The Contractor Shall Furnish 05 ( Five ) Years Replacement Guarantee For Prepaid Meters Installed Under This Contract Except Damage From Water And Fire. ( D ) Whole Work Shall Be Executed Through Origional Equipment Manufacturer ( Oem ) Or Its Authorised Repersentative. ( E ) Contractor Will Submit Necessary Mou On Rs 100 Stamp Paper With Oem / Authorized Rep ( Who Will Provide All These Facility Mentioned Above Before Commencement Of Work ) ( F ) The Contractor Should Maintain Reserve Stock Of 3% Of Total Meter Installed And Replace The Faulty Meter Within One Week Of Complaint Given To Him.Otherwise Penal Recovery Of Rs 100 / Day / Meter Will Be Recovered From The Contractor. ( J ) Thesmart Meter Should Be Rf Enabled, The Buyer Has To Insist During Purchase ( In Specs ) That Their Mdas Can Be Exchanged With Other Third- Party Billing Systems, And That They Will Provide Support To Enable Data Exchange. The Service Provider Would Monitor The Complaints And Carry Out The Necessary Activities For The Complaints Resolution. ( Xi ) Meter Installation Module - The Software Would Include An App Based Meter Installation Module Where The Meter Installation Or Changes Can Be Captured On The App Itself And The Readings May Be Demonstrated To The User If Required On The App Itself. Application Software / Mobileapp, Website And Other Connected Items Must Be Supplied As Recommonded By Oem ( Manufacturar Of Meter ) Irrespective Of Developers And Contractor Should Submit Mou On 100 Rupees Non Judicial Stamp Paper To Provide The Availability Of Software Update / Hardware Spares For Five Years. 10 ( B ) All Softwares / Applications Must Have Security Provisions To Protect Privacy Data And Army Area Security, ( C ) The Software Would Contain Two Years Defect Liability Including All Operating Expenses Such As Regulator Security Patch Updates, Hosting Charges, Future Integration With Meters Etc. ( D ) Personal Data Of User And Electric Comsumption Data Shall Be Stored On The Ministry Of Electronics And Information Technology ( Meity ) Approved Cloud Server Designated Specifically For The Purpose. Cyber Security Audit Shall Be Carried Out By Govt Empaneled Cert-In Auditor And Compliance Report Shall Be Submitted To Ge. The Oem Shall Submit An Affidavit To Ge Confirming That Mes Data Will Not Be Shared To Any Third Party And Shall Not Be Used In Any Case And The Same Shall Also Be Confirmed During Third Party Cyber Security Audit By Govt Empaneled Cert-In Auditor. ( E ) Personal Data For User / Qtr / Accn On Standard Format As Required For Software Shall Be Provided By The Dept. ( F ) The Configuration Of Smart Meter Will Be Through Software Which Will Be Compatible With All Makes Of Smart Meter And Complete Smart Metering System Will Be Audited By Cert-In Empaneled Firm And Cost Of Audit Is To Be Borne By Contractor. The Cert-In Auditor Shall Submit Preliminary Audit Report And Oem Shall Take Action Based On The Report And Resolve All Issues. ( G ) The Software Provided By The Firm Is To Be User Friendly And Compatible With Future Upgradation. ( H ) System Should Be Compatible With All Possible Payment / Recharge Mode, Be It Online Or Offline Mode. ( J ) Software For Smart Meter Should Also Include Prepayment Mode Recovery Of Licence Fee, Higher Charge Of Furniture, Water Charges Etc As Directed To Contractor By Mes. 11 ( K ) Smart Meter And Software / Mobile Application Will Be In Compliance With Service Hq Cyber Security Norms. 2Notes:- (a) The contractor would be responsible from removing the existing meters, noting down the reading and depositing it with the MES store yard of GE SGNR (AGE EM) . (b) It would be possible to run the meter in both prepaid and postpaid mode (c) The meters to carry 05 year guarantee. The contractor shall furnish 05 (Five) years replacement guarantee for prepaid meters installed under this contract except damage from water and fire. (d) Whole work shall be executed through Origional Equipment Manufacturer (OEM) or its authorised repersentative. (e) Contractor will submit necessary MoU on Rs 100 stamp paper with OEM/Authorized rep (Who will provide all these facility mentioned above before commencement of work) (f)The contractor should maintain reserve stock of 3% of total meter installed and replace the faulty meter within one week of complaint given to him.Otherwise penal recovery of Rs 100/day/meter will be recovered from the contractor. (g) Meter should be compliant to IS16444. Data exchange protocol used should be as per IS 15959 (2011).(h) Meter manufacturer should share LLS Key & HLS Key of each meter. (j)Thesmart meter should be RF enabled, the buyer has to insist during purchase (in specs) that their MDAS can be exchanged with other third- party billing systems, and that they will provide support to enable data exchange. Another point to be confirmed from meter manufacturing module used inside the meter is a plugin module.
