Tender For Provision Of Solar Plant At Af Station Tambaram; 1 SCHEDULE A PART - I (E/M Works)Detailed engineering, design including feasibility survey, supply, installation and testing on completion for ground mounted solar power plant using PV SYS and PV SOL or equivalent software, site survey, design etc. and getting the design vetted from any one of the MNRE approved agencies and submission to accepting officer for approval, Manufacturing, supplying, erecting, installing, testing and commissioning of grid connected floor mounted Solar PV Plant of total 500 KWp capacity at conditions prevalent at AFS Tambaram area with fixed structure on Turnkey basis, and performance guarantee basis including complete connected suitable foundation, civil and other complete structural worksas per OEM design and specification comprising of following sub-components/sub-systems and meeting the specifications as given hereinafter and in Particular specification as measured and paid separately.(Make in India) 2 The rate quoted shall be deemed to be included for the following as per OEM design and specifications :-Supply and erection of Solar Photovoltaic modules as per item No 01 latest edition of IEC PV module qualification test or equivalent BIS standards Poly-crystalline silicon solar cell Modules IEC 61215/IS14286. In addition, the modules must confirm to IEC 61730 Par-1- requirements for construction & Part-2-requirment for testing, for safety qualification or equivalent IS SPV Panel not less than 540 Wp including Terminal Box IP 65, bypass Diode, necessary size cable of required length with connectors. (tenderer to submit warranty for Modules-25 years) (Make in India)The total solar PV array capacity should not be less than allocated capacity (KWp) and should comprise of Mono Crystalline Silicon Solar Cell Modules of minimum 540 Wp and above wattage. Module capacity less than minimum 540wpshall not be accepted. (c)Protective devices against surges at the PV module shall be provide Low voltage drop bypass diodes shall be provided. (d) PV modules must be tested and approved by one of the IEC authorized test centers. (e) The module frame shall be made of corrosion resistant materials, preferably having anodized aluminium. Supply and erection of GroundMounting structure made of hot top dip galvanised steel with minimum galvanization thickness of 120 microns or Aluminium alloy and suitable for SPV module specified here-in-before, including bolts,nuts,fastners,panel mounting clamps /aluminium alloy mounting arrangements suitablewith M15 PCC(1:2:4) type B1 using 20 mm graded stone aggregate as per MNRE standards complete withstand 150KM wind speed and as directed.Solar on grid/grid tie Inverters of 125 KWp capacities as per MNRE Standards, outdoor type 3 phase of suitable capacities to achieve optimum efficiency. Provision of Array Junction box, with SPD combiner box as suitable for item no 01 complete all asspecified and directed for 125KWpDC Power interfacing Panel/Distribution boxes outdoor type with minimum thee incoming with synchronizing facility including necessary suitable capacity MCBs,Surge Arrestors, fuse boxes, necessary earthing ,testing and commissioning. Note: Panel Board shall also suitable to distribute auxiliary power to loads like UPS,street light, module cleaning system, etc for 125KWpPVC insulated suitable size of un armoured electric power cable with stranded copper conductor of necessary size & rating as per design including necessary cable tray and lugs complete all as specified and as directed.Note: 1. The scope shall also cover design, supply, erection, testing & commissioning of LT and 11 KV Transmission Line and associate 11 KV Bay Extension at Substation. The maximum capacity for inter connection with the grid at a specific voltage level shall be as per the Distribution Code/Supply Code of the state and amended from time to time. 3 (a) Pre-commissioning & Commissioning of all supplied Equipments and test running of Grid Connect Solar Power Plant as well as load trails at site . (c) Plants earthing & earthing for all equipments as directed shall generally be carried out in accordance with the requirements of IE Rules /CEA guidelines and IS: 3043. (b) Provision for Grid Islanding : In the event of a power failure on the electric grid, it is required that any independent power producing inverters attached to the grid turn off in a short period of time. This prevents the DC-to-AC inverters from continuing to feed power into small section of the grid, known as Islands . Powered Islands present a risk to workers who may expect the area to be unpowered, and they may also damage grid-tied equipment . The PV system shall be equipped with Islanding protection. In addition to disconnection from the grid (due to Islanding protection ) disconnection due to under and over voltage conditions shall also be provided. A manual disconnect 4-pole isolation switch beside automatic disconnection to grid would have to be provided at utility end to isolate the grid connection by the utility personnel to carry out any maintenance. the switch shall be locked by the utility personnel.