1Taking down carefully, after noting meter reading, by disconnecting and unscrewing from boards /outlets boxes, electric meters of any size, rating, of any locations and depositing and handover to E & M storesas per bldg inventory and making good the disturbed surfaces after installation of new meters complete all as directed.
2Design, supply, installation,testing, commissioning & integrationof Advance Metering Infrastructure (AMI) for AoR of CWE (Hills Dehradun) i.e Clement Town and Raiwala station comprising of performing site survey and deciding/suggesting the communication technology to ensure data availability/connectivity of all the consumers complete all as directed and comprising following :-
3Supply, installation,testing & commissioning of single Phase,2 Wire, AC Static Direct connected, Smart Prepaid Energy Meters of different makes (not more than 33% of a particular make to ensure interchangeability at a later date as per BIS-16444, with communication technology including GPRS/RF/Hybrid (RF+GPRS)/ any other advanced technology as per CEA/TRAI regulations) with 0-40 Amp, 240 Volt complete all as specified and directed. Meter should support the following data : (i) 15/30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, daily and monthly billing survey for Cumulative Energy and Max Demand (ii) Meter should have connect / disconnect functionality operable for MDM/billing software and prepaid features would be operable for MDM / Billing end as per Applicable tariff plan (iii) Meter should support communication protocol through RF/ 4G/NB IOT with the software all as required at site and directed(cost of 4G/NB IOT sim with two year recharge facilities,mapping, vending portal charges etc deemed to included in rate quoted for meter) .Incase of RF Communication, the cost of DCU and repeaters are deemed to be included in the rates quoted for meters. (iv) The meter should support open communication protocol DLMSwith the software.
4Supply, installation,testing & commissioning of three Phase,4 Wire, AC Static Direct connected, Smart Prepaid Energy Meters of different makes (not more than 33% of a particular make to ensure interchangeability at a later date as per BIS-16444, with communication technology including GPRS/RF/Hybrid (RF+GPRS)/ any other advanced technology as per CEA/TRAI regulations) with 0-60 Amp, 415 Volt complete all as specified and directed.
5Supply, installation,testing & commissioning of three Phase,4 Wire, AC Static Direct connected, Smart Prepaid Energy Meters, Complying toBIS-16444, ISIMarked in existing Meter Board/ Floor Panels, current range 200-250 Amp, 440 V, LT CT Operated 0.5 S accuracy energy meter along with set of 4 Nos 200A/5A CT"s,and above alongwith inbuilt load control switch, containing provision for TOD & RTC, capable to define multiple tariff slabs incl meter boxes for Raiwala station under AGE(I)Raiwala complete all as directed.
6Meter should support the following data : (i) 15/30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, daily and monthly billing survey for Cumulative Energy and Max Demand (ii) Meter should have connect / disconnect functionality operable for MDM/billing software and prepaid features would be operable for MDM / Billing end as per IS 15959 part 2. (iii) Meter should support communication protocol through RF/ (4G/5G)/NB IOT with the software all as required at site and directed(cost of 4G/NB IOT sim with two year recharge facilities,mappingvending portal charges,etc deemed to included in rate quoted for meter) . Incase of RF Communication, the cost of DCU and repeaters are deemed to be included in the rates quoted for meters.(iv) The meter should support open communication protocol DLMSwith the software.
7Note for item No 3 and 4 :- (a) The meter should be capable to runin both prepaid and postpaid mode & must support online and offline recharging system as on required basis and directed by Engr -In -charge. (b) The manufacturer or their service provider shall furnish 05 (Five) years plus 5 years replacement guarantee for smart prepaid meters installed under this contract. The cost of the same are deemed to beincluded in the rates quoted for the item. (c) In case of Cellular communication such as 4G, NBIOT, 5G etc, the meter should be demonstrated working with more than one telecom service provider available in all the areas/stations covered under this contract. (d) Meter should be integrable to third party software. Meter vender should provide all the necessary protocols and passwords including LLS key, HLS key, authentication passwords, encryption password. (e) Meter shall be supplied with repeater battery backup of RTC.
8(f) The rates quoted for this items are deemed to be inclusive of all other additional works including materials which is not mentioned here but need to be executed for proper and smooth functioning of pre paid smart meter system. (g)Sim charges for RF/Cellular communication for 2years are included in the quoted rates including Recharge.(h) The communication technology used may be of any type as per site requirement i.e. GPRS/ RFor Canopy/ Hybrid (RF+ GPRS) of any other advanced technology as per CEA/TRAI regulations.
