The meter shall communicate with Head End System (HES) on any one of the communication technologies mentioned in IS16444 Part 1, as per the requirement complete all as specified against BOQ Srl Item No. 1.01 to 1.15 and as directed by GE. 2 BASIC FEATURES : The Smart Meter would have the following minimum basic features- Measurement of electrical energy parameters, Bidirectional Communication, Integrated Load limiting /connect/disconnect switch, Tamper event Meter End detection, recording and reporting, Power event alarms as per IS 16444 Part 1, Remote firmware upgrader, pre-paid features at MDM end (as per IS 15959 Part 2), TOD features, Net Metering (kWh) features, On demand reading. 3 GENERAL STANDARDS APPLICABLE FOR METERS are IS 13779 with latest amendments AC Static Watt-hour Meter class 1 & 2, IS 15884 with latest amendments Alternating Current Direct Connected Static Prepayment Meters for Active Energy (Class 1 and 2)- Specification, IS 16444 Part 1 with latest amendments A.C. Static Direct Connected Watt Hour Smart Meter Class 1 and 2- Specification, IS 15959 Part 1 & Part 2 with latest amendments Data Exchange for Electricity Meter Reading, Tariff and Load Control Companion Standards. 4 COMMUNICATION : Meter shall have the ability to communicate with Head End System (HES) on any one of the communication technologies mentioned in IS 16444 Part 1 (RF/PLC /Cellular) in a secure manner. The selection of communication technology should be as per the site conditions and as per design consideration of AMI Implementing agency to meet the performance as per agreed Service Level Agreements (SLAs). In case of Cellular based meter, the meter shall accommodate SIM card of any service provider. In case of Plug in type communication module, the meter shall log communication module removal /non responsive event with snapshot. REMOTE CONNECT/ DISCONNECT/ LOAD LIMITING : Remote Connect/ disconnect/ Load control facilities would be as per IS 16444 part 1. 5 Once the design of AMI Solution is submitted by AMI implementing agency which will be vetted from any of these 5 companies which are agencies empanelled by REC (Secure Meters Limited, Genus Power infrastructure Limited, CyanConnode Holding pic Co,Landis+ Gyr Limited and Larsen & Turbo Limited) that maybe mix of all the technologies based on the geographical and network conditions in particular area and following parameters to be taken care (Quality of Service, Latency, Service Level Agreement , Total Cost of Ownership over 10 years, Initial Cost of Investment, Independent Infrastructure Augmentation, Auto-discovery and self-healing, Independent Troubleshooting, Communication success rate, Dependency on network provider, Additional network IED inclusion, Power Consumption and maintenance cost).Contractor have to bear the monthly rentals/ data charges for SIM/e-SIM using the network of Mobile service provider for every meter for 10 Years in case of cellular technology in case of meters which base on cellular technology (cost is deemed to be included in this) and in case of RF meters cost of DCU, Signal boosters including network management and head end system for the project areashall also be included in this item. 6 OTHER SPECIFICATIONS : Applicable Standards The meters shall comply with IS 16444 Part 1 for all requirements. Auto Scroll 2. Scroll with Push Button The display parameters shall be:Display Check, Date and Time, Last Recharge Amount, Last Recharge Time, CurrentAvailable Balance Amount, Current Balance Time ,Cumulative Active Energy kWh with legend, Current calendar month MD in kW with legend, Instantaneous voltage, Instantaneous Phase current, Instantaneous Load kW,Instantaneous average Power Factor. These parameters should be displayed on the Meter Display continuously for a period of 10 seconds on Auto scroll. 9 Scroll with push button : All Parameters mentioned under Auto-Scroll mode should be displayed. Additionally, the following Parameters shall also be displayed:- Internal diagnostics (display check), Meter Serial No., Last month cumulative kWh with legends, Last month MD in kW with legends, Current month Average Power Factor, Last month Average Power Factor. Further, the Meter should display High Resolution energy values with resolution of 3 digits before decimal and 2 digits after decimal in push button mode. The meter’s display should return to default display mode (continues auto scroll) if push button is not operated for more than 10 seconds. Meter display should not go in to sleep mode during Power-On condition, Last token recharge. 10 ANTI TAMPER FEATURES The meter shall continue recording energy under tamper conditions as defined in IS 15959 Part 2 and would log the event and send alarm at Head End System after detection of the defined theft features as per IS 15959 Part 2. TESTS : Type Tests & Test Certificates Smart meter shall be type tested for all the tests as per IS: 16444 Part 1 (latest version) in a third party independent lab. The number of sampling for testing of meters and criteria for conformity would be as per IS 16444 Part 1 (as amended up to date). Necessary copies of test certificates shall be submitted. Routine & Acceptance Tests : The Factory Acceptance and Routine tests shall be carried out as per IS 16444 Part 1. The Meter (without communication module) shall be immune under external magnetic influences and shall be tested for high voltage discharge as per CBIP 325. 