Name of Work: FILLING, STORAGE, LOADING, HOUSEKEEPING & OTHER WAREHOUSING ACTIVITIES AT PTA WAREHOUSE, PANIPAT, HARYANA

1Part-A : Housekeeping and other allied services at PTA Warehouse and Terminal Management Building
2Stores Management:- Receipt & Issue of consumables for Warehouse Operation: This item would involve the receipt and dispatch of consumables as listed below. Receipt of Empty FIBC bags: Supplied in wooden pallet. Unloading from Container by Dock leveller & forklift arrangement. All the pallets to be stored in designated stack inside empty storage area. Checking of all documents, unloading, physical inspection of the bags, segregation of rejected bags & separate stacking of rejected & good bags in bag storage area, handling bags with first in first out (FIFO) concept are the activities under this item. Receipt of Corrugated Roll & PE roll: Checking of all documents, unloading, physical inspection, segregation of visibly rejected stock is part of this item. Inventory management and record keeping also to be done. Receipt of other Consumables: Checking of all documents, unloading, physical inspection, segregation of visibly rejected stock is part of this item. Inventory management and record keeping also to be done. (Items of all natures used within PTA plant shall be covered under this item) Issue of Empty FIBC: On specific Indents received from bag filling area, material is to be issued on FIFO basis.Entire documentation for each transaction is also covered under same item. Checking of 2% bag randomly chosen from the pallet is also covered under the item Issue of Corrugated roll & PE roll Other Consumables: On specific Indents received from bag /bulk filling area and truck preparation section, material /s is to be issued on FIFO basis. Entire documentation for each transaction is also covered under same item. As part of this item, Inventory management and record keeping also to be done. Preparation of Sample: Sample boy shall collect sample pouch from bagging machine area and homogenize the samples. All other equipment to be arranged by contractor. This item includes proper tagging, maintaining record and retention and arrangement of gate pass etc. for sending of composite sample to PR Lab on daily and on need basis for testing as instructed by Officer-In-Charge.Making of composite sample on completed stacks as per instruction IOCL and forward it QC Lab and obtaining QC certificate and maintaining records. One skilled manpower to be provided for above activities. Manpower may be called in G-Shift or from 12 PM to 8 PM.
3Bag Filling at Bagging machine: Hanging and inflation of Empty bag at station 1, Filling at Station-2 & Weight correction in Station-3. This item also includes lining up of valves at machine start-up and changing of vent bags/vent lines during operation. Indenting & necessary arrangement of all consumables from stores to adjacent to bagging machine are to be done on regular basis. Preparation of batch cards and maintaining correct seal numbers in the same would be the responsisibility of contractors Each shift consumable report is to be submitted to IOCL. After filling and weight correction, filled bag to be picked up from conveyor and the bag is to be sealed as per IOCL instruction. The sealing should be such that no moisture/ water can go inside. Every 25th bag or as per instruction of IOCL from each machine to be checked for weighment at avery scale (for SQC) and witness to be done by bagging supervisor. (All consumable like empty bag, security seal tie, batch label shall be supplied by IOCL.) Sample collection from every 50th bag / or as per IOCL instruction from filled bag to sample pouch.(Minimum payment assurance of 20000 MT in a month shall be admissible against this item on every month(qty to be taken in MT)) Avg. per machine per shift manpower requirement would be 3 manpower one reliever for shift. One bagging supervisor to be provided in each shift. Initially till the installation of 4th bagging machine IOCL will run 3 machines and after installation of 4th bagging machine contractor to provide manpower for 4th machine.Bag Filling at Bagging machine: One bagging supervisor to be provided in each shift.
4Preparation of trucks / containers: Preparation is to be as per IOCL guideline. Trucks shall be physically inspected before preparation for any sharp edge, protrusion, dust, moisture, grease or any foreign particle, which can damage any filled bag.For trucks loading with EOT shall have corrugated sheet (to be supplied by corporation) at both the sides and bottom. For Container / truck loading with forklift shall have corrugated sheet at both the sides of the container and at floor PE sheet is to be used. Corrugated sheet and PE sheet will be supplied by IOCL, where as contractor will ensure minimum wastage. Cutting, pasting of corrugated sheet & PE roll using Adhesive Tapecovered under this item is in contractors scope. Contractor shall provide adhesive tape of suitable quality. Two Manpower per shift to be provided.Manpower may be required to work in night shift also as per direction from IOC.
