Any item/ component missing (As per sound Engineering practice & fuctional point of view) in schedule will be presumed to be catered by the contractor in the quoted rates to get desired output.The contractor shall not claim the amount for any missing component if any during execution stage. Solar PV Plant comprising of following Sub-components/ Sub-Systems and meeting the specification as given below:-
2Minimal technical requirements/standards for SPV systems/plants to be deployed as per MNRE are mandatorily to be complied within the design.Some of these are narrated here-in-after.For other details website of MNRE may be referred. Bidder must visit the site before quoting the tender. In case any bidder feels that one or more of these system specifications can not be met in his design "HE IS ADVISED NOT TO QUOTE HIS TENDER"
3(A) PV Modules : (a)  The PV Module must qualify to the latest edition of any of the following IEC/equivalent BIS Standards for PV Module design qualification test and type approval : Mono Half cut of capacity minimum 530/ 550 Wp or more of each PV Modules : IEC 61215/ BIS 14286 Equivalent BIS (if available as on last date of receipt of tender) In addition, the modules must confirm to IEC61730 salt mist corrosion testing IEC 62804 certification of PID resistance Part I requirements for construction & Part 2 requirements for testing, for safety qualification or equivalent BIS (if a vailable as on last date of bid submission) (b)  For the PV modules to be use in a highly corrosive atmosphere through out their life time,they must qualify to IEC 61701/BIS 61701.
4(c)Identification and traceability:- Each PV modules must use a RF identification tag (RFID) module as per ALMM policy with FTR (Flash Testing Report) which must contain the following information:- (i) Name of the manufacture of PV Module. (ii) Name of the manufacturer of Solar cells. (iii) Month and year of the manufacture (separetely for solar cells and module). (iv) Country of origin(make in india only (separately for solar cells and module). (v) I-Vcurve for the module. (vi) Peak Wattage,Im,Vm and FF for the module. (vii) Unique serial No and model No ofthe module. (viii) Date and year of obtaining IECPV module qualification certificate. (ix) Name of the test lab issuing IEC certificate. (x) Other relavent information on trace ability of solar cells and module as per ISO 9000 series. (xi) PV Modules in sandy environment should confirm IEC600068-2-68. Note: RFID shall be mandatorily placed in side the module laminate.
5Authorized testing laboratories /centre: PV modules must qualify (enclose test reports/certificate from IEC/NABL accredited laboratory) as per relevant IEC standard.Qualification certificate from IEC/NABL accredited laboratory as per relevant standard for any of the higher wattage regular module should be acompanied with the STC report/certificate. For details of Test Labs refer Ministry of New And Renewable Energy website. The report submitted should not be older than 5 year.
6Silicon mono Crystalline SPV cells shall be used in the Solar Photo voltaic module. SPV modules shouldbe essentially indigenously manufactured (manufactured in India).
7Peak Power rating of the module shall not be less than 530/ 550 Wp.
8All materials used shall have a proven history of reliability and stable operation in external applications.It shall perform satisfactorily in relative humidity upto100% with ambient temperatures between -10°C and+60°C and shall withstand wind gust upto 150km/h on the surface of the panel. Each and every SPV module shall be checked for conformity with relevant standard and no negative tolerance shall be accepted. SPV module shall be manufactured in India irrespective of any other provision in this tender, module shall be made up of mono crystaline silicon cells. The module frame will be made of corrosion resistant materials having aluminium anodised finish.
9The interconnected cells shall be laminated in vacuum to withstand adverse environmental conditions.
10The bidder shall carefully design & accommodate requisite numbers of the modules in the available area (refer topographical survey) to achieve the rated power in his bid. Note : Shadow analysis report of the site has to be submitted along with topographical survey . The same shall be incorporated in designing of solar plant in PV syst/PV sol/ NREL software.