11 GENERAL & CONSTRUCTIONAL REQUIREMENTS : Meter shall be BIS marked as per IS 16444 Part 1.General & construction requirement shall be as per IS 16444/IS 13779. METER BASE & COVER- Meter base & cover shall be as per IS 16444 Part1 / IS 13779. The meter Base & cover shall be ‘Break to open’ design. The material for meter base and cover shall be made of high grade polycarbonate. TERMINAL BLOCK & COVER - As per IS 16444 Part 1/IS 13779.DESIGN: Voltage circuit, sealing arrangement, terminal block, terminal cover and nameplate etc. shall be in accordance with IS-16444 Part 1 (latest version). The meter shall be compact and reliable in design, easy to transport and immune to vibration and shock involved in transportation and handling. 12 NAME PLATE AND MARKING : The name plate on the meter should be clearly visible, effectively secured against removal and indelibly/distinctly marked in accordance with relevant IS. In addition, “Name of the Utility”, purchase order no. & year/month of manufacturing shall be provided on the name plate. The rating plate information shall be as per relevant IS. CONNECTION DIAGRAM : As per IS 16444 Part 1 .FIXING ARRANGEMENTS : The meter shall be mounted type. The Meter should have three fixing holes, one at top and two at the bottom. The Top hole should be such that the holding screw is not accessible to the consumer after fixing the meters. The lower screws should be provided under sealable terminal cover. 13 SEALING ARRANGEMENT : Arrangements shall be provided for proper sealing of the meter cover so that access to the working parts shall not be possible without breaking the seal. The sealing arrangement and number of seals shall be as per relevant IS/ requirement of utility.METER BOX : The Meter Box of suitable size would be provided and the material of the meter box should be such that it does not hamper communiations. 14 TESTING AND MANUFACTURING FACILITIES AT MANUFACTURER’S PLACE : The manufacturer shall have facilities of conducting Acceptance Testing as per IS 16444 Part 1. INSPECTION : The utility/ purchaser will inspect the meter randomly as per sampling plan for acceptance test as per IS 16444 Part 1. This software should have necessary fields and administrative login assets for local authority/GEto update the recovery rate from time to time.Software will be compatible with all approved makes of smart meters. Software has to be audited by CERT-India empanelled firm / CERT auditor of armed forces and all its vulnerabilities be removed. The cost of the audit will be borne by the contractor. 19 (a) Meter Data Management ModuleI. The meter data management (MDM) module is a key component of the web-based system software used for controlling smart energy meters. The MDM module is responsible for collecting, storing and managing the data collected from the smart meters. It also provides users with tools to analyse the data and generate reports.The MDM module should have the following features:II. Data collection: The MDM module should be able to collect data from the smart meters in real time. The data should be collected using a secure communication protocol. 20 III. Data storage: The MDM module should be able to store the data collected from the smart meters in a secure database. The database should be designed to efficiently store and retrieve large volumes of data.IV. Data management: The MDM module should provide users with tools to manage the data collected from the smart meters. This includes the ability to filter, sort, and search the data.V. Data analysis: The MDM module should provide users with tools to analyse the data collected from the smart meters. This includes the ability to generate reports on energy consumption, energy savings, and other key metrics.VI. Reporting: The MDM module should provide users with a variety of reports on the data collected from the smart meters. The reports should be generated in a variety of formats, such as PDF, CSV and Excel.VII. In addition to the above features, the MDM module should also be able to :-i. Integrate with other systems: The MDM module should be able to integrate with other systems, such as customer relationship management (CRM) systems and billing systems.ii. The web-based software must meet the following specific requirements:I. Data collection: The software must be able to collect data from the smart energy meters in real time or on a scheduled basis. The data must include energy consumption, voltage, current and power factor. 24 II. Energy consumption and billing determinant calculation: The software must be able to calculate energy consumption and billing determinants based on the collected data and the applicable tariff. The billing determinants must include the total energy consumed, the total amount due and any applicable taxes and fees.III. Bill generation: The software must be able to generate bills for both post-paid and prepaid customers. The bills must be accurate and easy to understand. Scalability: The software must be scalable to accommodate future growth in the number of smart energy meters and customers. Support: The vendor must provide adequate support for the software. 