9(j)Remoted Data reading at configurable interval(Plus/Poll).(k) Time of Day(TOD/TOU) metering.(l) Net metering /Billing.(m) Alarm/Event detection , notification and Reporting (n) Remote Load Limiter and connection /disconnection at defined /on demanding condition.(o) Remote firm ware Upgrade.(p) Intergation with billing & collection software ,mapping consumer Indexing ,connection and disconnection ,analysis software ,outage Management System etc.(q)Security feature to prevent unauthorised access to AMI including Smart meter & meter data etc and to insure authentication of all AMI elements by CERT Auditor.(r)Pairing with communication Module.(s)Geo location Identification (t)Time synchronisation
10Supply and Configuration of the Web based Software for three phase 415 Volt and single phase 220 Volt smart prepaid meter with following modules:- (i) Meter Data Management Module :-The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system.The meter data management system would capture and provide the following data:
11(a) Real time energy monitoring with 15-30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency. (b) Monthly billing survey data for Cumulative energy and max demand (ii) Postpaid /Prepaid Billing Module :-The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required.
12(iii) Occupation and Vacation Module:-The system would support occupation / vacation and billing reports. the software would be collecting data from meter. The software would provide access to authorised MES rep as well as the occupant for the data. (iv) Web site Access: There would be a dedicated website for the GE/AGE (as administrative)and BSO(as transactional) team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal:- The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.
13(vi) Energy Accounting Module:-The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module:-The system would provide communication of energy data and bills via print, email /sms methods. (viii) Meter Master Data:-The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export:-The system would support export of metering and billing data in excel format.
14(x)Customer Care Module - The software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself.
15(xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. detail change etc. with the user as well as the department on email/sms.(xiii)The software should be demonstrated to work in both RF and GPRS-based systems for future compatability.(xiii) Cyber security of software:- The CERT Audited software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates.
16Note for ITEM NO 10 (a) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges, SIM charges etc.(b) One bank account detail will be provided by MES. The cost of integration of payment gateway with software and bank account deemed to be included in the quoted rates. No extra charges will be paid by MES on account of integration of payment gateway with bank account and software. (c) The software would be scalable and expandable for meters and system of different make complying with IS16444.(d) The software should strictly adhere to IS 15959 standard & must be compatible with all makes of smart meters. and the software should be capable of handling at-least 4200number of meters of different makes as per BIS 16444 with 25 % expansion without any additional infrastructure and cost implication to MES.(e) The software must be audited by CERT India empanelled firm and documentary proof of same must be produced before commencement of work by the contractor.
17Supply, installation two broadband connections for Clement Town and Raiwala station with high speed internet connection for two years complete all as directed.(One connection in the name of Garrison Engineer Clement Town and another coneection in the name of Asst Garrison Engineer (I) Raiwala).
18Material and labour for Hosting the complete data system for 4200 Smart Prepaid Meter(AMI) with MDM, HES along with softwareto provideverticalrack Server Complete all as specified and directed.Minimum Specification of Server are as given :- (i) The specifications would be suitable for the proposed system for up to 4200 meters with following minmum requirement and can be updated by approval from Engineer in charge (one main server and one backup server have to be provided) (ii) Intel Xeon Bronze 3106 1.7G, 8C/8T, 9.6GT/s , 11M Cache, No Turbo, No HT (85W) DDR4-2133• Chassis with up to 16, 2.5" Hot Plug Hard Drives, Tower Config (iii) 2666MT/s RDIMMs.• 2 16GB RDIMM, 2666MT/s, Dual Rank (iv) iDRAC9,Enterprise.• 1TB 7.2K RPM SATA 6Gbps 512n 2.5in Hot-plug Hard Drive (v) PERC H730P+ RAID Controller, 2GB NV Cache, Adapter, Full Ht (vi) Standard Heat Sink for Less = 150W.• DVD +/-RW, SATA, Internal (vii) Dual, Hot-plug, Redundant Power Supply (1+1), 1100W
19(viii)Jumper Cord,10A,4M,C13/C14 (India BIS).• Desk side Power Cord, G Type, 230V,2M .• Trusted Platform Module 2.0.• Dual-Port 1GbE On-Board LOM ixj) Casters, T440.• RAID 1.• Performance BIOS Settings. (x) Cyber security clearance for server and software to be done by the Contractor as thepolicty No-22/2023 issued by E-in-Cs Brach vide letter No-A/37696/Gen/Pol/E2W(PPC) dated 30 Aug 2023(uploaded on MES web site)during the execution of work. (xi) Integration of different devices of different makes/ equipment/ software covered in above scope with each other as per functional requirement, including water charges, furniture and licence fee. (xii) Integration/ interface of AMI system with application system like metering/ billing/ collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems. (xiii) Planning, deployment and tuning of communication system to meet the performance requirements.
