1A. Pre-Evaluation Phase 1. Designing the evaluation plan and evaluation process in consultation with Controller of Examination the University: a. Click by Click Audit processes e. Other related processes involved for evaluation f. Training of Examiners and confidential section staff of Dr. APJ Abdul Kalam Technical University Uttar Pradesh, Lucknow on e-Evaluation towards capacity building of all involved stakeholder(s) 2.To prepare and provide documentary manuals for all processes for safe and secure conduct of Evaluation, to be followed alongwith rules for contingency and exception. 3.Handling/ Emergency Procedures. 4.The software should have role base security mechanism and proper industry standard authentication like Digital Signature, biometric, etc. and authorization mechanism should be implemented in the system. 5.Software application should have been security audited. 6.Software should facilitate for audit trail for all the transactions /activities during operation of the system. 7.To provide and setup secured software for Authoring and completing evaluation process. 8.Answer Books in sealed bags /packets will be handed over to the service provider by the University for Proper accounting of Answer Books and slips and processing leading to Computer based Evaluation.At the arrival, each copy will be counted and gunned for its barcode and complete details of attendance. 9.Scanning should be done with cutting the spine of the Answer Booklet all the pages of the booklet should be accounted for and identified with the booklet bar code number. 10. Scanning of answer book shall be executed as per following. 10.1 First three days number of answer book scanned must be at least 30000 (thirty thousands) per day 10.2 For next five days it should be minimum 50,000 (fifty thousand) per day 10.3 After eight days of start of work, scanning should be minimum 1,00,000 (one lac) answer books per day and whole scanning work for 12 lac answer books must be completed in 25 days. 11. The scanned answer books to be securely made available to the evaluation centers by the bidder. 12. Answer Books to be opened in presence of the representative of the university. 13. Answer books are required to be handed over to the authorized person of the university once their scanning is completed in the same packet and in same order (and proper stapled) asthey were handed over to the bidder with proper tag. 14. To provide suitable assessment scoring system or software and reports as per requirement of the university. 15.Sufficient number of scanners and required expertise manpower should be arranged by the bidder to complete the entire work within 15 days. The scanning activity may begin from the 3rd day of examination. Bidder has to keep back up arrangements to transfer answer books to evaluation centre in case of main fails. Bidder has to provide technical manpower at each evaluation center to provide technical support. 16. The bidder should prepare a MIS format and get the same approved by the COE of the University and provide the MIS of scanning and evaluation progress subject wise/ Evaluator wise on a daily basis to all the concerned authorities. 17. Bidder has to compile editing process of scanning within three days of completing of scanning work. 18. Bidder has to provide marks of evaluated answer book as and when the same has been completed. SP (Service Provider) will to provide the feature to maintain complete log of answer script before and after scanning. SP will have to make a provision for Packing Slip module (in consultation and agreement with the ERP of the University) for exam centre for proper packaging of answer script along with absentee record. SP will have to provide Provision to scan A1size Drawing sheets for applicable courses in B.Arch and M.Archand evaluating the same in evaluation software with suitable screen view. SP will have to ensure comprehensive answer script stacking module to be provided by the SP which enables university to search answer script based on need basis (Based on rack, row, column cell and bag). SP will have to provide the facility to port the details of USN, Subject code and barcode to university server for validation on daily basis. B.Evaluation Phase 1.To securely transmit, download, install and implement evaluators / evaluation details received from university 2.To provide unique user name/password to the evaluators at the evaluation center. 3.To arrange/provide adequate displays and provide required instructions/Training information to the evaluators at the evaluation Center. 4.To maintain complete log of all activities of evaluators during the course of examination to enable complete audit ability of the evaluation process. 5.To calculate marks obtained by each candidate as per requirement of the university. 6.To device a system for monitoring and supervision of evaluation Center activities (Evaluator level) by the competent authority. 