During the negotiation also done through the electronic bid submission, bidders may choose to negotiate by proposing lower rates for individual items quoted in their initial bid. However, any attempt to increase rates for any item cannot be accepted. In such instances, only the lowest quoted rates for those items during the bidding/ negotiation process will be taken into consideration.

Changes in the Probable ofProbable of Quantity

If the final Quantity of the work done differs from the Probable of Quantity in the Bill of Quantities for the particular item/items, the rates as in the agreement for the relevant items shall be paid.

The Executive Engineer has to show restraint in execution of works under the following category by duly observance of procedure.

Items quoted with violent excess percentage i.e., (+) 25% and above over the departmental rate should not ordinarily exceed the departmental quantity during execution. Department rates shall only be allowed for the excess quantity if any involved during execution on these items.

The items quoted with violent less percentage i.e. (-) 10% and below than the departmental value shall not be ordinarily omitted or reduced during execution.

The bid value is inclusive of GST @ 18% (or) at the rates as may be notified by the Government from time to time.The bidder should quote basic price of each item in the Bill of Quantity. The GST amount should be arrived for the Total basic cost of all the items.