11(d)WARRANTY: The manufacturer should warrant (Product warranty) the solar modules to be free from the defects and/or failures specified below for a period not less than ten (10) years from the date of sale to the orignal customer. performance warranty for the plant would be minimum 25 Years. PV modules used in solar power plants/ systems must be warranted for their ouput peak watt capacity, which should not be less than 80% of the initial value at the end of 10 years and 70% of the initial value at the end of 25 Years. (e) SPECIFICATIONS: Mono Half cut SPV cells shall be used in the solar Photovoltaic module. (f) Minimum cell efficiency of 21 to 22% and standard test condition and the cell should have minimum fill factor of 0.74
12(g) Plant performance :- The ratio between the actual and theoretical energy outputs of the SPV plant is termedasPerformance Ratio (PR) and is measured in accordance with IEC 61724. Basedon prevailing climatic and temperature conditions in India, a performance ratio of 80 % is expected for Mono Halfcut.It shall be made ofhigh transmittivity glass & front surface shall give high encapsulation gain, transmittance above 90% and bending less than 0.3%. (j) All materials used shall have a proven history of reliability and stable operation in external applications. It shall perform satisfactory in relative humidity upto 100% with temperatures between -10ºCand + 60º C (Cell)and shall withstandgust up to 150 km/h on the surface of the panel. Each andeverySPV module shall be checked for conformity with relavent standard and no negative tolerance shall be accepted.
13(k)  Electrical Parameters of PV modules minimum 530/ 550 Wp Solar PV module under STC of irradiance 1000W/m2, AM1.5 Spetrum& temperature 25ºC. (l)  The peak-power point voltage and the peak power point current of any supplied module and/or any module string(Series connected modules)shall not vary by more than 10 (ten) percent from the respective arithmatic means for all modules and/or for all modules strings,as the case may be. (m)  Rated out put of mudules shall have positive tolerance of 3-5% & no negative tolerance is allowed. (n) Generals requirements of PV module: (i) Module shall be manufactured in India.Module shall be made up of Mono Half cut sillicon cells. (ii)  The inter connected cells shall be laminated in vaccum to with stand adverse environmental conditions. (iii) The module frame is made up of corrosion resistant materials, perfarably having aluminium anodized finish. (iv) Tilt angle to be calculated as per local latitude all condition to be submitted. (v)  Surge arresting device to be provided at junction box and module shall be provided with by pass diode.
14(vi)  The SPV Module must be IEC61215 and IEC61730 Part-I and Part-II certified from any of the accredited certifying agencies. (vii) Thebidder shall carefully calculate & accommodate requisite numbers of the modules in the available area(refer topographical survey)to achieve the rated power in his bid. (viii)  bidder shall provide the sample solar PV Module electrical characteristics including current voltage (I-V) performance curves and temperature coefficients of power voltage and current. (ix) The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by pass diode. The box shall have hinged, weather proof lid with captive screws and cables glands entry points or may be sealed type and IP 65 rated.
15(x) The temperature co-efficient for the module shall not be more than 0.50%/°C. (xi)  Every module must have by pass diode of suitable capacity. (xii) It shall also in conformity oflatest minimum technical specifications issued by MNRE from time to time.(xiii) Plants installed in high dust geographies like Uttarakhand must have the solar modules tested with relevant dust strands(Applicable standard would be 60068-2-68). (xiv) Provision of earthing & earth strip/cables etc.for earth for solar PV module/Array etc.as per latest IS/ MNRE norms to be provided. (xv)  RFID reader to be provided by contractor at the time of testing. (xvi)  Junction Boxes:Supply dust vermin and water proofArray Junction Boxes and main junction boxes made ofFRP/ Thermo Plast with IP65 protection in compliance with IEC 62208 and shall be sunlight/ UV resistant as well of fire retardant including over voltage protection, surge protection and maintenance free earthing as per relavant standard.
