The hydraulic loss through the treatment works from the normal TWL at the raw water inlet to the TWL in the treated water reservoir at the maximum flow shall not exceed 7.17 m preferably. ? The hydraulic loss calculations for the system downstream of the filters shall take into account of increased flow rates over the maximum works flow when a filter is in drain down.OverflowsThe Contractor shall design and install all overflow systems complete with necessary pipe work and channels from the point of overflow to a point of safe discharge.All overflows shall be designed for the safe evacuation of the maximum flow at the point of discharge resulting from the following conditions:(a) Restriction to water flow, e.g. excessively clogged filters.(b) Total obstruction to water flow, e.g. inadvertent closure of filter inlet penstocks.(c) Input greater than output, e.g. high lift pump failures, and shall be provided at the following locations: - Works inlet or channel to the flume;- Inlet to the filters;- Used wash water holding tanks;- Clarifier sludge balance tanks.At the maximum overflow rate, the head over any overflow weir shall not be greater than 300 mm and at the maximum design treatment flow the upstream overflow level shall be at least 150 mm below the crests of the overflow weirs. Each overflow shall be served by a level probe arranged to initiate an alarm state when the water level rises to within 20 mm of the overflow weir level.The hydraulic profile of the works shall be such that overflow occurs at the point in the process stream immediately upstream of the condition causing the overflow, so that water does not back up to other upstream overflow locations and so that no more than one overflow occurs in the water treatment process at any time. The tanks, chambers and channels shall be designed to accommodate the head necessary to evacuate the maximum flow at overflows with a freeboard of at least 200 mm.All overflows shall be discharged to the site drain.ii. Drainage? All water retaining structures and interconnecting channels and pipes shall be provided with facilities for complete dewatering.? Where practicable, provisions shall be made to allow draining of individual process units, compartments, sections of channels and lengths of pipes without interrupting the operation of the treatment works.? Dewatering shall be either by gravity or using pumps or by both.Where pumped drainage is proposed adequately sized pump sumps with portable pumps of the submersible type shall be provided as specified? A site drainage collection system discharging to sludge lagoons shall be provided.All drainage not discharging to a specified location shall be directed to the site drainage systems.? iii. Inlet works1. GeneralInlet works shall consist of an inlet chamber with mixing weir, a mixing flume and a clarifier flow division chamber.2. Raw water supply? Raw water to be delivered through pipeline from the intake pumping station within the WTP site using DI/ MS pipes as per design to the treatment works, terminating at the inlet of aerator. ? The supply pipe shall be provided with a flow meter of the electro - magnetic type ( as per the KWA standard) located within the site boundary.3. Inlet chamberMixer M1? The raw water weir in the aerator o/l channel shall be used for mixing lime for coagulation pH correction.Mixer M2? The outlet from the aerator shall terminate in a channel provided with a flume for mixing Aluminium Sulphate and chlorine.iv. Clarifier flow division chamber? Flow to the lamella clarifiers shall be divided downstream of the flume using a system of free fall weirs.? The design of the system shall ensure that equal division of flow is effected between the clarifiers in service at all flows up to the hydraulic capacity of the clarifiers.? Weir penstocks (also called weir gates) on the flow division weirs shall be provided for isolating the individual clarifiers at the flow division chamber. ? The flow division weirs could be provided in sections to enable weir penstocks to be accommodated. The penstock operating equipment shall be provided with access. v. Access and drainage? All structures of the inlet works including the inlet chamber and mixer, mixing flume and clarifier flow division chamber shall be provided with stair access and platforms complete with hand railings for operation and maintenance of the plant. ? A walkway complete with hand railings shall be provided along the side of the channel from the inlet chamber to the flow division chamber. ? The clarifier flow division chamber shall also be provided with access from the top of the clarifier.? At least 3 hydrant points each with high pressure fire hose of 20 m length complete with hose reel, hose connector and nozzle shall be provided with universal coupling to be fixed at appropriate location for washing and cleaning purposes of aerator, clarifier etc receiving water from the wash water tank.? Inlet works shall be provided with facilities for completely dewatering the pipelines, conduits, chambers and where applicable individual compartments independently.vi. Mixing of chemicals1. Mixing – general? Mixing of chemicals at all dosing points shall be by Electro-mechanical means.? Energy for mixing at all points of chemical application shall be derived from a device, which produces a head loss adequate for mixing. .? Mixing of chemicals at each point shall where necessary, be enhanced by dilution of the chemical with carrier water, and by good dispersion of the chemical in the water at the point of application.3. Design criteria? All free fall weirs shall be designed to prevent depressed or clinging nappe (with full ventilation) and shall have a downstream free board of not less than 50 mm under the maximum flow conditions.4. Sludge collection pit? The Pit to be provided with facilities for completely draining of all water and sludge.? Drainage shall be by either gravity or pumped to the site drainage system and for gravity drainage each chamber shall be supplied with a 150 mm diameter outlet valve and pipe work. ? Valves shall be provided with extension spindles and supporting brackets and shall be operated by hand wheel.? Where gravity drainage is not feasible, facilities shall be provided for pumped drainage and shall consist of pump sumps within the chamber.5. Chemical dosing at mixers? Dosing of hydrated lime at M1 shall be by perforated channel distributor located above the water surface at the weir. ? Aluminium Sulphate shall be dosed at M2 by a perforated pipe distributor located above the water surface upstream of the hydraulic jump. ? Dosing of chlorine at M3 shall be by perforated diffusers upstream of the static mixer. ? Dosing of lime