| 1 | Control & Monitoring :-•The control room shall be set up in the already constructed/available room at the Pandoh Dam Area. This system should include a minimum 43-inch (HD) screen with an adjustable stand, capable of monitoring the operation of the Siren station. It should display all feedback, including the status of being on or off, battery health, any faults etc. in the installed equipment. Additionally, this system must have the capability to communicate directly with the control room to provide alerts and information in real time. |
| 2 | For Supply ,Testing, Designing, Erection and commissioning of Local station for Alert, Information and Direct system comprising of the following hardware/software: • Panel/Housing with power supply module.• The controller, linked with all the control units through a communication and integration unit, displays the system via screens.• The sirens should also be remote controlled.• The control of the sirens should be according to the commands received from the remote central control station through a two-way GSM/GPRS/3G/4G/LTE and Provision of VSAT. • Security feature including intrusion alarm Auxiliary/Status control board for contact closure activation and Status.• The Siren system should withstand outdoor environment condition & the siren assembly should be rust proof to withstand harsh and saline environmental condition.• Single point clicks activation & polling.• Status monitoring.• Complete configuration & reprogramming for control site.• Minimum 15,000 Message Alert notification through GSM/3G/4G/5G/LTE/VSAT to BBMB officials/ Administrators and Local Residents according to requirement.• Programmable hot keys.• Communication over TCP/IP• Secure access with password. Ethernet Cable length :- The bidder shall be responsible for the supply and erection of all cabling required for the complete system, ensuring that the cables are of reputable make only and conform to the prescribed standards as per site requirements. RTU & Software :- The R.T.U. and Software as per the manufacturer`s design / program, the software should be suitable for controls up to 100+ sirens, the system can be expanded to accommodate changing needs. The Software should be app and web based.Communication between Control Centre and sirens. :- GSM/3G/4G/5G/LTE Network/VSAT. Pre-recorded Voice messages :- Live and Pre-recorded Voice Messages in minimum 3 local languages i.e. (Hindi, Punjabi and English) Strobe Light :- •High intensity LED Strobe light, color Red, Amber, Green, 60-120 flashes per minute (adjustable), LED life >50000 Hrs., Pole/top mountable with 360 visibility preferably IP 66.Alert tones & Voice:- • Minimum 5 standard alert tones.•Support transmission of stored voice in siren/voice controller through wave file in memory card, remote activation.• Remote activation of alert tones and pre-recorded voices • The voice messages will be customized, optimized forgood quality for the intended location, language preferably in Punjabi, Hindi & English. Warranty Period:- • 3 Years. |
| 3 | Input Power Source :-•The quantity of solar photovoltaic panels and batteries shall be adequate to meet the system\"s operational requirements. Only reputed manufacturers such as TATA SOLAR, VIKRAM, WAAREE, REIL, or equivalent brands shall be supplied.• The solar panel input source shall be integrated with the required number of batteries to run the installed system continuously for a minimum duration of three (3) days under idle running conditions. This includes six (6) operational cycles per day, with each cycle lasting a minimum of twenty (20) minutes.•A secondary provision for electrical input supply shall be provided to enable system operation in the event of solar panel failure or insufficiency beyond the designed power supply capacity. |
| 4 | Siren type:-•Bi-directional Electronic Siren pre-programmed Audio Amplifier with Bi-directional speakers.Coverage:-• Range: Audible up to 2 km with minimum 120 dB @ 30 m and 70 dB @1.25 Kms from speaker.•Features: Dual Control (Remote + Local), 15-min continuous operation, Expansion-ready•Ground-potential speaker array, Lightning arrestors included• The siren should be operated through 24/12 Volt battery bank and the battery should be charged through adequate solar panel and should also have additional provision for charging by 220 AC supply.SPL (Sound Pressure Level):-120 dB (C) @ 30 m, 70 dB (C) @1.25 km.Cabinet for Electronic Enclosure of the Sirens:- • The siren electronics cabinet should be made from a corrosion free and weather resistant material.• Siren Electronics Cabinet must have separate passive ventilated section/compartment for batteries to ensure that no vapors from the batteries will reach the electronics.• Siren Electronics Cabinet preferably should beIP 65 protected for electronics compartment with separate battery compartment.Operating current:- •23A, 24V DC or according to the requirement of the system.Material of the Siren :-• The Sirens must be made from corrosion free and weather resistant material.• Each speaker driver must have direct cable to its respective amplifier in the siren electronics cabinet to ensure highest redundancy. Shared cable for multiple speaker drivers is not allowed. |
| 5 | Earthing :-•Earthing is required for the safety of electrical cum electronics equipment’s and the same will be in contractor’s scope. (As per site condition) |
| 6 | For Supply, Testing, Designing, Erection and commissioning of Feedback Unit for status of Local Stations at Control Room All feedbacks (On, Off, Trip, Faults etc) of the equipment installed for Alert, Information and Direct system should communicate to main Control room SCADA. |
| 7 | For Supply, Testing, Designing, Erection and commissioning of Interface system for Radio and GSM/LTE/3G/4G/5G link on wireless communication through dual SIM and associated software at control room All feedbacks A suitable interface/communication system of reputed make should be installed in the Local Station with the capability of operating over GSM/LTE/3G4G/5G 4G/5G Link through Dual SIM and should be accordingly interfaced with main Control Room SCADA. |
| 8 | Pole Mounting i.e. Foundation (Civil Work) :- • Supply and erection of Pole along with construction of suitable RCC foundation for Pole, shall be in the scope of vendor/bidder. The structural design should be submitted by the bidder for approval of BBMB. Foundation: Withstands wind speed up to 216 km/hr. Fencing: 6 ft MS fencing with lockable gate and razor wire. The fencing should be closely knitted and should have sufficient strength to withstand animal impacts.Tower / Mast height: -The Mast (Galvanized Metal or alloy) according to the site conditions. Mast shall have a minimum height of 12 meters above the ground, along with a monkey ladder with safety rails/grill & working platform. |
| 9 | For Supply, Testing, Designing, Erection, and Commissioning of Emergency Push Buttons at Local Stations. There should be a provision for operating the system from Local via Push buttons in case of an Emergency. |
