2Taking down, disconnecting the power supply carefully by deployment of skilled manpower from existing energy meter by carefully opening electric connection from terminal and depositing into MES stores for safe custody. Also ensure to capture the final reading/reading remark from the meters being removed from wall and providing the same to MES for final settlement , complete all as specified and directed.
3Supply , installation, testing and comissioning of Smart prepaid Meter (IS-16444), AC whole current,single phase, 2 wires Smart Energy Meter of rating 240 Volt, 5/10-60 Amps,50 Hz , Class 1 complete as specified in CEA notification. The meter shall communicate with Head End System (HES) onRF communication technologies as mentioned in IS-16444 Part-I in a secure manner .
4Supply , installation, testing and comission of Smart prepaid Meter (IS-16444), AC whole current, three phase, 4 wires Smart Energy Meter of rating 415 Volt, 5/10-100 Amps,50 Hz , Class 1 complete as specified in CEA notification. The meter shall communicate with Head End System (HES) onRF communication technologies as mentioned in IS-16444 Part-I in a secure manner .
5NoteFor item No. 2 &3 :(a) Smart Meter shall be as per IS-16444, AC whole current, single phase, 2 wires or three phase, 4 wires, Smart Energy Meter of rating 5/10-60 Amps in Single phase 5/10-100 Amps in three phase complete as specified in CEA notification. The smart meter shall be based on RF communication technology including Gateways and Repeaters. (b) Gateways: -The contractor shall supply, provide and install IP-65 Protection Gatway compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It should have self-forming network i.e. in case of power failure of gateway or battery getting drain out, meters connected to particular gateway automatically shifted to other Mesh so that deta as per pre-defined interval will be send to HES. It would have inbuilt battery back up. It would support auto discovery of the meters in the RF network. Configure each smart meter with web based software with Gateway network configuration and One time master data setup including quarters, meters, occupants etc. The Gateway shall carry minimum 2 years warranty. Sufficient number of Gatways shall be installed in such a way that all the meters are covered in the network efficiently. (c) Repeaters: -The contractor shall supply, provide and install suitable numberrepeaters for proper integration of meters in the network. (d) The meter shall carry minimum 2 Years warranty. During the warranty contractor shall replace defective meter without any extra cost to department. (e) Deployment of adequate skilled manpower and back end IT infra/cloud hosted applications to provide above services : (i)Skilled manpower to deliver the professional services for better consumer satisfaction. (ii)Procurement and deployement of hardware/ accessories like computers to enable the manpower in executing their duties, printers to print the bills/ tokens. (iii) UPS sufficient enough to back the uninterrupted services. (iv) Tools and tackles to deliver the services. (v) Any need of vehicles for mobility in delivering the services. (vi) Provide Training to MES (User).
6NoteFor item No. 2 &3 (Contd) Note : -Cost of gateways and repeater are included in the quoted rate of this item and nothing extra shall be paid in this regard. The cost of sim charges for the Gateways and recurring SMS charges from the date of activation of smart meter up to the date of starting comprehensive AMC of work deemed to be included in the quoted rates.For item No. 2&3 : The smart meters should have the following minimum basic features:- (a) Measurement of electrical energy parameters. (b) Bidirectional Communication. (c) Integrated Load limiting/ connect/ disconnect switch. (d) Tamper event detection, recording and reporting. (e) Power event alarms as per IS 16444 Part-I. (f) Remote firmware upgrade. (g) Pre paid features (as per IS 15959 Part-2). (h) TOD features. (j) On demand reading. (k) The meter should support open communication protocol DLMS with software.

11Hosting and configuration of the web based software, website setup, user credential creation to entire meters and maintain the Advance Metering Infrastructure (AMI) in Shillong with following modules & services capable to connect minimum 4000 number of metering points in the setup (capable to enhance 100% for future expansion). Note :-(i)The Server through which web hosting will be done compliance with existing relevant Indian Standardwith its latest amendments for data security, 24 X 7 customer service etc. (ii) PC/Laptop for web hosting and vending etc works will be provided by the department. (iii) Cyber security Audit should carried out by Indian computer emergency responisive Team (CERT-IN) empanelled security advisor.
12Supply and installations Web Based Software with following Modules :- (i) Consumer and Meter Management Module : - The consumerand meter management module would be responsible for creating and managing the consumer information. System should be capable to add/remove the consumers triggered through transfers/service completion of the employess, The module shall be capable of supporting following applications a) Consumer attributes update triggered through authenticated channel. b) Replacement and up-dation of the defective meters. c) Sanctioned load/demand update on requests through authenticated channeld) Record keeping of the meters (d) The cost for comprehensive AMC (As described under item no 10 ) for entire contract perioddeems to be included with this job. (ii) Tarrif Management Module The Tariff management module shall be capable of keeping up the latest tariffs consumer category wise. It will also be able to manage the revisions in existing tariffs against the government orders. System should be capable to define and manage the tariffs for both mains and auxiliary supplies. The module shall also be capable to add/update the existing tariff category and respective tariffs. (iii) Occupation and vacation module :- The system should be capable of support the occupation and vacation of the officers as well as of other private consumers in the system. (iv) Consumer App :- The occupant officers/customers should be able to view energy data and billing data on mobile application android and IOS apps. (v) Communication :- Email and SMS communication to users and consumers. (vi) Users Adminstration. (vii) MES User Training. (viii) Website Setup. (ix) Capable to connect any number of metering points in the setup (capable to enhance 100% for future expansion). (x) The cost of Ist SIM and SIM charges required for entire contract periodshall deemed to be included with the above items
13Comprehensive AMC for one year peiod and started from the date of completion of CA and for 01 year for Electric meters works on Cellular communication technology . The AMC would include the following items :- (i) Monthly Sim charges (GPRS/Internet (SIM) Charges). The contractor would ensure supply of appropriate SIMs to ensure necessary singnal availability. The contractor would change the sim or sim provider as required (ii) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection/connection alerts. (iii) Software AMC : This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes.(iv) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be include in the AMC scope work. (v) Remote server admin support - Ensuring adequate data base backup, upgradations in the operating system, anti virus updates, database upgrade etc (vi) Reports developement - The additional reports as needed for the success of the project would be developed (vii) Software installation on any alternate/backup server if required (viii) 24*7 Customers care support, configuration of the prepaid/replaced hardware in the system, reconfiguration of the replaced meters.The communication network monitoring and support, Trouble shooting and necessary actions to run the system as required, software bug fixing as and when required.
14Material and labour for sub main wiring with four single core 6.0 sqmm FRLSH, ISI marked PVC insulated multi stranded, unsheathed copper conductor cable and one single core unsheathed FRLS , ISI marked, PVC insulated multistranded copper conductor cable of size 6.0 sqmm green colour as earth lead including PVC conduit or casing capping of suitable size lugs /ferrel for connection complete all as specified and directed, includingtaking down unserviceable one complete all as directed.(Note: four run of 6.0 sqmm cable ,one runof earth wire of 6.0 sqmmand one run of PVC conduit or casing capping shall be measured as one length).

17Supply and Installation of IP-67 protection Data Concentrator Units (Gateway) compatible for remote Advanced Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It shall have internal memory to store data of at least of 200 modules. It shall have inbuilt battery back-up. It would have IP-67 protection. It shall support auto discovery of the meters if there is any breaks in the RF network.
