| 1 | Design, Installation,Testing, Commissioning, Integrate and maintain the Advance Metering infrastructure (AMI) of smart meters of different makes (not more than 33% of particular make) to ensure interchangeability at later date as per BIS16444 with specific CM/L number using communication technology including GPRS/RF/Hybrid (RF + cellular) as per CEA/TRAI regulations including integration of different devices of different makes/ equipment/software as per functional requirements in order to achieve overall economy in operation and maintenance . The AMI software and associated infrastructure should be capable of handling the quantity of meters of different makes as per BIS:16444 as per Sl Item No 1.1 and 1.2, including training and knowledge transfer, all expenditure incl periodic charges of telecom operator from installation till DLP of 2 years (which will include charges of hosting on GCC Server, recharge and any other misc charges required to keep the system functional), obtaining audit of software for smart meters by CERT-India empanelled firms / CERT Auditor of Armed Forces, comprising all as specified having minimum parameters / specification as under:-Note:(i) The design of AMI Infrastructure is to be approved by the Accepting Officer before commencement of work. Necessary DBR (Design Basis Report) is to be submitted to the department by the contractor and to be approved by the Accepting Officer. It should be ensured that the design is most economical from maintenance as well as overall project point of view. (ii)The AMI Infrastructure should be capable of handling 10% additional smart meters in addition to the above. In case No of installed meters are changed from under mentioned quantities cost of the same shall be deemed to be included in the quoted rates. |

| 4 | Notes:(a) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES and the cost of the same is deemed to be included in the quoted rate for Smart Energy Meters.(b) It would be possible to run the meter in both prepaid and postpaid mode(c) The meters would carry minimum 5 years warranty.(d) The OEM would need to share the Authentication / Encryption keys of the meters along with relevant protocol details with the department. | 5 | Supply and Setup of Meter Data Management (MDM) system including supply and configuration of the Web based Software with following modules:(i) Meter Data Management ModuleThe meter data management module would be deemed for collecting the data from the meter and sending to DCU/server directly and vice versa based on type of communication (RF or Cellular/Hybrid), make the data available in bidirectional mode to support the currency recharge, online payment gateway, post paid billing modules, scheduling maintenance, low balance warning, quarter wise KVA allocation/tripping, tariff regulations, software customisations etc all as directed by the Engr-in-Charge with the following features:(a) 15 min instantenous data from all the meters for minimum six parameters- Cumulative Energy, Power, Current, Voltage, Power Factor and Frequency.(b) Abstract Download for Monthly and quarterly billing survey data for cumulative energy and max demand and tampering features.(ii) Multiple Payment Gateway with different Payment Modes such as Secure Mobile App/ PC Based/Swipe Machine/ Online Payment Gateway/all UPI platform/MRO based cash payment for all users assigned by BSO/GE. Gateway/Mode should be selected such that No transaction charges are levied/applicable to the admin (MES).(iii) Billing Module: Postpaid /Prepaid Billing Module:The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make the energy data/billing data available to admin to end users. The billing module would include functionaries for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required without any additional cost implication to the department. |
| 6 | (iv) Occupation and Vacation Module: Provision to enter admin controls for transfers/vacations. The system would support occupation/ vacation based on the unit categories. The system would support automatic data capture on occupation and vacation events.(v) Customer Module: The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.(vi) Energy Accounting ModuleThe system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case tally with incomer EB energy meter.(vii) Communication ModuleThe system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data: The system would support meter master data repository. The system would support meter replacement process.(ix) Excel Export:The system would support export of metering and billing data in excel format. (x)Customer Care Module - the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution.(xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. |

They would include the following items:-(a) Software AMC: This would include necessary up-gradations in the software such as support to the chrome browser charges, android version charges, iOS version charges. These charges happen on frequent basis and the software would support all the charges.(b) Charges in the Government tariff structure: The Government tariff charges may require software upgrade. The same would be included in the AMC scope of work.(c) 24 x 7 customer care support: Ensuring adequate database backup, up-gradations in the operating system, anti-virus updates, data base upgrade etc.(d) Reports development: The additional reports as needed for the success of the project would be developed.(e) Software installation on any alternate/ backup server, if required.(f) The communication network monitoring and support.(g) Configuration of the repaired/ replaced hardware in the system.(h) Trouble shooting and necessary actions to run the system as required.(i) Software bug fixing as and when required. |

In case a CSP is removed from the panel, the contractor would migrate to a new supplier. |