(c) Any other items not specifically mentioned in the BOQ but which are required for erection, testing and commissioning and satisfactory operation of the solar power plant are deemed to be included in the scope. 4 Note:- (i) Pre despatch inspection shall be carried out by the authorised rep of Accepting officer before final dispatch. If any deviation is found from Schedule A specifications shall be rejected. (ii) All Modules shall be delivered at site once the mounting structure are erected and tested.(iii) Cost of miscellaneous component such as termination kits lugs, shine boards, conduits, MC4 for connectors Adopter box and other connected accessories etc shall be deemed to be included in the cost of Modules. 5 Standby supply shall be provided by contractor at no cost at the time of synchronizing with existing power supply system.Final approval (Technical feasibility report) shall be obtained from TNEB before starting work on ground.Any other component as required for efficient function of system shall be deemed to be included in the above quoted rates by the Contractor. 6 a). The materials used for structures shall be Hot dip Galvanized Mild Steel conformed to IS 2062:1992.b). The Bolts, Nuts, fasteners, and clamps used for panel mounting shall be of Stainless-Steel SS Grade.c). Additional Structures/Frames for required for the installation of modules if any need to be provided by the Contractor and cost of same is deemed to be included in the rate quoted by the Contractor.d). The structures shall be designed to allow easy replacement of any module, repairing and cleaning of any module.e). The structure shall be designed to withstand operating environmental conditions for a period of minimum 25 years. And shall be free from corrosion while installation.f) Minimum distance between the lower level of PV Module and the ground shall be 0.5m from the ground level.g) The structures should be suitably loaded with reinforced concrete blocks of appropriate weight made out of M25 concrete mixture.h) Photovoltaic must be mounted on a stable, durable structure that can support the array and withstand wind, rain, and other adverse conditions. The modules will be fixed on structures with fixed arrangement.i) 100% indigenous company. 7 Note :- (1) Contractor should visit the site before quoting the tender.(2) Suitability for Grid Connected System.(3) PV Modules & Solar Cells shall be made in India andmakes and manufacture by India Only. The contractor shall submit all required documents. The panel should be of latest edition. (4) Power Warranty - 10 year warranty on 90% of the design output and 25 years warranty on 80% of the design output as per MNRE ALMM registered. (5) TNEB registration fees, all the fees related to commissioning should be borne by the Contractor and there are deemed included in the rate quoted by the Contractor.(6) Work shall be executed as per TNEB & CEI norms.(7) All materials makes shall be approved as per MNRE.(8) Contractor Should have valid TEDA Empanelment Certificate. 8 (9) Liaisoning with TNEB authority for obtaining any relevant documents/approved of installation solar power plant to Grid from TNEB for smooth functioning shall be contractor responsibility and cost in this regard is deemed to be included in the rate quoted by the Contractor.(10) Feasibility clearance from state electricity board: Rate quoted by bidder is inclusive charges for feasibility clearance and Liaison work regarding the plant from starting to commissioning with TNEB will be done by the contractor and plant will be taken over after it is fully functional including Installation of Energy Reading meter and certified BY TNEB.(11) Standby supply shall be provided by contractor without any extra cost to department at the time of Synchronizing with existing 11 KV system.(12) Technical feasibility report shall be obtained from TNEB before starting work in ground.(13) Capacity of Inverter shall be as per design criteria and approved by Garrison engineer.(14) String Inverters only to be use for this project.(15) Solar meter and Bi-directional meter : Supply HT net meter / Bi-directional meter and solar meter to deposit to TNEB for testing and calibration thereafter taken back to site for installation. Contractor will not be claim extra cost from department for carried out of above said process. (16) SPV panels and on grid inverter should be in same OEM.