(ii) Meter Should support the following data : 15 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, 30 load survey data for energy, monthly billing survey for Cumulative Energy and Max Demand (iii)Meter should have connect / disconnect remotely functionality operatable from prepaid billing software. (iv) Meter load limit should be settable remotely from the software. (v)The meter should supportcommunication as per IS 15959 (Part 2) 2011. (vi) Meter shall detect First Breath (Power on) and Last gasp (Power Off) condition and communicaton to the software. (vii) The meter should support open communication protocol DLMSwith the software. (viii) The system should be able to run in prepaid and postpaid billing mode as and when required based on definedprocesses by the department. Note:- (a)Meter it self capable for data transfer capable to define multiple tariff slabs. 2(c)Installation of outdoor data accumulator for long range communication compatible for remote automatic metering infrastructure (AMI) solutin and capable of communnicating with the smart energy meter and with the data server through GPRS/Ethernet.It would have internal memory to store data of at least 200 modules per month.It would have inbuilt battery back-up of 120 min. (d)The Smart Energy Meter to be capable to detect any tempering with meter and to communicate the server. (e) The meters to carry 5 year guarantee.That the manufacturer or their service provider shall furnish 5 (five) years replacement guarantee for prepaid meters installed under this contract excapt demage from water and fire. (f)The meter cost would include 3 years communication network recurring and anuual maintenance charges after completion of project. (g)The cost of making good disturbed surface & maching with existing surfaces is deemed to included in quated rate. (h) The contractor would be responsible for removing the existing meter, noting down the reading and depositing it with the MES AGE E/M storeany type and prepared list as old meter reading,Ser No. and date of fixing complete allas specified & directed by Engr-in-charge.

5Supplyinstallation, testing and Configuration of the Web based Software with following modules:- (i) Meter Data Management Module/ Data communication charges The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system.The meter data management system would capture and provide the following data: (a) 15 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency (b) Monthly billing survey data for cum energy and max demand (ii) Postpaid/Prepaid Billing Module/ head end system The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. The system would be setup asd postpaid billing system.It would allow postpaid and prepaid functionality as required.
6(iii) Occupation and Vacation Module The system would support occupation / vacation and billing reports. the software would be collecting data from meter /accumulator. The software would provide access to staff as well as the occupant for the data. (iv) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use).Website must have only access of MES authority, not to any third party or web devloper and OEM team will visit regulary or on request for any bug fixing as required for smooth running of website and application software. (v) Customer Portal The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and IOS mobile apps for the user to monitor its own data and balance on regular basis.
7(vi) Energy Accounting Module The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available for feeder/transformer load distribution. (vii) Communication Module The system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export The system would support export of metering and billing data in excel format.
8(x)Customer Care Module - the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. contractor should provide the software/ hardware update for smart meter/dcu/website/android/Iso/application software. (xiii) (a)Application software /android/Iso app, website and other connected items nust be supplied by original OEM (Manufacturar of meter) irrespective of developers and contractor should have submit MOU to provide the availablity of software update/ hardware spares for ten years from OEM only. (b) All softwares/ applications must have security provisions to protact privacy data and army area security.
9Note: (a) The software would be hosted on MEITY (Ministry of Information Technology) approved on GCC (Government Community Cloud). (b) One payment gateway would be installed and connected to the bank account provided by the GE,This payment gateway should have all payment options like online payment.Debit.Credit card payments , UPI payment etc. (c) The software ans systemwould contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. (d) Changes in the govermment tariff structure.The government tariff structure changes may require software sugrade.The same would be included in the AMC scope of work. (e)Remote server admin support - ensuring adequate database back up upgradation in the operating system anti virus updates, database upgrade etc. (f)Reports Development - The additional reports as needed for the success of the project would be developed
10(g)software /installation on ay alternate/backup server if required (h) The communicatin network monltoring and support (j) Configuration of the repaired/replaced hardware in the system (k) Trouble shooting end necessary actions to fun the system as required. (l) Softwere bug fixing as and swhen required (m)Softwere may have option to link with Nic server and AMI can be accessed through www.energy.gov.in for Energy accounting (n) Software must be audited from CERT india empanelled firm before instalation.Cost of audit to be borne by the supplier. (o) Smart meter and software/mobile application will be installed only after clearance from HQ cyber security agencies.Clearance from cyber security agencies of user.
11Supply and fixtransparent polycarbonate Meter box complying to IS-14772 suitable for singlephase smart Meter having sealable optical port provision on the cover of the meter box conform to IP-54 protection with push fitand hinge type includingfixing arrangement such as nut, bolt, washer etc all as per directed by Engr-in-Charge.
12Supply and fixtransparent polycarbonate Meter box complying to IS-14772 suitable for Three phase smart Meter having sealableoptical port provision on the cover of the meter box conform to IP-54 protection with push fitand hinge type includingfixing arrangement such as nut, bolt, washer etc all as per directed by Engr-in-Charge.