16(xv)The Junction boxes shall have suitable arrangement of followings: (aa)  Strings are required to be connected to the bus-bar through individual fuses.Provide arrangement for disconnection for each of the groups. (bb)  Provide at est point for each subgroup for quick fault location &to provide group array isolation. (cc)  Array junction box should be well design as per suitable input of inverter. (xvi) Cable : Supply, fixing/ laying and testing of DC Solar cable of suitable size Tinned multistranded Copper Cable with required accessories like PVC conduits, glands, cable tie, ferrules etc. string to SMB of suitable length as per design requirement.
17BALANCE OF SYSTEM(BOS) ITEMS/COMPONENTS:- (aa) The BOS items/components of the SPV power plants/systems deployed under this project must conform to the latest edition of IEC or equivalent BIS Standards /MNRE specifications / as specified at para 2.01 of minimal technical requirements/standards for SPV system/plants to be deployed during this financial year under the programmes of MNRE available on MNRE website as on last date of quoting of tender. (bb) The BOS items/components of the SPV power plants system deployed under this projects must confirm to the latestedition ofIECor equivalentBISStandared/MNREspecifications /as specifiedTECHNICAL REQUIREMENTS / STANDAREDSFOR SPV SYSTEM/ PLANTSTO BEDEPLOYED DURING this FY under the programmes of Ministry of New and Renewable energy available on MNRE website.
18(B)MODULE MOUNTING STRUCTURE: (a) Design, Supply, fixing, support structure MS hot dipped galvanised (80Micrones) fixed penetrating type on bldg roof top and fixing the mounting arrangement suitable for PV solar modules & to withstand minimum horizontal wind speed of 150kms/hr. Module mounting structure may require to customize with respect to the site availability The array structure shall be so designed that it will occupy minimum space without sacrificing the output from Solar PV panels. (b) Modules shall be mounted on a non-corrosive steel structures or non penetrately prestructure (o), latitude angle as per site. The locking arrangement for adjusting the angle of module shall be accessible from the ground. (c) The base columns shall be made of reinforced cement concrete based on site related data if required (as per Stad - Pro design report and site related data). (d) The frames and leg assemblies of the array structures shall be made of MS hot dip galvanized. Minimum thickness of galvanisation should be at least 80 microns. (e)  All fasteners shall be of Stainless steel-SS310, Nut & Bolts supporting structures including modules mounting structures shall have to be adequately protected against all climatic condition and weather prevailing in the area. (f) The contractor shall submit structural design on Stad- Pro based on wind load 200 Kmph, live load and dead load of structure with solar panel & seismic zone of LANSDOWNE, Uttarakhand. Any deflection to the mounting structure shall be as per IS 800:2007. Note :- Structural design of the mounting structure should be carried out by a consultant, approved by the GE. (g) Water Leak Protection has to be ensured with Pure Epoxy Resin based chemical anchoring system. Note :- Any damage done to water proofing/Roof structure during installation shall be made good by the contractor at no extra cost.
19(C) GRID TIED INVERTER 10KW : Supply, fixing, testing and commissioning of capacity not less than 10KW AC, 3 phase grid tied inverter transformerless dual, MPPT In-built to provide maximum power output, 50 Hz ± 3 Hz (minimum) 3 phase 415V nominal power inverter suitable to convert DC powerofsolarPV module/array to AC for further feeding to grid & conforming IEC-61683 for efficiency, IEC-62109(1&2) or equivalant for safety & IEC-62093 for reliability. The input D.C. tech specification of inverter are as under :- (i) Relative Humidity -0-100% non condensing (ii)Environemental Condition -Outdoor, wet Location (iii) Power factor shall be more than 90% at any load. (iv)No load losses less than 1% (v) Protection against DG Set run and grid isolation. (vi) Extend communication - RS-485 Port.
