1Design, supply, installation, testing, and commissioning of Solar PV modules to meet the cumulative rated capacity of 100 KWp Ongrid STC (std test conditions). Modules should be ofsilicon Poly Crystalline type with 72 cells and minimum rating of 335 Wp with positive tolerance, Module efficiency >16.0%, fill factor>0.7, module should be free of PID, module connector suitable for MC4/Bizlink and jucntion box with minmimum IP 67 rating, Module shall be suitable for operation from -20°C to +60°C ambient temperature, Modules will be combined to make array & string of panels to maximize power output along with supply and installation of necessary accessories like fuses, array/string junction box etc., Modules should be certified forrelevant dust standards (Applicable standard IEC 60068 -2-68). Modules shall be deployed with RF ID tag inside lamination as per MNRE guidelines. Guranteed electrical degradation of power generation not exceeding 20% of the minimum rated power over the 25 year period and not more than 10% after ten years period of the full rated original output. Warranty against manufacturing defect, raw material, workmanship, inspection and testing procedures shall be 5 years from the date of commissioning. Modules shall be certified as per IEC 61215-Edition -II, IEC 61646 and IEC 61730-1 & 2 and other applicable IEC/IS standards.Make : Waree/ Tata/ Vikram/Wolt/AMV/Premier solar of MNRE approved makes. Note:-(a) MS frame to support solar modules to be measured separately. (b) The rate quoted by the contractor deemed to be included for one year AMC with one electrician. Note: RFID shall be mandatorily placed inside the module laminate.
2(c) PV MODULES: (i) The PV modules must conform to the latest edition ofIEC / equivalent BIS (ii) Standards for PV module design qualification and type approval: (iii) Crystalline Silicon Terrestrial PV Modules : IEC 61215 / IS14286 (iv) Thin Film Terrestrial PV Modules : IEC 61646 / Equivalent IS (if available as on last date of receipt of tender) (v) Concentrator PV Modules & Assemblies : IEC 62108 (v) In addition, the modules must conform to IEC 61730 Part 1-requirements for construction & Part 2 - requirements for testing, for safety qualification or Equivalent IS (if available as on last date of receipt of tender) (d) IDENTIFICATION AND TRACEABILITY Each PV module must use a RF identification tag (RFID), which must contain the following information:- (i) Name of the manufacturer of PV Module (ii) Name of the Manufacturer of Solar cells (iii) Month and year of the manufacturer (separately for solar cells and module) (iv) Country of origin (separately for solar cells and module, Made in India Only) (v) I-V curve for the module (vi) Peak Wattage, Im, Vm and FF for the module (vii) Unique Serial No and Model No of the module (viii) Date and year of obtaining IEC PV module qualification certificate (ix) Name of the test lab issuing IEC certificate (x) Other relevant information on traceability of solar cells and module as per ISO 9000 series.
3(e) BALANCE OF SYSTEM (BOS) ITEMS/ COMPONENTS: The BOS items / components of the SPV power plants/ systems deployed under this project must confirm to the latest edition of IEC or equivalent BIS Standards/ MNRE specifications / as specified at Para 2.1 of MINIMAL TECHNICAL REQUIREMENTS / STANDARDS FOR SPV SYSTEMS / PLANTS TO BE DEPLOYED DURING this F.Y UNDER THE PROGRAMMES OF MINISTRY OF NEW AND RENEWABLE ENERGY available on MNRE website. (f) AUTHORIZED TESTING LABORATORIES/ CENTRES Test certificates / reports for the BoS items/ components can be from any of the NABL/ IEC Accredited Testing Laboratories or MNRE approved test centres. The list of MNRE approved test centers may be reviewed and updated from time to time. The list as applicable as on last date of receipt of tender shall be treated as applicable for this tender. (g) SPECIFICATIONS : (i) Silicon Poly Crystalline SPV cells shall be used in the Solar Photovoltaic module. PV panels should be ofany of the make :Made in India only, MNRE approved. The make proposed by the contractor partner shall be got approved from GE.The Department reservethe right of making independent inquiry with MNRE, SECI and NICE as regard appraisal of the proposed make and in case of any adverse observation/ reservation on the proposed make from any one of the make shall not be allowed. (ii) The module efficiency shall be more than 16% at standard test condition and the cell should have minimum fill factor of 0.7.It shall be made of high transmittivity glass & front surface shall give high encapsulation gain. (iii) All materials used shall have a proven history of reliability and stable operation in external applications. It shall perform satisfactorily in relative humidity up to 100% with temperatures between -40° C and +85° C and shall withstand gust up to 150 km/h on the surface of the panel. Each and every SPV module shall be checked for conformity with relevant standard and no negative tolerance shall be accepted.
