5Supply , installation , commissioning & testing of outdoor type step down,copper wound, Power transformer as per IS-2026 & IEC : 60076-1 :2000, 66/11KV, 3 MVA , ONAN, 3 phase , 50 Hz, doublecopper wound, core type with low loss, non ageing, high permeability, prime grade, CRGO core material M4 grade or better with BIS certification, perfectly insulated and clamped to minimise noise and vibration, Delta/star vector group DYn11,ON LOAD Tap changer on HV side to vary secondary voltage from (+) 5% to (-) 10% in 12 steps @ 1.25%. The OLTC shall conform to IS 8468/IEC 60214 (Part 1& 2). The66KVbare oil filled condensor type bushing shall be provided. The provision of cable end box on 11KV secondary side for cable connection with Thermal sensors and necessary arrangment to get the data on SCADA on Modbus protocol incld first fill of transformer oil. The insulating oil shall be unused inhibited Type A, High Grade conforming to IS 335/ IEC-60396-2020. The transformer shall be designed with particular attention to the suppression of voltages especially the third and fifth harmonic so as to eliminate wave form distortion and any possibility of high frequency disturbances, inductive effects or of circulating currents, between neutral points of different transformer stations reaching such a magnitude as to cause to interference with communication circuits. The transformer shall have following accessories and fittings etc. all as directed.
6(i) Double float Reed type Buchholz Relay(gas operated) with shut off valves at both ends, complying with IS:3637 , 50mm, with two pairs of electrically separated contacts, one pair foralarm and other pair for tripping.The angle of inclination shall be 3 to 7 degree (ii)Oil temperature indicator 150mm diameter for top oil temperature indication with angular sweep of 270°. Range of temperature should be 0-150°C with accuracy of ±1.5% (or better) of full scale deflection. with alarm and trip contact. (iii)Winding temperature indicator about 150mm diameter for measuring the hot spot temperature of each winding [HV, IV & Tertiary (if applicable)]. It shall have angular sweep of 270°. Range of temperature should be 0-150°C with accuracy of ±1.5% (or better) of full scale deflection, with electrical contacts for alarm and trip contacts.
7(iv) sheet steel weather proof Marshalling box of IP -55 construction and shall have following load disconnect switchfor incoming power supply fr auxiliaries, wiring and termination individualy for Buchholz relay alarm for main tank, winding temp high alarm, oil temp high alarm, tank oil level low alarm, tap change incomplete alarm, wiring and termination individually of remote trip alarm,winding temp high trip,oil temp high trip,Buchholz relay trip or sudden gas and sudden oil pressure relay trip , Cubicle illumination lamp with door switch and space heater withthermostat and ON/OFF switch (v)Magnetic oil level gauge with low level alarm contact. 9(xxvi) For electrical operation of OLTC from local as well as remote, motor operated mechanism shall be provided. The tap changer shall be provided with over-current protection in order to prevent the tap-change operation during a short circuit. The Local OLTC Drive Mechanism Box shall house all necessary devices meant for OLTC control and indication.The diverter switch or arcing switch shall be designed so as to ensure that its operation once commenced shall be completed independently of the control relays or switches, failure of auxiliary supplies etc. To meet any contingency which may result in incomplete operation of the diverter switch, adequate means shall be provided to safeguard the transformer and its ancillary equipment. The current diverting contacts shall be housed in a separate oil chamber not communicating with the oil in main tank of the transformer and the chamber shall be designed to withstand the vacuum. It shall be complete with the following:(a) A circuit breaker/contactor with thermal overload devices for controlling the AC Auxiliary supply to the OLTC motor (b) Emergency Push Button to stop OLTC operation (c) Cubicle light with door switch (d) Anti-condensation metal clad heaters to prevent condensation of moisture (e) Padlocking arrangement (or locking arrangement suitable for long term operation) for hinged door of cabinet
