Tender For Repair Maintenance Of Lt Distribution System, Earthing & Certain Misc E/M Works At Afs Jalahalli; 1 Excavation in trenches not exceeding 1.5 mtr in width and not exceeding 1.5 mtr in depth for laying of cables up to proper level and laying of pipelines etcinsoft/loose soil, complete all as specified and directed. 2 Returning, filling in including spreading, levelling, watering and well ramming in layers not exc 25 cm thick, complete all as specified and directed. 3 Removing surplus excavated material (soil) not exc 50 meter and depositing where directed at a level not exc 1.5 meter above the starting point, complete all as specified and directed. 4 Material and labour for Spreading ribbed soil in trenches as in cable cushioning all as per IS 1255-1983, complete all as specified and directed.Note :- (i)Excavated approved soil shall be ribbed by using sieve to separate composite particles etc. as per IS and refilling in trenches before laying of cable 8 CM and 15 CM after laying of cable. This is then gently punned down to a depth of 10 cm above the top of upper most cable (ii) For the purpose of measurement only punned thickness shall be considered for payment. 5 Material and labour for well burnt bricks ‘B’ class as mechanicalprotection to under ground cables laying with length of the bricks equal to the width of the trench, complete all as specified and directed. 6 Material and labour for Cutting existing road/PCC/Drain for laying of GI or any type of pipe including necessary earthwork, excavation exc 600mm depth but not exc 1mtr depth, 800 mm wide including making good existing surface with 150 mm thick PCC 1:2:4 type B1 using 20mm graded stone aggregate, complete all as specified and directed. Note :-The tenderer shall take into consideration for following points while quoting rate for this item andthe unit rate is deemed to be inclusive for :-(i) Earth work and excavation in any type of soil(ii) Returning, filling in, including spreading, levelling, watering and well ramming in layers not exc. 25 cm thick ,complete all as specified and as directed.(iii) Removing excavated material to out side MD land.(iv)Laying of any type/any bore of pipe in trenches including taking down. Supply of pipe shall be measured and paid separately(v)150 mm thickPCC 1:2:4 type B1 using 20mm graded stone aggregate as inroad to make good existing disturbed surfaces. 7 Supply and laying in repair of GI pipe light grade for cable protection of size 100mm bore with fittings, complete all as specified and directed. 8 Material and labour in repair for 3 ½ core 185 Sqmm XLPE insulated heavy duty electric cable with aluminium multi stranded conductor 1100 volts grade served with an inner sheathing of PVC tape armoured with galvanised steel wire or tape and overall sheathed laying in trenches/cable ducts, fixed to wall/pole, complete all as specified and directed. Make : Havells, Polycab, RPG Asian 9 Material and labour in repair for 3 ½ core 150 Sqmm XLPE insulated heavy duty electric cable with aluminium multi stranded conductor 1100 volts grade served with an inner sheathing of PVC tape armoured with galvanised steel wire or tape and overall sheathed laying in trenches/cable ducts, fixed to wall/pole, complete all as specified and directed. Make : Havells, Polycab, RPG Asian 10 Material and labour forBoring of holes under road, pavement hard standings by trenchless technology using ultra sound technique and necessary machine including HDPE pipes upto 100 mm dia suitable for 0.4 Mpa working pressure, complete all as specified and directed. 11 Material and labour in repair formaking straight through joint with suitablejointing kit consisting of water proof adhesivesfor UG cable of size 3.50 core 150 Sqmm to 185 Sqmm, complete all as specified and directed. 12 Disconnecting of burnt/ damaged cables from panels/ junction boxes etc, cutting out the burnt out ends, making new end joints by supply and fixing new aluminium lugs/ insulation tape etc and reconnecting using new nuts/ bolts/ washer etc and restoring three phase and neutral in the junction box, complete all as specified and as directed for thecable sizefrom 150Sqmmto 185 Sqmm 3.5 core of LT underground armoured cables.Note :- Earth work required for extending the incoming/ outgoing cable in junction box/ panel board etc shall deemed to be included in the unit rate quoted. 13 Supply, installation, commissioning and testing of factory assembled, floor mounted, free standing type tested LT Feeder pillar panel, with canopy, as per electrical specifications for outdoor installation to be made of IP65 Polycarbonate modular enclosures. The enclosures made of polycarbonate, should be weather/vermin proof, anti -acid, anti-corrossive, UV resistance in accordance with IEC 61439-1, fire retardant and self extingushing in accordance with IEC 60695-2-11, UL subject 94 for flammability V-0, should pass glow wire test for 960 degree in accoardance with 60695-2-11.Degree of protection against mechanical load should be IK08 (5 Joule) in accordance with IEC 62262,IP65 in accordance with IEC-60529 and IEC- 60439-1, should have dielectric properties, RoHS compliants & Halogen free. The manufacturer of boards/panels shall submit a copy oftype test reports as per above mentioned norms either from UL/ERDA/CPRI/NABL labs in india.The panel should be modular and compartmentalized in construction with opaque and transparent doors, properly tightened to base with thermoplastic screws having sealing gaskets of extruded silicon rubber to withstand adverse weather effects. The depth of modular enclosure should be minimum 200mm for air circulation & to minimize temp rise. Panel should be fitted with one No.polycarbonate IP 65, 9 W LED translucent bulk head luminaire color lamp not less than 6500K, PF >0.95 under canopy for easy maintenance. Panel shall be fitted outside with one No of 16 Amp 3 Pole IP65 industrial socket and 01 No. of 32Amp 5P IP 65 industrial socket. 