stranded class -5 conductors as per IEC-60228, Insulation– Cross linked Polyolefin, Outer sheath – Halogen free Polyolefin Black Colour as per site requirment as ISI marked in through PVC rigid conduit pipe by saddling as per direction of IEC. (For Solar Array DC supply connection). 10 (D) DC Combine box 11 A DC combine box inbuilt in the inverter shall be used to combine the DC cables of the solar module array with DC fuse protection for the outgoing DC cables to the DC distribution box. 12 (E) Array junction boxes 13 The number of junction boxes as per design given by OEM are to be provided in the PV array for termination of connecting cables. All wire/cables must be terminated through cable lugs. Copper busbar/terminated blocks housed in the junction box conforming to IP 65 degree of protection with EPDM rubber gasket to prevent water entry. Junction boxes shall be mounted on the MMS such that they are easily accessible and protected from direct sunlight & harsh weather. 14 (F) On Grid Power Conditioning unit ( Inverter) 15 Supply & installation of 415V 3-ph, 50 Hz, microprocessor DSP type grid connected Inverters which converts DC energy produce by the solar array to AC energy such that it synchronizes with the existing AC power source on site. Provisioning of power manager to get all parameter details. The Inverter shall have inbuilt MPPT (Maximum Power Point Tracker) feature so as to extract maximum power from PV modules & the MPPT units environmental testing should qualify IEC 60068-2 (1,2,14,30)/ Equivalent BIS standard. (The voltage variation of +/- 10% & frequency vatiation +/-3 Hz) Note :-(i) No of inverters shall be provisioned as per design given by OEM. (ii) Inverter should have internal protection arrangements against any sustainable fault in feeder line and against the lightning on feeder.(iii) Should have isolating transformer(iv) Inverter efficiency >97% (without inbuilt galvanic isolation) and >93% (with inbuilt galvanic isolation). (v) No load losses shall be less than 1% of rated power.(vi) The above quoted rate is inclusive of MS structure stand duly fixed on roof for placing inverter. 16 (G) Solar meter & Net meter 17 (i) Solar Generation Meter -01No (ii) 3 Phase Bi-Direction Meter-01 No at the main HT 110/11 KV takeover pointas per DISCOM requirement to be provided. (iii) The SPV plant to be connected with Grid supply where Captive both DG set also been placed. Therefore a provision of the reverse power relay shall be provided in the DG set incomer panel to both DG Set circuit. 18 (H) AC Distribution Board 19 (i) Supply & installation of 415V 3-ph 50Hz AC distribution board control AC power from PCU/ Inverter & provided by necessary surge arrestors system and solar energy meter (KWH) with IP65 protection and suitable capacity of MCCBs (One number incoming and One number outgoing). Note: ACDB shall be covered as per OEM design in such a way that structure must sustain 180 km/hr wind speed. The cost of provn for same is inclusive in quoted rate. 20 (J) AC Cables 21 (i)CABLE FROM INVERTER TO ACDB -4 C x 60 Sq. mm, Al Conductor, XLPE Insulated, Unarmouredas per site requirment fixed on wall with saddle (For AC power supply from Inverter to AC distribution board Panel). 22 (K) Protection 23 (i) The system shall be provided with all necessary protection like earthing, lightening & surge protection as per relevant standard. (ii) Protection relay for reverse supplyto 2.5 MW DG Set to be provided - 02 Nos 24 (L) Performance testing 25 Ratio between the theoretical energy outputs of the SPV plant is termed as performance ratio and is measured in accordance with IEC 61724. Based on prevailing climatic and temperature conditions in India, a performance ratio of 75% is expected for crystalline modules. 26 (M) Other Misc items 27 (i) Web Monitoring portal software -01 No. (ii) The report of genereted unit of solar power on monthly basis is to be submitted to the department. 28 (N) Earthing System 29 (i) Earthing system for Structure, DCDB, INVERTER, ACDB- 1C X 16sqmm, Copper Cable and1C X 35sqmm, Copper Cable as per site requirment and as per MNRE specifications to be provided. (ii) Earthing Pit- Earthing Chemical Kit - 2Mtr GI Rod + 20 Kg bag - 02 Nos. 30 (O) Lightening protection 31 Conventional Type lightning arrester- 25 Mtrs - 02 Nos, including 1C X 70 sqmm, Copper Conductor Unarmoured and 25X5 mm GI earth strip - LA earthing as per site requirment and as per MNRE specifications to be provided. 