(17) The Bidder shall carefully design and accommodate requisite numbers of the modules to get the design output as per topography. (18) The rate quoted by the bidder for Solar power plant and mounting structure (Serial item No.1) is inclusive of all provisions mentioned in Serial item No. 1.01 to 1.07. 9 Material and labour for Power monitoring system using 802.11n interface for harvesting from solar energy shall be connected into on-grid (grid-tie) inverters. The logger devices will also have GPRS communication for monitoring the same as requiredIntegration of all equipments and components including Laisoning work for Solar Netmeter from State Electricity Board for obtaining Netmeter including cost of the net metering and allied expenses including charges for permission to grid connection from state electricity board. 10 Material and labour for Lightning arrestor with necessary arrangement along with suitable EMC electrode erection by 1mt earth evacuation.Note: Lightning protection shall be provided as per the requirement of IS:2309 for PV modules. There shall be required number of suitable lightning arrestors in the array field. Note:- Excavated soil shall be riddled by using sieve to separate composite particles etc as per IS 1255 1983 and refilling in trenches as in cable cushioning. 22 Removal of surplus soil to a distance not exceeding 50 mtr and depositing where directed at a level not exceeding 1.5 mtr above the starting point complete all as specified and as directed. 23 Supplying and laying reinforced precast concrete cable cover, classHV,Type 2, flat, size 450mm180mm x 40mm complete all as specified and as directed. 24 Supplying and laying reinforced precast concrete cable cover, class LVType 2, flat, size 300mm x 180mm x 40mm complete all as specified and as directed. 25 Material and labour for galvanised iron strip 32 x 6mm buried in ground or fixed on pole with all accessories all as specified and as directed. 26 Material and labour for boring of holes under road, pavement, hard standing bytrenchless technology using ultra sounding technique and necessary machine including HDPE pipe of 150 mm dia suitable for 0.4 mpa working pressure complete all as specified and as directed. 27 Supply and lay GI tubing Light grade of size 80 mm bore with all fittings for cable protection fixed on poles/walls/laid under roads crossing etc and made good the disturbed surfaces/area complete all as specified and as directed. 28 Supply and lay GI tubing Light grade of size 100 mm bore with all fittings for cable protection fixed on poles/walls/laid under roads crossing etc and made good the disturbed surfaces/area complete all as specified and as directed. 29 Schedule A Part - IIPeriodical check/ services after successful completion work and during Defect liability period of two years. Cleaning of solar panels, Periodical checks and maintenance as recommended by the OEM including pruning of trees, clearing vegetation and ensuring the serviceability of the plant, Solar Panels, Inverters, Transformers, HT/LT Electrical panels etc including submitting monthly power generation report to the department, all during whole defect liability period of Two years from the date of completion of the work.Note : - (i) Cost of spare parts required for ensuring the serviceability of the plant during defect liability period of Two years from date of completion of the work is deemed to be included in the rate quoted for schedule A part-I Item No 1. Therefore it shall be considered that cost of spare parts is not included in this item being guarantee duration for defect liability period, hence rate shall quoted accordingly(ii) Periodical maintenance shall only be carried out by the authorsied representative of the original equipment manufacturer(OEM) of the plant.(iii) Electricity and water for maintenance of the plant will be supplied by the department free of cost at one location shown on site by the Engr-in-Charge.(iv) Keeping up of the maintenance record and the parameters of Solar PV power plant including ED/ MES shut down details shall be maintained by the contractor as directed by the Engineer-in-Charge. Any defects / short comings noticed shall be intimated to the department immediately 30 Schedule A Part - IIIComprehensive Maintenance of 0.5 MW Solar Power Supply project for First year after successful completion of Defect liability period (i.e 1st year after completion of Phase II). Comprehensive Maintenance of 0.5MW solar power plant complete system including maintain the SPV System, transformers, Invertors, HT/LT panels etc for first year after completion of defect liability period.Note:(i) Comprehensive Annual Maintenance contract (AMC) under which the Contractor shall maintain the SPV power generation plant (which would cover all items supplied by him under this Contract)(ii). Spare parts required for operation/maintenance of Solar PV Power plant during the currency of AMC period shall be included in the rate of this item. 31 (iii). Periodical maintenance as OEM recommendation on all parameters for SPV plant operation and diagnosis, routine checking and cleaning of solar panels, preventive maintenance as required for smooth and trouble-free operation of the SPV system (which would cover all items supplied by him under provision Contract ) shall be carried out by the Contractor during the service contract period. The Contractor shall attend to calls of breakdown as and when required.