5Bulk Loading: Once truck is placed on weighbridge, weighment of the vehicle for tare weight before connecting the flexible SS hose pipe to the tanker inlet flange ( 3 nos.). Filling operation of tanker would involve lining up of valves in co-ordination with Control Room person & continious monitoring while filling. Stopping filling in case of any deivations.Once tanker is filled confirmation of gross wt. from control room. Disengagement of flexible SS hose pipe. Job includes vehicle to be locked /sealed. Presenlty bulk loading is done at two bulk loading point. Procedure as detailed in SOP to be followed. Two Helpers per shift required. Connection of flexible SS hose pipe to the tanker inlet flange will be done by the contractor manpower only.One operator of Semi Skilled per shift required.

8Warehouse- Stack Zone part of Floor: House keeping of PTA stack area (Total 54 stacks in warehouse, generally 50 % of area is free) including broom cleaning, mopping for maintaining the entire area housekeeping with clinical standards. Item include collection of PTA spill / sweep into bags for suitable disposal by IOC. Warehouse Floor other than Stack zone above: Cleaning with broom and wet mopping of all area within PTA warehouse (excluding Stacking area, Charger area and Bagging area (Covered in item 15. A, C &D of the schedule) once in every shift to maintain the complete area neatly and to clinical standards envisaged and detailed in scope of work One Manpower per shift required for warehouse floor cleaning. One Manpower per shift required for bag cleaning at loading bays.
9Forklift battery charger room & its adjoining area:Battery charger room, Forklift maintenance room, Toilet block near FLT Maintenanace Area, Scrap yard Area etc is also covered under this item. One manpower per shift to be provided. Cleaning to be done with broom, wet mopping, vaccuum cleaners etc. As advised by EIC.
10Bagging machine and adjoining area: Cleaning of the entire equipments of bagging machine including feed hopper, weigh hopper, related structural, conveyors and bagging machine with all associated walk ways, collection of the PTA sweep / spillage near the bagging m/c for clinical levels of housekeeping levels. Approx. Floor area covered under the item is 1000 sq. m. Two manpower per shift.For A, B & C Shift.
11Warehouse - glass window and Drains: Cleaning of windows, glass panels, shutters, walls and drains along the inside and periphery of the warehouse including supply of all necessary tools, cleaning agents etc Warehouse – under side roof (upto 8 M):Cleaning of under Side roof with all mechanical structure attached to it for removal of dust, cobwebs etc for height up to 8m. In case boom lift is provided, complete under roof to be cleaned irrespective of height. Cleansing agent to be used compulsorily for cleaning glass windows.
12FIBC Control room and adjoining area: Cleaning and upkeep of total area including Silos, Area near Silo till wall, control panels, weigh bridge, panels, Air conditioner room, FIBC control room (with Toilet) & Workers Toilet near Control Room one manpower to be provided silos to be cleaned along with angles, stairs, structures etc
13Container yard adjoining area:Broom cleaning of the entire yard area of area approx 45000 sq-m on daily basis. Cleaning/ de-silting of all drains around the periphery to cover each section once in a week is also covered as part of the item. Workers Washroom are to be cleaned daily and included in this item one manpower to be provided per day.
