Tender For Appointing Independent Quality Assessor; 1. Qualification Criteria (As per Clause 4 of PTS ref: FPIIC/TD/049 Dtd:23.06.2025) i) The quality assessment agency (IQA) which carries out the complete process & product quality assessment during manufacturing, assembly, integration, testing & issuing of dispatch clearance of Train B28 project shall have following eligibility / qualification criteria: Certification of Quality Management System ISO:9001-2015. Shall at least have experience of 3 projects in the past 10 years as process & product quality assessor for High-Speed Rail Vehicle or complete rolling stock/trains (Mechanical, Electrical & Operations) designed for operating speed of 250 kmph and above. Supporting documents/satisfactory certificates from Rolling stock manufacturers or high-speed train operators shall be submitted in the tender submission stage. Shall have proven track record in this service for rolling stock design verification & integration of all sub-systems / systems conforming to the performance, quality and safety requirements. Shall be responsible for the impartiality of its inspection activities and shall not allow commercial, financial or other pressures to compromise impartiality. Quality assessment agency & its personnel shall not engage in any activities that may conflict with their independence of judgment and integrity in relation to their inspection activities. In particular, they shall not be engaged in the manufacture, supply, installation, purchase, ownership, use or maintenance of the items inspected for Train B28 project. In case the quality assessment agency does not meet the requirements directly they can leverage capability/ credentials of its competent business partner/firm (local / global) with whom they have an JV/Consortium partnership for these services who is having an prior experience of working as a general consultant (GC) / project management consultant (PMC) / Independent Quality assessment consultant for 3 projects in the past 10 years for complete High Speed Rail Vehicle or complete rolling stock/trains (Mechanical, Electrical & Operations) designed for operating speed of 250 kmph and above. Supporting documents shall be submitted in tender submission stage. Shall at least have experience of one project in past 10 years as shadow operator i.e., high-speed train testing, commissioning, operation and maintenance expertise. Supporting documents shall be submitted in tender submission stage. Shall have the supporting team to support on any manufacturing/testing process clarification during execution of this scope of work. ii) Positioning of Expats & Local Experts and duration The quality assessment agency which carries out the process & product quality assessment / inspection during manufacturing, assembly, integration, testing & issuing of dispatch clearance of Train B28 shall position their expats & local experts for the duration at the following locations as given below iii) No. of expats One expat for carrying out process & product quality assessment / inspection of complete Train B28 at both the locations as indicated in clause vi iv) No. of local experts One Mechanical expert for each location as indicated in clause vi One Electrical expert looking after both the locations as indicated in clause vi v) Duration required (tentatively from Oct-2025) Expats – 24 months (if required the tenure will be extended for a period of 3 to 6 months) Local Experts – 30 months. vi) Assessment Locations / Sites One Expat with experience in High-speed rail projects shall monitor manufacturing, assembly, integration, testing & issuing of dispatch clearance of Train B28 at both the locations i.e., BEML, Bangalore complex, Bengaluru & M/s MSDPL, Hyderabad. One Mechanical Engineering expert at BEML Ltd, Bangalore complex – Complete rolling stock manufacturing including vehicle level testing. One Mechanical Engineering expert at M/s MSDPL, Hyderabad – for complete Bogie manufacturing & testing activity. One Electrical Engineering expert shall be taking care of all the electrical activities of Train B28 project at both the locations i.e., BEML, Bangalore complex, Bengaluru (complete train electrical aggregates integration & vehicle level testing) & M/s MSDPL, Hyderabad (complete propulsion and electrical aggregates including testing) vii) Qualification & experience of personnel Personnel responsible for the quality assessment / inspection shall have following minimum qualification & experience Viii) High Speed Rolling Stock Expat Bachelor’s Degree in Mechanical/Electrical/Electronic or related engineering field having appropriate & adequate technical knowledge, skills, training & experience in rolling stock. Desirable: PhD or Master degree/ specialization in relevant field. Should have at least minimum 25+ years of relevant experience in rail vehicle or complete rolling stock design/ process & product quality assessment. Shall have executed at least one (01) high speed rail project with operating speed of 250 kmph and above in the same role being proposed for this assignment. CV/experience details of personnel shall be submitted as documentary evidence in the tender submission stage. Shall also have experience in train operation and maintenance, testing & commissioning activities. Relevant certificates shall be submitted as a documentary proof in the tender submission stage. ix) Rolling stock Experts – Mechanical Bachelor’s Degree in Mechanical or related engineering field having appropriate & adequate technical knowledge, skills, training & experience in rolling stock. Desirable: Master degree/specialization in relevant field. Should have at least minimum 15+ years of relevant experience in rail vehicle or complete rolling stock design/ process & product quality assessment. Shall have experience in the role of design /manufacturing /inspection /testing & commissioning /operation for at least one (01) high speed rail project of 250 kmph and above. CV/experience details of personnel shall be submitted as documentary evidence in the tender submission stage. Must have a preferred knowledge of EN 15085 series standard & ISO 3834 series for welding activities and IEC 61133. Shall have experience & expertise in stainless steel, Carbon steel and dissimilar metal welds used in rail vehicle or rolling stock using laser welding / TIG / MAG/Spot welding for side wall, end wall & roof structures, MAG/MIG/MIG Arc spot welding (knowledge is preferable)/ Seam welding and TIG for under fame, Bogie frame & other structures. Shall also have experience in design & development of Car body & Bogie system. CV/experience details of personnel shall be submitted as documentary evidence in the tender submission stage. x) Rolling stock Experts - Electrical, Electronics & Propulsion Bachelor’s Degree in Electrical/Electronic/Mechatronics Engineering or related engineering field having appropriate & adequate technical knowledge, skills, training & experience in rolling stock. Desirable: Master degree/specialization in relevant field is preferable. Should have at least minimum 15+ years of relevant experience in rail vehicle or complete rolling stock electrical equipment’s installation, process & product quality assessment and testing & commissioning activities. Shall have experience in the role of design /manufacturing /inspection /testing & commissioning /operation for at least one (01) high speed rail project of 250 kmph and above for propulsion system. CV/experience details of personnel shall be submitted as documentary evidence in the tender submission stage. Shall have the expertise in design, development & testing of propulsion system & adequate knowledge of IEC 61133.
