Tender For Amc For Online Monitoring Analysers-2024 2000150309 10 10 10 AMC FOR ONLINE ANALYSERS (CEMS & CAAQM) 12 NO Email : [email protected] Contact : Name : Subhashree Mohapatra Item Details : Non-Compressive AMC SCOPE OF WORK: Non-Compressive AMC as per CPCB guidelines, we have given details number of analyzers to be maintained on monthly basis. Analyzers to be maintained by vendor1. PM Analyzer- 03 Nos. 2. SO2-NOx-CO Analyzer – 01 Nos. 3. SO2-NOx Analyzer – 02 Nos. 4. CAAQMS Stations- 7 Nos. (PM10, PM2.5, SO2, NOx, CO) 5. Weather Station- 01 No 6. EQMS (pH, BOD, COD,TSS) - 01 No 7. Display Board – 03 Nos. 8. Camera- 03 Nos 9. UPS- 09 Nos Manpower requirement: • Vendor shall depute adequate 01 engineer (Qualification: Degree in Electronics/Instrumentation with 3 Years’ analyzer field experience or Diploma in Electronics/Instrumentation with 4 Years’ analyzer field experience; on daily basis against AMC Job, for this team M/s ArcelorMittal Nippon Steel(I) Ltd., will provide CEMS, CAAQMS and EQMS Analyzers for operation <(>&<)> maintenance including Calibration, records maintenance as per CPCB. • Vendor engineer competency / selection will be confirmed by AMNS representatives. Additional technicians during extra jobs should be certified by AMNS. • Vendor will arrange expert engineer if regular engineers are not competent to do special type of work. Movement of Manpower: • No Pedestrian/Cycles/Two Wheelers movement will be allowed inside the Plant Premises. • Vendors to ensure safe transportation of their associates from their place of residence to respective work location in the plant and back. The movement of persons inside the plant by foot/bicycle/two wheelers is prohibited. • AMNS has its own Secures Access system called SCRUM which is use for processing the Gate Pass. • Other Terms: Associate has to undergo Medical Fitness at our AMNS Health center. He should also fit to do height work. PPE, Tools <(>&<)> facilities by vendor: • Vendor shall provide Engineer with Laptop. • Vendor shall provide all PPEs to their employees as per AMNS requirement. • Vendor shall arrange all testing equipment tools; tackles required for carrying out the job in advance. • Vendor will give one arc flash suit to their engineer. • Vendor will give one portable CO detector to his engineer. Working time: • The engineers <(>&<)> technicians will work as per shutdown time given by the department <(>&<)> there will be no time limitation during breakdown. Rest of the time above team will remain present at site from morning 09.00 AM to 06.00 PM or plant requirement. • Weekly OFF shall be provided by AMNS any day once in a week. General scope: • Vendor shall submit all required compliance documents for gate pass • Vendor has responsibility to maintain 90% analyzer healthiness availability. • Vendor must confirm the maintenance and calibration as per CPCB guideline and submit the maintenance report <(>&<)> calibration records to M/s. AMNS immediately. • Vendor will follow up maintenance schedule of M/s. AMNS. If it is not completed in a month then penalty clause will be applicable. • Vendor will do CEMS (PM-SO2-NOx-CO) and EQMS (pH, BOD, COD, TSS) preventive maintenance job schedule once in a quarter <(>&<)> CAAQMS (7 Parameters) along with weather station preventive maintenance job schedule once in a months and corrective maintenance as per requirements/Site condition/data variations. • Spare will be provided by AMNS. • Vendor will do Cylinder shifting from one location to another location, we will provide Cylinder trolly or other source for lifting. • Vendor will do small installation and commissioning related Job (Analyzer dismantle/shifting of existing analyzers) or improvement of analyzer system. • Local DAS need to be check on daily basis and inform on daily report. • Exiting display board communication from Central station to display board maintenance in vendor scope. • Vendor will be check once in a month UPS and Battery backup and give report to M/s. AMNS. • Vendor will provide required spares details monthly basis. • AMNS will provide required space for vendor <(>&<)> testing equipment storage facility. • Vendor apart from maintenance will do troubleshooting <(>&<)> root cause analysis of Analyzers <(>&<)> control problems. • The work shall be carried out in the best workmanship manner as per technical specification. Qualified and experienced engineers/ technicians shall carry out the work under this contract. • Vendor employee will directly communicate with AMNS employees, and all the contract responsibility lies with vendor only. • Vendor will suggest improvements if any. • Vendor will follow all the government rules and regulations and site HSE regulations. • Vendor will do maintain analyzer value from analyzer to Central DAS. Documentation <(>&<)> Reports: • Vendor will submit detailed systematic and complete report every day. • Vendor will maintain all documents and submit to AMNS on weekly basis. • Vendor will submit EQMS, CEMS, CAAQMS and weather analyzers hourly data on Weekly basis (Each Saturday) with complete documentation (Mux Signal records, calibration record and check list). Penalty Clause: • As per schedule, If PM Job do not complete in a month than 10% or as per pending PM ratio amount will be deduct from vendor invoice amount, PM Job planning will be shared by AMNS in advance. • Vendor has responsibility to maintain 90% analyzer healthiness availability per month. If they can’t maintain 90%, then minimum 5% and pro rata based on analyzer availability penalty amount will be deduct from vendor invoice amount. • In case of any Fatality during maintenance - Penalty should be Rs.10 ,00,000 will be deduced from vendor basic amount. • In case of any LTI (Lost time Injury) during execution - Penalty should be Rs.5,00,000 will be deduced from vendor basic amount. • If Vendor discontinues the job midway - Penalty should be 20% from vendor basic amount. CONSUMABLES <(>&<)> SPARES TO BE CARRIED BY AMNS: • AMNS has to provide required Consumables <(>&<)> Spares.
