| 3 | Supply , installation, testing and comissioning of Smart Meter (IS-16444), AC whole current,single phase, 2 wires Smart prepaid Energy Meter of rating 240 Volt, 5/10-60 Amps,50 Hz , Class 1 complete as specified in CEA notification. The meter shall communicate with Head End System (HES) on any of the communication technologies mentioned in IS-16444 Part-I in a secure manner . The selection of communication technology should be as per the site conditions and as per design consideration of AMI Implementing agency to meet the performance. The smart meter can based on RF Mesh communication technology or Cellular communication technology. The smart prepaid meters should have the following minimum basic features:- (a) Measurement of electrical energy parameters. (b) Bidirectional Communication. (c) Integrated Load limiting/ connect/ disconnect switch. (d) Tamper event detection, recording and reporting. (e) Power event alarms as per IS 16444 Part-I (f) Remote firmware upgrade. (g) Pre paid features at MDM end (as per IS 15959 Part-2). (h) TOD features. (j) On demand reading. (k) The meter should support open communication protocol DLMS with software. |
| 4 | Notes for Item No. 2 : Smart prepaid Meter on RF Mesh Communication Technology:- (i) Smart Meter shall be as per IS-16444, AC whole current, single phase, 2 wires & three phase, 4 wires, Smart Energy Meter of rating 5/10-60 Amps in Single phase /10-100 Amps in three phase complete as specified in CEA notification. The meter shall communicate with Head End System (HES) on any of the communication technologies mentioned in IS-16444 Part-I in a secure manner. The smart meter shall be based on RF Mesh communication technology including Gateways and Repeaters. (ii) Gateways: -The contractor shall supply, provide and install IP-65 Protection Gatway compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It should have self-forming network i.e. in case of power failure of gateway or battery getting drain out, meters connected to particular gateway automatically shifted to other Mesh so that data as per pre-defined interval will be send to HES. |
| 5 | It would have inbuilt battery back up and alsoIt would support auto discovery of the meters and self healing mechanism for any breaks in the RF network. Configure each smart meter with web based software with Gateway network configuration and One time master data setup including quarters, meters, occupants etc. The Gateway shall carry minimum 2 years warranty. Sufficeint number of Gatways shall be installed in such a way that all the meters are covered in the network efficiently. Repeaters: -The contractor shall supply, provide and install suitable number of single - phase meters as repeaters for proper integration of meters in the network. Note : -Cost of gateways, repeaters are included in the quoted rate of the item and nothing extra shall be paid in this regard. The cost of sim charges for the Gateways and recurring SMS charges from the date of activation of smart meter up to the date of starting comprehensive AMC of work deemed to be included in the quoted rates. |
| 6 | Notes for Item No. 2: Smart prepaid Meter based on Cellular Communication Technology :- Smart Meter shall be as per IS-16444 works on Cellular communication technolgy , AC whole current, single phase, 2 wires & three phase, 4 wires, Smart Energy Meter of rating 5/10-60 Amps in Single phase /10-100 Amps in three phase complete as specified in CEA notification. The meter shall communicate with Head End System (HES) on any of the communication technologies mentioned in IS-16444 Part-I in a secure manner. Notes : -(a) Only one type of meter shall be used . Mix- matching of smart meters based on RF or Cellular communication shall not be allowed in same pocket during execution of work. (b) The contractor shall be responsible for removing the existing meter, noting down the reading and depositing the same in MES store. (c) The meter shall carry minimum 2 Years warranty. During the warranty contractor shall replace defective meter without any extra cost to department. (d) The selection of communication technology accordingly type of Smart prepaid Meter as per IS-16444 in a station or within a specific pocket shall be decided by the concern GE of the station. The contractor have to take the written permission from GE before procurement of Meter alongwith it"s connected accessories as per CA. (e) Deployment of adequate skilled manpower and back end IT infra/cloud hosted applications for providing above services : (i)Skilled manpower to deliver the professional services for better consumer satisfaction. (ii)Procurement and deployement of hardware/ accessories like computers to enable the manpower in executing their duties, printers to print the bills/ tokens. (iii) UPS sufficient enough to back the unintrrupted services. (iv) Tools and tackles to deliver the services. (v) Any need of vehicles for mobility in delivering the services. (vi) Provide Training to MES (User). |
