( 5 ) Tangedco Registration Fees, All The Fees Related To Commissioning Should Be Borne By The Contractor. ( 6 ) Work Shall Be Executed As Per Tangedco & Ceig Norms. ( 7 ) All Materials Makes Shall Be Approved As Per Mnre, Tangedco. ( 8 ) Contractor Should Have Valid Teda Empanelment Cerificate. ( 9 ) No Drilling Is Allowed On The Roof Slabs. Existing Structures Shall Not Be Damaged, If Any Damage Shall Be Rectified By Contractor Without Any Extra Cost As Orginal As Directed By Engineer-In-Charge. ( 10 ) Each Pv Module Must Have Rfio Tag Wich Contain Name Of Manufacture Of Pv Module, Solar Cells& Month And Year Of Manufacturing, I-V Curve For Module, Peak Voltage, Im , Vm, Ff, Unique Serial No, Name Of Test Lab Issued Iec. ( 11 ) Liaisoning With Tangedco Authority For Obtaining Any Relevent Documents / Approved Of Installation Solar Power Plant To Grid From Tangedco For Smooth Functioning Shall Be Contractor Responsibility. ( 12 ) Feasiblity Clearence From State Electricity Board: Rate Quoted By Bidder Is Inclusive Charges For Feasbility Clearense And Liaison Work Regarding The Plant From Starting To Commissioning With Tangedco Will Be Done By The Contractor And Plant Will Be Taken Over After It Is Fully Functional Inculding Installation Of Energy Reading Meterand Certificed By Tangedco. ( 13 ) Standby Supply Shall Be Provided By Contractor Without Any Extra Cost To Department At The Time Of Synchronizing With Existing 11 Kv Sytem. ( 14 ) Technical Feasiblity Report Shall Be Obtained From Tangedco Before Starting Work In Ground. ( 15 ) Capacity Of Invertor Shall Be As Per Design Creteria And Approved By Garrison Engineer. ( 16 ) String Inverters Only To Be Use For This Project. ( 17 ) Solar Meter And Bi-Directional Meter : Supply Ht Net Meter / Bi-Directional Meter And Solar Meter To Deposit To Tangedco For Testing And Caliberation Thereafter Taken Back To Site For Instalation. Contractor Will Not Be Claim Extra Cost From Department For Carried Out Of Above Said Process. ( 18 ) Spv Panels And On Grid Inverter Should Be In Same Oem. ( 19 ) The Bidder Shall Carefully Desgin And Accommodate Requisite Numbers Of The Moudules In Each Buildings To Get The Design Output As Per Topography. Also Ensure Sufficient Circulation / Movement Area On The Roof Top For The Maintenance And Cleaning Purposeall Arround. ( 20 ) Neccessary Parafet Wall May Be Ensured O Each Building Gor The Proctection Of Men ( 21 ) Contractor Shall Maintain The Solar Plant By Employing 2 Well Experianced Technician In Handling Spv For 24 Hrs Upto 2 Years From The Date Of Completion Of Work . The Necessary Labour Wages Etc And Included In Quoted Rate. 5 Inspection Of Tangedco Electrical Inspector: Rate Quoted By Bidder Is Inclusive Electrical Inspectorates Inspection Charges To State Electricity Department By Sr Electrical Inspector. Contractor Is Bound To Arrange All The Documents / Inspection Reports / Test Sheets In Prescribed Format By Tangedco On Their Official Website & Pay Charges For Inspection After Successfully Installation Of The Solar Power Generation Systems. No Extra Payment Will Be Made In This Effects.Note : After Successfully Installation Of System, Contractor Will Submit Inspection Reports Duly Signed By Chief Electrical Inspector Of Tangedco To Mes For Buyback Agreement With Tangedco. If The Power Will Not Generated At A Correct Level / Limit , A Penalty Will Be Charged Against Contractor As Decided By Accepting Officer 6 General Notes : The Items Of Work Mentioned In Item Above Of This Schedule Shall Be Executed As Per Following:- ( A ) The Above Item Shall Be Quoted And Executed On Roof Top Based On Contractor’S Own Design On Performance Guarantee Basis. The Performance Guarantee Is Related To Achieving The 1 Mwp Generation With Specified Efficiency And Efficacies. The Contractor Shall Also Be Responsible For Desired Operational Efficiency And Desired Efficacies Of The System During Its Life Cycle Of Minimum 25 Years. ( B ) The Design Shall Be Got Vetted From Any One Of The Following Agencies ( Approved Agencies ) :- ( I ) National Institute Of Solar Energy ( Nise ) . ( Ii ) Sardar Swarn Singh National Institute Of Renewable Energy ( Iii ) Solar Energy Corporation Of India ( Seci ) . ( Iv ) The Indian Renewable Energy Development Agency ( C ) The Successful Contractor Shall Submit The Following Document Duly Vetted By Any One Of The Approved Agency, Within Four Weeks Of Placement Of Work Order For Approval Of Accepting Officer. ( I ) Design Calculations : The Tenderer Should Work Out Design Based On The