3 Phase and neutral 630 Amp current carrying capacity of aluminium bus bar insulated with colour coded heat shrinkable sleeves with SMC/DMC insulators,complete with the following switch gears and mounting the panel board on ground with PCC (1:3:6) type C-1 using 20mm graded aggregate forbedding upto a height of 45 CM above ground level, including dismanting and taking out old U/s LT panel board and reconnecting existing LT UG Cable with new panel board complete all as specified and all as directed and comprising of the following:- 14 (a) ON load change over switch 4 Pole, 415 V of capacity 400 Amp, 36 KA - 01 No. (b) MCCB with thermal magnetic release 4 Pole, 415 V of capacity400 Amp,36 KA- 02 Nos.(c) Multifunction Meter (V,I,PF) with suitable capacity of CTs- 01 No(d) Indicating lamp (R-Y-B) set LED type with backup MCB for 3 Phase Supply - 01 set. (iii) Make of Switch gear : Schneider/L&T/C&S.(iv) MCCB should be ICu =100% ICs.(v) Make of LT Panel/FPB shall be as mentioned in list of makes (PS). 17 Surface dressing in hard / dense soilnot exceeding 15 cm deepand clearing all the grass weeds etc in the sub station yards after removing stone aggregate keeping asideall as directed at site including setting / spreading back the aggregate complete all as specified and directed at site. 18 Attending, Repairing/restoring of electric power supply in the AF Stn (East area), after identifying fault in HT 11 KVor LT415 volt system, RMU,VCB,LT Panels, two/ four pole structure, transformers, Over head lines in any section or circuit, including checking of insulators, lightning arresters, GODs, LT Panel Boards and all electrical accessories and making it serviceable in all respect including replacement of nut, bolt, washers and minor parts/spares, insulation tapes and cable sockets of any size, complete all as specified and directed. 19 Note :- (i)The abovework also include checking, detectionand rectifcation of LT/HT UG Cable faults at AF Area as and when directed by Engineer-in-Charge/ JE (E/M). 20 (ii) Hiring of cable fault detector to detect exact location of LT/HT UG cable fault deemed to be inclusive of quoted rate. 21 (iii) Major items required to be replaced/repaired shall be measured under relevant items of schedule/ BOQ 22 (iv) Excavation and earth work if required shall be measured separately. 23 (v) Complaints will be given in person or through telephone by AGE/JE E/M round the clock (ie 24 Hrs x7 Days). 24 (vi) In case of minor defect, entire job shall be completed within 06 hrs from the time of registration of complaint, failing which penalty charges @ Rs. 300/- per hours shall be recovered from the contractor. 25 (vii) The transportation/ T&P required for the work shall be arranged by the contractor and no extra cost will be paid for the same. 26 (viii) In case of major defect, the period for attending of complaint shall be decided by the GE/EIC by assessing extent of repair required through joint inspection by Engineer-in-Charge and authorised service agent of the equipment at the site. If complaint is not rectified within the stipulated period and the GE is not satisfied with the reason for delay then penalty at the rate of Rs. 500/- per hours shall be deducted from the dues of the contractor. 27 (ix)Note that penalty is exclusively other than the condition 67 of IAFW-2249 and shall be treated as interim condition of the contract and shall be enforce above as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt. The decision of the Accepting Officer in this regard shall be final and binding. 28 Material and labour in repair for 3 ½ core 120 Sqmm XLPE insulated heavy duty electric cable with aluminium multi stranded conductor 1100 volts grade served with an inner sheathing of PVC tape armoured with galvanised steel wire or tape and overall sheathed laying in trenches/cable ducts, fixed to wall/pole, complete all as specified and directed. Make : Havells, Polycab, RPG Asian 29 Material and labour in repair for 3 ½ core 70 Sqmm XLPE insulated heavy duty electric cable with aluminium multi stranded conductor 1100 volts grade served with an inner sheathing of PVC tape armoured with galvanised steel wire or tape and overall sheathed laying in trenches/cable ducts, fixed to wall/pole, complete all as specified and directed. (iii) Make of Switch gear : Schneider/L&T/C&S.(iv) MCCB should be ICu =100% ICs.(v) Make of LT Panel/FPB shall be as mentioned in list of makes (PS). 