2MATERIAL - "Receiving and taking over" as defined in the specifications, handling, loading, transportation and unloading of Owner supplied 3-Layer PE coated pipes & fittings from Owner"s designated stack-yard to Contractor"s stock yard/ workshop/ work-site. Execution of preliminary activities, preparation of drawings, wherever required for crossing etc. including handling, stacking, stringing on the pipeline in Right-of-Use/ pipeline route alignment. Carrying out inspection of company supplied materials including line pipes at the time of taking over, laying/ installation of coated line pipes, associated buried valves, flanges, Tees & fittings of all sizes. Making availability of additional lands required for Contractor"s storage, fabrication, access for construction etc. Procurement and supply of all materials (except Owner supplied materials), consumables, equipment, labour and other inputs. Carrying out all temporary, ancillary, auxiliary works required for ready for commissioning of pipeline as per drawings, specifications, codes,PNGRB regulations, T4S, other provisions of Contract document and instructions of Engineer I/C, including but not limited to carrying out the following works:
3SURVEY - Surveying of route and detours required at the time of execution including marking the same in topographical sheet, preparation of construction drawings showing survey details, and submit same to Owner for review/ approval.
4ROU - Clearing, Grubbing, Grading & Raking up of all kind of surface of any type including plants (excluding forest plants & trees which shall be under DFO/ Concerned Authority Instructions), shrubs, metal, concrete, bituminous, tiled, brick lined, soft rock etc. All tiles/ slabs/ curb stones etc. removed during excavation shall be placed properly. Any type of rake up surface to be restored to its original position.
5TRENCHING - Trenching to all depths by excavation in all types of terrain/ strata including soft/ hard rock and various type of pavement/ footpath/ roads etc. including rock breaking, chiselling or otherwise cutting, excavation etc. asrequired and storing excavated soil, reusable materials at designated area as directed by Engineer in charge & as per the relevant standard/ specification etc. The minimum depth of the trench for laying of Steel pipeline shall be 1.5 - 2Mtrs. (as directed by Authority/E-I-C) measured from lowest available datum level adjacent to the trench or the periphery of the pipeline route. The depth may increase accordingly at places as per site condition or as per SCC/ OISD-141/ OISD- 226, PNGRB T4S, ASME Codes etc. whichever is higher. Clearing the bottom of trench by removing boulder, pebbles, etc. Undertaking proper safety measures, installing side plates/bracing etc. for protection of trench sides from collapsing. Dewatering of trenches to be done properly and no extra soil to be left over on roads/site. Excavation required for preparation of Tie-In Pits is covered in this item. No extra/separate claims/payments under any clause/condition shall be made.
6WELDING & NDT – Checking, cleaning, aligning, bending, cutting and bevelling (if required) of pipes for welding and field adjustments including pipe fittings, welding, carrying out non-destructive testing of welds as required including 100% radiography by X-ray for Mainline welding & Gamma-Ray for Tie-In Joints of lowered section (in trench) only and providing all requisite equipment, labour, supervision, materials, films, consumables, all facilities and personnel to process, develop, examine and interpret radiographs and other tests as required, carrying out repairs of weld joints found defective by Engineer-in-Charge, carrying out re- radiography and other tests as required on repaired joints. All tieing-in, including the tie-in(s) of the pipeline with the adjacent sections of pipeline includingcutting of test header, rebevelling as required, radiography and other NDT examination, joint coating as per specification.
7COATING - Coating of field weld joints, bends, elbows, buried fittings and valves etc. including supply of coating materials etc. (i.e. heat shrinkable sleeves and high build epoxy etc.) as per Technical Specification compatible with 3 layer PE coating material of the line pipe. Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring duringtransportation/ handling.
8LOWERING & BACKFILLING - Installation/ lowering the pipeline in trench to required depth, supply and placement of PE warning mat Anti-Rodent type as per approved specifications over the pipeline along the complete route, padding around pipeline with suitable approved soil including supply of padding material, backfilling with available & borrowed earth (if required), approved excavated material and/or other suitable soil by crowning. Supply and installation of slope breakers, wherever required or, as directed by Owner, Engineer–in–charge. Supply and installation of bank protection along with backfill materials duly approved by EIC for pipeline trench and banks falls under minor water body crossing as per technical specification & Std. Drg., wherever required or, as directed by Owner/ EIC. Training and diversions of streams in steep slope area, wherever required. Supplying and filling coarse sand under floors, in foundations, floor, trenches, plinth etc. including cost-of sand, royalty, transportation,loading, unloading, spreading in layersnot exceeding 20 cm., watering, ramming, compacting, dressing and levelling etc. complete in all respects inclusive of cost of all labour, materials, tools, tackles etc. as per drawings, specifications and direction of E-I-C.
9RESTORATION - Supply and installation of construction markers (RCC Markers - to be installed at a distance of 50 mtr throughout the pipeline, Warning Marker- to be installed at a distance of 150 mtr throughout the pipeline), clearing, fencing, grubbing, cutting of trees, full filling all the requirements of various statutory/ environment authorities to the entire satisfaction of concerned authorities, grading of work area. Shifting of all obstruction within the ROU/ Pipeline route alignment viz. electrical lines/ poles, telephone line/ poles, etc. coordination with concerned authorities and obtain permissions from these authorities. Final clean- up of right-of-use or area disturbed by contractor during their construction activities for laying of pipeline works and disposal of debris and surplus material to designated disposal areas and backfilling of trench and compaction of thesame as per satisfaction of Owner and / Or as directed by Engineer I/C. Restoration after completion of laying/crossing as per the direction of Statutory authority / Client / PMC and obtaining NOC.
10TESTING - Carrying out air cleaning, pigging, flushing, cleaning and hydrostatic testing of complete pipeline with required quantity of corrosion inhibiters, if necessary as per specification and approved by Engineer I/C to specified pressures indicated elsewhere and duration after stabilization as per specification, providing all equipment, pumps, fittings, instruments, dead weight tester, pressure recorder, thermocouples etc., and services, supervision, labour, consumables, water etc. as required and approved by Engineer I/C. Locating of leaks and rectification of defects attributable to Contractor (rectification of defects in line pipe material not attributable to contractor shall be paid separately as per other item of schedule of rate), re-testing after rectification, dewatering after successful completion of hydro testing of entire section and as approved by Engineer-in-charge.
11Carrying out GIS Data Collection & Entry for each Pipeline Assets / Cut Points / Jointers (Latitude / Longitude) With attributes as per satisfaction of Owner and / Or as directed by Engineer I/C. Submission of Data in the GIs format of. Shp,. Kml. Accuracy of the collection of assets / Cut points/ Joints to be in accuracy to be maintained 30cm -60cm.
12AS-BUILT - Preparation of as-built drawings, pipe-books (3 hard copies of pipebook including as built drawings and 2 soft copies) All the works shall be executed in accordance with the provision of contract including carrying out all temporary/ ancillary/ auxiliary works required for the performance of the works and all other acts, deeds, matters and things necessary to make the pipeline ready for pre-commissioning activities.

