Bids Are Invited For Custom Bid For Services - Outsourcing Of Calciner Operation - 1.1 Execution of various works on contractual basis related to Rare Earth Calciner operation. The scope of work defined below is only illustrative in nature. The Standard Operating Procedure (SOP) for Calciner operation will be given to successful bidder along with placement of order. SOPs are to be followed along with instructions specifically provided by IREL officers from time to time along with the adoption of standard industrial and radioactive procedures as applicable. Any clarification regarding scope of work may be clarified during Pre-bid meeting. 1.1.1 Operation of Calciner a. Receive feed material from Stores / any other place within the premises as per instruction of Shift InCharge/Plant In-Charge/EIC. b. Calciner operator shall start Retort and heater from the panel after informing sub station operator. Set RPM of retort as per the requirement/as mentioned in SOP. c. Ensure compressed air supply of required pressure. Start purging system, open the damper of dust scrubber suction then start ID fan from panel. d. Ensure there are no abnormalities in equipment and dust emission discharge point. e. Set the temperature of all 4 zones as per SOP. f. Before starting feed to calciner, start screw feeder and set the RPM as per the requirement. g. Hourly monitor and record the temperature retort speed and screw feeder speed in log book. h. Start vibrator sieve. Sieved material to be collected in product bag tied at the bottom i. Collect the sample from Retort inspection door/any point told by SIC/EIC once in two hours / as per requirement and send to QC lab. j. Once product bag is full, remove the bag, check product weight and adjust the product jumbo bag weight as per the instruction of EIC/SIC. Collect uniform samples with auger and send to QC lab for complete analysis with proper label. k. Shifting of product jumbo bags at designated place as per instruction of EIC/SIC. l. Cleaning / inspection of Sieves at regular intervals to prevent clogging of sieves and prevention of oversize material in product. m. Blending of material / reprocessing of material as per instruction of Shift in charge /EIC. n. For shutdown / stoppage of feed to Calciner, follow the procedure as per SOP. o. In case of power failure, follow the procedure as described in SOP for operation, For Stoppage & restarting of the Calciner. 1.2 For carrying out all the operations as mentioned in 1.1.1 above, the following activities as mentioned below are also under the scope of the contractor. 1. In order to carry out the entire operation the successful contractor should provide one supervisor for taking Instruction from Engineer In-Charge/Plant In-Charge in each shift. The operation shall be round the clock or as per instruction of EIC/SIC. 2. It is the responsibility of the successful contractor to operate & maintain the entire Calciner operation as per SOP or as per instruction of EIC/SIC. 3. Calciner will be in continuous operation and will be operated 24 hrs (3 shifts) each day (B Shift: 8.00 hrs. – 16.00, C - Shift: 16.00 hrs. – 12.00 hrs., A – Shift: 12.00 hrs. – 08.00 hrs.). Contractor has to provide sufficient manpower to operate the calciner round the clock. 4. Contractor has to bring the bags from stores/ any place as per requirement of calciner operation and record the bag number details. 5. The work will be carried out by the contractor as per the instruction and recommendation of OIC Health physics unit, RED, standard operating procedure and special condition of contract (SCOC). 6. All safety precaution, procedure & rules as applicable to ensure industrial & work place safety laid down by safety department have to be followed by the contractor. Any instruction by IREL safety department & HPU is to be strictly followed. 7. Contractor has to maintain housekeeping of entire plant in Calciner area, recovery of spillage, etc. on regular basis. It is the duty of the contractor to keep the area neat and clean. During regulatory/statutory inspection or any time, if area is not found clean, contractor has to deploy the extra manpower to clean the area at no cost to IREL. 8. Forklift/mini-truck/trailer or any other vehicle required for transporting & charging material in Calciner operation is under contractor’s scope. Fuel & all other consumables & spares for vehicle shall be under the scope of the contractor. 9. The vehicles used for Calciner operation and associated works should have valid insurance coverage and Pollution under Control certificate. 10. The driver operating the vehicles should have valid driving license. 11. Any other items not in the scope of IREL (India) Limited but required to carry out above operation will be under the scope of contractor 12. The successful contractor should provide all PPE like respirator, goggles, gum boot, hand gloves, helmet, Apron/coverall etc. to all the worker and supervisor. 13. The successful contractor should submit the list of workers and supervisors working in Calciner operation. It is contractor’s responsibility to get all statutory clearance for the manpower engaged in operation of plant like Police verification, medical check-up and compliance with other financial requirement like PF & ESI etc. 14. In the event of any accident to the worker/supervisor engaged in work, the contractor will be liable to provide medical attention, compensation etc. at no cost or liability to company. 2.0 SCOPE OF IREL (INDIA) LIMITED 1. Providing Rare Earth Oxalate or any feed material required for Calciner operation at the point of storage. 2. Provide facilities for carrying out operations as mentioned in SOP. 3. Providing Jumbo bags/any bags required for operation of Calciner at the point of storage. 