2Disconnecting/Isolation of Bullets: Disconnecting the inlet, outlet of the LPG liquid and vapour line, SRV, HLA, Servo gauge, Radar gauge Manhole, water drain line, globe valves, ROV and other fittings of the bullets, removal of fire proof coating wherever necessary and disconnection of electrical cables without any damage as per the directions of the IOCL Site Engineer / Third Party Inspection Agency official to enable easy and safe approach to all the areas inside the storage vessel including supply ofall consumables like studs, nuts, gaskets,blinds,flanges and other consumables as per requirement.. Any damage to the fittings or any equipment during removal & fixing of the connection has to be restored by the contractor/tenderer.
3Degassing of bullets with IOCL supplied water after making necessary connections for in and out flow with suitable pipelines / hose/flowmeter arrangements as directed on site. The water used for degassing should be disposed off safely in the drainage and the sludge if any coming along with water should be carefully removed and disposed / kept in safe place as directed by EIC. The sludge should be buried if necessary as per directions of Engineer in charge or his representative. Any pyrophoric iron compounds must be handled with care and disposed properly to avoid any ignition.A sample of all sludge collected should be handed over to the EIC / Site Engineer including Deboxing / Boxing, dismantling / Putting back all gadgets on bullet, also all jobs related to blinding of flanges/any isolation up to 1st Isolation Valve. This includes supply and further isnstallation and erection in place of all consumables like studs, nuts, gaskets,blinds,flanges and other consumables as per requirement.
4Providing MS tubular ladder/scaffolding insidethe bullet suitable for cleaning of inner surface and suitable for carrying out all inspections like ultrasonic testing, UFD, MPI, Hardness testing, DPT and all allied NDT jobs as required in SMPV(U) rules. Contractor has to arrange all equipment and consumables required for carrying out the job. Ladder / scaffolding(s) shall have to be retained at site till the completion of all 2 bullets testing and the same scaffolding(s) may be used for providing in the other bullets by turn. Suitable arrangement by way of providing blower / exhaust fan and breathing apparatus, safety belts for working personnel is to be made by the contractor as required.The contractor shall also provide oxygen meter and ensure oxygen level is as prescribed norms before vessel entry.
5Providing flame proof lighting arrangement inside the bullet for carrying out necessary inspection, cleaning and NDT Tests. Contractor to supply the flame proof lightfittings, Junction boxes, required cables etc of permissible standards, as directed at site. The same lighting arrangement may be used in the other bullet by turn and Lighting arrangement shall have to be retained at site till completion of all the bullets.
6Thorough cleaning of the inner surface with water jet and clearing the sludge / rust materials followed by thorough cleaning of inner surface to remove the scales(as per approved SOP), oil and dust by wire brushes to expose the metal surfaces and thorough buffing of weld joints. Cleaning of minimum 10 mm on both sides of each weld joint including nozzle welds by thorough cleaning using rotary brushes to expose bare metal (Shinning surface) with care to entire weld joints of nozzles and weld area of support legs and other areas as directed at site. The contractor has to provide all equipment and consumables for carrying out the cleaning jobs. Localized grinding of the welds to be done if required as directed by our Site Engineer / Third Party Inspection Agency official. Dispose off the sludge of bullet at designated place after excavation as per direction of site engineer.
7Fixing back of lines & Replacement of Nuts, Bolts, Washers & Gaskets: Fixing back all the liquid and vapour lines after servicing the valves, EFCV and fixing all removed fittings like HLA, SRV, Pressure/ Temp/ Servo/ Rochester gauges, manhole covers etc. After completing the testing, purging/fresh gas in is to be carried out with assistance from & under supervision of & as instructed by IOCL/Third Party Inspection Agency. Hydro testing of each vessel shall be carried out as per standard of OISD 150. Supply and fixing of all gaskets, studs & nuts for all fittings for fixing back all the connected line valves including EFCV, safety valves etc fitted to the vessels and complete all such jobs in all respect to make LPG storage bullet ready for commissionng after completion of inspection and testing of LPG storage bullet duly certifuied by CCOE approved parties including all tools, tackles and consumables required for job. the work area and site needs to cleaned and restored to ensure normal and safe operation. carrying out leak testing of all flanges also needs to be done by contractor at its own cost.
8Ultrasonic thickness measurement of the entire vessel i.e. the shells plates and the dish ends plates (Crown & Petal Plates), LPG pipe lines and nozzles as per ASTM-A-578, ASTM-E-797 or other applicable codes and meeting all requirements of PESO and as per instruction of third party Inspection Agency / IOCL Site Engineer/EIC. (One UT test {reading} per 6*6 square inch of the surface area is to be taken, Ultrasonic Thickness Gauging (UTG) As per relevent code around and on each nozzle-neck at four quadrants. Including LPG Pipelines upto 1st flange.The dimensions of the vessel are as follows :- 7260 mm Dia and Length 64848 mm).All NDT testing to be done as per SMPV rules and OISD codes.
9100% UFD (Ultrasonic flaw detection) to check any internal defects of weld Joints, 100 % "T" joints from inside b) Middle circumferential seam, bottom,& Crown weld, Internal 100%, c) Nozzle weld – neck to shell, Internal: 100% as per ASTM E – 577, Sec V Art. 4,5,23, Sec VIII Div 1 & 2 not less than 25 % covering and as applicable codes and meeting all requirements of PESO & OISD as per direction of third party Inspecting Agency / IOCL Site Engineer.All NDT testing to be done as per SMPV rules and OISD codes.