3Notes:- (k)The Cost of internal wiring required for connection of meter and making good disturbed surface & matching with existing surfaces is deemed to included in quated rate. (l) While installing power shutdown etc needs to be take in consulation with the user and MES .The contractor should ensure Minimum disturbance of Powerwhile changing the old Metering system to New Meters. (m) Certification of IS -16444 may be given by manufactures. (n)Meter manufactures shall submit IS-16444 type test certificates for all metre specification in the tender. (o)The meter comunication should work with standrad metal meter Panels.
4Supply, Installation, Testing and Commissioning of Data Concentrator Units (DCU)/Gateway/HES and arrangement of Sim card or Internet to enable reliable communication with Server. The DCU/Gateway shall be having IP-65/IP-54 protection, compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meters in the corresponding frequency band and with the data server through LTE/GPRS/Ethernet. It would have capacity to communicate and store data of atleast 200 meters/modules in a radius of approximately 600-800 mtr in mesh formation. The data acquisition (Push/Pull) frequency shall be configurable 15 min, 30 min or 60 Minutes. It would have inbuilt battery back-up for min 1hour. It would support auto discovery of the meters and self healing mechanism for the breaks in the RF network complete all as specified and directed by Engineer-in-Charge. 5Supply and installaton of single phase smart meter as repeater complete all as specified and directed by engineer-in-charge. Make: Secure, Xenius, L&T, HPL, Panasonic
6Supply and installation of IP-54 compliant polycarbonate meter box with transparent cover to view meter display parameter & with transparent/opaque base for single phase smart meter, comply with IS 14772:2000 and IS 11000:1984. It shall be totally shock proof, safe weather proof, and having internally embedded gasket and sealing provision as required including wiring complete all as specified and directed by engineer in charge. 7Supply, Engineering, Installation, Testing and Configuration of Multi user web based cloud hosted smart metering software system with following features all as specified and directed. (i)It would acquire meters data automatically from DCUs/Gateways and monitor parameters acquired from meters. The meter data management module would be responsible for collecting the data from the concentrator and make the data available to billing system. The meter data management system would capture and provide the following data. (a)15/30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency (b) Monthly billing survey data for cum energy and max demand (ii) Postpaid /Prepaid Billing Module The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required. (iii) Occupation and Vacation Module The system would support occupation / vacation and billing reports. The software would be collecting data from DCU. The software would provide access to staff as well as the occupant for the data.
8(iv) Web site: There would be a dedicated website for MES Staff to view all the data and information along with customer portal for use of customer. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an Android/IOS mobile app (for admin use). Website must have only access ofMES authority, not to any third party or web devloper and OEM team will visit regularly or on request for any bug fixing as required for smooth runing of website and application software. (v) Customer Portal The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis. (vi) Energy Accounting Module The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available (vii) Communication Module The system would provide communication of energy data and bills via print, email and sms methods.
9(viii) Meter Master Data The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export The system would support export of metering and billing data in excel format. (x)Customer Care Module - the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email.contractor should submitMoUfrom OEM toprovide the software & hardware update for smart meter / Data communicator/ website / Mobile app /application software. (xiii) (a). Application software / Mobileapp,website and other connected items must be supplied as recommonded by OEM (Manufacturar of meter) irrespective of developers and contractor should submit MOU on 100 rupees non judicial stamp paper to provide the availability of software update / hardware spares for five years.
10(b) all softwares / applications must have security provisions to protect privacy data and army area security, (c) The software would contain two years defect liability including all operating expenses such as regulator security patch updates, hosting charges, future integration with meters etc. (d) Personal data of user and electric comsumption data shall be stored on The Ministry of Electronics and Information Technology (MEITY) approved cloud server designated specifically for the purpose. Cyber security audit shall be carried out by Govt empaneled CERT-IN auditor and compliance report shall be submitted to GE. The OEM shall submit an Affidavit to GE confirming that MES data will not be shared to any third party and shall not be used in any case and the same shall also be confirmed during third party cyber security audit by Govt empaneled CERT-IN auditor. (e) Personal data for user/ qtr/ accn on standard format as required for software shall be provided by the dept. (f)The configuration of smart meter will be through software which will be compatible with all makes of smart meter and complete smart metering system will be audited by CERT-IN empaneled firm and cost of audit is to be borne by contractor. The CERT-IN auditor shall submit preliminary audit report and OEM shall take action based on the report and resolve all issues. (g) The software provided by the firm is to be user friendly and compatible with future upgradation. (h) System should be compatible with all possible payment/recharge mode, be it online or offline mode. (j)Software for smart meter should also include prepayment mode recovery of licence fee, higher charge of furniture, water charges etc as directed to contractor by MES.