1.0 QUANTITY Total quantity to be calcined will be approximate 130 metric ton. 4.0 PERIOD OF CONTRACT 4.1 Period of contract shall be 12 months from the date of commencement of work 4.2 Party has to commence the work within 15 days of from the date of order. 4.3 Seven days time from the date of dispatch/posting of work order/letter by IREL will be considered for the receipt of work order unless proven otherwise by the contractor. 4.4 IREL reserves the right to cancel the contract at any time without assigning any reason. 5.0 PAYMENT TERMS 5.1 95% payment will be made on monthly basis based on the actual quantity of work executed by the party less statutory deductions against each work as mentioned in the price schedule on producing the bill duly certified by Engineer In‐Charge. 5% amount deducted from each interim payment will be retained towards retention money which will be refunded after the successful completion of contract along with SD. 5.2 TDS will be deducted by IREL (India) Limited from the bills of the contractor as per IT Act’1961 & GST act and rules. 5.3 No Mobilization advance or Secured advance will be paid for the work. 5.4 The contractor is responsible and liable to remit all statutory dues, collected/included in the Price Schedule of the contract, to the Statutory Authorities without fail. IREL is not responsible for remittance of such tax collections. 6.0 QUALIFICATION OF THE SUPERVISOR 1. Minimum qualification of the supervisor should be Diploma/Graduate in any Engineering discipline. 7.0 ROLES & RESPONSIBILITIES OF THE SUPERVISOR (i) Contractor supervisor will report to Shift-In-Charge at the beginning of each shift and follow his instruction to carry out the work. (ii) Supervisor shall maintain daily attendance register and log book recording all operating parameters on regular interval, any breakdown with reason and to be countersigned by EIC on daily basis. (iii) Supervisor shall carry out all the operation of Calciner operation as per the procedure mentioned in Standard Operating Procedure (SOP) and as per instruction of EIC/Area In-Charge/Shift In-charge. (iv) Supervisor shall carry out all the works including maintenance work under the scope of the contractor. (v) Supervisor shall maintain log book recording all operating parameter at regular interval and breakdown, signed by him and submit to SIC/EIC. (vi) In case of any abnormality in operation, Supervisor shall immediately report to EIC/Area InCharge/Shift-in-Charge and take remedial action as per instruction of EIC/Area In-Charge/Shift Incharge. 8.0 PENALTY CLAUSE (a) Calciner will be in continuous operation round the clock. Contractor has to ensure sufficient manpower including supervisor exclusively for this work to operate the Calciner. If contractor fails to supply the sufficient manpower and Calciner operation stops due to above reason, a penalty of Rs.5000/shift will be imposed. (b) For starting the Calciner operation, contractor will be intimated in advance by e-mail/Whats App minimum 8 hrs before to start the work. If contractor fails to start the Calciner operation at intimated time, penalty of Rs.5000/shift will be imposed. (c) Contractor has to ensure sufficient no. of jumbo bags of feed material/product bags required for Calciner operation is continuously available at the site. Contractor has to make his own arrangement for shifting of bags. If Calciner operation is stopped for want of feed material/product bags, a penalty of Rs.2000/shift will be imposed. (d) Any damages to the plant and machinery of IRE caused by contractor/contractor’s personnel due to mal-operation are contractor’s responsibility and value of damages will be deducted from the bill or SD. 9.0 SAFETY, SUPERVISION & HOUSE KEEPING The contractor is fully responsible for carrying out the work in safe manner. Successful contractor has to carry out the work with utmost care and as per the rules laid down by IRE safety department. 10.0 ADDITIONAL SAFETY PRECAUTIONS The following precautionary measures shall be taken during processing of material at Calciner operation. (i) The ventilation system is to be made operational before starting the operation. (ii) All the persons working for the operation, is to use required PPEs like rubber hand glove, Gum boot, goggles, mask, helmet, respiratory air supply etc. (iii) The operator of forklift & tractor is to be always accompanied with one co-worker to assist him. Forklift to be used for the work should have reversible alarm in working condition. (iv) The bags to be unloaded on the tractor trolley by fork lift similar vehicle using the all the four hooks of the bags. (v) In case of spillage (if any) during the lifting of the bag, then bag is to be lowered immediately. The spilled material is to be cleaned immediately & collect in another bag. 11.0 ENGINEER‐IN‐CHARGE (EIC) Shri Tara Singh Mehta, DM‐ Technical (Production) will be the Engineer‐in‐Charge (EIC) for the work. 12.0 VARIATION IN QUANTITIES Quantities stated under each item in the Specification or Bill of Quantities/Price Schedule is approximate only. The contractor must be willing to accept any variation in quantities and the unit rate quoted shall remain unchanged. The company reserves the right to cancel any part of the work if the same is not required to fulfil the objectives of the specific contract. 13.0 SITE INSPECTION Contractors are advised to inspect the site before submitting their quote. Interested bidders can inspect the site on any working days at our specified visiting hours with the permission of EIC. The bidders also advised to study the labour supply / availability, trade union practices and labour rates prevailing Udyogamandal. - Production of Rare Earths Oxide as per scope of work.