4(h) General requirements for PV module: (i) Module shall be made up of mono or poly crystalline silicon cells and shall be arranged as per contractor"s own design. (ii) The interconnected cells shall be laminated in vacuum to withstand adverse environmental conditions (iii) The minimum clearance between the lower edge of the modules and the developed ground level shall be 300 mm. (iv) Surge arresting device to be provided at junction box, if provided,and module shall be provided with bypass diode. (v) The bidder shall carefully design & accommodate requisite numbers of the modules in the available area to achieve the rated power in his bid. (vi) The bidder shall provide the sample solar PV module electrical characteristics including current-voltage (I-V) performance curves and temperature coefficients of power, voltage and current. (vii) The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by-pass diode. The box shall have hinged, weather proof lid with captive screws and cable gland entry points or may be of sealed type and IP65 rated. Note: . After completion the contractor must engage a third party MNRE approved consultant for final testing and third party inspection of executed work.The consultant shall certify that the work has been executed in accordance with vetted and approved design.The contractor shall propose a panel of three consultants for this purpose. The final decision on the consultant to be engaged shall be taken by accepting officer. All cost and charges for engagement of consultant shall be born by the contractor. Department will give completion of the work to the contractor only on the basis of completion reports submitted by the third party consultant engaged by the contractor
5Design, Supply, installation, testing and commissioning of solar grid tied 3 phase inverter outdoor type with minimum IP 65 rating, dust tight sealed enclosure with 20 KW AC output at 50°C ambient temperature. cumulative capacity of all inverters shall not be less than 100 KW. In case some other roofs are proposed, contractor will choose the capacity of inverter as per site requirement and direction by Engr-in-Charge. Minimum European efficiency of the inverter shall be 97% load as per IEC 61683 standard for measuring efficiency. Maximum DC input voltage shall not be less than 1000 V and inverter supplied shall have upto 10% additional DC input capacity. (Array to Inverter Ratio 1:1), 3 phase AC Nominal Output voltage 400 V + 20 % (320 -480) , Frequency 50Hz (±10% range), PF at rated output capacity: 1 (with range from 0.8 lag to 0.8 lead), Total ITHD: < 3%, Operating temperature range : - 20°C to + 60°C. All inverters should consist of associated control, protection and data logging devices and remote monitoring hardware and compatible with software used for string level monitoring all as specified and as directed. Other important features/ protection required in the inverter are as under:- (i) Automatic morning wake-up and nightly shutdown. (ii) Mains (Grid ) over-under voltage and frequency protection. (iii) Included authentic tracking of the solar arrays maximum power operation voltage (MPPT). (iv) Array ground fault detection. (v) LCD and Piezoelectric keypad operator interface Menu driven. (vi) Automatic fault condtions reset for all parameter like voltage, frequency and /or black out. (vii) Provision for input and output isolation. Make : Delta/Schneider/KAKO/SMA

7Supply, design and fabricate fixed tilt module mounting structure hot dipped galvanised mild steel with coating not less than 80 microns and suitable to withstand wind speed upto 130km/hour and electrolytically compatible channels, bracing purlins of any size, electromagnetic washers, nuts, bolts including cutting, drilling etc.The design should be as per IS code and suitable for the wind speed(as per Wind Zone with correction of wind load at solar panel instalation height) , sun light and climatic condition of the plant location. Module Ground Clearance shall be 250mm ± 100mm. The design life should be more than 25 years and minimum yeild strength ofsteel should be minimum 345 MPA and connecting plates yield strength shall be >250 MPA. Properties of RHS will conform to IS 4923:1997. HDG Fasteners of 4.6 grade and 8.8 grade for Structure. The structure should be suitable for easy removing and refixing/replacing of PV modules of the Solar Plant of cap 100KW complete all as specified and directed by Engr-in-Charge..
8Supply, fixing, testing and commissioning MCCB box made up of powder coated CRCA with dust, water and vermin proof arrangement cubical type suitable for operation of three phase including 20KW, 63A, 10 KA MCCB and surge protection device type - II category and shall be CPRI approved complete all as specified and directed.
