| 1 | PHASE IDesign, Supply, Install, erection, testing and commissioning ofRoof top (On Grid type) Grid connected solar PV plant capacity 100 KW with solar PV modules , tool kit and GI mounting structure with fastners nut bolts alongwith foundation in PCC 1:2:4, comprising and including of the following accessories all as specified and directed.(a) Solar PV module of type MonoPERC Half Cut Solar Module >545 Wp or as per manufacturers design. The PV module shall be minimum with 60/144 cell of size 157 mm x 157 mm configuration with rated power of module > 545W certified for solar PV module power performance tested as per IEC 61215 (Design qualification and type approval for crystalline Si modules) and BIS(PV module safety qualification testing @ 1000 V DC of higher with BIS)(b) Photovoltaic modules shall carry a performance warranty of > 90% during the first 10 years and > 80 % during the next 15 years. Further module cell shall have performance warranty of >97.5% during the first year of installation to get the maximum performance of the system.The solar cell shall have surface anti-reflective coating to help to absorb more light in all weather conditions.The Field segments of PV modules are designed and connected in such type of array to provide the 100 KW power output.(c) The module mismatch losses for modules connected to an inverter shall be less than 2%(d) The SPV module shall be made up of high transmitivity glass & front surface shall give high encapsulation gain and the module shall consisits of impact resistance , low iron and high transmission toughned glass. The module frame shall be made of corrosion resistant aluminium material which shall be electrically compatible with the structural material used for mounting the modules. |
| 2 | (e) The module frame shall be made of Aluminium (non corrosive material) which shall be electrolytically compatible with the structural material used for mounting the modules with the required Nos of Earthing using GI strip 32 x 6 mm as earthing lead as required at site.(f) The terminals shall be connected to copper busbar arrangement. The junction boxes shall have suitable copper cable (as per site requirement ) entry points fitted with cable glands as per recommendations of manufacturers.(g) Copper conductor XLPE required for connection from solar power panel of system to DC/AC supply upto and connection to the existing system required to complete the solar system deemed to be included in the quoted rates. |
| 3 | (h) MPPT Inverter power condition unit minimum 2 MPPT (180V to 1000V ) capacity 100 KW Economical: Maximum Efficiency 98.6%, Opti track MPP tracking for best MPP Tracking efficiency, Active temperature management. Simple : Three phase grid feed in ,grid voltage will be 415 volt, DC plug in system.Flexibility & future proof : DC input voltage up to 1000V, integrated grid management functions, reactive power capableRemote Monitoring Sytem (RMS) for inverter with compatibility for both Wifi communication andGPRS communication using data sim card. The cost of data sim card and renewal of service for upto defect liabilty period shall deemed to be included in quoted rates.Make: BIS approved(j) PCC 1:2:4 type B1 (using 20 mm grade stone aggregate) for foundation /pedestal for the structure required deemed to be included in the quoted rates.(k) Supply, installation testing & commissioning of GI structure, hot dip 2mm thick for 100 KW SPV systems with proper grouting PCC 1:2:4 type B1 which can withstand high 150 to 180 km/hr wind speed so that the system can not get uprooted from ground/roof due to high wind pressure. |
| 4 | (l) Cost of pump (monoblock type) electrically operated with 0.50 HP single phase AC supply motor and having head not less than 20 mtr , necessary cable required for connection in PVC conduit heavy duty from existing nearest point to the motor starter and starter to motor, GI pipe 15 mm bore (medium duty ) and PVC flexible bralded pipe with set including all accessories from the existing service tank installed at the roof top of the building for cleaning of system are deemed to be included in the quoted rate.(m) Any kind of damage to the existing roof of any type during installation of Solar power system shall be redone /made good as per existing . Cost of the same shall be included in the unit rate quoted. Nothing extra shall be admissible on this account(n) Bi-directional net energy meter showing power generated by the solar power system and total power used by the user along with the liasioning fees with local DISCOM /State electricity Board deemed to be included in the rate quoted. |
| 5 | NOTE:-Design of solar plant shall be got vetted from any MNRE approved organisation/ IIT/NIT/Govt Research Institute before executionAuthorized testing laboratories /centre:PV modules must qualify (enclose test reports/certificate from IEC/NABL/ SECI/NISE accredited laboratory) as per relevant IEC standard.Qualification certificate from IEC/NABL/SECI/NISE accredited laboratory as per relevant standard for any of the higher wattage regular module should be accompanied with the STC report/certificate. For details of Test Labs refer Ministry of New And Renewable Energy website. The report submitted should not be older than 5 years.Minimum technical requirements/standards for SPV system to be deployed as per Ministry of New and Renewable Energy are mandatorily to be complied with in the design including following. For other details website /publications of MNRE may be referred. |
| 6 | (a) Each PV modules must use a RF identification tag (RFID), which must contain the following information(i) Name of the manufacturer of PV module(ii)Name of manufacturer of solar cells(iii) Month & year of manufacturer with country of origin(iv) I-V curve for the module(v)Peak wattage, Im,Vm and FF for the module(vi) Unique serial No and Model No of the module(vii)Date & year of obtaining IEC PV module qualification certificate(viii) Peak power rating of the modules should not be less than 545 Watt mono perc half cut cell type. RFID shall be mandatorily place inside the module laminate.(ix) PV modules must qualify as per relevant IEC standard. Additionally the performance of PV modules at STC conditions must be tested and approved by one of the IEC/NABL accredited testing laboratories incl solar energy centre.For details of test labs refer MNRE website.SPV modules shouldbe essentially indigenously manufactured (manufactured in India).The make of SPV shall be any from the latest updated list ofALMM circulated by MNREsubject to fulfilment of all technical specification as brought out in tender documents.(x) The BOS (Balance of System) items/components of the SPV plants deployed under this project must confirm to latest edition of IEC or equivalent BIS standards/MNRE specification. The test certificates/ reports for the BOS items/components can be from any of the NABL/IECaccredited testing laboratories or MNRE approved test centres. |
