Tender For Provision Of Installation Of Smart Meters With Prepayment Mode At Different Stations Under Ce Kolkata Zone.; 1 NOTE (Applicable for all items) :-(i) The bidders/contractorsare advised to read tender document & all corrigendum / amendments and General conditions of contracts before entrying/quoting the rates.SCHEDULE A PART-I (PHASE-I) 2 Supply and Installation of Smart Single Phase Meter of different makes (not more than 33% of a particular make) with the following specifications:• AC Single Phase Two Wire, Tamper Proof, Static Meter of Class 1.0, 240 V, 50 Hz, 10A-60A, with 3200 impulses per KWh,LED forPhase presence & LED for Relay status, conforming to IS-16444 (Reaffirmed 2020) standard with plugable GPRS/4G Communication or 865-867 MHz 6LowPAN Mesh Radio Frequency communication facility with self healing Mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LCD based display only.• Meter Should support the following data : 15/30 min instantaneous data for Voltage, Current, Power factor, Power, Cumulative energy and frequency, monthly billing data & antitamper features. IP65 compliance. Mounting accessories, wiring shall be deemed to be included in quoted rates. Test Report for IP compliance from reputed NABL lab shall be submitted. 7 Supply & Maintenance charges of SIM Card including perodic charges to telecom operator to be used in DCU from installtion till completion of defect liability period of 2 years. 8 Supply & Maintenance charges of SIM Card including perodic charges to telecom operator to be used in GPRS smart meters from installtion till completion of defect liability period of 2 years. 9 Supplying, Fixing, Commissioning and testing of configuration of web based prepaid software with MES Localserver with following modules:(i) Meter Data Management Module: The meter data management module would be responsible for collecting the data from the Data Concentrator and smart meters and make the data available to the billing system. The system would support offline meter data entry.The meter data management system would capture and provide the following data:(a) 30min instantaneous data from all the meters for seven parameters- Cumulative Energy,Power, Current, Voltage, Power factor, MD and Frequency.(b) Monthly and quarterly billing survey data for cumulative energy and max demand, Load Survey Data, Tamper Events(ii) Communication module: The system should provide communication of energy data and bills via print, email.(iii) Meter Master Data : The system would support meter data repository. The system should support meter replacment process.(iv) Excel Export : The system would support export of metering and billing data in excel format(v) Software shall be suitable for Integration with smart meters and Data concentrator unit of any make approved as per IS 16444 standard.(vi) Software shall be audited/certified by CERT-India enpanelled firm/CERT Auditor of Armed forcesfor any cyber security related threat & complying as per ENC guidelines. All the testing and cost of audit related to CERT approal shall be in Software OEM scope and shall be tested for any vulnerabilities after installation at MES premises and certificate of successful testing shall be provided from CERT empanelled vendor.(vii) It shall also include recurring SMS charges, Email gateway integration charges, payment gateway charges for online meter recharge, software bug fixes if any shall be included in quoted rate for 2 years including DLP period. (viii) Mobile App: Andriod & ios App for consumer to view their meter data & balance along with online recharge facility.Contd... 10 (ix) Prepayment: The system should periodically monitor the energy consumption of prepaid consumers and decrease the available credit based on the consumption. The system should allow online / digital recharging through consumer App (Android and iOS based) and Web portal. The configuration and necessary arrangement for payment gateway shall be deemed included in the quoted rate. The system should send connect/disconnect command on the basis of available credit. Low credit alarm: The system will give an alarm over the consumer App and SMS to the registered mobile number in case the credit in the meter goes down below a predefined limit. Emergency credit: The meter will work even when the credit falls down to zero to prevent disconnection. This limit shall be configurable. The system should support happy hours in order to prevent disconnection in non-working hours and on holidays. Note: Four run of 6 sqmm cable and two run of 6 sqmm cable will be measured as single length. 27 S&F sub main wiring two run of single core PVC insulated unsheathed stranded copper conductor of size 10 sqmm & one run of PVC insulated unsheathed stranded copper conductor of size 10 sqm as earth lead drawing into rigid PVC conduits (Heavy Grade).Note: Two run of 10 sqmm cable and one run of 10 sqmm cable will be measured as single length. 28 SCHEDULE A PART-II (PHASE-II) 29 Provision for outsourcing of services for comprehensive operation, manning and operation maintenanceto smart meters at MES premises and all related equipments including keeping the equipments in healthy condition by employing 01 x trained skilled person in shift 9 AM to 5 PM or any 8 hours shift as directec by Engr-in-charge (Except on sunday & holidays) having knowledge of operation of smart prepaidand postpaid meter, DCU, Repeater, MES Local server/Government community cloud, softwate application including web and mobile Apps, smart meter billing including carrying out all daily maintenance and reports all as directed by GE/Engineer-in-charge and as per Indian electricity rule / engineering practices & maintaining properly the protective instruments complete in good condition and all maintenance records, break down records, by providing with adequate details comprising of following items & equipments all as specified to the entire satisfaction of GE/Engr-In-Chargefrom completion of work till completion of defect liability period of 2 years.(a) Single phase smart meters(b) Three phase smart meters(c) Meter data management connectivity including DCU & Repeater(d) Smart meter and DCU SIM cards(e) MES Local Server (f) Software Application including web portal and Mobile AppsAll miscellaneous charges shall be included in the scope. No separate charges shall be paid to contractor in this regard during contractual period in this regard.
