Tender For The Guidelines For Devdoping Emergency Action Plans For Dams. - Estimate Inflow into Reservoir using historical available data. Considering Design Flood of a Dam as per CWC guidelines based on data availability. It includes detailed reporting of physiography, topography. climatology. hydrology, geological formation of a Dam catchment area (Upstream and Downstream). GIS based figures with necessary methods and models will be submitted as separate chapter in the final report. 2 To carry out detailed scenario analysis for 2-Dimensional hydraulic simulation from releases of a dam along with lateral inflow from river tributaries, nalas into main River.To study Dam Break Analysis as per provisions to the extent modified and super-ceded in the Guidelines for Devdoping Emergency Action plans for Dams (Feb 2016) Doc. No. CDSO-GUD-DS-0 l-v2.0). The analysis should contain a report and the results of model runs. including graphs and tables. The Report should summarize all data. should explain and comment the obtained output from software. The dam break study has to be carried out according to specification of following conditions and aspects: •Dam Failure with the reservoir level at normal storage elevation (FRL) and fair- weather condition. • Dam Failure with bad weather, i.e .. considering the inflow entering in the reservoir due to Probable Maximum Flood (PMF) and MWL, or Standard Project Flood (SPF)/ Design Flood and MWL. • Flood routing downstream of the overflow from the spillways and gates produced by PMF or Design Flood (without dam break scenario). • Other relevant conditions peculiar to the dam (like spillways discharge that is safe for the dam but may cause emergency conditions in the areas downstream).• Assessment of safe carrying capacity of the downstream channel and safe levels evaluation. 3 Prepare flood inundation maps which clearly depict the flooded areas under conditions mentioned in Item No.2. These maps shall include the time of arrival of the wave front (time from the breach to the time that a certain area is flooded). maximum depth of inundation. maximum velocity of flow and water surface elevation).i) The scale of Map shall be I: I 0000 and size A1. and they should contain all the information regarding the floods. The second format of the maps should be prepared for the specific purpose of the EAP, they will be issued in format A3, scale 1: 10000 for non-urbanized area and 1:5000 for urbanized ares, with all the sensible installations located.ii)Inundation maps should be prepared on the basis of two-dimensional depth average flow modelling. All levees, bridges, culverts and other in-line or lateral structures / obstructions must be included as per the provisions to the extent modified and super- ceded in the Guidelines for Developing Emergency Action plans for Dams (Feb 2016) Doc. No. CDSO-GUD-DS-01-v2.0) 4 Determine and identify those situations or triggering events that would initiate an emergency action and specify the actions to be taken and by whom. Identify all jurisdictions, agencies and individuals who will be involved in the EAP. Discuss the development of the EAP with these parties. Field visits for data collection. Ground truthing of surveyed and satellite data along with critical locations regarding EAP are also to be included. This interaction should include discussion on the need for and operation of an emergency operations centre and reception centre, as well as a discussion of evacuation (destinations, priorities and procedures), post-flood actions (recovery and clean-up), and other measures in the event of an emergency. Identify primary and auxiliary communication systems, both internal (between persons at the dam site) and external (between dam personnel and outside entities) with presentation in easy charts for all communication. List and prioritize all persons and entities involved in the notification process and draft the Notification Flowchart. Develop a draft of the EAP as per the guidelines provided in CWC (2006) report and as per provisions to the extent modified and super-ceded in the Guidelines for Developing Emergency Action plans for Dams (Feb 2016) Doc. No. CDSO-GUD-DS-01-v2.0). 5 Two Days Trainings with Hands on for Dam Break Analysis using Software, preparation of flood inundation maps to the officials / engineers related to the dam. Also, train them on preparation of Emergency Action Plan as per CWC guidelines for Dams. 6 Training for officials of the dam and officials of other department, all stake holders/ opinion makers/local administration/ police/ Fire/ Village panchayat /State disaster management unit involved in the EAP. Dissemination of the final study to all the / Stake holders / opinion makers / local administration /police/Fire/Village panchayat and also for local people who are living in the possible inundation area.
