5Notes for item (1.01 & 1.02) (a) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES. (b)It would be possible to run the meter in both prepaid and postpaid meter. (c)The meters would carry 5 year warranty. (d)The meter should be suitable/run/operate with all approved software. (e)OEM will share meter authentication & encryption passwords for integration with third party software.
6DCU (Data concentrator unit) required as per designin case of RF communication shall have following features:-(a) IP-67 protection. (b) Capability to communicate at least 200 meter of different make. (c) DCU would support data transfer via cellular, RF&OFC. In case of cellular communication, it would support dynamic IP sim from any telecom service provider depending on network strength (Min 4G and fall back to 2G). (d) DCU would be able to communicate to the nearest meters directly and to farther meters it would communicate through other meters via mesh networkthrough all possible path. (e) DCU shall have ability to communicate with meters of more than one make. (f) It should be able to pull data at configurable frequency/on demand from the meters of different makes and and shall be able to give command to particular meter as per direction received from HES/MDMS. (g) Contractor/Company rep will tune the DCU in such a way it would be able to communicate with the meters of different make.
7One lot of HES (Head end system) as per design shall be capable for meter data Acquistion at user selectable period, maintain time synchronism with smart energy/water meter and maintain communication device status and will provide visual interface to view the data/events with following features.
8(a) Remote smart meter data reading at configurable intervals (upto 6000 meter) (b) Acquision of meter data on demand. (c) Two way communication with meter/DCU/MDMS. (d) Command for connect and disconnect the smart meter. (e) Audit report and event alarm logging (f) Encryption of data for source communication. (g) Maintain time syn. with DCU/meter. (h) Store raw data for duration of one week. (j) Setting of smart meter configurable parameter. (k) Communication device status and history. (l) Critical and non critical meter event like temper/power failure etc. (m) Supply of vending station desktop with configuration of i5 processor 8GB RAM, 1TB Hard disk, 19’’ monitor, wirelss keyboard, mouse and connected items. 9One lot of MDMS (Meter Data Management System) as per design An MDMS is an automated system that collects data from various devices and processes the information which then links to the other applications of the Utility. 10Asset Management (a) Meter location (apartment, shop, industry/address etc). (b) Consumer information (Name, Acc, ID etc.) (c) Meter Details, (Meter No, 1 phase/3phase, with or without relay etc.) (d) Meter configuration (Demand integration period, Load profile capture period etc.) (e) GIS information ( connection, feeder/transformer/pole etc._)
11Meter Data (a) Accept Meter data from HES process, store of 6000 meter at least for 6 month and analyze. (b) Schedule and on-demand meter reads and pinging of meter. (c) Storage of all collected meter events and alarm. (storing of 5 years data or more via archiving. (d) Provide complete history and audit trail for all data for 30 days (configurable period). (e) Handle net metering/meters at same premises. (f) Manage at a minimum 15 minute interval data.
12Data Validation, Estimation, and Editing (VEE) (a) Registered Read Data: Daily billing cycle, as well as derived billing determinants like TOU. (b) Interval Data : Variable intervals and variable units of measure. (c) Calculated Data : Derived or computed such as determinants billing and aggregated loads. (d) Event data : Event and alarm data from meters, network equipment, and MDMS itself.

18Integration of meter, DCU, HES and MDMS system to have desirable prepaid/postpaid operation of meter and facility to integrate the meter coming in future alongwith DCU (if applicable) and HES.
19Note-1 Cyber Audit. Audit of software for Smart Meters will be done by CERT-India empaneled firm/CERT Auditor of Armed Forces. The cost of the audit will be borne by the contractor.
20Note-2 Cyber Security. The following guidelines/strategies shall be taken care of by the AMISP/Contractor for making the entire AMI system including the service provider immune to Cyber Attacks:- (a) All the hardware, OS and application software shall be hardened. (b) Application, scanning and hardware scanning tools shall be provided to identityvulnerability & security threats. (c) Data shall be encrypted at system/device/technology level. (d) While procuring cyber security items testing must be done and the system must besecure by design. (e) Residual information risk shall be calculated by Contractor and same shall be submittedfor perusal of cyber audit teams. (f) Penetration & vulnerability assessment test from certified auditors during FieldAcceptance Test (FAT) Site Acceptance Test (SAT) & Operations and Maintenance period.
21(a) Provision for comprehensive operation of AMI System including periodic charges of telecom operator (like network charge, wifi charges & internet charges) of all comumunication system (including material) and smart meter billing from the date of completion till the period of defect liability i.e. 2 years. (b) Comprehensive operations of AMI System after defect liability per year period which includes, telecom operator charges (like network charge, wifi charges & internet charges) of all comumunication system (including material). Smart Meter Billing (upto 6000 meter other than module in meter) for the period of 8 year. Note. In case of fire and defect in meter and its Communication Module Department will provide the meter with all necessary requirement to integrate in the existing system will be the responsibility of service provide to integrate the same.
22Material and labour for concealed sub main wiring with two single core FRLSH PVC insulated unsheathed copper conductor cable 6 sqmm drawn in and including rigid non metallic PVC medium grade 25 mm dia concealed conduit with accessories on wall or ceiling with one additional PVC insulated, stranded copper conductor FRLSH of 6 sqmm, green colour for earth continuity conductor including taking down old unserviceable sub main wiring and making good the disturbed surface for connection of meter from DB complete all as specified and directed. NOTE :- 3 run of cable and 1 run of conduit shall be measured as 1 unit. (ii)The quoted rates shall be deemed to be inclusive for cutting chases in wall/pillars/columns etc. of any description for concealing the conduits to required depth & making good the disturbed surface in cement mortar 1:4 including finishing the surface to match with the existing surface. The portion of sub main wiring at ceiling shall be in surface conduit of suitable size fixed on ceiling surface with using necessary accessories/fittings.

24Supply and install air conditioner hi wall split units indoor/outdoor complete with cordless remote control unit and with in built air ionizer and Plasma filter for better indoor air quality with minimum 5 star rating and EER 3.2 of 1.5 TR Capacity for fixing in existing room for maintaining the temperature of server room all as specified and as directed.
25M&L for suitable size of single phase polycarbonate meter box for fixing of new prepaid meter alongwith all fixing accessories including fixing the box in wall front opening door alongwith locking system all as specified and as directed.
26M&L for suitable size of three phase polycarbonate meter box for fixing of new prepaid meter alongwith all fixing accessories including fixing the box in wall front opening door alongwith locking system all as specified and as directed.
27Note for item No 1 Certain DO’s & Don’t’s have to be strictly implemented to ensure privacy & Security of consumers:-
28DO’s (a) User ID must not reveal identity and locations. (b) User ID to be kept in confidentiality by Competent Authority maintaining the overall system. (c) Any breach of information from server/cloud should immediately be reported to Local Military Authority. (d) Sys logs by installing SIEM log collectors should be in place to maintain records. (e) Regular change of passwords in imperative system driven periodic change of passwords to be ab-initio built into the applications.
29Don’ts (a) No personal identifiable information (PIIs) be used in the system. (b) Tampering of meter. (c) Disclosure of information of consumer to anybody other than the consumer. (d) Access to servers by only authorized person.
