| 2 | Supply, Installation, Testing, Commissioning of Smart Meters of different makes (not more than 33 % of a particular make to ensure interchangeability at a later date as per BIS 16444 with com-munication modules having GPRS/RF or canopy/Hybrid (RF+GPRS) or any other advanced tech-nology as per CEA/TRAI regulations as mentioned below:-(i) Single Phase smart meter of rating 10-60 Amp based on RF/GPRS communication- 5610 Nos for Lucknow areaand 324 Nos for Fatehgarh area (ii) Three Phase smart meter of rating 10-60 Amp based on RF/GPRS communication- 884 Nos for Lucknow areaand 02 Nos for Fatehgarh area |
| 3 | Supply/ planning/setup/ tuning of RF communication infrastructure including Network Manage-ment System (NMS) & Head End System (HES) for the project area, AMI software and associated equipment’s should be capable of handing at-least 6820Number of meters of different makes as per BIS 16444. It shall support occupation/vacation, meter replacement, personal details update on email to user/staff. Bank details of GE/AGE(I) and payment gateway would be integrated with the software and also calculation of refund on vacation of quarter. Software would adopt meters and system of different makes complying with IS 16444. Software would compatible for both pre-paid and postpaid billing plans as per requirement. |
| 4 | Supply and set-up of Meter Data Management (MDM) system. |
| 5 | Integration of different devices of different makes/ equipments/software covered in scope of this project with each other as per functional requirements, including water charges, furniture and license fee. |
| 6 | Hosting of data of meters on government community cloud (GCC) approved by MEITY for hosting and management of supplied software application with standby server. |
| 7 | Planning, deployment and tuning of communication system including cellular network (if required) to meet the performance requirements. |
| 8 | Business intelligence, Analytics and Reporting. |
| 9 | Training knowledge transfer. |
| 10 | All expenditure including periodic charges of telecom, operator from installation till completion. |
| 11 | Detail shall be provided by the bidders as par Appendix \"A\" |
| 12 | Bidder may go through the details for design of system as per PS and E-in-C’s Branch policy No. 12/2023 alongwith other details /policies as per CEA/TRAI/NSGM. |
| 13 | Provision for comprehensive operation of system including operator and material required for smooth functioning of system complete with periodic charges of telecom operator, smart meter billing from completion of work till the completion of defect liability period of 2 years. Amount ofcomprehensive operation of system shall also be included underquoted lump sum amountunder srl item no 01. | 14 | Note:- (i) The defect liability period will be 2 years from the date of completion of phase-I. (ii) Audit of software for smart meters will be done by CERT-India empanelled firm/CERT auditor of Armed Forces. The cost of the audit will be borne by contractor.(iii) 02 Nos Desktop Computer with 8 GB RAM , 1 TB Hard Disk & required operating System along with 1 KVA UPS and 02 Laser Jet Printer with printing speed 40 Pages per Min & 520 MB RAM.(iv) Recovery shall be done from contractor for single and three phase meters at Pro rata rate.(v) Contractor should have minimum 2% spare smart meters and accessories for replacement in case of any defective meters and accessories through out the comprehensive maintenance peri-od.(vi) Integration/interface of the AMI system with application systems like meter-ing/billing/collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems.(vii) Infrastructure complete with GCC should be capable for expansion of metering facilities upto 25% in future (if required).(viii) Hosting/storage of data on GCC should have independent rack with back up of data.(ix) Return of dismantled materials to MES yard.(x) Guarantee of meters will be 60 months from Date of completion of Phase –I. The amount of security deposit for smart meter to be carried out in Schedule ‘A’/BOQ against guarantee period for smart meter shall be 2.5% on the amount of smart meter at contract rates shall be retained by the Government from the contractor’s dues.This amount shall only be released after successful expiry of the guarantee period.The contractor may however, furnish a fixed deposit receipt in lieu from a Schedule bank, pledged in favour of Garrison Engineer for the period of Guarantee in which case the amount if any, deducted from the dues/final bill shall be refunded.(xi) OEM would need to share authentication/encryption keys of meters with deptt.(xii) Quoted rates will be inclusive of cost of DSU and repeaters as per site survey.(xiii) Meters of different make shall be able to integrate with any software. |
| 15 | Comprehensive operation and maintenance of AMI system including project implemantation & management after completion of defect liability period upto 8 years, comprises of following aspects at Lucknow Cantt & Fategarh cantt :- |

| 17 | Smart meterbilling complete with stationery items. |
| 18 | Maintenance of smart meter with AMI system complete with spare parts and updation of softwares etc. |
| 19 | Charges for hosting of data on Government Community Cloud (GCC). |
| 20 | Charges for audit of smart meters and AMI system by CERT-IN empaneled firm/CERT Auditor of Amred Forces as per govt policies. |
| 21 | Integration of existing prepaid single/three phase electric meters with above AMI system all as per site requirement complete all asspecified and directed. |
| 22 | Taking down old aluminum unserviceable submain wiring any type including all cutting etc in wall and making good to the disturbed surface to match the existing surface complete all as specified and directed. (14500 RM for Lucknow areaand 8500 RM for Fatehgarh area ) |
