1Provn of consultancy services for preparation of Project report, BOQ alongwith rate analysis, preparation of tender document for replacement of conventional energy meters with smart prepaid energy meters complying with IS 16444-2020 in all Naval Stations across the country as per Approved Board proceeding. The proposed replacement includes integration of 80,000 meters PAN India with the Hardware & software system proposed to be provisioned at GE (NB) Vizag premises. Consultancy service is required for preparation of RFP in two parts. PartI First RFP should cater for provisioningof Server Hardware suitable for integration of 80,000 meters PAN India with all accessories, software including UHES , MDMS ,Master data module, prepayment module , website, Android & IOS mobile app, Service centre and other allied works likes false raised flooring, air conditioning, fire safety etc. incorporating following points:- (a)Hardware requirements: Tentative hardware requirement has been worked out as per Approved Board proceeding. Consultant is required to propose and include details of hardware required in the tender document. (b)Finalizing specification for Meter Data Management System (MDMS) and making part of tender documents. (c)System should be capable of integrating with smart energy meters complying with IS 16444-2020. (d) Performance parameters shall be defined in RFP as per the requirements of different stakeholders as per Approved Board proceeding. (e) Consultant is required to formulate cyber security architecture for robust performance without breach of security and data in any form complying with all the statutory provisions (f) Consultant is required to formulate measures for physical security of server like fire safety, theft, rodent control, liquid & dust protection, environmental protection etc and any other threats envisaged. (g) Consultant is required to formulate provisions for comprehensive maintenance of system installed including hardware and software for 10 years. (h)Consultant is required to formulate provisions for payment module for payment to be made to contractor.
2(j) Consultant has to identify suitable payment gate way structure for deposit of receipts from various accounts and deposits in to multiple accounts across country. Details in this regard can be obtained from AGE E/M GE NB Vizag. (k) Consultant should formulate Service level agreements, performance parameters, liquidate damages clauses. (l) Consultant should formulate and submit Pre qualification criteria for approval keeping in view the technical complexity and functional necessity of the project as per CVC guidelines. (m) Consultant should provide assistance to cover all stage process for tendering, execution and successful completion of the Project. Part II Second RFP should cater for provisioning of smart prepaid meters 9565 in Nos.( 3- Phase smart Meter - 1398 Nos. and 1-Phase smart Meters - 8167 Nos.) complying with IS 16444 at Naval establishment in Vishakhapatnam incorporating following points : (a) Site plan for subject work is available with GE NB Vizag office. Based on cellular connectivity available in the area as per site plan, consultant is required to conduct study and propose type of smart energy meter suitability in terms of Cellular/radio frequency with adequate redundancy. (b) Consultant is required to suggest communication protocol between unified HES provisioned in first RFP and smart energy meters provisioned in this work. (c) Consultant should formulate Draft tri party agreement/ Draft MOU among department, contractor of smart prepaid meter and telecommunication agency. d) Consultant is required to suggest frequency of data retrieval from smart meters to server so as to maintain functional efficacy with economy
3(e)Consultant shall formulate specification for payment schedule for payment to be made to smart meter contractor including payment for operation and comprehensive maintenance of the system for 10 years upto and excluding unified HES system. (f)Consultant shall formulate suitable contract clauses to ensure successful integration/mounting of smart energy meters by bidder with central server provisioned through RFP 1 and also include liability clauses for unsuccessful integration of the system. (g)It has been decided to provide two points of sale machines with only digital payment mode for recharging of smart energy meters at revenue kiosk of BSO. Relevant clauses in this regard shall be included in tender document. Notes for RFP 1 & RFP 2 (i)While preparing the documents and formulating specifications consultant is required to refer following documents : (ii)Model RFP on smart meter infrastructure by Ministry of Power (iii) MES SSR Part I & II (iv)Approved Board proceedings for replacement of all existing metres with smart prepaid meters including server at Vishakhapatnam available during office hours at AGE (v) MES Manual of Contracts-2020 (vi)E in C branch policy on “Instructions for PAN Navy installation of smart meters IS 16444: 2015 (Reaffirmed 2020) with prepayment mode". (vii)IS Codes-16444 & 15959 and other relevant codes (viii) CEA guidelines on functional requirements of the advanced metering infrastructure in INDIA.