10WFMPI ( Wet fluorescent Magnetic particle Inspection) of weld joints of Mounded bullets including nozzle joints to check any surface /sub surface defects or linear type of indications over the welds covering HAZ on 100 % circumferential and longitudinal weld joints from inside and on outside portion exposed encompassing the nozzle welds etc and on weld joints of all nozzles, manholes, RF pads to shell wherever applicable (externally exposed weld) as per ASTM-E-709 and meeting all requirements of PESO. Test to be done by using AC Yoke_magniflux tiede / Y6 black light and white washable distemper as background and as per applicable code as instructed by third party Inspecting Agency & IOCL Site Engineer.All NDT testing to be done as per SMPV rules and OISD codes.
11Hardness testing to check hardness value of welds, parent metals and HAZ on selected spots on welds, HAZ and parent metal in each accessible area as per applicable codes and meeting all requirements of PESO and as per applicable code as instructed by third party Inspecting Agency & IOCL Site Engineer/EIC.All NDT testing to be done as per SMPV rules and OISD codes.
12Testing & Calibration of Radar, Servo and other gauges after fixing the second valve for each of the mounded bullets.
13Hydro Testing/ Stretch Test: Carrying out hydro testing/ Stretch test of LPG Storage vesselsand connected piping in total as required at a specified test pressure as per design code up to first isolation valve as per ASME Sec VIII, Div. I and relevant code after successful completion of all NDT as per SMPV Rules, using the IOCL supplied water .The water used for hydrotesting has to be used for the hydrotesting of the consecutive bullet by making necessary hose/ pipe/ siphon arrangement for the transfer of water. Work also includes checking of settlement using total station equipment and dumpy level at various levels of water filling & decanting viz. 0%, 25%, 50%, 75% and 100% levels. (water for hydrotest will be supplied by IOCL)
14Dye-Penetrant Test:Dye Penetrant Test to check any surface defects over welds. Covering HAZ (heat affected zone) of all nozzles, manholes etc. for defects like porosity, cracks etc as per ASTM E-165-80 and meeting all requirements of PESO and as per applicable code as instructed by third party Inspecting Agency & IOCL Site Engineer/EIC.All NDT testing to be done as per SMPV rules and OISD codes.
15Radiography test for weld joints at selected locations as problem defect/flaws observed during other tests subject to a maximum of 10 % of total weld length as per applicable codes and as instructed by third party inspecting agency& IOCL Site Engineer/EIC.
16Certification and Documentation for 2 nos. x 1000 MT LPG Storage Bullets: To submit 3 sets of Testing and Inspection certificates/reports and documents for all tests and inspection covered in the scope of work as per SMPV Rule No.19 (‘Issue of online certificate of test alongwith annexure giving the details of NDT inspection’).
17Dry calibration of Bullets by Electro-optical distance ranging (EODR) Carry out Dry calibration of Bullets by Electro-optical distance ranging (EODR) laser and optical triangulation technology. Method of measurement shall be as per API MPMS 2.2D using Electro-opticaldistance ranging (EODR) and API MPMS 2.2A (API 2550). Calibration table will be in 10 mm height intervals with 1 mm proportional part tables or as decided by IOCL. Approval & stamping of calibration charts by CPWD shall be done by the party. Before start of calibration a detailed procedure has to be submitted.
18Settlement of Mounded bullets:Checking of settlement of Mounded bullets by using laser technique for horizontal plain shift and plumb line / Theodolite technique for vertical plain shift. The person performing settlement shall be experienced in the relevant field.
19Inspection of CP system:Inspection of Cathodic protection system(by qualified professional) testing of soil resistivity and review note.
20External Inspection:Carring out external inspection on mound, retaining wall, inspection tunnel, bottom nozzle & its suspension/ supports, accessible top nozzles etc. Checking auditing on established procedure of tests and maintenance of record and observation of cathodic Protection System of record and observation of cathodic protection system with in the discipline of OISD-150. Also injcludes detailed inspection of functioning of Cathodic Protection System in line with the provisions of NACE, IS OR equivalent code. Also carrying out coating survey. The job also includes inspection and testing of insulation joints of the Cathodic Protection System.
21TPI Services:Third party inspection services for statutory testing of 2x150 MT mounded storage bullets including the scope of jobs of (i) Visual inspection of bullets (ii) Internal & External inspection (nozzles etc.) of the entire bullet surface to detect to deterioration (iii) Witnessing, guiding, supervising, interpretation and analysis of NDT as per scope of work given in schedule (iv) Witnessing and supervision of HPT & all tests (V) Preparation of detail reports containing observation, recommendation and certification as per SMPV rules & OISD 150. (Vi) Certifying Hydro test of each Mounded Bullet. An inspection engineer should be posted at site for supervision of the works all the time till the completion of work. The parties hired shall be reputed and are dealing/having past experience in inspection and certifications of hydro testing of LPG vessels. Shold have PESO approval certificate in the name of certifying person as competent person for Mounded Storage vessel.
22Nitrogen Purging: Supply and arrangement for nitrogen filling and purging of pipelines section during decommisioning of the bullet as per approved SOP under direction of EIC/SE.
