1SCHEDULE "A" (E/M Works) ROOF TOP SOLAR PLANT Material and labour for designing, installing, testing, synchronizing and commissioning of 500kWp (10% extra capacity to be considered for modules to compensate losses) on grid solar roof top solar power generation system with and including comprising of the following complete all as specified and as directed. The errection and commissioning of solar PV plant with fixed feet type structure and including all type of necessary civil works as required under standard Engineering practice shall be deemed to be in the rate quoted by the Contractor:-
2BIS certified, MNRE, ALMM Registered, DCR Mono Crystalline PERC Half cut cells solar PV module/panels suitable for installation on roof tops with each panel having capacity not less than 540 Wp (complete with poly carbonate junction boxes, having sufficient number of fused incomers and outgoing terminals (positive/negative) suitable for 6 Sqmm cables and connecting cables not less than 4.0 Sqmm copper conductor multistranded (solar cross linked poly olefin cables double insulated, UV resistant halogen free low smoke) from panel to panel all as specified and directed.The solar modules shall confirm to the latest edition of any of following IEC/Equivalent BIS Standards for PV module design qualification and type approval as per IEC61215 Edition II, IEC 61646, IEC 62804 and IEC 61730-1, 2, IS 14286, additionally the performance of PV modules must be tested and approved by on of the IEC/NABL accredited testing laboratories including Solar Energy Center. In additional the module must confirm to IEC 61730- Part I (A1 + A2 + A11) - requirement for construction& Part II (+A1) - requirements of testing (a) Application Class - A (b) Safety Clause - A (c) Fire Rating Class - C (d) Power Warranty - 10 year warranty on 90% of minimum output and 25 Years warranty on 80% of Minimum output
3The solar modules shall follow the under mention Technical specification and including follow the specification as attached to the schedule :- (a) Output power (Pmax) 540 Wp or above, (b). Module Efficiency: Not less than 90% (c).Number of cells: 72 Nos (d). Maximum System Voltage : 1500 Vdc (e). Application Class - A (f). Fire Class - A (g) Junction Box: IP 67, 1.5 kV 1000 mm length cable as per IEC 60529. (h). Type of PV Cell: Mono Crystalline Silicon (i). Module Glass transmission shall be > 93 % (j). Glass Thickness shall be min 3.2 mm (l). Bypass diode for optimizing PV out to be incorporated in each solar module (m). Module Output: MC Electronic Plug (n). Modules only with Same rating and manufacturer shall be connected. (o). Solar Module must have IV curve Test report in NABL Lab for the specified wattage (p) Design including Civil work such as PCC/RCC foundation/Electrical infrastructure meticulously carried out by contractor as per the required output plant (0.5 MW) and duly vetted from govt approved authority of NIT/IIT and Approval by Garrison Engineer before execution at site. (q) The contractor shall carry out shadow analysis at the site and accordingly design strings and arrays layout considering optimal usage of space, material and labour (r)Each PV module must have RFIO TAG which contain Name of manufacture of PV module & solar cells shall meet DCR norms and made in India, Month and year of manufacturing, I-V curve for module, peak voltage, Im, Vm, FF, Unique serial No, Name of test lab issued IEC. (xix) Performance Warranty : Linear Power warranty for 25 Years with 0.8% - 1% per year and 20% till 25th Year (xx) Both the cells and modules shall be made in India (xxi) Manufactures has to be ALMM (Approved List for Models & Manufacturer) registered
4Note:- (i) Pre despatch inspection shall be carried out by the authorised rep of Accepting officer before final dispatch. If any deviation is found from Schedule "A" specifications shall be rejected. (ii) All Modules shall be delivered at site once the mounting structure are erected and tested. (iii) Cost of miscellaneous component such as termination kits lugs, shine boards, conduits, MC4 for connectors Adopter box and other connected accessories etc shall be deemed to be included in the cost of Modules.