26 (b) The web-based software must meet the following requirements:i. Data collection: The software must be able to collect data from the smart meters in real time. The data should include the following: Meter identifier, Date and time, Energy consumptionii. Occupation and vacation module: The software must have a module that supports occupation and vacation billing. This module should allow the customer to switch between post-paid and prepaid functionalities as required. 27 iii. Billing reports: The software must be able to generate billing reports for customers. The reports should include the following information: Customer name, Customer address, Meter identifier, Billing period, Energy consumption, Billing determinant.iv. Access for staff and occupants: The software should provide access to staff and occupants for the data. Staff should have access to all of the data, while occupants should only have access to their own data.v. Website for GE/AGE/BSO: The software should include a dedicated login id for the GE, AGE and BSO to view all of the data and informationvi. Admin access for MES: The designated users in MES should have admin access to the application.vii OEM Specific. Android and iOS mobile apps: The software should include Android and iOS mobile apps for the user to monitor their own data and balance on a regular basis.viii. Customer Portal: The system should include a customer portal for the resident public customer/occupant to login and view their own energy and billing data. This would be on Android and iOS mobile apps.ix. Energy Accounting Module: The system should include features of energy accounting. The system should be able to account for total energy block wise, facility wise and would also love calculation of unaccounted energy in case total energy meter is also available.x. Communication Module: The system should provide communication of energy data and bills via print, email and SMS methods.xi. Master Data: The system should support meter master data repository. The system should support meter replacement process. The system should support exporting of metering and billing data in Excel, PDF and various other formats. 28 xii. Customer Care Module: The software should include a customer care module where the user would be login any complaints. The system provider would monitor the complaints and carry out the necessary activities for the complaint resolution.xiii. Meter Installation Module: The software would include an air-based meter installation module where the meter installation or changes can be captured on the app itself and the reading may be demonstrated to the user if required on the app itself.xiv. Activities, Communication of the various activities such as occupation, Kisan Mitra change, personal detail change, etc. with the user as well as the department on email.xv. Payment Gateway: One payment gateway would be installed provided bank account is opened at GE level.xvi. Warranty and Maintenance: The system and system software should have a warranty and maintenance period of 10 years, including over operating expenses such as GPRS charges and hosting charges.xvii. Integration / interface of the AMI system with application system like metering/ billing/ collection. Interface has to be provided in the proposed solution to upload and process meter data from these system.xviii. Integration of different devises of different make/equipment/software’s covered in the scope of the project with each other as per functional require, met including water charges, furniture and license fee. 29 xix. Additional Requirements The web-based software should also be able to: Generate reports on the 15-minute instantaneous data for individual meters or groups of meters, Export the 15-minute instantaneous data to a variety of formats, such as CSV and Excel, Integrate with other systems, such as customer relationship management (CRM) systems and billing systems, Scale to support a large number of meters, Be secure and protect the data collected from the smart meters from unauthorized access, Training of staff on how to use the web-based software.xx. Head-End System (HES) is a central system in an advanced metering infrastructure (AMI) that is responsible for collecting, storing, processing, and analysing data from smart meters. it that communicates with the smart meters over a network.• Data collection: The HES collects data from smart meters on a regular basis, typically every 15 minutes or hour. This data can include energy consumption, voltage, and current readings. 30 • It should be suitable to support the collection and storage of15 minute interval data from end point.• Data storage: The HES stores the collected data in a database for future analysis and reporting.• Data processing: The HES processes the collected data to identify trends and patterns. This information can be used to improve energy efficiency, reduce peak demand, and provide more accurate billing.• Data analysis: The HES analyzes the collected data to generate reports and dashboards that can be used by utility companies to make informed decisions about their operations 31 • The HES is typically a web-based application that can be accessed from anywhere with an internet connection. This allows utility companies to monitor and manage their AMI systems remotely.