Tender For Provision Of Sewage Treatment Plants (Stp) Of Capacity 04 Kld And 02 Kld At Icgs Beypore; 1 PHASE-I(SITC OF STP UNDER ITEM NO 1.00, 2.00AND ITEM No 3.00 TO 3.02 ) 2 Design, Supply, Installation, Testing and Commissioning of advanced Automatic Sewage Treatment Plant of Capacity 04 KLD using SBR (Sequencing Batch Reactor) treatment process having micro processor based control unit with IOT/ Internet web access, remote monitoring capabilities. The controller operates with pre-set work cycles, real time graphic display, operating hours counter for compressor and pumps. There is remote/ mobile manual and automatic mode switching. The controller have an integrated web server with Wifi and dedicated IP address to be operated it by phone/ tablet/ touch screen via browser without the need for specific app through HTTP/ REST. The controller is able to sense and record pressure of compressor operation. There is event logging details for analysis of the STP functions showing all relevant parameters including pressure, in and output states, total operating time and remaining process includingTertiary Treatment comprising of the following components:- 3 (a) IoT Controller - Control unit with internet web access, microprocessor control with pre-set work cycles, real-time controlled, graphic display, operating hours counter, optional manual and automatic mode, acknowledgeable visual and acoustic fault message, mains failure alarm, logbook function operating level -01 unit(b) Panel Board enclosure - Panel board (Class IP 55) for the enclosure of controller and necessary electrical equipments (phase failure relay, MPCB contactors) -01 unit(c) Compressor/ blower- Linear diaphgram type compressor 300LPM.1/Blower-01 unit(d) Diffusers in aeration tank - EPDM Fine bubble Tubular/ Disc diffusers – 4 to 6Nos (1 m tubular or 340mm Disc Diffusers) with SOTE < 7.5%/m at a flow rate of 05 cu.m/hr or equivalent(e) Diffuser stands - Diffusion system in SS 304 (8/ 6 outputs ) stands - As per requirement and as per the tanks dimensioning(f) Air hose- Hose, PVC braided from Polyhose at 10 kg/ sq.cm at temperature rating of 85º C aprox 100Mt (Machine room <3m from aeration tank) (g) Airlift units for transfer of water in collection, aeration airlift arrangement and functional mechanism technology - Minimum 03 units or as required at site (Charging unit by airlift - 01 unit, Discharging unit by airlift- 01 unit and Sludge return unit by airlift - 01 unit)(h) Wiring for Plant - As per requirement at site(j) SS 304 pipe clamps – clamps and fittings for wall mounting in SS-304 as per requirement at site.(k) Components for assembling and fixing solenoid valve set. (i) SS 304 output stand for valve arrangement (1”) (02 outputs/ 03 outputs) as per requirement (ii) Solenoid valve for airlift arrangement(1”) -04 units (iii) Valve stand for valve (SS-304, 2mm thick) – 01 unit(l) Operation Manual & Maintenance Manual – 01 Nos(m) Filtration system - Automatic filtration system (AMPV) starter panel (Automatic Multiport Valve), PSF, Filter feed pump (1W + 1S) with a flow rate of 0.5cu.m/hr with chlorine disinfection – 01 Nos 4 (n) Construction of RCC Tanks for various components of 04 KLD STP with permanent specification (Scope of STP covers all civil, electrical & mechanical components after end of sewage line till end of tertiary treatment and including treated storage water tank) with minimum RCC M-30 design mix including excavation in any type of strata, foundation concrete, footings, raft/pile, pile cap, plinth beam, column, lintel, roof beam, roof slab, internal and external plastering, finishing, roof treatment, plinth protection, including refilling of earth and disposal of surplus earth within 500m lead etc. all as specified and as directed.(o) Construction of RCC Machine room for 04 KLD STP with permanent specification of 10sqm plinth area with minimum RCC M-30 design mix including excavation in any type of strata, foundation concrete, footings, raft/ pile, pile cap, plinth beam, column, lintel, roof beam, roof slab, solid block walling, internal and external plastering, finishing, roof treatment, Anti termite treatment, Aluminium doors and windows, plinth protection, including refilling of earth and disposal of surplus earth within 500m lead etc. all as specified and as directed. (p) The Effluent (Treatment) Sewage Parameter are as follows :- (i) pH - 6.5-8.3 (ii) COD <50mg/L (iii) BOD < 10mg/L(iv) TSS < 10mg/L (v) Total Nitrogen - 5mg/L(vi) Total phosphorus - 1mg/L (vii) Fecal coliform - Nil (viii) Odour -No foul odour(q) Reinforcement steel to be used in the work shall be HCRC/ CRS TMT of grade as specified 5 Notes :- (a) Design of STP and sewer network shall be got vetted by IIT/NIT and thereafter it shall be approved by Accepting Officer before execution on ground. The soil test report of adjacent/ nearby site is available with GE (I) CG Kochi and if required shall be obtained from GE(I) CG Kochi which shall be used for designing the foundation of all structures. Contractor if desires or if required by vetting agency has to do the soil testing and the rate quoted shall be deemed to be inclusive of same and nothing extra shall be paid on this account. The water table in the area is high and contractor shall accordingly plan & design the plant and sewer network.(b) The description of item of STP in BOQ is in brief and all components required as per design to treat the influent to specified degree are included in the scope of item of STP even if the description of itemabove does not specify the same. (c)The scope of item of STP given in BOQ starts from end point of sewage line network. Hence necessary RCC sewage collection well/sump alongwith necessary sewage pumps of adequate capacity in 01 working + 01 standby configuration for each location are part of STP item and accordingly rate shall be quoted for the STP. (d) Wherever pumping is required in STP after end of sewer network till storage tank of treated effluent the same shall be provided by suitable pumps and for each stage two pumps (One working + one standby) shall be provided as per design requirement. Rate quoted for item of STP shall be inclusive of the provision. (e) The STP shall be based on SBR (Sequencing batch reactor) technology and design shall be accordingly carried out. (f) The treated water after tertiary treatment shall be fit for arboriculture activities etc.