Meter should support sending the following data :- (a)15 min instantaneous data for voltage, current, power factor, power, cumulativeenergy and frequency, monthly billing survey for Cumulative Energy and Max Demand to software Meter should have connect / disconnect functionality operateble from MDM/billing software and prepaid feature would be MDM / Billing as IS 15959 part 2. (b) The meter should support open communication protocol DLMS with the software. |

(b) It should be possible to run the meter in both prepaid and postpaid mode.(c) The meters would carry 10 years warranty. |
| 3 | (d) OEM shall to share the Authentication / Encryption keys of the meters along with relevant protocol details with GE. it shall be possible to intergrate meter of any make as approved by GE with same DCU software and cloud server as being provided. Meter should support communication protocol through RF/5G/4G/NB lot with software all as required at site and directed.(e) The meter cost includes the cost of DCU and repeaters as required.(f) The cost of telecom charges for cellular meters & RF meters DCU during the defect liability period are included in overall cost quoted.(g) All RF meters shall be based on \"MESH TECHNOLOGY\"(h) OEM will share meter authentication & encryption password for integartion with third party software.(j) 2 No. DCU and 01 No. repeater shall be supplied as \"SPARE\" within overall cost quoted. |
| 4 | (k) DCU shall have following features:-(I) IP-67 protection compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It would have internal memory to store data of at least 200 modules. It shall have inbuilt battery back-up. It shall support auto discovery of the meters and self healing mechanism for the breaks in the RF network.(ii) It shall be able to configure the communication with underlying nodes/ meters.(iii) It should be able to pull data at configuarable frequency from the nodes/ meters. (iv) DCU would support on demand data from nodes.(v) DCU would support data transfer via cellular / optical fiber communication. Incase of cellular communication, it would support dynamic IP sim from any telecom service provider (minimun 4G and fallback to 2G).(vi) DCU would be able to communication to the nearest meters directly. For farther meters, it would allow communication through existing meters via MESH or other formation. |
| 5 | Supply and Configuration of the Web based Software with following modules:(i) Meter Data Management module:-The meter data management modules would be responsibe for collecting thedata from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data:-(a) 30 min instantaneous data from all the meters for seven parameters- Cumulative Engery, Cumulative Apparent Engery (as applicable), Power, Current, Voltage, Power Factor and Frequency.(b) Monthly billing survey datafor cumulative engery and max demand. (ii) Post / Prepaid Billing Module:-The billing module would collect the data from the meter data management module, calculate the engery consumption, calculate the energy construction, calculate billing daterminant and make engery data available to admin and end users. The billing module would include functionalities for tarriff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid functionality as required.(iii) Occupation and Vacation Modules:-The system would support occupation / vacation and billing reports.The software would be collecting data from DCU. The software would provideaccess to staff as well as the occupant for the data. |
| 6 | (iv) Web site:- There would be a dedicated website at two places as decided by GE to view all the data and information. Designated users shall have the admin access to the application. Designated user shall also have the access of the key information on an Android/IOS mobiles app (for admin use).(v) Customer Portal:-The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and IOS mobile apps for the user to monitor its own data and balance on regular basis.(vi) Energy Accounting Module:-The system would include features of energy accounting.(vii) Communication Module:- The system would provide comminication of energy data and bills via print, email & SMS method.(viii) Meter Master Data:-The system would support meter master data repository. The system would support meter replacement process.(ix) Excel Export:-The system would support export of metering and billing data in excel format.(x) Customer Care Module:- The software would include a customer care module where the user shall log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. |
| 7 | (xi) Meter installation Modules :- The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself.(xii) Activities Communication :- The software support communication of the various activities such as occupation, vacation, meter change. personal details change etc. with the useras well as the department on email.(xiii) Integration of different devices of different makes/equipment/software as per functional requirement (water charges, furniture charges and licence fees etc). The software should have provn of minor adjustments at the time of installation for making other online payments at GE level viz. payments for furniture, licence fee, water supply etc at GE level complete all as directed by Nodal Officer.Software Notes :(aa) The software would be hosted on GCC cloud. Firm whose GCC cloud is used shall be approved by GE before execution.(ab) The software would contain two year defect liability including GPRS charges & hosting charges. GCC cloud shall be from approved list of vendors from \"MEITY\" during defect liability period and eight year period there after, if firm is removed from approved list of \"MEITY\" system shall be shifted to any other approved vendor without any cost to deptt.(ac) Software should be compatiblefor payments through UPI/Credit card/Debit card to recharge. The payment gateway would be integrated with Bank Account details as provided by GE. |
| 8 | (ad) The software would enable the feature of refund calculation in case of house vacation.(ae) Four differentmakes of meter (3RF and01 No. cellular) shall be intergrated with same software. Same shall be demonstrated to GE before execution.(af) Thesoftware would support other charges such as water charge, license fee, furniture charges and other allied charges.(ag) The software would allow supporting both prepaid and postpaid billing plans. Separate groups can be created for the same.(ah) Broadband charges alongwith telecom charges are included in overall cost quoted.(aj) The user data which will be kept in icloud for interaction with software shall have restricted access, password protected only to the users and deptt. Necessary protection in accessing the data shall be provided in consulation with the Nodal Officer and user formations.(xiv) Cyber security of software:-(i) All the hardware, OS and application software shall be hardened.(ii) Application, scannigand hardware scanning tools shall be provided to identity vullnerability & security threats.(iii) Data shall be encrypted at system/device/technology level.(iv) While procuring cyber secrurity items testing must be done and the system must be secure by design.(v) Residual information risk shall be calculated by Contractor and same shall be submitted for perusal of cyber audit teams.(vi) Penetration & vulnerability assessment test from certified auditors during Field Acceptance Test (FAT) Site Acceptancet Test (SAT) and during Operation and Maintenance period. |
| 9 | (vii) Audit ofsoftware for smart meter will be done by certified India empanelled firm certauditor of armed forces. The cost of audit will be borne by the contractor.(viii) Certified Audit of smart metering system at the time of commissioning shall be carried out. Subsequent audit of the system shall be carried out after every three years. Cost of such audits and rectifications thereof shall be borne by contractor.(ix) The software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular scurity patches and updates including firewall and feature updates.(xv) Unique Id should be given to all occupant/each meter which will be linked with user\"s name/Id.(xvi) Report generation will be GE wise. |

These changes happen on frequent basis and the software would support all the changes.(v) Changes in the government tariff structure:- The government tariff structure changes may require software upgrade. The same would be included in the AMC scope of work.(vi) Reports Development:- The additional reports as needed for the success of the project would be developed. |