10(f) All contactors relay coils and other parts shall be protected against corrosion, deterioration due to condensation, fungi etc. (g) The cabinet shall be tested at least IP 55 protection class. (xxvii) Remote tap changer control panel(RTCC) (xxviii) Automatic voltage regulator relay (AVR). It shall be supplied together with the timer and under voltage relay Note :-(i)The routine test on transformer shall be carried out at OEM premises by rep of Accepting officer along with rep of contractor before dispatch. it is the responsibility of OEM to produce Type test report / certificate conducted on the similar capacity transformer or nearest capacity by CPRI before routine test. In case of failure of production of valid type test by OEM, the transformer shall not be approved by the department. (ii) The contractor shall submit drawings of transformer along with technical parameters, requisite test reports, BOM and foundation details as per OEM recommendations for approval of Acccepting officer before placing order for procurement.OEM musthave NABL accredited LAB for testing and inhouse slitting machine and core cutting facilities and certificate to this effect issued by OEM shall be produced by Contractor submitted to AO at the time of Approval of drawings (iii) The erection, testing and commissioning of transformer shall be performed under strict supervision of representative of OEMand certificate of this effect issuid by OEM shall be produced by the Contractor to GE before payment
11(iv)Core material shall be directly procured either from the manufacturer or through their accredited marketing organisation and not through any agent. The maximum flux density in any part of the cores and yoke at normal voltage and frequency shall be such that it should under 10% overvoltagecondition should not be more than 1.9 Tesla. The supplier shall provide saturation curve of the core material, proposed to be used. PVr of core shall be submitted by OEM to Accepting officer before routine test. Wdg shall be made with 99.9% pure electrlytic grade copper. (v) Standard Specifications and technical Parameters for Transformers and Reactors (66 kV & above voltage class) issued by power ministry shall be strictly followed. (vi) Appropriate size of foundation to accomodate transformer so that no person may step on plinth (as per recommendation of OEM) above max flood level or storm water level at site and suitable capacity of soak pit as per IS10028, to containtransformer oil due to leakage and drains will be provided. However, these items shall be measured & paid seperately and unit rate of transformer does not includ cost factors of foundation & soak pit. (vii) RTCC and AVR panel shall be suitable for automatic voltage regulation with master follower scheme with Tap position indicator as per tap indication in OLTC mechanism. RTCC shall also be provided with control gear in respect of ON/OFF indication auto and mannual control switch AC supply on and tap changer in progress indication lamp , tap stuck indication and alarm complete.
12Supply, install ,testing and commissioningoutdoor type, Current transformer, single phase, 72.5KV, short time current 31.5KA for 3 sec, oil cooled, hermetically sealed, wound primary type, 2 core, live tank type ,current ratio 100-50/1-1A, Insulation level 72.5/140/325KVAp Core-I -VA-15, Class 0.2, Core-II-VA-15, Class 5P10 Applicable standard:IS:2705/1992 Note :- (i) The contractor shall submit drawings of Current transformer along with technical parameters, valid Type test reports and foundation details as per OEM recommendations for approval of Acccepting officer before placing order for procurement. (v) Cost of foundation (as per recommendation of OEM) above max flood level or storm water level at site is deemed to be included in quoted rates.
13Supply, fabricating and erecting in position hot dip galvanised steel structure gantries bus bars, tower for 3 feeder bays 66 KVand for mounting channels isolator gang operated air break switch, lightning arrestors,CTs etc at suitable height to match with existing height and allowing minimum safe distance /height as per Indian Electricity Act/PSEB/IS fabricatedout of MS channels angles rolled steel joists MS flats bolts, nuts, washers and painting complete structures including coating of primer etc complete all as specified and as directed Note : (i) The cost of excavation , returing filling removal , PCC /RCC in foundation as per the recommedation of the manufacture for respective item is deemed to be included in qioted rates. (ii) The approval of general layout of Sub stn yard shall be Approvedby AO before execution(iii) The contractor shall submit design drawings of various towers/ ganteriesfor mounting above mentioned switch gears and their foundation drawings shall be got Approvedby CWE(A/F) Chandigarh before placing order for procurement of material. (iv)Cost of foundation (as per recommendation of OEM) above max flood level or storm water level at site is deemed to be included in quoted rates.