(iv) The Contractor shall ensure generation of power to give output as per plant installed capacity, failing penal charges equal to two times the energy charges paid to state Electricity board for the same will be imposed. (v) To take care of house keeping and maintain cleanliness of area upto 5m all around installations and PV module strings shall be kept dust free absolutely neat and clean.(vi) To maintain the installations provided under this contract as per IE rules/standard Engineering practice.(vii) Periodical maintenance shall only be carried out by the authorised representative of the original equipment manufacturer(OEM) of the plant.(viii) Electricity and water for maintenance of the plant will be supplied by the department free of cost.(ix) Cleaning of installation including pruning of trees etc, around the installation shall be carried out complete all as specified and as directed. (x) Keeping up of the maintenance record and the parameters of Solar PV power plant including ED/ MES shut down details shall be maintained by the contractor as directed by the Engineer-in-Charge. Any defects / short comings noticed shall be intimated to the department immediately. 32 All as per Item No. 22 here in before but for Second year after successful completion of Phase -II 33 All as per Item No. 22 here in before but for Third year after successful completion of Phase - II 34 Schedule A Part - IVPeriodical check/ services after successful completion work and after defect liability period of two years and three year maintenance. (i.e. 6TH YEAR from the date of completion of Phase - I) which comprises the following:-(a) Maintenance and operation of 500KW solar power plant including Supervising by Engineer / Skilled labour (b) Periodical checks and maintenance as recommended by the OEM, Solar Panels, Inverters, Transformers, HT/LT Electrical panels etc including submitting monthly power generation report to the department all as directed.(c) No of shifts : One shift per day i.e. One skilled labour for one shift. (Shift timing 09.00 Hrs to 17.00 Hrs) 35 All as per Item No. 25 here in before but for seventh year from the date of completion of Phase - I 36 All as per Item No. 25 here in before but for eigth year from the date of completion of Phase - I 37 All as per Item No. 25 here in before but for ninth year from the date of completion of Phase - I 38 All as per Item No. 25 here in before but for tenth year from the date of completion of Phase - I 39 Maintenance and operation of 500KW solar power plant during sixth year after completion of Phase - I for the following works:-Cleaning of solar Panel, Periodical checks and maintenance as recommended by the OEM including pruning of trees, clearing vegetation and ensuring the serviceability of the plant, Solar Panels, Inverters, Transformers, HT/LT Electrical panels etc including submitting monthly power generation report to the department all as per directed.No of shifts : Two shifts per day No of labours: One un-skilled labour for Two shifts. (Shift timing 06.00 Hrs to 14.00 Hrs, 14.00 Hrs to 22.00 Hrs) 40 All as per Item No. 30 here in before but for seventh year from the date of completion of Phase - I 41 All as per Item No. 30 here in before but for eighth year from the date of completion of Phase - I 42 All as per Item No. 30 here in before but for ninth year from the date of completion of Phase - I 43 All as per Item No. 30 here in before but for tenth year from the date of completion of Phase - I 44 Note for item 25 to 34 : - (i) Cost of spare parts required for ensuring the serviceability of the plant after defect liability period of Two years from date of completion of the work is deemed to be included in the rate quoted for schedule A part-IV Item No 25 to 34. Therefore it shall be considered that cost of spare parts is included in this if required. (ii) Periodical maintenance shall only be carried out by the authorsied representative of the original equipment manufacturer(OEM) of the plant.(iii) Electricity and water for maintenance of the plant will be supplied by the department free of cost at one location shown on site by the Engr-in-Charge.(iv) Keeping up of the maintenance record and the parameters of Solar PV power plant including ED/ MES shut down details shall be maintained by the contractor as directed by the Engineer-in-Charge.
