1Supply and Installation ofSmart Single Phase Meter with the following specifications: (i)AC Single Phase Two Wire, Tamper Proof, Static Meter of Class 1.0, 240 V, 50 Hz, 10 A-60 A conforming to IS-16444 and relevant IEC standards with inbuilt 865-867 MHz Radio Frequency communication facility with self healing Mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LED/LCD based circuitry. (ii) Meter Should support the following data : 15 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, 15 load survey data for energy, monthly billing survey for Cumulative Energy and Max Demand. (iii) Meter should have connect / disconnect functionality operable from prepaid billing software. (iv) The meter should support open communication protocol DLMSwith the software MAKE: Secure, L&T, HPL Note: (a) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES. (b) It would be possible to run the meter in both prepaid and postpaid mode (c) The meters would carry 5 year warranty. (d) The meter OEM would share meter Password, authentication details, API, protocols, HLS, LLS password etc. for integration with third party system. Alternatively, the meter OEM would share the web services for the head end integration.
2Supply and Installation of IP-67/IP-65 protection, Data Concentrator Units (DCU) compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/internet. It would have internal memory to store data of at least 200 modules. It would have inbuilt battery back-up. It would have IP-67 protection. It would support auto discovery of the meters and self healing mechanism for the breaks in the RF network complete all as specified and directed by engineer-in-charge. Make: Secure, L&T, HPL Note: Protection Rating of DCU will be decided by GE.
3Supply and installaton of single phase smart meter as repeater complete all as specified and directed by engineer-in-charge. Make: Secure, L&T, HPL
4Supply and installation of polycarbonate boxes for the single phase smart meters as required including wiring complete all as specified and directed by engineer-in-charge.
5Supply and Configuration of the Web based Software with following modules: (i) Meter Data Management Module The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system.The meter data management system would capture and provide the following data: (a) 15/30 min instantaneous data from all the meters for seven parameters (phase wise as applicable)– Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency (b) Monthly billing survey data for cum energy and max demand (ii) Postpaid /Prepaid Billing Module The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required.
6(iii) Occupation and Vacation Module The system would support occupation / vacation and billing reports. the software would be collecting data from DCU. The software would provide access to staff as well as the occupant for the data. (iv) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis. (vi) Energy Accounting Module The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module The system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export The system would support export of metering and billing data in excel format.
7(x)Customer Care Module - The software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. Make: Innologix, Oracle, HPL, Secure Note: (a) The software would be either on hosted on MEITY (Ministry of Information Technology) approved GCC (Government Community Cloud) or on MES provided server. (b) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. (c) The software can be scaled up to integrated with any IS16444 based meter provided the meter inetgration details and/ or headend integration details are made available.
8Comprehensive maintenance including operating costs after two years of defect liability period. They would include the following items: (a) Monthly sim charges for the DCU. The contractor would ensure supply of appropriate SIMs to ensure necessary single availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would liaison with the telecom service providers for necessary resolution. (b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts. (c) Software AMC. This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes , iOS version changes. These changes happen on frequent basis and the software would support all the changes.
9(d) Changes in the Government tariff structure. The government tariff structure changes may require software upgrade. The same would be included in the AMC scope of work. (e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (f) Reports Development - The additional reports as needed for the success of the project would be developed (g) Software installation on any alternate / backup server if required (h) The communication network monitoring and support (i) Configuration of the repaired / replaced hardware in the system (j) Trouble shooting and necessary actions to run the system as required. (k) Software bug fixing as and when required
10Excavation in trenches, not exc. 1.50 mtr wide and not exc 1.50 mtr in depth and getting out in soft / loose soil for foundations complete all as specified and directed by Engineer - in -Charge.
11M & L for PCC (1:4:8) type D-2 ( using 40mmgraded crushed stone aggregate) as in foundation filling and mass concrete complete all as specified and directed by Engineer - in -Charge.
12M&L for formwork to chajjas, lintel beam, troughts and similar items including edges rough finish surface of concrete flat complete all as specified and directed by Engineer - in -Charge.
13M&L for formwork to soffits of suspended slabs such as roof slabs,floor slabs thickness n. exc. 200 mm(horizontal or sloping) in rough finish complete all as specified and directed by Engineer - in -Charge.
14M&L for fromwork to edges of concrete flats, treads breaks in floors, window cills, concrete railings, openings in concrete walls, floor and roofs n.exc 20cm wide and sides of RCC/PCC bands in walls, orizontal or sloping and similar work exc 10 cm but n.exc 20 cm wide, roughed finished surfaces of concrete complete all as specified and directed by Engineer - in -Charge.
15M & L for mild steel TMT bars 10 mm dia and over, cut to length, bent to shape required, including cranking, bending, hooking ends and binding with mild steel wire (annealed) not less than 0.90mm dia complete all as specified and directed by Engineer-in-charge.
16All as per item No 12 here-in-before but 5mm dia and over upto and including 10mm dia as in stirrups, spaces & binderscomplete all as specified and directed by Engineer-in-charge.
17M&L for RCC M-25 (Design mix)using 20 mm graded stone aggregate as inbeams, Chajjas, cantilevers, bressummers, lintel beam & ovr 1.5m span complete all as specified and directed by Engineer-in-Charge. Note: Reinforcement shall be measured and paid separately.
18M&L for RCC M-25 (Design mix) using 20 mm graded stone aggregate as in slab suppored on walls, beams and columns in floors, roofs, landings, balconies, canopies, deck slabs and in shelves and the likecomplete all as specified and directed by Engineer-in-Charge. Note: Reinforcement shall be measured and paid separately.
19M&L for brick work withfly ash bricks bricks straight or curved on plan exceeding 6 mtr mean radius and built in cement mortar (1:6) complete all as specified and directed by Engineer-in-Charge.
20M&L for 40mm thick damp proof course in cement concrete 1:2:4, type B-0, 12.5 mm graded stone aggregate with WPC to horizontal or vertical surfaces including necessary formwork complete all as specfied and directed by Engr-in-Charge. Note :-Approved water proofing compound shall be measured and paid separately as supply only.
21Returning filling in including spreading levelling watering and well ramming in layers not exceeding 25cm complete all as specified and directed by Engineer-in-Charge.
22Spreading and levelling in layers n.exc 25cm thick and well ramming including watering as required under floors complete all as specfied and directed by Engr-in-Charge. Note. Earth required for filling shall be used obtained from earth work.

26M & L for 75mm thick PCC (1:4:8) type D-2 ( using 40mm graded crushed stone aggregate) as in sub base below floors complete all as specified and directed by Engineer - in -Charge.
27M & L for 25mm thick PCC (1:2:4), type B-0,using 12.5mm graded crushed stone aggregate as in floor complete all as specified and directed by Engineer - in -Charge.
28M&L for Machine cut kota stone slab flooring, 20-25mm thickover and including 20 mm thick screed bed in cement mortar (1:6)base laidand jointed with grey cement slurry mixed with pigment to match the shade of slab including rubbing and mirror polishing complete all as specified and directed by Engineer-in-charge.