| 7 | (xi) All materials used shall have a proven history of reliability and stable operation in external application. It shall perform satisfactorily in relative humidity upto 85%+5% with temperatures between -40°C to +85°C and shall withstand gust upto 180 Km/Hr on the surface of the panel.(xii)The bidder shall carefully design & accommodate requisite numbers of the modules in the available area (refer topographical survey) to achieve the rated power in his bid. (xiii) Shadow analysis report of the site has to be submitted along with topographical survey . The same shall be incorporated in design of solar plant in PV system.(xiv) After completion the contractor must engage a third party MNRE approved consultant for final testing and third party inspection of executed work. The consultant shall certify that the work has been executed in accordance with vetted and approved design. The contractor shall propose a panel of three consultants for this purpose. The final decision on the consultant to be engaged shall be taken by accepting officer.(a)All cost and charges for engagement of consultant shall be borne by the contractor.(b) The department reserves the right of making independent inquiry with MNRE,SECI & NISE as regard appraisal of the proposed make and in case of any adverse observation/ reservation on the proposed make from any one , that make shall not be allowed. (c ) All the defects needs to be addressed within 48 hours of registering the defectsduring defect liability period.(d) PV modules shall have product warranty of 10 years after completion of work.The contractor must submit 10 years warranty for PV modules from OEM . |
| 8 | The following materials and jobs other than above mentioned items and jobs are also deemed to be included in the quoted rate for successful commissioning and operation of roof top SPV 100 KWpower plant.(a) M&L for Earthing complete job qty -04 Nos with Galvanised steelearth plate electrode size (600mmX600mm X6mm) and with GI earth strip 32x6mmupto 7.5 mtrs for each earth and connected PCC and earth work.(b)GI strip of size 32 X 6 mm thick earth continuity down conductor qty not less than 60 RM complete with all fittings.(c) XLPE armoured cable 95 Sqmm 3.5 core qty not less than 80 RM including all connecting lugs , earth works, cable protections and sand etc. for connection of AC power supply from inverter assembly to LT existing panels.(d) All Copper cables of existing size as per SPV module capacity design from SPV panels to inverter with junction boxes.(e)Lightening & surge voltage protectionAll array structure of the PV yard should be grounded with proper copper plate/rod type earthing as per site requirements an all the metal shielding /casing of the plant must be grounded to ensure safety.(f) The SPV power plant must have lightening and over voltage protection for ensuring correct voltage to PV and other sub components. The lightening protection to be achieved by vertical air termination network and over voltage protection by Surge protection devices and all are deemed to be included in quoted rates.(g)Any left out items/accessories required for successful operation of 100 KW Roof Top Solar Power plant are deemed to be included in the quoted rate above |
| 9 | PHASE-II COMPREHENSIVE MAINTENANCEMaintenance of Roof Top 100 KW Solar Power Plantproject for First Year after successful completion ,installation & testing of Plant (Phase-I)Maintenance of Roof Top 100 KW Solar Power Plant complete system including maintenance of SPV system ,Panels,Power Conditions units (PCU)/Inverters/String Inverters with maximum power point tracker/Tracking (MPPT) etc feature certified by MNREfor 100 KW Roof top solar Power plant for the first year.Note: 1. Comprehensive Annual Maintenance contract (AMC) under which the contractor shall maintain the SPV power generation plant(which would cover all items supplied by him under this contract)2. Spare parts like Solar Photovoltaic PV modules ,Power Conditions units (PCU)/Inverters/String Inverters with maximum power point tracker/Tracking (MPPT) if required for replacemnt for successful operation of solar PV power plant during the currency of AMC period for 1st year shall be included in defect liability period of Phase-I. 3. Periodical maintenence as OEM recommendation on all parameters for SPV plant operation and diagnosis, routine checking and cleaning of solar panels , preventive maintenance as required for smooth and trouble-free opearting of the SPV system (which would cover all items supplied by him under provision contract) shall be carried out by the contractor during the service contract period. The contractor shall attend to calls of breakdown as and when required.4. The contractor shall ensure generation of power to give output as per plant installed capacity failing a Penal charges equal to two times the energy charges paid to State electricity board for the same will be imposed. |
| 10 | Notes: 5. To take care of house keeping and maintain cleanliness of area upto 5m all around installation and PV module strings shall be kept dust free absolutely neat and clean.6. To maintain the installation provided under this contract as per IE rules/ standard Engineering practice.7. Periodical maintenance shall only be carried out by authorised representative of the original equipment manufacturer(OEM) of the plant.8. Electricity and water for maintenace and cleanliness of the plant will be supplied by the departmet free of cost.9. Cleaning installation including cleaning of panels and cleaning of surface under panels shall be carried out by the rep/staff of the contractor. complete all as specified and as directed.10 The contractor shall maintain accurate and upto date operating logs ,records and monthly reports regarding operation and maintenance of the plant which shall include details of power output , other operating data, repairs performed and status of equipment on mothly basis for verifiaction of Engr-in-Charge.11. Any defects/ shortcomings noticed shall be intimated to the department immediately.Upon Expiry of contract , the contractor shall handover all such records to Deptt. |