20Note:- (i) The inverter shall include appropriate self protection & self diagnostic feature to protect itself and the PV array from the damage in the event of inverter component failure or from parameters beyond the inverter" safe operating due to internal or external causes. (ii) Inverter shall have protected arrangement against ground leakage faults,over voltage (SPD) & over current. (iii) Inverter shall have arrangement for adjusting DC input current& shall trip against sustainable fault downstream and shall not restart till fault is rectified. (a) Cooling: Smart Forced Air Cooling Degree of Protection:IP65 (b) Operating Temperature Range: -25 °C to +60 °C Topology Transformerless (c) MPPT Operating Voltage Range:160 V - 900 V AC out put, Rated Input Voltage: 600V (d) Grid Frequency Range: 45 Hz - 55 HzGrid Voltage Range :310 VAC -480 VAC Maximum AC Power:10000 W (e) Nominal Grid Voltage :3/N/PE,220V AC/ 380 V, 240V AC/415V AC Rated Power:10000 W (f) Anti Islanding, DC Reverse Polority, Over Temperature: Yes Over Voltage,Overcurrent, Earth Fault Protection:Yes (iv) The inverter should have provisions of Galvanic isolation, Anti-is landing protection (IEEE1547/UL1741) equivalent BIS standard and lightening. (v) For Mechanism of heat disipation deemed to be included in above item.No extra payment shall be made.) (vi) The inverter shall adjust voltage and frequency levels to suit the grid. (vii) The inverter shall be self-commulated with Maximum power pointt racker (MPPT) technology and shall be capable of synchronize maximum within 1 minute. (viii) Short circuit protection.
21(ix) Maximum power point tracker(MPPT) conforming IEC-62093 shall be integrated in the inverter to maximize energy drawn from the solar PV array. (x) MONOLITHIC Design of Inverter is not permissible. (xi) The Inverter should have suitable nos.of Protected Inputs(as per design) and Outgoing should be protected by MCB/ MCCB. (xii) The Inverter should be proided with SP Gland suitable earthing kit. (xiii) The Inverter should have MODBUS, PROFIBUS, ETHERNET Communication port. (xiv) The inverters shall include appropriate self protection & self diagnostic feature to protect itself and the PV array from the damage in the event of inverter component failure or from parameters beyond the inverter"s safe operating due to internal or external causes.
22(xv) Inverter shall have protected arrangement against ground leakage faults,over voltage(SPD) & overcurrent. (xvi) Inverter shall have arrangement for adjusting DC input current & shall trip against sustainable fault down stream and shall not restart till fault is rectified. (xvii) The inverter should have provisions of Galvanic isolation, anti-islanding protection IEEE1547/UL 1741) equivalent BIS standard and lightening. (xviii)  The inverter shall consist of associated control, protection, dataloging device and remote monitoring hardware. (xix) The inverters shall have minimum protection to IP 65 and minimum European efficiency 98% load as per IEC 61683 standard.
23(D) The Contractor willbe responsible for obtainingallpermissionsasperthe procedureof UREDA and regulatory commission of Uttrakhandfor evacuation of Power ON GRID.The cost of the same is to be included in the quoted rates,no additional payment will be made to the contractor for the same.The contract or must go through latest solar policy of the state and MNRE. Procedures for evacuation of PowerONGRID.Chargesdeemsasapplicablepayabletoany Department for any ONGRID evacuation will be borne by the contractor. (E) A data logging system for plant shall be provided with temperature sensor :- Integrated temperature sensors for measuring the module surface temperature, inverter inside temperature and ambient temperature to be provided complete with read outs integrated with the data logging system. Note :- Remote monitoring system (Wi Fi based) for monitoring of following data through web based application comprising of data storage device suitable for minimum 1 month data storage / record for downloading on the user device :- (i) Total PV generated (ii) PV Voltage (iii) PV Current (iv) Day generation in KWH (v) Cummulative generation (vi) Code for various fault indication (vi) Module surface temperature (vii) Ambient Temperature (viii) Curve depicting above data shall be readily available for a period through this application on the connected user device. (ix) The cost of all necessary "M&L" for achieving above requirement are deemed to be included in the quoted rate.