14Supplying, installation, testing and commissioning ofINDOOR TYPE control and relay panelfor the protection and operational working of out door 66KV/11KV , 3MVA transformer and 66 KV feeder all as directed and specified by E-in-Charge . It must be manufactured by OEM of transformer or its authorised system integrator (having type test report), made up of 2mm thick MS sheet, consisting of separate vertical stationary front panel with equipment mounted thereon & having wiring access from the rear. Each cubical assembly shall be provided with double leaf doors as rear having handles with built in locking facility the height of the panel shall not be more than 2250 mm .The control & relay board shall be on panel at front. It is responsibility of the bidder to ensure that the equipment specififcation and unspecified complimentary equipment required for completeness of protection & control schemes be properly accommodated in the panels, test of relays shall be carried out based in general guide lines specified in CIGRE committee for all relays. It shall consists of following items
15(a) 16 points solid state annunciator with electric hooter suitable for 110V DC(b) Auxillary plug in type relays with change over contacts , high speed trip relay , MCBs, Electric hooter 110v DC, Digital multi function meter to show three phase current and voltage, power factor, frequency, three phase energy with SCADA compatable, LED indicator lamps and with standard parameters.(c) Test terminal block(d) Control switch for CB type: spring return with LMD pistol grip handle 3 position, 10 ways(e) Numerical relay as IEC 61850 with following features:- Two winding differential , overload Protection with 3 Nos O/C elements with setting range (50-200%)of 1A, E/F protection with setting range (10-40%) of 1 A, REF protection, over flux protection over volatge and under voltage protection tripping logic disturbance recorder,LBB (Break failure protection) (f) Trip circuit supervision relay, DC supply supervision relay, trip lockout relay, high speed Master trip relay(g) illumination lampwith ON/OFF with door switch(h) Space heater with thermostat and toggle switch(j) Earth bus and terminal blocks
16(k) Three pin 15A socket with ON/OFF switch all as specified and directedNOTE:(i) Any item specifically not mentioned but requred technically for proper functioning is deemed to be included in quoted rates(ii) Technical SLD Drg of control and relay panel incld type test report of similar panel shall be submitted to AO for approval before procurement. (iii) All relay settings and testing shall be carried out by auth rep of OEM at site to entire satisfaction of E-in-Charge(iv)Panel painting shall be done by the modern process of painting. All unfurnished surface of the steel panel and frame work shall be sand blasted or suitably cured to remove rust, scale, foreign adhering matter or grease. A suitable rust resisting primershall be applied on the interior and exterior surface of steel, which shall be followed by application of an undercoat suitable to serve as base and binder forth finishing coat. Surface treatment by seven tank process, Paint type Powder coated. Pure polyester base grade A structure finish. Paint shade RAL 7032 for external & internal surface. Paint thickness Minimum 80 microns
17Supply , installation, testing over head bus bar /jumpers at receiveing station for 66 KV comprising of 3 feeder bays inclusive of ACSR conductor of suitable size (ZEBRA) comprising of tee clamps or any type of clamps and accessories all as directed by Engineer in charge.
18Material and labour for String insulator 66KV porcelain type complete all as specified
19Supplying, installation, testing and commissioning of 11 KV, 1250 Amps, HT vacuum circuit breaker indoor panel for incomer conforming to IEC 62271-200, Isc = 25 KA for 3 Sec, front accessed comprising of Indoor Vacuum Circuit Breaker all as specified and directed . Enclosed panel shall consisits of following :- (a) 1250 A continuous rated electrolytic copper bus bar, droppers and bus bars should be insulated with full system PVC heat shrinkable voltage sleeves(b) Trolly mounted horizontal racking in rack out and horizontal isolation, vacuum circuit breaker as per IEC 62271-100 so that the breaker rack in /out is done in a smooth manner. Vacuum circuit breaker should have vacuum bottles of the same manufacturer as of circuit breaker and should be type tested for 100 full short circuit operations. (c) Motorized spring charging mechanism with integral spring charging handle for manual spring charge. (d) Panel speration with every department like VCB, Metering , Cable Chamber & Bus Bar Chamber (e) Cast resin Current Transformer (C.T) in each phase, two core, 600-300/1-1A-1A, core 1: class 0.5, 10 VA, Core 2: 5P10, 10 VA with metering and protection core including necessary control wiring.
20(f) Cast resin dry draw out type three phase Potential Transformer (P.T) conforming to IEC 60186, 11KV/ v3 /110V/v3 / 110V/v3 , Core I : CL 3P,Core II : Cl 0.5, 50 VA, OVF 1.9 for 30 Sec. for metering & protection backed by HT fuse at primary end & LT MCB"s at the secondary end of PT. (g) Accessories like local remote switch, breaker control switch (T-N-C), space heater with thermostat, DC & AC control circuit through MCB, LED indicating lamps for RYB, spring charge, DC supply healthy, breaker ON/OFF, breaker in SERVICE/TEST.(h) Digital multi function meter with RS 485 Port(j) Separate master trip Relay and anti pumping relay. (k) Comprehensive numerical protecting relay of OEM should have built-in interagted mimic compatible with IEC 61850 for non directional O/C, E/F, U/V, O/V protection type having following additional facilities :- (i) Trip ckt supervision. (ii) Distribution recorder. (iii) Event log with date and time. (iv) Conformal coating for harsh environment.