20(xiv) Business intelligence , analytic and reporting should be followedas thepolicy No-22/2023 issued by E-in-Cs Brach vide letter No-A/37696/Gen/Pol/E2W(PPC) dated 30 Aug 2023(uploaded on MES web site) and guide line issued under NSGM by ministry of power.*Data storage capacity of server should be 15 Years of complete nos AMIsmart prepaid meter and integrated to the meter installed at Clement Town Dehradun and Raiwala.* The server should be suitable for functioning as per BIS16444 AMI specifications and directed at site.* Bill generation system should be done station wise tariff as this work involves three stations i.e Clement Town Dehradun and Raiwala stations.* Complete data operation system to be provided for another stations i.e Raiwala.
21Note: (a) These are indicative server specifications (b)One server would act as back up and will be setup at AGE(I) Raiwala in the AOR of CWE (Hills) Dehradun (c) Server room andpower supply will be provided by MES (d) The server cost would include suitable Data Switch. (e) CERT audit of Sever and software at the time of commissioning shall be carried out. by the contractor.(f) Main server will be set up at GE Clement Town and back up server will be set up at AGE (I) Raiwala location complete as directed at site. ** Incase superior specification of server are required as per the requirement on ground, the contractor shall provide the same without any extra cost.
22Supply and fixing online UPS for server with following specifications complete all as specified and directed by Engr-in-Charge (i) Capacity of 2 KVAwith Output voltage 230V AC+10% of frequency 50HZ+1% (ii) Battery of 12 Volts,65 AH-6 No. with min 90 minutes backup with full battery condition.(iii) Output waveform of Pseudo Sine.(iv) Off mode battery charging with high voltage protection.(v) Battery warranty of atleast 2 years.Make: V-Guard//Luminous/Microtek
23Material and labour for integration of single/three phase Smart Electric Meters (as per IS-16444) in the AMI being provided in this contract complete all as specified and directed by Engr-in-Charge.
24Provision of wireless Report Printer with 12 pages per minute capacity, 600 x 600 dpi with HP, REt, 1200 dpi effective output quality (600 x 600 x 2 dpi with REt, with duty cycle 3,000 single-sided pages per month for report printing complete as required, Make: HP LaserJet 1020 or equivalent in Canon, Epson and Samsung printer all as specified.
25Provision of computer PCdesktop with processor i-7- 12700 , 9 Generation, 8-GB RAM, hard disk 1TB, 4-USB Port including 18.5" monitor of same make, keyboard, mouse, Make-HP/DELL/IBM/ with licensed Operating system (Windows 10), along with 1KVA capacity online UPS all as specified.
26Supply and install hi wall five star rated split units indoor/outdoor complete with cordless remote control unit and with in built Heating and Cooling arrangement and Digital Inverter twin rotary of capacity 2 TR complete all as directed.
27Supply and fix Voltage stabilizer for automatic operation, single phase naturally air cooled indoor type & designed for input variation between 170 V to 250 V with output voltage stabilized at 230 V with accuracy of ± 2.5% and of capacity 5 KVA

29Supply, installing, testing and commissioning factory made and tested LT Panel Outdoor type wall mounted, of size not less than1500X900X250mmsuitable for 415 Volts 3 Phase and neutral, 4 wire, 50 Hz AC supply system having bus bar chamber with insulated electrolyted Aluminium bus bars TPN of capacity 200 Amps rating insulated on DMC insulators with bus bar chamber, front opening type with proper ferrule & cable gland, internal wiring with PVC insulated multistranded copper conductor FRLSH cable of adequate size but not less than 1.5 sqmm complete. 31Notes:- 1. The panel manufacturer should have following certification:- i)CPRI certificate Degree of protection IP-54 (should have IEC:61439-1-2 & IEC: 60529 tests) ii) CPRI certificate short circuit with stand strength should be 50 KA RMS for 1 Sec with initial peak of 105 KA. iii) CPRI certificate rated current not less than 5000A. 2. Drawing of panel board/meter box should be got approved from GE (MES) Clement Town, Dehradun before fabrication. 3. Panel board should be fully seperate compartment for 6NosSMART Pre-paid meter,mcb tpn etc in accordance to form 4b of IEC 61439-1- 25.While replacing the existing LT meter box/panel board All serviceable items of Panel ie. ,MCBs etc should be deposited into MES store yard based on inventory prepared by joint inspection of engr in charge & contractor all as specified and directed by engr in charge. .