24(F) COMBINER BOXES & ELECTRICALPANEL- Thejunction boxesshallbeof dust,vermin and waterproofandshallmadeofthermoplastic.The teminal shall beconnectedtocopperbus bar arrangement of proper sizes. The junction boxes should have suitable cable entry pointsfitted with cableglands of appropriate size for both incoming and outgoing cables.Suitablemarkingwill be provided on the bus bar for easy identification and cable ferrules shall be fitted at the cable terminals points for identification, Combine groups of modules into independent charging sub arrays that shall be wired to the controller, Should meet IP 65 standard for outdoor application,There should be of inputs DC cable chamber(Bus Bar), Output AC Chamber (Bus Bar), Size of Bus Bar should be 1.8 times the rated current from the inverters. Incoming and outgoing MCCBs should be 1.25 times the rated current capacity Note :- Platform for the panel with PCC 1:4:8 type D-2 with 40 mm graded crushed stone, 15 cm thick in foundation, brick work in CM 1:6 with sub class "B", old size bricks, rendering 15 mm thick in CM 1:6 on exposed surfaces and 100 mm thick PCC padding 1:3:6, type C-1 using 20 mm graded crushed stone aggregate on top and grouting bolts etc for panel.
25(G) CABLES & WIRES :- (a)  Supply, fixing/ laying and testing of DC Solar power cable of suitable size multistranded zink coated copper conductor with required accessories like conduits, glands, cable tie, ferrules from SMB to Inverter of suitable length as per design requirement. (b)  Supply and fixing/ laying auxillary power cable of suitable size multistranded copper with required accessories like conduits, glands, cable tie, ferruls etc of suitable length as per design requirement. (c)    The wiring ofmodules inter connection shall bein suitable size GI/HDPEpipe. (d)Size and length of LT XLPE cable as required at site shall be provided with and including earth work, sand cushionng, bricks for cable protection, GI pipe light grade for road crossing etcand cost of the same deemed included in quoted rate.
26Note: (i) cost of all inter connecting copper cables alongwith all other accessories, essential included like GI cable trays (floor/wall mounted) suitable to accommodate solar grade cables &cables upto inverter is included in the rate quoted and no extra payment wil lbe made to contractor. (ii) Cable Batch No./ Drum No., IS code & size make should be printed/ embossed at every one metre. (iii) All cables and connectors for use of installations shall be of solar grade which can with stand harsh environment conditions including high temperature, UV radiations, rain, humidity, dirt, burial and attack by microbes for 25 years and voltage as per latest IEC/IS instandards. (iv) All cables/wires shall be provided with UV resistance printed copper ferrules for DC side. (v)  Size of cable shall be such that maximum voltage drop calculation sheet should be provided by vendor/contractor to the department before commissioning of the work at full power from PV modules to invertor shall be less than1.5% including diode voltage drop. (vi) Suitable size of XLPE insulted Armoured Alluminium conductor cable of solar grade, 1100 Volt grade & UV resistance and flame retardant for outdoor installations conformingIEC 60227/15694 &60502/IS1554. Cost of LT UG cable including laying under ground and fixing along pole, cable tray and on wall etc and all other cable including listed in serial No (i) to (v) above, will deemed to be included in the quoted rate.
27(vii) For the DC cabling, XLPEinsulated and sheathed, UV-stabilized single core flexible copper cables shall be used; Multi-core cables shall not be used. . (viii) For the AC cabling, XLPE insulated and PVC sheathed single or multi-core flexible Aluminium cables shall be used; Outdoor AC cables shall have a UV-stabilized outer sheath (ix) The total voltage drop on the cable segments from the solar PV modules to the solar grid inverter shall not exceed 2.0%. (x)The total voltage drop on the cable segments from the solar grid inverter to the building distribution board shall not exceed 1%. (xi) All DC and AC cables from the SPV module and Inverter shall run through a Pre-Galvanized aluminium/HDG cable trays of height not less than 40 mm and width not less than 50 mm. (xii) Cables and wires used for the interconnection of solar PV modules shall be provided with solar PV connectors (MC4) and couplers. (xiii) All cables raceways shall be clamped to the rooftop, walls and ceilings with clamps at intervals not exceeding 50 cm; the minimum DC cable size shall be 4.0 Sqmm Aluminium.