21(v) Suitable to operate on 24 volts DC for auxiliary and control supply. (l) Panel should also have additional facilities :- (i) Fully internal arc type tested (25 KA for 1 Sec) as per latest IEC 62271-200.(ii) Manual closing tripping of CB with compartment door closed.(iii) The panel shall be provided with power pack battery back up for not less than 10 minutes. (iv) The Height of the HT section should atleast be of 1400mm for human safety during the internal arc creation. Note : (i) The panel shall be SCADA Compatible system. Make of VCB , Panel, Meters and relays should preferably be of same for better SCADA compatibility. (ii) The routine test on VCB shall be carried out at OEM premises by rep of Accepting officer along with rep of contractor before dispatch. (iii) The drg of VCB along with technical parameters andValid type test report shall be submitted to Accepting officer(AO) for Approval before procurement.
22BUS COUPLER - Supplying, installation, testing and commissioning of 11 KV, 1250 Amps, HT vacuum circuit breaker indoor panel for incomer conforming to IEC 62271-200, 25 KA for 3 Sec, front accessed comprising of Indoor Vacuum Circuit Breaker all as specified and directed . Enclosed panel shall consisits of following :- (a) 1250 A continuous rated electrolytic copper bus bar, droppers and bus bars should be insulated with full system voltage sleeves (b) Trolly mounted horizontal racking in rack out and horizontal isolation, vacuum circuit breaker as per IEC 62271-200 so that the breaker rack in /out is done in a smooth manner. (c) Vacuum circuit breaker should have vacuum bottles of the same manufacturer as of circuit breaker and should be type tested for 100 full short circuit operations. (d) Motorized spring charging mechanism with integral spring charging handle for manual spring charge. (e) Panel speration with every department like VCB, Metering , Cable Chamber & Bus Bar Chamber Note: (i)The routine test on VCB shall be carried out at OEM premises by rep of Accepting officer along with rep of contractor before dispatch. (ii) The drg of VCB along with technical parameters , electrical and mechanical interlocking system, valid type test reportshall be got approved by Acccepting officer before procurement.
23Material and labour for shifting/refixing/ disconnecting ofHT XLPE cables and busbar of existing 03 Nos. of 11 KV VCB"s panel including re-connecting of existing HT XLPE 11 KV cables, bus bar (including addition/Altn to existing bus bar) after carrying out necessary modification. Two Nos new VCB panel ie 1 No. as incoming to newly proposed power transformer of 3 MVA and one as 11 KV bus coupler is required to be inserted in existing configuration such that 11 KV bus coupler will be at the middle and 1 No incoming VCB and 2 Nos outgoing VCB"s on either side of new bus coupler, including making necessary connections of bus bar to make the system functional as per Drg. Note:-(a) Bidder must visit site before quoting to access quantum of scope involved in the job. (b) Any MISC minor item required for making modified system functional is deemed to included in rates.
24Supply, installation and commissioning 72.5KV outdoor type Potential transformer, hermetically sealed, oil/SF6 cooled, single phase, single pole insulated, electro magnetic type, voltage transformer with insulators having creepage distance of 25mm /KV ie. 1813mm (Min) with following technical details:- (a) Ratio 66KV/110V/110V 3 3 3 (b) Rated burden : WINDING IWINDING II 200V200V(c) Accuracy class : 0.2 3P (d) Votage factor : Cont and 1.5 for 30 sec(e) Frequency : 50 Hz (f) System condition : 66K, effectively earthed system(g) Insulation level : 72.5/140/325KV (h) Applicable standard : IS:3156/1992 Note :- Foundation for fixation of CT shall be done as per manufacturer recommendation and the rate quoted shall demed to be included for the same.
25Supply, laying and connecting up copper strandard control cable in ducts from 66 KV yard to Panel room, size 2.5qmm 16 Core as per the manufacurer design complete all as specified as directed to comply the site requirements. Note:- (i) Control cable shall be supported with aluminum spacers and saddles in the ducts. (ii) Termination and ferruling shall be done as per approved wiring scheme. (iii) Identification tags shall be provided in the starting and finishingend of the cable at an interval of 5 meter through out the cable length. (iv) Suitable copper thimbles and lugs are to be provided for marking the connection to the terminals.(v). Cost of these provision shall be inciusive in unit rate.