32 (P) Installation, Testing & Commissioning 33 As per safety norms of SERC/CEA to be provided. Satisfactorily testing and commissioning of the system is to be done by the contractor in presence of the rep of accepting officer and the report of the complete system is submitted to department. 34 (Q) O&M and Warranty 35 5 years from the date of commissioning to be provided. Warranty for 05 years means the entire system of roof top solar plant should work in healthy condition during this period. All the parts, which warrant repair/replacement in the opinion of the GE or as per site requirement shall be repaired or replaced accordingly. The: parts which will be replaced curing currency of warranty period shall be of the make/specifications provided originally by OEM. It is specifically brought out that the quoted rates deemed to be included repair/replacemer of each and every part of the Plant installed uncer the Schedule A during warranty period. 36 (R) Walkway/Water Piping/Hand Rail as per the site. 37 Note: The quoted rate deemed inclusive of the following:- 38 (i) Transportation charges with Transportation Insurance for the all material of on grid solar roof top system including loading & unloading at site from workshop. 39 (ii) Insurance for the complete system for the 5 Years. 40 (iii) Necessary Approval/NOC to be obtained from KPTCL. 41 (iv) Installation of Net metering and liasionwith KPTCL for pre commissioning testing to be done. 42 (v) As per performance obligation, the contractor shall maintain minimum capacity utilization factor (CUF) of 19%. The report shall be submitted by the contractor to accepting officer as per guidelines promulgated by SECI. (vi) Arrangement for installation of solar roof top system on roof of all blags (MEWR P-03, FAB P-04, DSS-06, SIMA AC Plant shall be made by contractor without any extra cost. 43 (a)The contractor shall be fully responsible for the upkeep, maintenance, and performance of the entire solar installation for a period of 05 (five) years from the certified date of completion of work. A sum equal to 1% (one percent) of the contract amount shall be retained from the Running Account (RAR)/Final Bill towards performance guarantee of the solar system. This amount shall be released only after the satisfactory completion of the five-year warrantee period. In lieu of the above retention, the Garrison Engineer (GE) may accept a Bank Guarantee Bond (BGB) from any Scheduled Bank or a Fixed Deposit Receipt (FDR) pledged in favour of the GE from any Nationalised Bank, valid for 05 years, covering the equivalent amount. In such a case, no deduction will be made from the RAR/Final Bill on this account. 44 (b) The contractor shall also submit a warrantee from the OEM/manufacturer or authorized system integrator on a non-judicial stamp paper, covering the solar panels, inverters, mounting structures, and associated components for a period of 05 (five) years from the certified date of completion. The warantee shall state that the system will remain free from defects, performance failure, corrosion, or degradation during this period. Submission of this OEM/system integrator warantee shall be mandatory prior to release of final payment. This shall, however, not relieve the contractor of his contractual responsibilities. The contractor shall remain liable to repair, replace, or rectify any failure or defect noticed during the five-year period at no additional cost to the Government 45 M&L for Cleaning of Grid connected type solar power plant of capacity 500 KWp and Panels made with mono crystalline PV Module and mounted on AL Structure complete installed against item no -01 herein before on roof top of Bldgs (MEWR BLDG P-03, FAB Bldg P-04, DSS 06, SIMA AC Plant) (comprising of all devices and accessories through out 12 months (twice in a month) for a period of 05 years after completion of work complete all as specified and directed. 46 M&L for Electrical Non comphrehensive maintenance of Grid connected type solar power plant of capacity of 500 KWp and Panels made with mono crystalline PV Modules and mounted on Aluminium Structure complete installed against item no -1 herein before on rooftop of Bldgs NRY ((MEWR BLDG P-03, FAB Bldg P-04, DSS 06, SIMA AC Plant)) comprising of all devices and accessories through out 12 months (Once in a month) for a period of 05 years after completion of work complete all as specified and directed.Note:- Any defective spare parts shall be replaced by the contractor without any additional cost during the waranty period of 5 years. 