16Laying Works: In Rocky Strata (Provided Strata Profile approved by GA Head) If any hard rock strata/ large boulder is encountered during excavation exceeding hard rock thickness of 300 MM and continuous length of minimum 1000 MM and removable only by chisel/ pneumatic chisel/ jack hammer as per the specification and direction of EIC. Additional depth to be maintained to accommodate sand/ soft soil bedding & padding. Decision of Hard rock breaking & excavation shall be taken if other options are not available. If the rock is encountered at a depth where minimum cover as per PNGRB can be maintained with approved less cover protection, rock excavation to be avoided. In above item, backfilling of pipeline trench by borrowed select soil duly approved by Owner/ EIC in included in this item. Supply of specified and approved quality fine sand free from any impurities like clay, mica and soft flaky pieces as per instruction of EIC, borrowed foreign soft graded soil/ sand in place of available excavated material and/ or other suitable soil as per applicable standards/ specifications, including backfilling of excavated trench for specified length after laying with rock sheild and padding of pipeline, including transportation of such special backfill material over all distances. No separate payment for rock excavation/ breaking/ sand bedding/ padding /Rock sheild etc shall be made. Contractor to take due care while quoting for pipeline laying in rocky terrain.

20Installation of SV / Tap Offs :
21All works for fabrication and installation of all piping above ground at all elevations and below ground at all depth for Sectionalising Valve Station along with preparation of construction drawings duly approved by EIC, in all type of terrains and soils including transportation and handling of all Owner supplied materials i.e. Ball valve, other types of valves, line pipes for mainline, for all branch line from Owner’s designated place(s) of issue to work site.
22This includes carrying out all mechanical works of underground and above ground piping including fabrication, welding, non-destructive testing of welds, weld repairs/ retesting, cleaning/ flushing, pre-hydro testing for pipeline,fittingassembly & Pneumatic testing for valves, dewatering, functional testing, cutting of mainline and bevelling (if required). All pipes, fittings, valves, O-lets less than 2" NB size shall be supplied by the contractor but no separate payments shall be made as it is covered under item rate.
23Assembly, including radiography of tie-in joints, corrosion, coating and external painting as required, installation of instruments like pressure/ temperature instruments/ gauges along with complete SS Tubing works including supply of SS Tube and their accessories etc., as required, obtaining all statutory clearances, approvals and permissions for the works (wherever required), making of valve pit as per relevant drawings for SV Stations cum- tap-off points filled with sand, excavation and filling in all types of soils including soft/ hard rock for installation of piping/ pipe supports providing pipe supports, area fencing and gate including all associated civil and structural works; painting, finishing, clean-up and restoration of site; preparation of as-built drawings, documents and project records and performing all works as per drawings, specifications, other provisions of Contract document and instructions of Engineer-in-charge.

