You shall protect against theft, burglary, pilferage, armed robbery of raw materials, equipment, machinery, electronic items, instruments, construction items, chemicals, office equipment and stationeries, vehicles, finished products, as well as other movable articles / properties / of the company or parts thereof. You have been shown / make familiarized with the entire area on ground. • You will ensure all required steps and measures to be taken for security & safety of all the personnel, government officials, visitors and workforce from any physical harm or damage likely to be inflicted by a third party. • You shall exercise effective command, control and supervision of security functions. Your senior officers shall plan patrolling beats mobile / foot and deployment of all ranks and changes them in consultation with us etc. to ensure effective coverage of entire perimeter, plant / operational areas, stores, vital installations / area of responsibility etc. • You shall ensure formidable coverage of all access points and no forced entry / exit shall be acceptable. Your senior officer and other officers shall carry out surprise, spot, routine audit / checks in entire area of responsibility of material and personnel. • You shall be accountable for checking / safe custody of materials at site and maintaining proper records of entry / exit of all materials and documentation involved therein keeping in view the guidelines / instructions as briefed / passed to you from time to time from AM/NS, India, Hazira Security department. You shall also carry out regular reconciliation of inter-plant and outside plant material movement and put up such reports to AM/NS, India, Hazira Security department for their action. As and when need arises the material while entry route shall be escorted under safe custody. Also, you shall maintain strict discipline for movements of personnel and materials from Main Gates, Inter-carting Gates & Pedestrian entry/exit Gates. In the event of any unrest, agitation, violence, movement, general disturbance or any other incident which may have the effect of causing any harm or damage to or loss of the assets and properties of AM/NS, India, Hazira or any bodily harm to the employees of AM/NS, India, Hazira or disruption of the construction or other business activities at Site, you will take all necessary measures, in association with AM/NS, India, Hazira Security department, to prevent or mitigate its affects with a view to normalize the situation with minimum loss of time. Also you shall be pro-active in security support during Land Acquisition process. This will be reflected in your daily report too. • You shall exercise utmost care and take all necessary steps to exercise proper command and control over your personnel. In case the security personnel deployed by you go on strike, or there is a deficiency in your services, you will promptly undertake such effective measures / beef up required resources so that there is no interruption in the duties to be performed under this contract. • It will be your responsibility to check all the vehicles and/or persons either entering into or going out of the AM/NS, India, Hazira Site. You will maintain proper records of the vehicles and persons either entering into or going out of the Site. You will prevent any outsider from entering the premises of the AM/NS, India, Hazira except with the permission of AM/NS, India, Hazira obtained through its company officers. No person without having an identity card or entry pass issued by AM/NS, India, Hazira Authorized Signatory or without the explicit permission of the officer or officers nominated by AM/NS, India, Hazira will be allowed to enter the premises and the vehicles without the valid permission. You shall ensure that trespassing is not there. If any person arrives at the Gate without having an identity card or entry pass or written permission then his name will be communicated to duty officer and shall be entertained as per visitors procedure or workers entry procedure (subject to clearance by concerned Department, and HR and formal induction by prevalent entry pass mechanism). • You shall deploy trained personnel round the clock for CCTV monitoring and take effective steps for continuous surveillance and observations. Also you shall take extra vigilance to ensure no espionage in any form. Photography at site and from outside is prohibited and can only be done with proper permission from Management. • Utmost precautions to be taken to avoid any kind of sabotage / subversive activities at site. TERMS AND CONDITIONS – SECURITY AGENCY CONTRACT • For rendering services required; Ratio of Security Personnel i.e. Ex man Vs Civilian should be maintained as 18 : 82 at all times. Agency to cater about Gunmen on need basis (Preference will be given to Ex-man in this category) Computer literate security associates – 30% in all categories to be ensured at all times. I. Ex-man i.e. Army, Navy and Air Force (copy of his discharge book to be submitted, original. Discharge book shall be checked and returned immediately). Paramilitary / Ex- Police personnel shall be considered at par with Ex-serviceman. However, Ex-service personnel from Bhutan, Nepal or other country’s defense services will not be considered in Ex-man category. II. Should be able to read and write Hindi & English. III. Good bearing and moral character (No police cases pending against him). IV. Should be of above 18 years of age and below 58 years of age. V. Must have minimum 2 years industrial experience. VI. Making less payment to security personnel than the agreed ‘Take Home’ wage. LD will be raised Rs 1000/- per case and LD amount will be recovered from next billing. 4. Security personnel found intoxicated on duty. LD @ Rs.2000/- for each such incident and LD amount will be recovered from next billing. 5. No PR No. PR Item RFQ Item Services for line Item Quantity UOM Technical Details Other Details • DEDUCTION FROM CONTRACT PRICE We shall be entitled to recover from your bills all costs, damages, expenses which we may have to incur or become liable to incur as a result of your negligence or any other action that may originate such cost, charges, expenses, etc. In case your bill amount is not sufficient to cover such recovery amount, the balance shall be deducted from any sum which may become due to you at any time thereafter under this or any other contract which you may have with us. Should this sum also not be sufficient to cover the full amount recoverable, then we reserve our right to recover the same as per remedies available under law. Consumption of any type of liquor at site or in lines or at nearby shops/ smoking at site and in no smoking zones/public place is strictly prohibited for all ranks (irrespective of ex-man / civilian). On such occurrence, a suitable penalty (Minimum Rs.5000.00) to be imposed on contractor and in addition services of concerned security associate to be terminated. Other Penalty Clauses: i. Sleeping- Rs 200/- per person per incident except in Operational areas which is governed by separate company regulation and has been kept Rs 5000/-. ii. Vacant post-Rs 600/ per post per day. iii. Rs. 300/- for each incident of OT exceeding the permitted limit. iv. Rs. 300/- for each incident of reliever not provided. If suitable relief for a vacant post comes within 05 days of vacancy, no penalty will be levied. Else, post will be deemed vacant from the day it felt vacant and penalty as per existing policy will be levied. In case of filling regular vacancy, the day an associate is first interviewed and put on induction, he will be counted on duty. However, if the person absconds during the period of induction, then the post will be deemed vacant from the day it felt vacant and penalty as per existing policy will be levied. Extra work will be permitted, only in dire circumstances, with prior permission from the Security Department Officials.