47 Supply, laying and testing cable XLPE Insulated ,screened, PVC bedded, galvanized steel strip or wire armoured, electric power cables (heavy duty) 1100 Volts grade with stranded aluminium conductor of size 300 sq mm 3.5 core. 48 Excavation in trenches not exceeding 1.5m wide and not exceeding 1.5m depth for laying/taking out cable and getting outin soft/loose soil all as specified and as directed. 49 Returning,filling in including spreading,levelling, watering and well rammingin layer not exceeding 25 cm in soft/loose soil all as specified and as directed. 50 Removing excavated soil not exceeding 50m and depositing where directed at a level not exceeding 1.5m above the starting point all as specified and as directed. 51 Supply and laying of flexible DWC pipe of nominal diameter 100 mm under the ground and drawing the XLPE cable through the DWC pipe complete all as specified and as directed. 52 Supply, installation, testing and commissioning ofLT panel Outdoor type made out of 3.15mm thick CRCA sheet and mounted on PCC foundation weather/dust proof, factory made, IP-54 with Doble door openable shutters on both sides front and rear having locking arrangements, totally enclosed weather proof, powder coated over a coat of primer suitable for 440V, 3 Phase, 4 wire 50 C/s, aluminium bus bar of suitable size and capacity, AC supply, electrically connected as per norms and fitted including connecting up all out going MCCB/MCBs with suitable size of Aluminium bus bar or with stranded copper cable and fixing on suitable U shaped PCC platform comprising of the following accessories complete allas specified and directed by Engr in charge :Note: (a)The LT panel should be procured through CPRI approved manufacturer(b) The proper gland pacing for the cable entries to be provided.(c) The design of the LT panel to be taken prior approval from GE before procurement 53 (i) Aluminium bus bar with proper colour code -04 Nos. 1000 Amp Cap duly fixed on suitable size insulator, nuts bolts etc complete as per OEM recommendations.(ii) Indicator Lamp-01 Set (Set of three)(iii) Incomer MCCB, 415 Volt, 4 pole, 800 Amps, 50 KA rupturing capacity, Ics=100% Icu, thermal Magnetic release, with adjustable setting 80% to 100%- 02 No 54 Outgoing :- (i )MCCB, 415 Volt, 4 pole, 800 Amps, 50 KA rupturing capacity, Ics=100% Icu, thermal Magnetic release, with adjustable setting 80% to 100%- 01 No.(ii) Digital Voltmeter 0-500 Voltand Digital Ampmeter0-800 Amp with selector switches (iii) Complete wiring with suitable size copper cable, thimble etc. (iv) All outgoing MCCB Shall be connected through spreader and copper busbar not less than 10 mm thick strip. (iv) Platform for the feeder pillar board with PCC 1:2:4 15 Cm thick in foundation, Brick (Sub Class B)work inCM 1:6 ,rendering 1:6 on exposed surfaces and 100 mm thick PCC 1:3:6 type C1 using 20 mm graded stone aggregate as in padding on top and grouting legs of panel . The platform shall be of 450 mm height above ground level . 55 M&L for Earthing complete with Copper earth plate electrode 60cmx60cmx3.15mm thick buried directly in ground (earth pit not less than 2.25 metres deep below normal ground level) with top edge of plate not less than 1.5 meters below normal ground level, connecting to the Copper Strip of size 20x3mm size, by means of bolts, nuts, check buts and washers as earth lead protected by provision of GI medium grade pipe 40mm bore including provision 40mm thick cover of RCC (1:2:4) reinforced with XPM (weight not less than 4 Kg/Sqm) and frame of angle iron 40mmx40mmx6mm with6mm dia MS bar handle made to shape, GI light grade 20mm bore pipe for watering of suitable lengthplaced on top edge of earth plate, common salt and charcoal filling, 15 CM alternate layer of charcoal and salt around all sides of earth platewith fixing arrangements, funnel, wire mesh and earth work in any type of soil, returning filling in and removal of surplus soil to a distance not exceeding 50 metre complete all as per plate No 03 of SSR-2009 Part-I and connecting to earth test point all as specified or indicated including testing on completion. 56 Testing & Commissioing of Bi- Directional meter on 110/11 KV Main HTtaken points at Arga 110/11 KV Substation of Naval Base Karwar including taking permission from KPTCL/HESCOM for feasibility of 500 kwp roof to solar system complete all as specified and as directed.
