Name of Work:Providing assistance to Competent Authority for land acquisition and associated works for the pipeline laying activities in the State of Uttar Pradesh under BKPL Rerouting Project. The bidder shall quote firm prices “Excess(+)/ At Par/ Less(-)” against the rates mentioned in the price schedule provided in BoQ1 sheet as per instructions provided herein after taking into account all the tender terms and conditions and scope of work. In case rates are quoted to more than 2 decimal places then, the amount quoted towards the tender shall be worked out for the rates quoted to first 2 decimal points without rounding off. 3. Only "Bidder Name", "Excess (+) or "At Par" or Less (-)" & "Percentage" are to be filled by the bidder in the designated "Sky Blue cells". For "At Par" selection, the percentage quoted shall be treated as 0.00 and quoted amount at par with estimate. 4. "Excess (+)" or "At Par" or "Less (-)" can be selected from the dropdown menu by clicking on the cell. 5. No changes shall be made by the bidder to S.No., Unit, Quantity.6. In case of any difference in item description/unit/quantity in BOQ, then the item description/quantity/unit given in the tender document shall prevail.7.The rates quoted by the tenderer shall include all cost towards equipment, labour & laboratory back-up, logistics, transport, spares, tools, tackles, consumables, etc., travel and stay arrangements and other incidentals including supply of materials as may be necessary for rendering the services as per detailed specifications in SCC.8. Goods and Services tax as per GST Act 2017 for concerned services has been added to the base price of below mentioned services. If the bidder wishes to quote some other Goods and Services tax rate other than mentioned in the price schedule provided in BoQ1 sheet, they may quote the same in "Annexure 5 - Exceptions and Deviations & Annexure 12 - GST details". Statutory variation on Goods and Services Tax as applicable for the category/service shall be to Owner’s account up to the contractual completion period. 9. Bidders are advised strictly not to alter or change the BOQ format/ contents. Bidders are also advised not to paste any image file or put any additional conditions in the BOQ work sheet. 2Providing assistance to competent authorityofBihar State foracquiring Right ofUse in land as per Petroleum & Mineral Pipelines Act-1962, by engaging Land Acquisition(LA) Personnel for carrying the following summarized list of works: a) To associate with the survey consultant to carry out the survey activities, to demarcate the line of Right of Way, assisting for preparation of Panchanamafor awards towards payment, assessment of compensation, Notification under 3(1) and 6(1) for new plots as well as corrigendum. b) Disbursement of presumptive crop compensation, obtaining & verifying NOC, verification of the Record of Rights of the concerned schedule to be declared for acquisition of Right of User in Land in Bihar, assisting to ascertain the successors to whom the award will be disbursed, to see the details of land schedule and assistance in disbursing the compensation as admissible at the time of opening of ROW, preparation of MIS containing village wise payment details of individual plot owners in respect of land, etc. Confirming the right person to whom the award amount will be disbursed, whose right of enjoyment is/are affected by the pipe laying activities. Demarcation of the case land, ascertain field position of the respective land owners, assistance in jobs relating to the opening of ROW. c) To oversee the notice services, letters, summons, etc. issued from court of the Competent Authority, helping in group activities of jobs required by the Competent Authority. d) Due attendance to the restoration and handing over of acquired ROW. All other related activities required for due discharge of responsibilities of Competent Authority under the Petroleum & Mineral Pipelines Act, 1962 as per Special Conditions of Contract of tender with the directions of Engineer-in-Charge/Site Engineer. The list of activities is indicative but not exhaustive. The personnel shall require carrying out activities as directed from time to time by Competent Authority and/or EIC/Site Engineer. The rates quoted by Contractor shall be including administrative expenses and all costs incurred for the personnel deployed for carrying out their work including their allowances for house rent, medical reimbursements, etc. other than service charges on tour as mentioned in relevant SoR item
3Schedule - I(b) (Fixed) Providing services ofNaib Tehsildar/Kanungo (Highly Skilled Manpower)- 1 (One) No.; (Charges are fixed as per Minimum wage circular dated 01.10.2023) Quantity -1 Personnel x 12 months = 42. The percentage filled in by the bidder shall only change the rates under Schedule II.
4Schedule - I(c) (Fixed) Providing services ofPatwari/Amin/Talati/Lekhpal/Revenue Assistant - 3 (three) Nos.; (Charges are fixed as per Minimum wage circular dated 01.10.2023) Quantity -3 Personnel x 12 months = 36. The percentage filled in by the bidder shall only change the rates under Schedule II.
5Schedule - I (d) (Fixed) Providing services by deployment of personnel to carry out all activities as mentioned in SCC for out of camp/ office at site/Right of Way (Full day is for tour of per person beyond 12 hrs and half day is for tour of per person less than 12 hours but more than 6 hours). The no.of days will be as per actual tour details as certifiedby EIC. (Charges are fixed by IOCL). The percentage filled in by the bidder shall only change the rates under Schedule II.
6Schedule - I (e) (Fixed) Hotel Charges payable for Stay of LA personnel as per SCC. (Charges are fixed by IOCL). The percentage filled in by the bidder shall only change the rates under Schedule II.
7Schedule - II - Service charges - Service charges to the bidder for providing support services as per relevant clauses of tender documents. It also includes extended hours, administrative expenses and all costs incurred for the personnel deployed for carrying out their work including their allowances for house rent, medical reimbursements, etc. other than Daily Allowances and hotel accomodation on tour and contract fee to the workmen as mentioned in relevant SoR items. Service charges is not payable on tour allowances and expenses towards hotel accommodation. The percentage filled in by the bidder shall only change the rates under Schedule II. The net total will be arrived after considering the percentage quoted by the bidder against the rates under Schedule II and the fixed rates mentioned in Schedule I.
