| 6 | Supply and Configuration of the Web based Software with following modules: (i) Meter Data Management Module The meter data management module shall be responsible for collecting the data from the concentrator and make the data available to the billing system.The meter data management system shall capture and provide the following data: (a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency (b) Monthly billing survey data for cum energy and max demand (ii) Postpaid /Prepaid Billing Module The billing module shall collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module should include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It shall allow postpaid and prepaid functionality as required. (iii) Occupation and Vacation Module The system shall support occupation / vacation and billing reports. the software would be collecting data from DCU. The software shall provide access to staff as well as the occupant for the data. (iv) Web site: There shall be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES shoud have the admin access to the application. The MES staff shall also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal The system shall include a customer portal for the resident /occupant to log in and view their own energy / billing data. There shall be android and iOS mobile apps for the users to monitor its own data and balance on regular basis.(continue to Ser item No 1.06) |
| 7 | (vi) Energy Accounting Module: The system should include features of energy accounting. The system should be able to account for total energy block wise, facility wise and should also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module: The system should provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data : The system should support meter master data repository. The system should support meter replacement process. (ix) Excel Export: The system should support export of metering and billing data in excel format. (x) Customer care module - The software should include a customer care maodule whwere the user would be be log in any complaints. The service provider should mouniter the complaints and carry out the necessary activities for thecomplaints resoulation. (xi) Meter Installation Module- The software should includean app based meter installation module where the meter installation or changes can be captured on the app itself and the reading may be demonstrated to the user if requried on the app itself. (xii)Activities communication- The software support communication of the various activities such as occupation ,vacation ,meter change ,personal detail change etc with the user as well as the department on email. Make:Authorized by the selected Meter Vendor Note: (a) The software shall be hosted on MEITY (Ministry of Information Technology) approved GCC (Government Community Cloud) (b) One payment gatway shall be installed provided a bank account is opened at GE Level. (c) The software and AMI system should contain two year defect liability including all oprating expenses such as GPRS charges,hoisting charges etc.(d) Software has to be audited by CERT -Indian empanelled firm.Cost of audit to be included in quoted rate. |

| 9 | Comprehnsive maintenance and operation of smart metering system including connecting works complete all as specified and directed. The comprehensive maintenance shall include the following:- (a) Five year maintenance and operation of metering system smoothly. (b) Monthly sim charge for the DCU. The contractor shall ensure supply of appropriate SIMs to ensure necessary single avaibility. The contractor shall change the sim or sim provider as requried.In case of network issue the contractor shall liaison with the telecom service providers for necessary resoulation. (c) Recurring SMS Charges .The SMS shall be issued for the payment alerts , low balance alerts and disconection /connection alerts. (d) Software AMC. It shall include necessary upgradation in the softwaresuch as support to the chrome browser changes, android version changes ,iOS version changes. These changes happen on frequent basis and the software shall support all the changes. (continue to Ser item No 2.02) |
| 10 | (e) Changes in the government tariff structure:- The government tariff structure changes may require software upgrade. Ths same shall be included in the AMC scope of work. (f) Remote server admin support -Ensuring adequate database backup, upgradations in the oprating system ,anti virus updates, database upgrade etc. (g) Reports devloments - The additional reports as needed for the success of the projects shall be developed. (h) Software installtion on any alternate/ backup server if requried . (j) Communication network monitoring and support. (k) Configuration of the repaired /replaced hardware in the system. (l) Trouble shooting and necessary action to run the system as requried. (m) Software bug fixing as and when requried. Note:- Payment to the contractor will be made only after production of AMC invoice on annual basis. |