5Data Logger with Online Monitoring Portal all as specified and directed. Standby supply shall be provided by contractor at no cost at the time of synchronizing with existing 11 KV system. Final approval (Technical feasibility report) shall be obtained from HESCOM before starting work on ground. Any other component as required for efficient function of system shall be deemed to be included in the above quoted rates by the Contractor.
6The quoted rate shall also include Design, Supply and install prefabricated roof top solar panel mounting structure made of Hot deep galvanized steel angles/channels/flats including nuts/bolts and washers suitable for wind resistance upto 160 Mph including necessary PCC/RCC foundations of grade Type B1 (1:2:4) using 20 mm graded crushedstone aggregate at suitable points to provide for a stable robust support all as directed at site complete all as specified and directed including designing of Suitable mounting structure for SPV Module and shall be provided as per design criteria considering live load, dead load, wind load and as per condition of roof slabs/ foundation of existing Bldgs etc by a approved structural Engineer and vetted by NIT/IIT and approval by Garrison Engineer before execution at site as per IS 2061-1992, IS 2062/IS 4759/AA 6063T6 complete all as specified and as directed and as given in serial No.1.06 to 1.08.
7a). Structures shall be of flat-plate design using minimum size of C(75 x 40 x 5mm) or L(55 x 55 x 5mm) or I(60x 40x 4mm) sections or higher dimensions for respective sections. b). Each structure with fixed tilt should have a tilt angle as per the site conditions to take maximum insolation which will be approximately equal to the latitude of the location facing true South with a North - South orientation. c). The PV module mounting structure shall have a capacity to withstand a wind velocity of 160 Mph unless specified for dedicated requirements d). The materials used for structures shall be Hot dip Galvanized Mild Steel conformed to IS 2062:1992. e). The minimum thickness of galvanization for hot dip Galvanized Mild Steel should be at least 80 microns as per IS 4759. f). The Bolts, Nuts, fasteners, and clamps used for panel mounting shall be of Stainless-Steel SS Grade. g). Additional Structures/Frames for required for the installation of modules if any need to be provided by the Contractor and cost of same is deemed to be included in the rate quted by the Contractor. h). The structures shall be designed to allow easy replacement of any module, repairing and cleaning of any module. i). The structure shall be designed to withstand operating environmental conditions for a period of minimum 25 years. And shall be free from corrosion while installation. j) Minimum distance between the lower level of PV Module and the ground shall be 0.5m from the ground level. k) The structures should be suitably loaded with reinforced concrete blocks of appropriate weight made out of M25 concrete mixture. l) Photovoltaic must be mounted on a stable, durable structure that can support the array and withstand wind, rain, and other adverse conditions. The modules will be fixed on structures with fixed arrangement. (m) 100% indigenous company.
8Note :- (1) The work involves provision of roof top panels inall maint support group complex (MSG) buildings, contractor should visit the site before quoting the tender. (2) Suitability for Grid Connected System. (3) PV Modules & Solar Cells shall be made in India andmakes and manufacture by India Only. The contractor shall submit all required documents. The panel should be of latest edition. (4) Power Warranty - 10 year warranty on 90% of the design output and 25 years warranty on 80% of the design output as per MNRE ALMM registered. (5) HESCCOM registration fees, all the fees related to commissioning should be borne by the Contractor and there are deemed included in the rate quoted by the Contractor. (6) Work shall be executed as per HESCCOM & CEIG norms. (7) All materials makes shall be approved as per MNRE. (8) Contractor Should have valid TEDA Empanelment Certificate. (9) No drilling is allowed on the roof slabs. Existing structures shall not be damaged,if any damage noticed shall be rectified by contractor without any extra cost as original as directed by Engineer-in-charge. (10) The Contractor shall take all precautionswhile fixing of the solar panel mounting on roof top, so that no leakage / seepage is occured after completion of work. In case of any seepage/leekage found after completion of work the same shall be made good by the Contractor without any extra cost to the department.