4(ix) The vetting of designs and drawings and its report should be from the designated institute IIT/NIT/GOVT University and not from a professor/ individual of the institute in his personal capacity. The third party vetting the designs, drawings shall also be liable for ensuring that the designs and drawings or DPR produced are in compliance as per the laid down latest standards, regulations and sound engineering practices. In this connection A certificate that all details have been thoroughly checked and are in compliance to latest standards, codes, regulations in respect of safety, soundness and economy shall be obtained from the vetting agencies. (x)The consultant is responsible for drawing and design as required. Any midterm review of design if required during the currency of work due to site requirement shall also be done by consultant without any extra cost to the Govt. THE TERMS AND CONDITION OF THE JOB WORK WILL BE GOVERNED BY THE FOLLOWING- (a) Rate should be quoted inclusive of Central/State GST, Service charges. (b) Job work order should be completed within 60 days from the date of receipt of job order. (c) Consultant shall be associated with the work till completion of execution for giving clarification on the design and drawings during execution of the work. (d)The department reserves the rights to use this design and drawings in other similar projects and the consultant shall not have any claim on it and released after execution of project. (e) The consultant shall not share any details pertaining to this project to any body and all relevant Govt Security provision shall apply.
5(f)Design details, design parameters, specification, layout and schematic diagram shall be confirming to E- in- C’s branch policy on “Instructions for PAN Navy installation of smart meters IS 16444: 2015 (Reaffirmed 2020) with prepayment mode". and IS Codes-16444 & 15959 and other relevant codes (g) The department reserves the right to call the firm any time during the execution of the work for any clarification arising on the design and specification. (h) The rates shall include cost of additional drawings and other design date required if any due to changes at site or technical aspects noted during execution of the work. (j) Garrison Engineer (Naval Base) Vizag shall be coordinating officer at site on behalf of CWE Visakhapatnam. (k) Compensation for delay @1% of the quoted amount per week shall be levied after the date stipulated. (l)Consultants are advised to visit the site at Garrison Engineer (Naval Base) Vizag before quoting rates. (m) The job shall be deemed completed only after Dir (Des) & Dir (utility) verify the various aspects of the job and then finally approved by the Chief Engineer. (n) Payment Instruction. (i)60% payment will be released immediately after submission of final approved project report/ documents, 30 % payment will be released after finization of tender for complete job and 10% will be released on successful establishment of server centre define under RPF part 1 and Part 2 and successful installation of smart meter network define under RFP part-1 and Part-2. (ii)Prescribed pre-stamped pre-receipted bills in triplicate will be submitted to the paying authority after fulfilling conditions mentioned above. (iii) Original copy of Job Work Order will be attached along with the bill.
6(iv) The bills along with the connected documents will be subjected to pre-audit by associated finance audit department prior to releasing payment. (v)Payment will be made by Garrison Engineer (Naval Base) Vizag through bank only. (m) Extension of time may be considered on account of reasons beyond control of the consultant; decision of Garrison Engineer (Naval) Base will be final and binding in this regard. (n) If any discrepancy found in the report/design/drawings during scrutiny, the same shall be rectified without any extra cost. Revised report/design/drawing will be supplied within 10 days from intimation of defects to the consultants (o)Contractors quoted rates shall be inclusive of labour welfare tax/Cess levied by Labour welfare authority. The prevailing percentage of which as on date of issue of job order is 1% of gross payment due to contractor. (p)Before quoting the rates, contractor should have well understanding of the scope, terms and condition of job order. Extra payment will not be entertained for any discrepancy occurred