Conditions Prevalent At Air Force Station Trivandrum Ground Situation And Site Conditions As Existing. ( Ii ) This Shall Be Self Contained And Self Explanatory Representation Of Layout Of Equipments And Sub-System. The Dimensioned Drawing Of The Site Of Work Clearly Marked With All Subsystems Components Etc Shall Be Submitted. ( Iii ) Schematic Diagram Of The Electrical System: This Shall Contain Specifications, Sizes, Current, Voltage And Fault Levels Rating Of All Cables, Switch Gears And Instrumentation & Control Systems And All Metering And Interlocking Etc. ( Iv ) The Installed Capacity Of Pv Panels Shall Be 10% More Than The Planned Capacity Keeping View Of Losses. ( V ) All The Documents / Technical Details Mentioned Above Duly Vetted As Specified Above Shall Be Approved By Accepting Officer Before Placing Final Order. The Ge May Approve The Document With Concurrence Of Accepting Officer As Submitted By Contractor Or May Suggest Modification / Alteration In Documents / Technical Specifications Duly Supported With Reasons For The Same. The Work Shall Be Executed Based On The Approval. ( Vi ) The Design Drawings And Other Technical Details Submitted By The Successful Contractor, Along With All Calculations, Drawings, Technical Write Ups Etc Shall Become Department Property. Department May Use These Subsequently As Deemed Necessary. The Contractor Shall Have No Claim On These Document And Their Subsequent Use By The Department. ( D ) During Execution The Contractor Must Engage Experienced Engineer In The Same Field For Supervision, Monitoring And Execution. The Contractorshall Certify That Execution Of The Work Has Been Done Satisfactorily.The Contractor Shall Certify That The Work Has Been Executed In Accordance With Vetted And Approved Design. All Cost And Charges For Engagement Of Consultant Shall Be Born By The Contractor. ( E ) Department Will Give Completion Of The Work To The Contractor Only On The Basis Of Basis Of Completion Report Submitted By The Consultant Engaged By The Contractor For Design. ( F ) After Execution Of Project The Contractors Will Verify Generation Of Electricity As Per Vetted Design In The Pvsyst / Pvsol Report Submitted And Connection Of The Same With Existing Power Supply Network. ( G ) The Contractor Shall Ensure Suitable Arrangement For Solar Pv Panels. 7 Design , Supply , Install Testing And Commissioning Of Data Logger With Online Monitoring Portal All As Specified And Directed With The Following Features:-.A ) Solar Irradiance: A Pyranometer / Solar Cell-Based Irradiation Sensor ( Along With Calibration Certificate ) Shall Be Provided, With The Sensor Mounted In The Plane Of The Array.B ) Temperature: Integrated Temp, Sensors For Measuring The Module Surface Temp., Inverter Inside Enclosure Temp, And Ambient Temp To Be Provided Complete With Readouts Integrated With The Data Logging System. ( E ) Contractor Shall Install One Pc ( Latest Configurations ) With Printer And Other Requireed Accessories To Monitor Real Time Solar Data At A Designated Place As Directed By Ge. 8 Design , Supply, Install , Testing And Commisioning Bis Cerified And Bis Approved Ip65 Rated On Grid Inverter Suitable Output For 1 Mw, Natural Cooled, Suitable For Ambient Temperature Range 0 To 60 Deg Celsius, 50 / 60 Hertz Frequency, With Anti Islanding Features, Havingthree Phase Ac Output With Inbuilt Surge Protection Devices, Anti Reverse Power Controller, Fuse Protection, Dc / Ac Switches, Lcd Display For Generating Data, Wifi / Gprs Data Logger, Multiple Mppt For Optimum Generation, Wide Input Voltage Range All As Specified And Directed By Engineer In Charge.Note:- The On Grid Inverter Minimum Qty Of 05 Nos Or Morethan Is Considered In Quoted Rate As Per Design. 9 Minimum Requirement And Specification For On Grid Inverter:- ( A ) For Initializing The Inverters From The Sleep Mode, It Is Important That There Is Sufficient Sunlight And That The Utility Grid Is Available. Sufficient Sunlight In The Morning Is Needed To Provide Adequate Power To The Inverter So That It Could Start Up From The Over Night Sleep Mode. Availability Of The Grid Is Required To The Inverter As It Has Been Programmed To A Logic And A Pre-Set Window Of Grid Voltage And Frequency. If The Available Grid Has All These Qualities For Which The Inverter Is Designed, It Would Initialize The Main Out Put Contactor And Couple With The Grid And Start Evacuating The Power To The Grid It Is Coupled With. In Case The Grid Fails Due To Any Reason, The Inverter Should Come To Idle Mode Till The Grid Comes Back Again.
