| 1 | Taking down carefully old Unserviceable energy meters carefully by disconnecting and unscruing/removingfrom boards/ outlet boxes, of any size, rating, at any location, noting down the meter reading building wise including photographic record of the meter reading depositing to AGE E/M store duly marked quater number and last meter reading with permanent marker as per building inventory, making good the disturbed surface as per existng specifications, complete all as specified and as directed. |
| 2 | Survey, Design,Supply, installation , commissioning, integration and testing of the advanced metering infrastructure (AMI) including procurement of all necessary hardware,software,programming licenses, comprising following : |
| 3 | To perform (carryout) site survey and decide the communication technology and design advanced metering infrastructure system to ensure seamless communication and operation of complete AMI, smart meter system and data availability to all cosumers. The communication technology selected and decided may be cellular(3G/4G/5G)/RF Mess network or combination(Hybrid) of cellular (3G/4G/5G) and RF mess or any other advanced technology as per CEA/TRAI guidelines.NOTE for 2.00 and 2.01 of BOQ item : Complete Survey report with proposed AMI technology to be provided , shall be submitted by the contractor to the engineer-in-charge and after getting it approved from GE, report shall be submitted to Nodal Officer(Rep of Accepting Officer) for approval in consultation with user. Irrespective of approval of Nodal Officer Contractor shall be fully responsible for proper design,execution and smooth functioning of AMI infrastructure. |
| 4 | Supply,installation, testing, commissioning of smart meters of different makes (not more than 33% of a particular make shall be provided to ensure interchangibility at a later date) as per IS 16444: 2015 (reaffirmed 2020) with communication modules having cellular (3G/4G/5G)/RF (mesh netwrok)/Hybrid(RF + cellular (3G/4G/5G))combination of RF mesh + cellular (3G/4G/5G) or any other advanced technology as per CEA/TRAI Regulations) as mentioned below :(i) AC Single Phase smart meter of rating10-60 Amp with communication module of cellular(3G/4G/5G)/RF Mesh network or combination(Hybrid) of cellular (3G/4G/5G) any other advanced technology as per CEA/TRAI guideline communication : Total 3669 Nos(ii) AC Three Phase smart meter of rating 10-60 Amp with communication module of cellular(3G/4G/5G)/RF Mesh network or combination(Hybrid) of cellular (3G/4G/5G) or any other advanced technology as per CEA/TRAI guideline communication : Total 579 Nos NOTE: All meters (single & three phase) must be fixedin transparent polycarbonate box of IP-54 and above protection, the quoted rate deemed to be including procurement and fixing of meter boxes. |
| 5 | Planning,Designing,supply, setup and tuning of communication infrastructure including network management system (NMS) and Head End System (HES) AMI software and associated hardware,Equipments and system should be capable of handling atleast 4300 number of meters of different makes as per IS 16444 : 2015(reaffirmed 2020) with additional expansion capacity of atleast of 25% of total smart meters without any additional infrastructure and cost implication on MES for future use.It shall support occupation/vacation details, meter replacement,users electric data details,personal details update on email to user/staff etc. Bank details of GE and payment gateway would be integrated with the software and able to calculate the refund amount on vacation of accomodation by user. software and hardware should adopt meter and system of different makes complying withIS 16444: 2015 (reaffirmed 2020). Software and hardware should be comaptible for both prepaid and postpaid billing plans as per requirement including user friendly web portal and mobile app(both for Android & IOS) for smart phones. NOTE: The AMI including gateway shall be compatible with atleast three different makes of smart meters being provided for this work. |
| 6 | Supply and Setup of Meter Data Management (MDM) system. |
| 7 | NOTE : i) Integration of different devices of different makes, equipments, software covered in scope of this work with each other as per functional requirements. Such software should have necessary field and admin login to access for GE/BSO to update recovery rate from time to time. (ii) Integration/interface of the AMI system with application systems like meter-ing/billing/collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems. |
| 8 | Deployment of web based application and AMI software on GCC (Government community cloud) approved by MEITY for hosting and management of meter data acquisition, meter data analysis, meter data management, report generation, integration with MES billing and other IT systems and dissemination of information on web portal/web application and mobile app (Android & IOS). |
| 9 | Planning, deployment, tuning and integration of communication system including cellular networkto meet the performance requirements. Arrangement of broadband/cellular internet connection for gateway/meter for reliable internet connectivity of the gateway and meters (as perrequirement). |