9(11) Liaisoning with HESCCOM authority for obtaining any relevant documents/approved of installation solar power plant to Grid from HESCCOM for smooth functioning shall be contractor responsibility and cost in this regard is deemed to be included in the rate quoted by the Contractor. (12) Feasibility clearance from state electricity board: Rate quoted by bidder is inclusive charges for feasibility clearance and Liaison work regarding the plant from starting to commissioning with HESCCOM will be done by the contractor and plant will be taken over after it is fully functional including Installation of Energy Reading meter and certified BY HESCCOM. (13) Standby supply shall be provided by contractor without any extra cost to department at the time of Synchronizing with existing 11 KV system. (14) Technical feasibility report shall be obtained from HESCCOM before starting work in ground. (15) Capacity of Inverter shall be as per design criteria and approved by Garrison engineer. (16) String Inverters only to be use for this project. (17) Solar meter and Bi-directional meter : Supply HT net meter / Bi-directional meter and solar meter to deposit to HESCCOM for testing and calibration thereafter taken back to site for installation. Contractor will not be claim extra cost from department for carried out of above said process. (18) SPV panels and on grid inverter should be in same OEM. (19) The Bidder shall carefully design and accommodate requisite numbers of the modules in each buildings to get the design output as per topography. Also ensure sufficient circulation/movement area on the roof top for the maintenance and cleaning purposeall around. (20) Necessary Parapet Wall may be ensured on each Building for the protection of Men. (21) The rate quoted by the bidder for Solar power plant and mounting structure (Serial item No.1) is inclusive of all provisions mentioned in Serial item No. 1.01 to 1.08.
10Supply and install BIS certified IP 65 rated on grid inverter, natural cooled, suitable for ambient temperature range 0 to 60 deg Celsius, 50/60 Hertz frequency, with anti islanding features, having three phase AC output with inbuilt surge protection devices, Anti reverse power controller, fuse protection, DC/AC switches, LCD display for generating data, Wifi/GPRS data logger, multiple MPPT for optimum generation, wide input voltage range, Built - in meter and data logger to monitor plant performance through external computer shall be provided, efficiency not less than 90% etc for capacity 60KWp as per IEC 62109 and IS 16221, efficiency testing IEC 61683, IEC 60947 as specified and directed by Engineer in charge.

16Supply and fix UV protected XLPO Solar Grade copper Cable of size, PVC insulated 1 Core 4 Sqmm with DC Connectors (male & female) pair MC4, 650 Volts rated as per IEC 60227/IS 694, IC 60502, IS 1554 Part 1&2, IEC 69947 complete all as specified and directed.
17Supply, laying and testing cable XLPE Insulated, screened, PVC bedded, galvanized steel strip or wire armoured, electric power cables (heavy duty) 1100 Volts grade with stranded aluminium conductor of size 120 sq mm 3.5 core and with Consumables like Lugs, Ferrules, Cable Ties, uPVC tape, uPVC saddle, Cable clips, cable route indicator etc all as specified and as directed. 44Supply and erect Steel tubular swaged poles complete with cast iron base plate, finial taper plug, bolts, nuts and screws as specified type 410 SP-55 (11 metres long) complete all as specified and as directed.
45Supply and fix Pin type, porcelain, vitreous, white, brown or green insulator including one galvanised mild steel spindle, two galvanised iron washers and one galvanised iron nut 150mm height, 150mm dia for 11000 volts grade complete all as specified and as directed.
46Material and labour for anti climbing device comprising of 2.24 mm dia galvanised steel 02 - strand barbed wire with 2 mm dia barbs wrapped spirally round poles, to a length of 0.5 to 1 mtr clamped and properly secure or as ordered (clamps measured separately) inclusive two coats of aluminium paint over a coat of red oxide primer complete all as specified and as directed.
47Material and labour for mild steel Cross arms, bracings, supports, clamps and back plates fabricated from structural steel sections including nuts, bolts, washers, welding, bending cold or hot, drilling holes for bolts, in any shape or size as indicated or directed and inclusive of two coats of synthetic enamel paint over a coat of red oxide primer complete all as specified and as directed.
48Material and labour for aluminium conductor, steel reinforced (ACSR) RABBIT drawn/fixed on poles including aluminium binding wire for jumpering etc complete all as specified and as directed.