• Here are some examples of tasks that can be performed using a HES: View real-time energy consumption data for individual customers or groups of customers, Identify customers who are experiencing outages, Detect and prevent energy theft, Send alerts to customers about high energy usage or other potential problems, Generate reports on energy usage, peak demand, and other key metrics• Pl add the following functionalities: field replaceable, modular communication module, pairing with communication module, Geo location identification, time synchronization. 32 Cyber Security : Following points to be ensured by the contractor for making the entire AMI system and all its elements including service provider immune to cyber attacks. No plls to be used in the system. All the hardware, OS and application software shall be hardened. Application, scanning and hardware scanning tools shall be provided to identify vulnerability & security threats. Data shall be encrypted at system / device / technology level. While procuring cyber security items testing must be done and the system must be secure by design. Residual information risk shall be calculated by contractor and the same shall be submitted for perusal of cyber audit teams. Penetration & vulnerability assessment test from certified auditors during Field Acceptance Test (FAT), Site Acceptance Test (SAT) & Operations and Maintenance Period.CRET Audit of Smart Metering System at the time of commissioning shall be carried out. Subsequent audit of the system shall be carried out after every three years. Cost of such audits and rectifications thereof shall be borne by the contractor. 33 Cloud Service Requirements upto 3000Smart Meters including 25% spare with backup server.The Cloud Service Provider (CSP) must be empanelled by the Ministry of Electronics and Information Technology (MeitY) of India. The CSP must be able to provide the following cloud services for the smart meter system:(a) Compute: The CSP must provide sufficient compute resources to handle the data processing requirements of the smart meter system. This includes real-time data processing, analytics, and machine learning.(b) Storage: The CSP must provide sufficient storage capacity to store the data collected from the smart meters for a period of at least 5 years. The storage must be highly reliable and scalable.(c) Networking: The CSP must provide a secure and reliable network connection between the smart meters and the cloud platform.(d) Database: The CSP must provide a database service to store and manage the smart meter data. The database must be scalable to accommodate the growing volume of data.(e) Analytics: The CSP must provide analytics services to enable the smart meter operator to gain insights from the data collected by the smart meters.(f) Machine Learning: The CSP must provide machine learning services to enable the smart meter operator to develop and deploy machine learning models to improve the efficiency and effectiveness of the smart meter system. 34 (g) Internet of Things (IoT): The CSP must provide IoT services to enable the smart meter system to connect to and manage other IoT devices.(h) Security: The CSP must provide security services to protect the smart meter system from cyberattacks. This includes data encryption, authentication, and authorization.(i) Management tools and services: The CSP must provide management tools and services to enable the smart meter operator to manage the cloud platform and the smart meter system.The CSP must also be able to meet the following specific requirements for the smart meter system:(a) The CSP must be able to store and manage the data collected from the smart meters in a secure and compliant manner. The data must be encrypted at rest and in transit. The CSP must also comply with all applicable data privacy and security regulations. 35 (b) The CSP must be able to provide real-time data access to the smart meter operator. This is required to enable the smart meter operator to monitor the smart meter system and to identify and respond to any issues in real time.(c) The CSP must be able to provide high availability and scalability for the smart meter system. The system must be able to handle the expected load of 3000 smart meters, and it must be able to scale to accommodate additional smart meters in the future.Additional Technicalities(a) In addition to the above requirements, the following technicalities shall be considered when selecting a CSP for smart meter system:(b) Support for IoT protocols: The CSP should support the IoT protocols that will be used by the smart meters. This will ensure that the smart meters can communicate with the cloud platform without any problems.(c) Security features: The CSP should offer a variety of security features to protect the smart meter system from cyberattacks. This includes features such as data encryption, authentication and authorization.(d) Compliance: The CSP should comply with all applicable data privacy and security regulations. This is important to ensure that the smart meter system is compliant with all relevant laws and regulations.(e) Following basic security features should be ensured by cloud service provider.