14All roads inside terminal:Road from Gate no- 43 to PTA Gate -1 & pathways are covered under this item for daily broom cleaning and collection of debris etc
15Office Cabins in Warehouse (12 rooms with three toilet blocks) and Loading platform area:Cleaning of the entire 12 cabins associated with Warehouse, toilet block consists of wash room/s, toilet/s, electrical Room and the landing area including broom cleaning, mopping, removal of cobwebs, dusting of furniture etc.Broom cleaning of entire 17 loading platforms / bays are also covered under this item. All Chairs are to be cleaned by a cleaning agent once a week. All Venetian Blinds inside rooms are to be cleaned once a month. All washrooms are to cleaned daily and keep in sanitised condition
16S&D building,DRR& adjoining area:Cleaning of entire S&D cum security block with toilet, Drivers rest room (choupal), Security cabin, car / Scooter / cycle parking shed, including broom cleaning, mopping, removal of cobwebs, dusting of furniture etc. All chairs are to be cleaned once a week. All Curtains are to be washed once a month. Upkeep of surrounding area including parking is included in this item. All washrooms are to cleaned daily and keep in sanitised condition Two manpower per day-One for S&D and security, One for DRR area All window glasses to be cleaned with cleansing agent everyday. Chairs and tables to be cleaned with cleansing agent everyday
17Administrative building and its surrounding area: Cleaning including broom sweeping, mopping, removal of cobwebs, dusting of furniture etc. of the entire administrative block, pathways, Parking & roads. All chairs are to be cleaned once a week. All Curtains are to be washed once a month. Upkeep of surrounding area including parking is included in this item. All washrooms are to cleaned daily and keep in sanitised condition One manpower per day Chairs and tables to be cleaned with cleansing agent everyday.
18Canteen building: Cleaning including broom sweeping, mopping, removal of cobwebs, dusting of furniture etc. of the entire canteen block, pathways, & roads.Thorough Cleaning including detergent washing of entire floors of dining area and kitchen once in a week also is included as part of the item. All Chairs, curtains have to be cleaned once a week. All Washrooms are to be sanitically cleaned everyday. One manpower per day Washrooms to be celaned everday with Harpic or toilet cleansing agent. All peeled off garbage from food items, rotten vegatables etc. to be disposed off as per directions of IOC.
19Office Support
20FIBC Control Room:Assistance for monitoring silo control room round the clock.Item include hourly reading of silos, opening and closing of slide valves as directed by shift officers, monitoring of Fire alarm system, operating of FIBC packing units and other abnormality in the control room. One highly skilled manpower per shift. Vendor to ensure 24 hour manpower availability in control room i.e in A, B & C Shifts (Also manpower deployed must have the qualification criteria of diploma in electronics/instrumentation and experience of minimum 3 years in plant instrumentation )
21S&D Activitities (Road) Providing the services of entry challan, filing, punching and issuance of ST-38 form for road movement in each shift, E Way Bill, another other office works (RAIL): Providing the services of entry of outbound deliveries, filling, punching and issuance of ST-38 for rail movement in each shift (EXPORT): Providing the services of sorting and assistance in export documentation including collation of documents, documents entry in registers, filing of returns, etc. Three semi skilled manpower in shifts-In A, B & general shifts
22FINANCE OFFICE SUPPORT 1) Providing the services of sorting & assistance in handling the paper and other documents, entry in register. 2) Providing services related to collection of documents from S&D for preparation of LC documents, preparation of LC control sheet, preparation of excise documents/statements related to EOU units, Service Tax, CENVAT, VAT input credit return and filing of documents, preparing MIS. Providing the services of sorting, filing & assistance in handling the paper and other documents, entry in register etc. 3) Maintaining documentation in record rooms for PTA WH Office & Admin Building One Semi skilled man power is required.
23Local Courier: Providing the services of runner boy on scooter for outdoor jobs with local offices, post offices, customs & excise, telephone authority, Service may be required more than once in a day. This service may also be covered for visiting IOCL offices within NCR on request and also visiting statutory offices within Panipat, Karnal & Chandigarh One Un skilled manpower to be provided.
24Gardening and landscaping: Maintaining, watering and providing fertilizer manures, pesticides for existing lawns and parks developed around the entire PTA plant. Item includes providing suitable sprinkler system, lawn movers and power trimmers for upkeep of entire lawns, hedges, shrubs, trees, potted plants. Two Un-skilledHelper per day New plantations as per seeds/saplings given by IOC.
25Site Incharge : (One Highly skilled category) is required to be provided for supervising overall actvities, cleaning activities, Manpower utilitiy and man power handling. To reamin present at site on daily basis.
26Pantry PTA: For pantry activities at PTA building. One Un skilled manpower to be provided.
27Pantry TMB: For pantry activities at TMB building. One Un skilled manpower to be provided.