7.To transfer/export the data in encrypted format including raw scores data from local server to Central Server of the University keeping in view the sensibility of the data as referred to Information leak Detection and Prevention. The evaluation module shall update the marks directly into university serverin real time in the required format specified by university. To securely transmit & download to implement evaluator details received from university and provide the unique user name &password to the evaluators at the evaluation centre. To provide provision for setting of minimum time of evaluation of an answer script to avoid fast and possibly inaccurate evaluation of answer script. To provide a separate login to both university and evaluator centre for exclusive allocation of challenge evaluation scripts to the qualified faculties. To provide the provision of extraction of results in both PDF and excel format by validating through OTP which will be sent to the competent authority of university mobile number as a security verification. To provide MIS reports generation for statistical data and analysis purpose. To provide MIS of scanning and evaluation progress subject wise/ Evaluator wise on daily basis to all the concerned authority. To provide SMS alert to faculty mobile number once the subject/paper got allocated in Challenge Evaluation to HIS/HER faculty id. C. Post Evaluation Phase To share the evaluation results 1.Supply of tabulated marks and all reports generated through the software in form of hard and soft copy as per format approved by the university during the entire period of contract to the officer designated by the University for use by the university or any other designated agency for result preparation, research as decided by the university. 2.The bidder has to provide soft copy of evaluated answer books in two sets in external hard disk and interface (software) to view the answer books with roll numbers. 3.Certificate to the effect that no data in any form concerning the project or its outcome will be shared /supplied /sold to any party/individual by the service provider and the selected service provider will be liable under relevant clauses of I.T. Act for any breach of this clause. Bidder has to sign NDA with the University. D. Features required in e-Valuation Software 1. Provision for automatic back up of evaluated answer books. 2. User account management i.e. addition, modification and deletion of examiner. 3.Answer book management i.e. mapping of answer books. 4.One time Security setting for setting of password. 5.Provision for marking of question by examiner as evaluated, optional, mark for review or not attempted. 6.Evaluated check box to ensure that examiner has visited each and every page of an answer script. 7.Examiner comment box for each question. 8.Provision for zooming in/out of answer scripts for proper viewing. 9.Provision for skipping of an answer script by an examiner if the same is in different medium or not properly scanned, with regulatory remarks. 10.Provision for reviewing of any answer script by the head examiner at any location of Evaluation Center. 12. Real-time based dashboard for monitoring of activities/progress of work at higher level i. Daily and consolidated examiners" attendance sent by the Coordinator. ii. Daily and consolidated Subject-Medium wise examiner details iii. Skipped Answer script Details (till date) iv. Overall Subject-Medium wise Evaluation (till date) 13.Providing password to each and every examiner and head examiner on one time basis 14.Date wise working hours report of Examiners and Coordinators. 15.Availability of answer scripts, question paper and marking scheme on the computer nodes of each and every examiner. 16.Enabling of security settings for coordinators’ authentication. 17.Maintaining audit log of each and every Coordinator, Examiner and IT Manager of Evaluation agency. 18.Provision for forgot Password and secret question settings. 19.Annotation of each and every question and page of answer scripts. 20.At the end of the day, marking reports of every examiner to know the number of answer scripts evaluated per day and the time taken to complete the given assignment. 21.Provision for subject/medium wise selection of answer script. 22. Examiners and Coordinatorsfeedback. 24.Provision for day wise re-evaluation based on evaluation feedback. 25.Setting of minimum time of evaluation of an answer script to avoid fast and possibly inaccurate evaluated answer script. 26.Setting of limit/ceiling for maximum no. of scripts to be evaluated by an examiner. 27.Mandatory provision for evaluation of 10% of some selected answers scripts by the Examiners and the bidder should provide proper interface for the same. 28.Detailed audit log of evaluation. 29. Provision for view of answer scripts after the completion of evaluation 31.Evaluation of answer script(s) should be made with annotation 32.Provision for auto uploads of marks file. 33.Evaluator and Reviewer hands-on Training 34.Provision of revisiting the Answer Script on the same day by Evaluator. 35.