41SCOPE - All civil works including supply of all material, excavation of pit, piping & valvesupports including all PCC and RCC/ Brick works for valves pit, pedestals with insert plates as required sealing of pipe at valve pits, providing cover etc and finishing, clean up and restoration of site, filling and grading of area around the valve station to avoid any local flooding of area, as per specification enclosed and instruction of Engineer-in-Charge. Rate to include cost of all labour, tools, tackles, equipment, hire charges, supply of all materials, shuttering in all conditions etc. with all bye works and sundry works.
42EXCAVATION - Earth work in excavation in all kinds of soil, mixed strata, hard rock upto any depth including trimming of sidesof the trenches/ valve pits, dressing, ramming andlevelling the bottom of the trenches correct to level, grade etc. including bailing out of water, if any, filling insides of foundation trenches, plinth etc. with the excavated earth availableand/ or depositing the excess earth within station area limits, in layers not exceeding 20 cms. thick, consolidating each deposited layer by ramming, watering, dressing to level and grade, complete in all respects inclusive of cost of all labour, materials, tools, tackles etc. as per drawings, specifications and direction of Engineer I/C.
43PLAIN CEMENT CONCRETE - Supplying and laying plain cement concrete of grade M 20 with stone aggregate 20mm down grade (including shuttering if required) in all types of concrete worksincluding levelling courses below foundations, columns, pedestals, pedestal bases, pipe supports, floors, chambers, cable trench, under floors and any other locations, at all levels and locations as per drawings, specifications and directions of the Engineer I/C.
44SAND - Supplying and filling coarse sand under floors, in foundations, floor, trenches, plinth etc. including cost-of sand, royalty, transportation,loading, unloading, spreading in layers not exceeding 20 cm., watering, ramming, compacting, dressing and levelling etc. complete in all respects inclusive of cost of all labour, materials, tools, tackles etc. as per drawings, specifications and direction of Engineer I/C.
45REINFORCED CEMENT CONCRETE - Providing and laying RCC (reinforced cement concrete) of grade M-25 with 20mm and down grade crushed stone aggregate in all types of sub-structures like Beams, foundations, walls, columns, pedestals, pedestal bases, pipe supports, sleepers, cable trench, RCC retaining wall foundation for boundary wall including construction joints, bitumen painting on surfaces in contact with soil, shuttering, supplying and fixing MS inserts, finishes etc. at all depths and levels complete as per drawings, specifications and directions of the Engineer I/C.
46REINFORCEMENT - Supplying and providing reinforcement (for reinforced cement concrete works) Thermo-mechanically treated Fe-415 bars conforming to IS:1786 including initial straightening of coiled/uncoiled bars, removal of loose rust, cutting, bending to correct size & shape, binding with 18 gauge G.I. wire at each intersection and placing at any position, at any height and depthcomplete in all respects inclusive of cost of all labour, materials, tools, tackles etc. as per drawings, specifications and direction of Site Engineer.

48BRICK WORK - Providing brick work with brick class designation M-7.5 of IS:1077 in cm1:4 (1 cement : 4 sand) in steps, walls, retaining walls and load bearing structures drains, or any shape with all lead, depths & height including curing, scaffolding, etc., as per specifications and drawings with all bye-works and direction of the Engineer-in-charge. 54SCOPE - Complete work of installation of carrier pipe at crossings/laying along route (between the limits as defined in approved drawings) or wherever required by HDD method for roads, nala, drain and canal wherever required in all types of soils/ murram and terrains including scope covered in Item A above but not limited to string preparation of pipes, welding, welding repair, radiography, coating of field joints with special type of Heat Shrink Sleeve (Dirax) and repair of pipeline coating with special repair patch materials as per Specification, pre- testing and post testing etc. of complete string made for crossing. Rate for this SOR item for steel pipeline laying is inclusive of carrier pipe string preparation (Welding, NDT, Pretesting, Coating, Hydro testing, Pre-commissioning etc.).Incl. Pre- testing and post testing shall be conducted as per EIC direction for critical crossings like Major Road Junction, NHAI, River & Canal, Railway and any other crossings considered critical by EIC and contractor shall abide by the EIC directions. Installation of Warning Marker at Entry and Exit Point.
55SURVEY - Pre-Construction survey based on site visit, collection of data (if required) from concerned Authority including design and detail engineering and making of crossing/ laying along route drawings for getting their approval from concerned Authority/ Engineer-in-Charge, getting work permit/ NOC for crossings as well as utility crossings (if any) encountered during crossings prior to start of the execution of work. Additional land required for placement of HDD equipments and/ or string preparation shall be in Contractors scope. Bore hole inspection to identify soil strata shall be undertaken as per EIC directions for HDD in rocky strata.