32Supply, installing, testing and commissioning factory made and tested LT Panel indoor type wall mounted, of size not less than900X700X250mm in repair suitable for 415 Volts 3 Phase and neutral, 4 wire, 50 Hz AC supply system having bus bar chamber with insulated electrolyted Aluminium bus bars TPN of capacity 200 Amps rating insulated on DMC insulators with bus bar chamber, front opening type with proper ferrule & cable gland, internal wiring with PVC insulated multistranded copper conductor FRLSH cable of adequate size but not less than 1.5 sqmm complete. 34Notes:- 1. 35Material & labour for sub main wiring with 1100 volt grade two single core PVC insulated and unsheathed cable with stranded copper conductor (FRLS) of following sizes drawn into and including electrical grade PVC conduit not less than 25 mm diawith all accessories fixed concealed including chase cutting in brick/ stone masonry for fixing conduit and making good the disturb surfaces of wall as per existing including multi - stranded copper conductor as earth wire in green colour complete all as specified and directed.
36(a) 2 run of 4.0 Sqmm cable and 1 run of 4.0 sqmm cable connected to common earth dolly(Note :- Two runs of 4.0 sqmm (FRLS) and one run of 4.0 sqmm (FRLS) copper conductor shall be measured as one unit length.)
37(b) 2 run of 6.0 Sqmm cable and 1 run of 4.0 sqmm cable connected to common earth dolly (Note :- Two runs of 6.0 sqmm (FRLS) and one run of 4.0 sqmm (FRLS) copper conductor shall be measured as one unit length.)
38Dismantling and taking downu/s sub-main wiring/service wire of any size including wooden batten / PVC Conduit etc and making good the disturbed surfaces of wall/floor to match with the existing wall/floor etc. complete all as specified & as directed. Note :- If the contractor fail to make good the disturbed surface of wall/floor etc and do not match with the existing surface of wall/floor to the entire satisfaction of Engr-in-Charge a recovery @ of Rs. 50/- per RM will be made from payment due to the Contractor. In case of any dispute the decision of accepting officer will be final and binding.
39Supply and fixing sub main wiring two run of single core 4.00 sq mm PVC insulated unsheathed stranded copper conductor cable ( FRLSH )ISI Marked ,1100Volts grade drawn inexisting PVC conduitalong with one run of 4.00 Sq mm PVC insulated unsheathed copper conductor cable (FRLSH) as earth wire and wire connected withmain earth dolly including cutting chasing and making good disturbed portionall as specified and as directed

41Excavation in trenches in any type of soil and not exc 1.5 m wide and n.exc 1.5 m in depth for layingGI tubing for connect to near by pipe line or laying underground cable and GI tubing (where provide for protection of cable) and getting out trimming the sides,forming bottom surface to required level in any type of soil complete etc all as specified and directed.
42M&L for sand cushioning for under ground cable with layer of fine dry sand 80 mm thick before laying of cable and 150 mm thick after laying of cable in trench complete all as specified and as directed.Note: Punned (consolidated) thickness of sand will be measured and paid.
43Supply and laying , nominal size of traditional / conventional burnt bricks sub class "B" as cable cover, flat, of size 230mmX 114mmX 76mm , complete all as specified & as directed.
44Returning , filling in including spreading leveling, watering and well ramming in layers not exceeding 25 cm thick with excavated soil complete all as specified and directed.
45Removing excavated material (surplus soil) to a distance not exceeding 50 mtrs and depositing where directed at a level not exc 1.5m above the starting point all as specified and directed.
46Material & labour for earthing complete with galvanised steel earth plate electrode 600x600x6mm thick burried directly in ground.