| 12 | iv) All the expenditure including periodic charges of telecom operator/ companytill completion of main work (Phase-II) . Expenditure shall include charges for communication system, communication network, communication/telecom operator and any other expenses for smooth, efficient and seamless functioning of the AMI and communication system during execution of the work and upto completion of the main work including defect liability period of two years. |
| 13 | v) Bidder may go through the details in the particular specification (PS) and other terms and condition of the contract. |
| 14 | vi)The defect liability period will be 2 years from the date of completion of Phase-II. vii)CERT Audit of smart metering system at the time of commissioning shall be carried out. Subsequent audit of the system shall be carried out after every three years.Cost of such audits and rectifications thereof shall be borne by contractor.viii)Contractor should keep minimum 3% spare smart meters compatible with AMISP and sufficient accessories at site in custody of Engineer in Charge for replacement in case of any defects in meters and accessories through out the comprehensive maintenance period including defect liabality period.ix)The scope of work includes all expenses for smooth, efficient and seamless functioning of the complete system/ intrastructure.x)Any item not mentioned or missing in the BOQ and PS but require for smooth, seamless and efficent functioning of AMI infrstructure includingweb based application and mobile app are deemed to be included in the quoted rates. |
| 15 | xi)The meter initially installed after dismantling of old meters should run on normal mode on post paid basis till the system is connected with GCC for online system, so that there should not be any loss of revenue. xii)Payment (Recharge) of smart meter shall be done through application(APP)suitable for both (IOS and Android) and web based link/ portal. There should be remote meter STOP/ON facility through Auth rep of GE.xiii)Material and manpower required for smooth functioning of system including periodic charges of telecom operator and all necessary action for smart meter billing till completion of work, including upgradation(if required) of the system and software is deemed to be included in quoted lump sum amount.xiv)Hosting/storage of data on GCC should have 100% back up of data securely and properly. xv)The taking down and fixing of new meter shall be in cordination with Engr-in-Charge.xvi)Contractor should share LLS/HLS/activation keys/ authentication/encryption keys and all other keys/password of the meters/ software/ AMI Infrastructure with deptt. |
| 16 | xvii) Quoted rates shall be inclusive of cost of all the material, software and hardware (including DCUs, repeater, SIMs and all accessories andancillary etc if required as per survey and design).xviii) Meters of different make shall be integrated with common software. Proper integration of all the meters for functioning of single integrated mobile app and single web based portal shall be ensured.xix) Contractor shall deploy payment gateway system for online recharge of smart meter. There shoud be provision of reimbersment of the balance amount to the user/individuall through online mode as decided by GE, after endoresement by the GE.xx) Contractor shall deploy sufficient man power for quick repair, good and efficient maintenance, updating and management of system including metering infrastructure, IT infrastructure, hosting system and software solution during execution and defect liability period.xxi) In case, the complaint against the disfunction of meter due any reason is not attended and rectified within 48 hours, then a panelty of Rs 100/- per meter per day than after shall be recovered from the contactor. |

(i) To maintain daily record of serviceability and unserviceability state of all equipements, meters etc. (k) Cost of defects rectification/replacement of various items, meters, equipments etc is included in cost quoted for item no 02 hereabove. |

The duties shall also include:-(a)Support to BSO for Occupation and vacation data (b) Regular updation of tariff rate in the system as per govt policies. (c) Registering anyproblemthatmayoccurinthenetworkandco-ordinating for smooth functioning of the system. (d) Deploying all measures for corrective actions as and when required (d) Acting as a link between users and the parent company providing the metering system. (e) Providing hands on training to the MES personnel as and when required. (f) Collecting cash in case of offline recharge, offline/online payment details etc and handing over to the MES rep. (g) to reply to customer queries, change customer details and assist in password generation. (h) To assist in trouble shooting and technical support. (i) It shall be ensured that during phase-II, the complete advanced metering system provided as per Phase-I & II is comprehensivelly maintained for smooth, efficient, seamless & troublefree functioning of the sysstem. |

The duties shall also includes:-(i) Support to BSO/ Rep of GE for occupation and vacation data.(ii) Regular updation of tariff rate in the system as per Govt policies.(iii) Loading of complaint, update on repair, Mobile APP, management of central plaform for timely and efficientlyresolution of complaint service request & problem.(iv) Deploying all measures for corrective action as and when required.(v) Providing hands on trainning to the MES personnel/ users as and when required.(vi) Collecting cash in case offline recharge, offline/online payment details etc and handing over to auth MES Rep.(vii)To assist in trouble shooting, technical supporte and reply to customer queries, change customer details and assist in password generation and perform all duties as per direction of GE. |
| 36 | (c) Contractor shall deploy sufficient man power for quick repair, good and efficient maintenance, updating and management of system including metering infrastructure, IT infrastructure, hosting system and software solution.(d) High speed internet connection (not less than 100mbps) and all other charges including charges of telecom operator and charges of maintainance/upgradation of PC and printer and all other accessories installed under item no 04 & 05 for effetive monitoring of system.(e) Contractor should keep minimum 3% spare smart meters and accessories at site for replacement in case of any defective meters and accessories through out the comprehensive operation and comprehensive operation & maintenance period.(f)In case, the complaint against the disfunction of meter due any reason is not attended and rectified within 48 hours, then a panelty of Rs 100/- per meter per day than after shall be recovered from the contactor.(g) Contractor shall ensure serviceability of complete system, software & hardware of AMI including computers & Printers, billing system/ App/ web portal. Incase the system will nonfuctional due to any reason for more than 48 Hrs a penalty of Rs 5000/day shall be recovered from contractor. |