57DRILLING - Drilling to required depth including maintenance/ restoration of drill hole in all types of soils/ murram/ mixed strata, all depth to accommodate the pipeline at all conditions encountered during crossing/ laying along route by approved HDD methods procedure for providing minimum cover specified in code/ specification/ PNGRB regulations or as decided by concerned authority, whichever is more. In case of Steel with MDPE, two separate drill holes to be prepared for pulling of Steel Pipeline & MDPE Pipeline separately.
58RESTORATION - Backfilling of the ditch/ trench including restoration and clean-up of area and all other works including cleaning, gauging and final hydro testing etc. along with mainline works required as per specification, approved drawings, calculations, methods and to the satisfaction of Engineer I/C and/or as directed by concerned Authority.
59MEASUREMENT - The length of HDD mentioned is tentative and may vary to the considerable extent depending upon requirements as per site conditions. The length mentioned in SOR is indicative for all the crossing to be done by HDD, numbers and locations shall be decided by Engineer-in- Charge depending upon site condition.
60PAYMENT - Payment for the length of final tie-in carrier pipeline string with mainline laid by HDD are inclusive in this item rate. No separate payment shall be made under other clauses mentioned elsewhere. Payment shall be based on the actual length (i.e. length between tie-in joints) of pipeline laid by HDD. Exact location of tie-in shall be approved by Owner/ Owner"s representative. Rate for this SOR item for steel pipeline laying is inclusive of carrier pipe string preparation (Welding, NDT, Pretesting, Coating, Hydro testing, Pre-commissioning etc.).

66All materials (other than the Owner-supplied materials) required for performance of the work shall be supplied by the Contractor at his own cost.
67Installation of casing end seal shall be done by skilled personnel as per laid down procedure and as per demonstration to be done by manufacturer"s representative (to be arranged by Contractor).
68Carrier pipe to be brought to the desired level of crossing by providing natural gradient to trench bottom from sufficient distance and avoiding field bends so as to keep provision for any future widening of Railway/ Highway etc.

74Design, detailed engineering, supply, installation, testing and commissioning of the temporary Cathodic protection system using Mg/ Zn galvanic anodes to protect the external surface of 3 LPE coated entire length steel pipeline network against corrosion for design life of minimum 2 years or till commissioning of PCP system whichever is later as per standard specification for temporary cathodic protection system. 75Measurement of soil resistivity along the right of way of the main pipeline route as per specification for design & installation of anodes. Collection of additional data related to cathodic protection along the right of way of pipeline as per specifications.
76Supply, installation, testing & commissioning of one set of spark gap arrestor with 2 plate Zinc grounding cell of 20 kg net weight each across each insulating joint as per specification. Supply & installation of Zinc Ribbon Anodes at 4-8 O"clock position in the interval of 2 metre (max.) on carrier pipes at all cased crossings i.e. railways/ roads etc.
77Supply, installation, testing & commissioning one set of polarisation cell with zinc anode at all high tension (66KV or higher) electrical power transmission line/Equipment crossing or running parallel to the pipeline for grounding purpose as per specification. The rating shall depend upon anticipated fault current & ground bed resistance at the location of installation. However, the rating of polarisation cell (krick) shall not be less than 5 KA & number of 20 kg net weight zinc anode shall not be less than two.
78Monitoring of the protection system till commissioning of pipeline or till final handover, whichever is earliest..
79All civil/ structural works related to TCP system including supply of bricks, cement & steel etc. required for completion of the system.
80The quantities mentioned above are tentative and quantities for above including supply items shall be finalised & procured by Contractor only after due approval of EIC. Contractor supplied any surplus item during reconciliation shall not be accepted / taken by the Owner.

136Receiving, handling, loading, transportation and unloading of owner supplied MDPE Pipes, PE Fittings, TF, PE valve & Warning Mat & any other free issue items as mentioned elsewhere in tender from designated stock yards to contractor"s own stock-yards/ work-sites. Supply ofHDPE casing and any item items other then FIM shall be provided by contrcator. Proper storing, stacking, identification, providing security and insurance cover for the materials. Liaisoning with landowning agencies/ statutory authorities, preparation of detailed route plan, making trial pits to determine the underground utilities/ services etc., obtaining permission from landowning agencies (separately payable as per other SOR Item).