34 Supply, installation, testing & commissioning of maintenance free chemicalearthing system comprising of 17mm dia copper bondedrod 3 mtr long horizontally pre welded T-terminal rod with provision for connection size of 50 x 150mm long, 6mm thickness with equal space either side, with 12mm dia hole of 02 numbers each on either side of the terminal clamp with 250 microns (average) coating thickness, tested and certified by CPRI India alongwith 50 Kg earth energizer compound and 10 litres earth resistance reducingliquid. The earthing energizer compound and resistance reducing earthing liquid shall be tested as per IEC-62561-7 read with ASTM G57-06, CI 3.4 A by any NABL accredited lab. The above mentioned rod shall be installed in 4-6 inch bore, 12 feet depth with a distance of minimum 3 meters between each installation including taking down existing one, complete all as specified and directed..Make : Model HTSP 317 of safeTrode or equivalent in Snaga/ Cubes 6 Global 35 The quoted rate shall also deemed to be included the following :- (i)Prior toinstallation of maintenance free chemicalearthing, soil resistivity test to be carried out at the location where earthingwork to be donein presence of Engr-in- Charge/JE (E/M),user and the report has tosubmitto Garrison Engineer with recommendation of manufacturer, if required additional interconnection ofearthing (not more than 08 number of earthing) to achive earth result less then 1 Ohms. The arrangement done for soil resistivity testingandsubmission of report with recommendationdeemed to be included in the quoted rate. 36 (ii) The description/ size/ qty of items mentioned in above are for indicating only however qty/ size may vary at site condition to maintain the earth resistance 1 ohm. The contractor shall quote rate by considering all factors. 37 (iii) Rateofearth energizer compound of 25 Kg of 02 bags and earthresistance reducingliquid 10 litre per cane for each pit deemed to be included in the quoted rate. 38 (iv)Resistivity of earth energizer compound and resistance reducing earthing liquid shall be certified by any NABL accredited lab carried out as per IEC-62561-7 read with ASTMG57-06, CI-3.4A and the certificate of same shall be submitted by the contractor along with the sample approval 39 (v) Earth enhancing material should not leach into the adjacent soil or underground water channels and its PH value should be in neutral range complete all as specified and as directed. It should solidify when mixed with water and set like concrete. 40 (vi) Copper strip of size 20 x 3 mm shallbe fixed on proper post insulator at the instrument end (copper strip upto 7.5 RM shall be considered in unit quoted rate and extra will be measured and paid separately). 41 (vii)Testing of earth shall be carriedout in presence ofdepartmental and user representativeand report shall be submitted to Garrison Engineer duly signed by all concerned. 42 (viii)Earth resistance tester will be provided by the contractor.Tester should be calibrated from authorised company/ lab. 43 (ix)Earthing shall be tested after completion of work by the contractor in presence of Engr-in-charge, user and proper record shall be maintained duly signed by all concerned.After testing if the desired earth resistance of less than 1 Ohm is not obtained, the earthing will be redone at no extra cost to Govt. till desired result is obtained. 44 (x) The contractor shall give a written guarantee of minimum three years for maintaining the earth resistance less than 1 Ohm after certified date of completion. 45 (xi) No further maintenance or periodic watering or recharge shall be required in earthing during its guarantee period of over 03 years in all type of soil including soft/ disintegrated or hard rock. 46 (xii) During the guarantee period, if earth resistance is not maintained less than 1 ohm the contractor has to redo or rectify at no extra cost to Govt till desired result is maintained. 47 (xiii) A security deposit of value equal to 2.5 % of the rate quoted for chemical earthing for each earthing shall be retained from payment due to the contractor from final bill for the guarantee period. 48 (xiv) The electrode shallcarry manufacturers name . 49 (xv) The connection clamp shall be permanentlly welded to the copper boundedrodto avoid any kind of connectivity loss,.The pre-welded copper bounded rod shall not need any additional clamp for termination. 50 (xvi) The acceptable earth resistance at earth busbar/ test point shall not be more than 0.1 ohm. 51 (xvii)Earth work such as auguring andmaking good the surrounding area shall carried out in any type of soil. 52 (xviii)The contractor shall submit CPRI India certified document for copper bounded rod to ensure genuineness of material. 53 (xix) Sign boardof mild steel sheet 2 mm thick duly painted with two coats of synthetic enamel paint over a coat of red oxideZinc chrome primer showing result of earthing shall be fixed near the earth pit after completion as directed by engr -in- charge. 54 Material and labour for Earth pit cover madeof heavy duty poly plastic of high grade polypropylene tested and certified by any NABL accredited lab for load bearing capacity not less than 7.2 tonnes with top dia not less than 250mm, bottom dia not less than 330 mm and height not less than 260 mm for each electrode pit complete including taking down old unserviceable pit cover of any decription all as specified and directed.Make : Model SEPC 250 of SAFE TRODE or equivalent in Snaga/ Cubes 6 Global 55 S&F in repair copper strip 20 x 3mm thick as earthing lead fixed to wall/roofs etc including taking down existing old unserviceable copper strip etc, complete all as specified anddirected.
