1Supply of Single Phase dual mode, Smart Prepayment meter with the following specifications: AC Single Phase Two Wire, Tamper Proof, Static Watt-Hour Meter of Accuracy Class 1.0, 240 V, 50 Hz,current 5A-60A/10-60A , conforming to relevant Indian Standards like , IS- 13779, IS-15884, IS-16444, IS-15959 orrelevant IEC standards with dual mode (Credit/Prepay) support, with polycarbonate Advanced Revenue Protection Features, In-build billing data calculation, Microprocessor and LED based circuitry,with Box. Meter Should support the following data :- • Meter should have load limiting switch with the load setting configurable remotely or through app wirelessly. • Meter should support Tamper event and Power outage detection . • The advance Metering system should have mobile application supporting on Android and IOS both, which shows all electric parameters, Alerts and supports credit transfer to meter. • Meter should transfer the billing and tamper data for bill generation, data analysis and energy accounting to HES using communication module over NBIOT or GPRS. • Support of 15/30 minutes instantaneous data for voltage, current, power factor, power, cumulative energies and frequency. • Support of 15/30 minutes energy and maximum demand load profile. • Meter should have Bidirectional communication module to accomodate NBIOT cellular communication technology for remote connection disconnection • Support of meter mode switching (Credit to Prepay and Prepay to Credit) through authenticated command remotely and also wirelessly. • Metering system is also supplied with the tamper proof external enclosure box having IP54 or better protection against environmental conditions, which also comes with proper sealing arrangement.

(Note for Item No.1.00 & 2.00 :-(a) The meter should be capable to runin both prepaid and postpaid mode & must support online and offline recharging system. (b) The manufacturer or their service provider shall furnish min 5 yearsreplacement guarantee for smart prepaid meters installed under this contract. The cost of the same are deemed to beincluded in the rates quoted for the item. (c)The meter should be demonstrated working with more than one telecom service provider available in all the areas/stations covered under this contract. (d) Meter should be integrable to third party software. Meter vender should provide all the necessary protocols and passwords including LLS key, HLS key, authentication passwords, encryption password. (e)Other specification of meter shall be all as specified in PS. (f) The rates quoted for this items are deemed to be inclusive of all other additional works including materials which is not mentioned here but need to be executed for proper and smooth functioning of pre paid smart meter system.
3Installation ,Testing and commissioning of above supplied metering system. • Correct and reliable installation of above supplied metering system by skilled technical staffsuch that no faults in metering system due to poor installation. • Training of end user on new metering system and working with consumer mobile app. • Initial reading data capturing during installation and providing the same to MES personnel"s for further record keeping and accounting. • SLA driven installation and commissioning work of the metering system. •Submain wiring (Single/three phase) if required of 6 Sqmm copper conductor multi stranded for electricconnection from meter to distribution board is deemed to beincluded in qouted rate. •Dismantalling properly of old meter and depositing to MES Store keeping datas of oldmeter and making good surface after installing new meters. •Quotated rate includes GPRS/Internet (SIM) Charges, SIM Charges, Cloud Services, vending services, comprehensive maintenance, warranty of hardware supplied, reconfiguration of the replaced meters for two years after completion of work
4Supply and configuration of the Web based software with following modules: (i)Consumer and Meter Management Module. The Consumer and meter management module would be responsible for creating and managing the consumer information. System should be capable to add/remove the consumers triggered through transfers/service completion of the employees. The module shall be capable of supporting following applications :- a. Consumer attributes update triggered through authenticated channel. b. Replacement and updation of the defective meters. c. Sanctioned load/demand update on requests through authenticated channel. d. Record keeping of the meters. (ii) Tariff management module. The Tariff management module shall be capable of keeping up the latest tariffs consumer category wise. It will also be able to manage the revisions in existing tariffs against the government orders. System should be capable to define and manage the tariffs for both mains and auxiliary supplies. The module shall also be capable to add/update the existing tariff category and respective tariffs. (iii)Occupation and Vacation Module - The system should be capable of support the occupation and vacation of the officers as well as of other private consumers in the system. (iv)Consumer App - The occupant officers / customers should be able to view energy data and billing data on mobile application android and IOS apps. (v) Communication - Email and SMS communication to users and consumers. (vi)User Administration (vii)MES User Training (viii) Website setup (ix) Capable to connect any number of metering points in the setup (capable to enhance for future expansion) (x)The cost of integration of payment gateway with software and bank account deemed to be included in quoted rate.