11(k) Smart meter and software/mobile application will be in compliance with service HQ cyber security norms. (l)One payment gateway would be installed and connected to the SBI public bank account provided by the GE. This payment gateway should have both payment options of online payment and offline payments. Make :HPL, Oracle, Secure, Xenius, Innologix, Panasonic Notes: (1) OEM shall arrange 3 days training to MES Staff for understanding complete system incl software and the cost of the same is deemed to be included in quoted rate. (2) The quoted rate would include provision of high speed 1 GBPS broadband seperate connection for system (3) The software should support future integration with any IS-16444 based meter provided the meter integration details and/or headend integration details are made available. (4) All charges for taking cloud service and cost of Cyber security audit is deemed to be included in the quoted rate. (5) The configuration and necessary arrangement for payment gateway and e-MRO facility as reqd shall be deemed to be included in the quoted rate. (6) The above system is considered as complete system delivery for smart metering system and any additional hardware/software reqd based on proposed system architecture by OEM is deemed to be included in quoted rate. No claim shall be entertained in this regard. (7)The software shall be demonstrated compartible with at lease three makes of the smart meter.

The contractor would ensure supply of appropriate SIMs/modules to ensure necessary signal availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would change SIM or liase with the service provider for necessary resolution. (b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts. (c) Software and security patch updates which includes necessary upgradations in the software as required. (d) Yearly changes in the government tariff structure, if any and the same to be updated in software. (e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (f) Reports Development - The additional reports as needed for the success of the project would be developed (g) The communication network monitoring and support . Trouble shooting and necessary actions to run the system,Software bug fixing as and when requiredand managing meter recharge problems. (h) Rectifying any problem that may occur in the hardware/software system and coordinating for smooth functioning and deploying all measures for corrective actions as and when required.
53(j) Providing training to MES personnel as and when required & directed. (k) Generation and Maintenance ofE-cash payment details and updating the same to MES designated officer and reconcilliation of account on monthly basis. (l) Providing any other associated technical support. (m) Payment of Cyber Security Audit charges by CERT IN auditor, which is be carried out annually. (n) Payment of high speed 1 GBPS broadband charges. (o) Payment of Cloud Charges to OEM for smooth functioning and data backup.
54(p) Contractor will employ Min 01No Trained/Skilled personel at GE LGJ in Shift from 9:00 AM to 5:00 PM (Except on Sunday and Holiday) After completion of work for a period of two year, The Duties shall include:- (i) Managing meter recharge problems. (ii) Rectifying any problem that may occur in the hardware as well as software system and coordinating for smooth functioning of the same. (iii) Deploying all measures for corrective actions as and when required. (iv) Acting as a link between Respective GE/Resident and the parent company providing the metering system. (v) Providing training to MES personnel as and when required & directed. (vi)Generation and Maintenance ofE-cash payment details and updating the same to MES designated officer. (vii) Providing any other associated technical support. NOTES:- (a) Phase II shall be operative & commence after declaring all meters commissioned and post completion of work. (b) Absence of responsible persononel for system during phase-II (AMC) of work, Rs. 500 / Day Penalty will be recovered from contractor fron next due RAR. (c) Non rectification/Non observance/Delay in attending breakdown of system beyond 24 hours (Smart meter, DCU, Software), Rs.1000 / Day Penalty will be recovered from contractor.
55Comprehensive AMC of complete system including operating costs after completion of 2 years defect liability period which includes the following:- (a) Monthly SIM charges for all DCUs/Gateways. The contractor would ensure supply of appropriate SIMs/modules to ensure necessary signal availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would change SIM or liase with the service provider for necessary resolution, recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts. (b) Hardware AMC. This would include necessary replacement of any hardware incl DCU incase of any defect. (c) Software AMC. This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes, security patch updates, iOS version changes. These changes happen on frequent basis and the software would support all the changes. (d) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be included in the AMC scope of work. (e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (f) Reports Development - The additional reports as needed for the success of the project would be developed (g) Software installation on any alternate / backup server if required