28(H) Lightening Protection :- There shall be the required number of suitable Early Streamer Emission (ESE) lightning arrestors installed (As per Design to be submitted by sucessfull bidder) .The air terminal is Early Streamer Emission(E.S.E.) type which shall be fixed at protected. Its height above roof level would be dependent on the level of protection and the protection radii required.The air terminal should be working on the principle of early streamer emission using non-radio active technology,needing no external power source.The air terminal should be capable of tracking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents .Roof connection pipe should be capable of withstand in lightning strikes having dimension60mm OD and thickness of 5 mm. NOTE: (i) Cost of all equipments,copperstrip upto earth test point etc are included in this item. (ii) The cost of sufficient earthing for lightning protection is included in this item and no extra payment will be made to the contractor on this account. (J) EARTHING PROTECTION- The contractor shall provide 02 Nos Each AC electric supply panel, DC electric supply panel and module mounting structure earthing separately (06 Nos) and 03 Set of Chemical earthing to be executed as under and deemed included in quoted rates :-
29Earthing complete with galvanised steel earth plate electrode 600x600x6mm thick burried directly in ground, earth pit not less than 2.25 mtr depth below ground level at any type of strata with top edge of the earth plate not less than 1.5mtr below normal ground level surrounded with adequate quantity of charcoal dust mixed with salt to a packed thickness of 15cm all around the plate, connected by 4 mm GI wire as earth lead by means of brass nuts and bolt, thimbles check nuts, washers including concrete chamber of PCC (1:3:6) type C-1 using 20mm graded stone aggregate with fair finish, internal surface of concrete chamber shall be given internal dia 300mm x300mm, 15mm thick plaster in CM (1:4) funnel with wire mesh, RCC pit cover of 320 x 320 x 80mm size PCC (1:2:4) Type B1 using 20mm graded stone aggregate rainforced with XPM all as shown in electrical plate No 3 of MES SSR Part-1(2009) and specified including and provision of GI wire upto 7.5 mtrs long with 15 mm dia light grade GI pipe protection and watering pipe of GI 20 mm bore, medium grade, including all exavation and earth work and connecting the earthing wire to panel, including testing on completion complete all as specified and directed- 06 Nos Note:- RCC pit cover shall be precast of RCC(1:2:4) type B1, 80mm thick reinforced with XPM weighing not less than 4kg/sqm in lieu of CI cover.

31(K) AUTHORISED TESTING LABORATORIES/CENTRES :- Testcertificate/reports for the BOS items/ components can be taken from any of the NABL/ IEC Accredited Testing Laboratories of MNRE approved test centres. The list of MNRE approved test centres may be reviewed and updated from time to time. The list as appicable as on last date of receipt of tender shall be treated as applicable for this tender.
32(L) WARRANTY: The mechanical structures, electricals works including power conditioners /inverters/ charge controllers / maximum power point trackerunits/distributionboards/ digitalmeters/ switchgear/ storage batteries,etc and overall workman ship of the SPV power plants systems must be warranted against any manufacturing/ design/installation defects for a minimum periods of 5 years. (M) GENERAL NOTES: The items of work mentioned in this schedule shall be executed as per following:- (a) The above items shall be quoted and executed on ground based on performace Guarantee basis.The performance Guarantee is related to achieving the 10KWp generations with specified efficiency and efficacies. The contractor shall also be responsible for desired operational efficacy and desired efficiency of the system during its life cycle of minmium 25Yrs. (b)  Design calculation:Thetenderershouldworkoutdesignbasedontheconditionsprevalentat (Roof top of MES Lansdowne, Uttarakhand, wheregroundspecification as existing. Thecompletedesign and installation and layout solar roof system be carried out inconsonance with MNRE latest guidelines for roof top solar phase II and preliminary solar panel direction layout, structure design with stad pro and single line diagram be ratified by MNRE empanelled charted Enginner.