(g) All civil, electrical and mechanical components required after end of sewer network till delivery of treated effluent including storage tank of treated effluent before its pumping are covered under the item of STP and shall be inclusive in rate quoted for item of STP.(h) The quantities of various components if given in description of item are tentative and actual quantities as per design of STP for specified capacity shall be considered while quoting the rate for STP. 6 Design, Supply, Installation, Testing and Commissioning of advanced Automatic Sewage Treatment Plant of Capacity 02 KLD using SBR (Sequencing Batch Reactor) treatment process having micro processor based control unit with IOT/ Internet web access, remote monitoring capabilities. The scope of comprehensive maintenance includesmaintenance of complete infrastucture under this work and replacing all defective components and restoring any defect/ deformity/ wear and tear during defect liability period of two years and comprehensive maintenance of all STP components under this job, (Sl. Item No 1.00 and 2.00) including all pumps and LT panels in the scope of entire tender for further period of eight years after completion defect liability period.The scope shall also include comprehensivemaintenance of all electrical & Sewage Pumps items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, Sewage water pump, valve system, controlling system, daily checking, leakage, checking noise, cleaning of plant and its surrounding area etc, as per manuafactures instructions and as specified and directed by Engr-in-charge.NOTE: (a) Comprehensive maintenance includes replacement of all defective/ worn out/damaged parts with new parts and nothingextra shall be paid on this account except the payment specified in this item.(b) The contractor shall be responsible for periodic maintenance, as per maintenance scheduleand specified including renewal / replacement of parts, lubricants,fittings/ fixtures, filling of bacteria,etc required for smooth functioning of the plant as per manufactures instructions. (c) The rate quoted shall be deemed to be inclusive of safety gear & required tools for maintenance. (d) The cosumable chemicals like sodium hypoclorite and chlorine shall only be supplied by GE for treatment of sewage and all other spares/ consumable are to be provided by the contractor without any extra cost. (e) Electricity for running of plant will be provided by GE.(f) The quoted rate is deemed to be inclusive of tools & testing instruments required for operation & maintenance of STP plant.(g) The sludge cakes procured after treatment shall become contractors property and shall be removed from premises of STP as early as possible. The rate shall be quoted accordingly.(h) In case of non function of STP plant penal recovery @ Rs. 3000/day shall be effected 24 Hrs after the defect is noticed or notified.(j) Any defect in the motors, pumps, plant or any other part of STP shall be considered as outstanding defect and panel charge shall be applicable as above note. 14 Comprehensive maintenance as per description given above for 1st year of defect liability period after completion of Phase-I 15 Comprehensive maintenance as per description given above for 2nd year of defect liability period after completion of Phase-I 16 Comprehensive maintenance as per description given above for 3rd year after completion of Phase-I 17 Comprehensive maintenance as per description given above for 4th year after completion of Phase-I 18 Comprehensive maintenance as per description given above for 5th year after completion of Phase-I 19 Comprehensive maintenance as per description given above for 6th year after completion of Phase-I 20 Comprehensive maintenance as per description given above for 7th year after completion of Phase-I 21 Comprehensive maintenance as per description given above for 8th year after completion of Phase-I 22 Comprehensive maintenance as per description given above for 9th year after completion of Phase-I 23 Comprehensive maintenance as per description given above for 10th year after completion of Phase-I 24 OPERATION OF THE PLANT: Operating and keeping the STPs (04 KLD x 2Nos & 02 KLD x 01Nos)in running/ operational condition by deploying FGM/ technical staff to produce the treated effluent of specified quality including Sundays and holidays including all connected electrical & Sewage Pumps items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, Sewage water pump, valve system, controlling system, daily checking, leakage, checking noise, cleaning of plant and its sorrounding area etc for a period of 120 months on yearwise basis including all holidaysall as specified and directed by Engr-in-charge.NOTE: (i) Contractor shall deploy One skilled operator (FGM) per shift in two shift per day for all STPs being co-located for Operation of STP for period of 10 (ten) years after completion ofPhase-I. Shift timing shall be as under:-Shift-I: 0600 Hrs to 1400HrsShift-II: 1400Hrs to 2200 Hrs(ii) The contractor shall employ FGMs having minimum qualification of ITI from recognised institute having sufficient knowledge and experience of minimum 02 years in maintenance/ operation of similar work. The operators must be competent to carry out the repairs/ maintenance of plant as required(iii) The operaters shall maintain the desired quality treated water including tracing out and rectification of minor leakages in pipe line/ valves during the period(iv) The operators shall operate electrical equipement, pumps and maintain the STP in workable condition by checking daily leakages, noise, cleaning the plant and its surrounding areas of plant as directed.(v) The contractor shall maintain all registers under various rules,and shall be produced to the Engineer-in-Charge as well as officers detailed by central labour department.(vi) The unit rate quoted shall be deemed to be included for cost of labour for daily routine maintenance for trouble free functioning of installation.(vii) The quoted rate shall be deemed to be inclusive all consumables required for operation of STP except sodium hypochlorite and chlorine.(viii) The payment to the staff employed shall be made within first weekof every month through online mode in employees respective Bank Account. No payments to contractors/ firms will be made unless proof of payment of wages/EPF/ESI etc through bank account is submitted by the contractor to all employees. Contractor shall produce details of payment made to the employees along with supporting documents for the verification of Engineer-in-charge for processing the monthly/ final bills.