| 7 | Hosting and configuration of the web based software, website setup, user credential creation to entire meters and maintain the Advance Metering Infrastructure (AMI) in Shillong with following modules & services capable to connect minimum 1500 number of metering points in the setup (capable to enhance 100% for future expansion). Note :-(i)The Server through which web hosting will be done compliance with existing relevant Indian Standardwith its latest amendments for data security, 24 X 7 customer service etc. (ii) PC/Laptop for web hosting and vending etc works will be provided by the department. (iii) Cyber security Audit carried out by Indian computer emergency responsive Team (CERT-IN) empanelled security advisor. Cost of audit shall be borne by the contractor. |
| 8 | Supply and installations Web Based Software with following Modules :- (i) Consumer and Meter Management Module : - The consumerand meter management module would be responsible for creating and managing the consumer information. System should be capable to add/remove the consumers triggered through transfers/service completion of the employess, The module shall be capable of supporting following applications a) Consumer attributes update triggered through authenticated channel. b) Replacement and up-dation of the defective meters. c) Sanctioned load/demand update on requests through authenticated channeld) Record keeping of the meters (d) The cost for comprehensive AMC (As described under item no 5 ) for entire contract perioddeems to be included with this job. (ii) Tarrif Management Module The Tariff management module shall be capable of keeping up the latest tariffs consumer category wise. It will also be able to manage the revisions in existing tariffs against the government orders. System should be capable to define and manage the tariffs for both mains and auxiliary supplies. The module shall also be capable to add/update the existing tariff category and respective tariffs. (iii) Occupation and vacation module :- The system should be capable of support the occupation and vacation of the officers as well as of other private consumers in the system. (iv) Consumer App :- The occupant officers/customers should be able to view energy data and billing data on mobile application android and IOS apps. (v) Communication :- Email and SMS communication to users and consumers. (vi) Users Adminstration. (vii) MES User Training. (viii) Website Setup. (x) The cost of Ist SIM and SIM charges required for entire contract periodshall deemed to be included with the above items |
| 9 | (v) Energy Accounting Module The system shall include features of energy accounting. The system shall be able to account for total energy block wise, facility wise and shall also allow calculations of unaccounted energy in case total energy meter is also available. (vi)Customer Care Module - the software shall include a customer care module where the user shall be log in any complaints. The service provider shall monitor the complaints and carry out the necessary activities for the complaints resolution. (vii) Meter Installation Module - The software shall include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (viii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. (ix) The cost of Ist SIM and SIM Charges for entire period of contract shall deemed to be included with the above items. Note: The software shall contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. |
| 10 | Comprehensive AMC for one year peiod and started from the date of completion of CA and for 01 year for Electric meters works on Cellular communication technology . The AMC would include the following items :- (i) Monthly Sim charges (GPRS/Internet (SIM) Charges). The contractor would ensure supply of appropriate SIMs to ensure necessary single availability. The contractor would change the sim or sim provider as required (ii) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection/connection alerts. (iii) Software AMC : This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes.(iv) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be include in the AMC scope work. (v) Remote server admin support - Ensuring adequate data base backup, upgradations in the operating system, anti virus updates, database upgrade etc (vi) Reports developement - The additional reports as needed for the success of the project would be developed (vii) Software installation on any alternate/backup server if required (viii) 24*7 Customers care support, configuration of the prepaid/replaced hardware in the system, reconfiguration of the replaced meters.The communication network monitoring and support, Trouble shooting and necessary actions to run the system as required, software bug fixing as and when required. |