33(c)Plan depicting layout of all equipment and Sub Systems of the PV system.This shall be self contained and self explanatory representation of layout of equipment and subsystems.The dimensioned drawing of the site of work clearly marked with all sub systems components etc shall be submitted. (d)  Schematic diagram of the electrical system. This shall contain specification, size, current, voltage and fault levels rating of all cables,switch gears and instrumentation &control systems and all metering and interlocking etc. (e)  All the documents/technical details mentioned above duly vetted as specified above shall be approved by accepting officer.The accepting officer may approve the documents as submitted by the Contractor or may suggest modification/alteration in documents/technical specifications duly supported with reasons for the same. The work shall be executed based on the approved doucments. In case of any dispute the matter shall be referred to Accepting Officer. The decision of Accepting Officer shall be final and binding.
34(f)  The drawings and other techincal details submitted by the successful contractor,alongwith all calculations, drawing, technical write ups etc shall become departmental property. Department may use the sesubsequently as deemed necessary.The contractor shall have no claim on these documents and their subsequents use by the department. (g)  AftercompletionthecontractormustengageathirdpartyMNREaprovedconsultantforfinal testingandthirdpartyinspectionofexecutedwork.Theconsultant shall certify that the work has been executed in accordance with vetted and approved plan layout and schematic diagram,The contractor shall proposeapanelofthreeconsultant forthispurpose.Thefinaldecisiononthe consultant to be engaged shall be taken by accepting officer. all cost and charges for engagement of consultant shall be born by the contractor. (h)  After execution of project the contractor will verify generation of electricity as per vetted design in the PVSYST& PVSOL report submitted. (j)  The contractor shall ensure suitable arrangements for solar PV Panels.
35(k)  Department will give completion of theworktothecontractoronly on the basisof completion report submitted by the third party consulatnt engaged by thecontractor. (l)Supply and Installation of Display board of 6’X4’size showing all technical information of SPV plant shall be done by the contractor.The matter written on the boards shall be finalized with AGE(I). (m) Suitable Provn to be provided by contrator to avoid any damage to the devices/Solar Panels due to Monkey menance and the cost of the same are deemed to be included in rates quoted.
36Metering arrangements: (A) Suitable dual metering arrangements with recording facility shall be provided.The metering arrangements must have feature to measure and record, (i)Parameters of KW,KWh,KVAR,voltage,current,PF and any other metering required to determine efficiency and efficacy of the system. (B) LT 3 Phase 4 Wire Electronic Tri vector Meter with CT ratioshould be as per capacity of SPV plant. (i) Standard: IS 13779:1999 / CBIP 88 (ii) Accuracy: Class 0.5 (iii) Reference Voltage - 3x240 V (iv) Basic Current (Ib)- 5 A (v) Maximum continuous current (Imax) - 10 A (vi) Rated Frequency (variation) - 50Hz (±5%) (vii) Power consumption:- Voltage circuit: Less than 1.5 W and 10 VA per Phase at reference voltage, reference temperature and reference frequency Current circuit: Less than 1 VA per phase at basic current, reference frequency and reference temperature (viii) Display type: 8 digit 7 segment backlit LCD display, not less than10 mm character height (ix)Communication port: Galvanically isolated Optical Communication port for data transfer through either CMRI or remote device or both is providedwith RS 485 for DLMS protocol (x) Energy recording – Unidirectional
37(C) CT/VT operated bidirectional energy meter with following features (i) True four quadrant metering (ii) Import/ export metering and forwarded metering option for LT systems (iii) Time and day metering with maximum demand registration and automatic billing (iv) LCD display with announciators for various critical events (v) Scroll lock feature for continuous display of a desired parameter on display (vi) High resolution energy display mode for dial test (vii) DLMS protocol for meter reading, with option to remote reading port. 38Supplying, installation and testing of washing and cleaning system of PV modules.