9Supply, fixing, testing and commissioning MCCB box made up of powder coated CRCA with dust, water and vermin proof arrangement cubical type suitable for operation of three phase including 30KW, 63A, 10 KA MCCB and surge protection device type - II category and shall be CPRI approved complete all as specified and directed.
10Supply, installation, testing and commissioning of ACDB ( AC Distribution board) panel made up of powder coated CRCA with dust , water and vermin proof arrangement cubical type suitable for operation of three phase/ single phase including 2 x 20 KW and 2x30 KW input and 100 KW-01 output (inputs shall be equal to number of inverters) with multi function meter and surge protection device type-II category conforming to IEC 60947, part-I, II and III complete all as specified and directed. Make : DELTA/HAVELLS /L&T/SCHEIDER/POLYCAB.
11Supply, fixing, testing and commisioning of Solar DC Copper Cable 4mm²single core XLPE, UV Resistant complete & sheathed 1100V AC/1800V DC and including suitable size heavy dutyPVC Conduit/ tray and fixing with clamps,lugs etc. complete all as specified in Particular Specification and directed by Engineer-in-Charge. Make: Polycab/Havells/Plaza or equivalent in performance of makes as specified in PS.
12Supply and installation of branch, MC4 Male/Female connectors set compatible with module connectors with min of IP66 rating and design with suitable lugs for 4 Sqmm Cable complete all as specified and directed. Make :Bizlink / Elcom / Amphen/Amphenol/ MC/EMEX.
13Supplying, laying, jointing and testing LT underground cable, heavy duty, 1100 Volts, XLPE insulated and sheathed, armoured with multi-stranded aluminium conductor cable of X- sectional Area 35 sqmm, 3.5 core, laid in trenches/ducts or fixed to poles/walls or laid under roads/paths/drains/culverts duly encased in galvanised steel pipe of suitable sizes wherever required complete all as specified and directed. Make : Polycab/Plaza /Havells or equivalent in performance of makes as specified in PS Note : Excavation & earth work, sand cushioning, brick for cable protection andGI pipe shall be measured & paid for seperately.
14Supplying, laying, jointing and testing LT cable fixed on wall from inverter to MCCb box, copper flexible, 1100 volts, XLPE insulated and sheathed, X -sectional area 16 Sqmm, 4 core complete all as specified and directed. Make : Polycab/Plaza /Havells or equivalent in performance of makes as specified in PS Note : Excavation & earth work, sand cushioning, brick for cable protection andGI pipe shall be measured & paid for seperately.
15Supplying, laying, jointing and testing LT underground cable, heavy duty, 1100 Volts, XLPE insulated and sheathed, armoured with multi-stranded aluminium conductor cable of X- sectional Area 95 sqmm, 3.5 core, laid in trenches/ducts or fixed to poles/walls or laid under roads/paths/drains/culverts duly encased in galvanised steel pipe of suitable sizes complete all as specified and directed of whereever required. Make : Polycab/Plaza /Havells or equivalent in performance of makes as specified in PS Note : Excavation & earth work, sand cushioning, brick for cable protection andGI pipe shall be measured & paid for seperately.
16Design, Supply, install, laying of PVC conduits, lugs, nails, cable ties, termination etc., testing and commissioning of cablefrom panel toinverters to AC panels as per design, UV resistant 1.1 kV rated, PVC/XLPE insultaion confirming to IEC and IS standards. Temperature range -40 to +120 C.Make : Apar / Siechem / Polycab /Lapp / Leoni / Topp.
17Supply,Installation,Testing and commisioning of ESE Type Lightening Arrestor of minimum R100 with accessories complete all as specified in particular specification and all as directed by Engineer-in-Charge. Make-OBO/BHEL/GEC-ELPRO/OBLUM/JMV/TRUE POWER.
18Supply & fixing of Weather monitoring system, suitable for monitoring arrangement through internet connection.System and should be consisting of following:-1. PYRANOMETER , 2. TEMPERATURE SENSORS, 3.ANEMOMETER Make:- KIPP ZONEN/ABB/Delta.

23Material and Labour Sub class ‘B’ old sizewell burnt bricks, laid flat in trenches as protection to cable complete all as specified and as directed.
24Material and labour Earth continuity conductor or main earthing lead fixed to wall on batten or recess or chases or buried in ground or drawn in conduit/pipe or fixed to poles or any other indicated situation for loop earthing etc using aluminium Strip 20x3mm for Earthing complete all as specified.
