| 4 | Supply of long range gateway with 01 KM dia RF coverage arrangement of SIM cards or internet to enable reliable medium for two-way communication between RF based Smart Meters & HES of Make: Elmeasure LORAGW / Secure/ L&T with following features:-(a) The data acquisition (Push/Pull) frequency shall be configurable in events such as tamper, power off etc to HES immediately on occurrence/receipt from meters.(b) It shall have provision for the cellular, WiFi and Ethernet communication for the backhaul to HES. (c) It shall be capable to handle data of minimum 1000 Nos. of any type of smart meter (1 phase/ 3 phase). (d) It shall be able to communicate with the nearest meters at a distance of at least 500 m and able to established through appropriate mesh formation depending on topographical features and RF Mesh shall support self-forming and self-healing features.(e) The equipment shall be weather proof and dust proof (minimum rating IP-54 for indoor and IP-65 for outdoor installation). (f) It shall have rechargeable battery with backup for one hour for normal meter reading, to push tamper event, carry out on demand reading, etc. |

| 7 | Supply, installation, testing & commissioning of Cloud-Hosted multi-user web-based software with 2-years defect-liability period with following features and modules:(a) Head End System (HES) to acquire meter data automatically from DCUs and monitor parameters acquired from meters.(b) Meter data management Modules: Meter data management module shall collect the data from the concentrator and make the data available to the billing system also capture & provide the following data:-(c) 30 min instantaneous data from all the meters for seven parameters - cumulative energy, Power, current, Voltage, Power factor and frequency. (b) Monthly and quarterly billing survey data for cumulative energy and max demand.(d) Billing Module: The billing module shall collect the data from the meter data management module, calculate billing determinant and make energy data / billing data available to admin & end user. There shall be provision for entry of change in the tariff structure by MES staff as decided time to time.(e) Occupation and Vacation module: The system shall support occupation/vacation based on the unit categories.(f) Website: There shall be a dedicated website for AGE/GE and BSO team to view all the data and information along with customer portal for use of customer. The designated users in MES shall have the admin access to the application. The MES Staff shall also have the access to the key information on mobile App (Android and iOS based) for admin use.(g) Customer Module: The system shall include a customer portal for the resident/occupants to log in and view their own energy/billing data and recharge facility. There shall be consumer App (Android and iOS based) also to log in and view their own energy/billing data and recharge facility.(h) Communication Module: The system shall provide communication of energy data and bills via print, email and SMS.(j) Meter Master Data: The system shall support meter data repository and support meter replacement process.(k) Excel Export: The system shall support export of metering and billing data in excel and pdf format. |
| 8 | Item No. 7 condt......(l) Energy Accounting module : The system shall include features of energy accounting and able to account for total energy block wise, facility wise and shall also allow calculations of the unaccounted energy in case total energy meter is also available.(m) Prepayment/Recharging Facility: The system shall periodically monitor the energy consumption of prepaid consumers and decrease the available credit based on the consumption. The system shall allow online / digital recharging through consumer App (Android and iOS based) and Web portal. The configuration and necessary arrangement for payment gateway and E-MRO facility shall be deemed to be included in the quoted rate. The system shall send connect/disconnect command on the basis of available credit.(n) Low Credit Alarm: The system shall give an alarm over the consumer App and SMS to the registered mobile number in case the credit in the meter goes down below a predefined limit. (o) Emergency credit: The meter shall work even when the credit falls down to zero to prevent disconnection. This limit shall be configurable and shall support happy hours in order to prevent disconnection in non working hours and on holidays. The Happy hours shall be configurable. (p) Software shall be audited by CERT-India empanelled firm and cost of audit shall be borne by the contractor.(q) The software shall be hosted on MeitY (Ministry of Electronics and Information Technology) approved Cloud and all charges for taking cloud service shall deemed to be included in the quoted rate.(r) Subsequently the software shall be shifted and hosted on NIC Cloud. The vendor/contractor has to take necessary permission from the competent authorized govt department/NICSI/MeitY for getting services of NIC Cloud. MES Department will provide all assistance for taking this permission from the competent authority. |
| 9 | Three year comprehensive maintenance for smart energy meters, communication, SIM card rental or internet charges, applications/software including operating costs after two years of defect liability period. It shall include the following items:-(a) Monthly SIM/ internet charges for the DCU : Contractor shall ensure supply of appropriate SIM/internet provider for necessary signal availability: In case of network issues, the contractor shall liaison with the telecom/internet service providers for necessary resolution.(b) Recurring SMS charges: The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts.(c) Software AMC : This shall include necessary up gradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes.(d) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same shall be included in the AMC scope of work.(e) Remote server admin support: Ensuring adequate database back up, up gradations in the operating system, antivirus updates, database upgrade etc. |