at M4A/B shall be by perforated channel distributor.? Dosing of lime at M4C shall be by two injection lances mutually at right angles or appropriate devices.? All distributors shall be designed to minimise clogging and provide uniform distribution.? The coagulant distributor shall be provided with removable end caps to give access for cleaning.? Two flexible wire brushes shall be supplied to serve the pipe distributors.? A hydrant and a hose complete with hose reel, hose connector and nozzle shall be provided at mixing points for cleaning and washing down purposes.? Means of access shall be provided at the mixing points for operation of valves, flushing and cleaning of distributors and for maintenance purposes.vii. Protection against chemical attack at dosing points? At M2 where Aluminium Sulphate and chlorine are distributed the concrete surfaces within 0.5 m upstream and 2.5 m downstream of the dosing point, both above and below the water surface shall be protected against chemical attack by a suitable protective coating. ? At M3 the pipe work 1.0 m upstream and 3 m downstream of the chlorine injection point weir shall be protected against chemical attack by a suitable protective coating.MAINTENANCE PERIOD? During the maintenance period the contractor must maintain sufficient staff equipped for attending the repairs of pipeline, repairs of pump sets, operation of plants, etc. ? The staff pattern proposed by the contractor for the maintenance of the completed project should be approved by the Employer one month before the issue of completion certificate.? All the equipment that goes out of order during the maintenance period shall be rectified/replaced immediately to ensure uninterrupted functioning of the plant.? If any equipment/machinery is found to be defective the same shall be rectified at the earliest.? The contractor is responsible for any incidence such astheft, malpractice etc within the plant area during the maintenance period and the contractor shall keep the Employer indemnified. ? During the period of maintenance, all costs towards labour, spares, consumables, chemicals, repairs and renewals shall be borne by the firm / Contractor. ? The electrical energy charges payable to KSEB during the maintenance period shall be borne by the Authority.? Complete quality service shall be ensured by the contractor during the maintenance period. ? Necessary log books indicating the quantity of water pumped, and maintenance carried out and repairs attended with details of spares changed shall be maintained by the contractor on a day to day basis and produced to the Engineer in charge whenever called for and to be handed over to the Engineer in charge after completion of the maintenance period.? During the last three months of maintenance the contractor shall arrange to train the authority staff for the smooth operation of the plant after the liability period of the contractor. MAINTENANCE MANUAL :The periodical maintenance schedules and manuals for all the main equipment shall be given with reference to the hours of operation. The copies of the manuals should be furnished within one month from the date of commissioning.ARCHITECTURAL FEATURES? The layout of the plant shall be spacious, convenient and appealing with aesthetic features. ? The architectural features of the plant shall be attractive. The structure should be robust in design with aesthetic features both inside and outside.? The entire floor inside the filter house including laboratory, Duty room, Rest room, Entrance Lobby, and all other inside useful area within the filter house or outsidemust be finished withgood quality vitrified flooring tiles.? All hand railings inside the filter house shall be fabricated using Stainless steel SS 304 hollow pipe. ? Anodized aluminum doors and windows with MS grills shall be provided with glazed panels with heavy duty aluminum and best quality durable rubber beadings.? Entrance and exit doors shall be provided with rolling shutters in addition to glass doors for safety? White glazed tiles shall be provided inside the inspection chambers with lighting arrangement with glass cover. White glazed tiles shall be provided in the filter chamber also up to 30 cm below top of filter media and also on the inside of wash water gutters and gullet.? All RCC structures shall be plastered smooth and evenly by cement plastering with cement mortar 1:3 or richer mix both inside and outside unless otherwise specifically mentioned in this document.? Roof shall be projected Minimum 30 cm and water cuttings to be provided? Sunshade shall be of minimum 45-60 cm to be provided for entire stracture.? Water cutting should be provided wherever necessary as per the direction of the Engineer in charge.? Separate rain water drain arrangement shall be done for the filter house and other buildings using appropriate dia PVC pipes connected together to dispose the rain water to the common drain of the treatment plant.? The buildings shall be painted with weather proof paint of approved quality and colour two coats over a priming coat on the internal and external walls unless otherwise specifically mentioned in this document..? The outside of the flash mixers, clariflocculators etc. must also be painted two coats with weather proof paint ofapproved colour over a priming coat unless otherwise specifically mentioned in this document.? All steel and wooden materials, machinery and equipment shall be painted two coats over a priming coat with best quality enamel paint of suitable colour approved by Authority unless otherwise specifically mentioned in this document.? There must be a lobby on the entrance for display of technical details; models etc., ? There should be a suitable porch in front of the main entrance of the plant.? The front door shall be of minimum 2.00 meter width and with Powder coated anodized Aluminum frame and glass panels of minimum 9 mm thick.? Walk way shall be provided in between and all around the clariflocculators and filter house. The width of all walk way shall not be less than 75/100 cms respectively.? All walkways shall be provided with hand rails with 75/100 cm high fabricated using non-corrosive material (SS – 304 hollow pipes) for clarifiers/filter house inside respectively.? The provisions of the balustrades and rails shall be such that they shall be pleasing in appearance and matching to its position in the structure.? A bituminous pavement minimum 3 to 4 m wide should be provided inside the plant connecting all components of treatment plant conforming to IRC standards.Solid cut metal projected letters with LED shading light to be used to write the name board of the water treatment plant on the filter house wall. |
